O descompasso de uma experiência: avaliação do Programa Habitar Brasil na Comunidade África-Natal/RN

This research deals with the evaluation of the Programa do Governo Federal para Urbanização de Favelas Habitar Brasil(1993) carried out in the Africa slum - Redinha neighbourhood in Natal-Rn. This study carried out in period from 2005 to 2006 searches to identify the effects of the actions proposed by Program in 1993-1994 about the current urbanistic configuration of the Africa community. It analyzes the effectiveness in the process of achievement of the considered objectives to habitation, communitity equipments, infrastructure and agrarian regularization. On the evaluation process, it has been as reference the works developed by Adauto Cardoso (2004), Blaine Worthen (2004), Ronaldo Garcia (2001) and Rosângela Paz (2006). About the Habitational Policy with approach to the Urbanistic Right and the right to the housing, the reflections by Raquel Rolnik, Nabil Bonduki, Ermínia Maricato, Saule Júnior, Betânia de Moraes Alfonsin and Edésio Fernandes are main references. To gauge the execution of the objectives proposed by Habitar Brasil in 1993, it has searched in the documentary data of the time and in information gotten in interviews with technicians that had participated of the program, consistent references on what was considered, what was executed and the process of the intervention of Habitar Brasil in the Africa community. The area analysis in 2005-2006 has developed on the base of the urbanistic survey of the current situation from the four performance lines of the Program: habitation, infrastructure, community equipments and agrarian regularization, with a current urbanistic evaluation of Africa considering the intervention carried out in 1993 and 1994. The study points out the context of Brazilian Habitational Policy where the Programa Habitar Brasil was launched, explaining the main principles of the Program. In terms of local, it empahsizes the administrative-political factors that had contributed so that Natal-Rn city has been pioneering in the resources captation of Habitar Brazil (1993). Considering Habitar Brazil in Africa, the work argues and presents the intervention diagnosis and the proposal, developed by Program in 1993 evidencing the local problem of the time. After that, it makes a current reading of the area, identifying in 2006 representative elements of Habitar Brasil (1993-1994) for the Africa community. It identifies significant advances in the constitution of the institucional apparatus of the plaining system of Habitation of Social Interest for the city of Natal and points the fragilities in the implementation of the urban infrastructure actions and above all in the achievement of the objectives of the agrarian regularization

The biomonitoring technique for water quality in water bodies has been incorporated increasingly in management of the natural resources, using mainly indices of its aquatic community characteristics. In Brazil the first efforts to use this technique was restricted to the South and the Midwest region of this country. Located in the northeast region, this study was conducted at Rio Grande do Norte state and had as main objective the assessment of water quality in the Piranhas-Açu river using benthic macroinvertebrates community as biological indicators. Thus, were applied two biotic indices, the BMWP (Biological Monitoring Working Party score system) and the IBF (Family Biotic Index). According the requirements of these indices, two periods of sampling were determined as basic methodology, in dry seasons of 2006 and 2007. The sampling sites were around the municipalities of Açu, Ipanguaçu, Alto do Rodrigues and Pendências. Physical-chemical measurements; a protocol of rapid assessment of diversity of habitats, and determination of the degree of tolerance of each taxon to organic pollution were also performed. The most abundant organisms found in the river were tolerant with the prevalence of Chironomidae (Diptera) and Melanoides tuberculata. This results, together with those ones got in indices application, showed a considerable organic pollution in the four sample places and the reaches were classified as modified to impacted. According to the used indices, this study suggest that this river have significant alteration in the biotic community and water quality on the organic pollution, and this fact, occurs in the reach of the river further downstream, where were expected a good water quality. Considering these results, measures aiming the conservation of this water body are needed regarding as it is inserted into a fragile ecosystem with dry season phenomenon, and the water of this river has extremely importance for the local economy

Considering their commercial importance, as these are the species of freshwater fish more commercialized in Brazil, their occurence in different kinds of aquatic environments (lakes, rivers and dams) and for being tolerant to a wide range of variation of various physical parameters and chemical water, the fish species Oreochromis niloticus, Cyprinus carpio and Colossoma macropomum were chosen for this study, furthermore, to test the toxicity we used the herbicide Roundup. The fingerlings of tilapia (Oreochromis niloticus), commun carp (Cyprinus carpio) and tambaqui (Colossoma macropomum) were submitted to the herbicide roundup in the following concentrations: 0.0 (control); 18,06; 19,10; 20,14; 21,18 and 22,22 mg.L-1, 0.0 (control); 13,89; 14,86; 15,83; 16,81 and 17,78 mg.L-1, and 0.0 (control); 18,06; 19,10; 20,14; 21,18 and 22,22 mg.L-1, respectively, three for 96 hours. The LC50 - 96h for O. niloticus, C. carpio and C. macropomum was 21,63, 15,33 and 20,06 mg.L-1 of the herbicide roundup, respectively. The results show that this herbicide is classified as slightly toxic to the three species. The values of dissolved oxygen, pH and temperature recorded in the aquarium control and aquarium experimental of the three fish species have remained without significant variations during the tests, which reduces the possibility of death caused by sudden variations of these parameters during the 96 hours the experiment. The values of LC50 between different species of fish were observed, noting that the species O.niloticus, C. carpio and C. macropomum showed no expressive differences. The values of environmental risk of Roundup were calculated to obtain more stringent parameters in assessing the dangerousness of those on nontargets. The risk of environmental contamination by Roundup for the Nile tilapia, common carp, and tambaqui are low for the lowest application rate (1 L.ha-1) and depths (1.5 and 2.0 m). The dilution of 100%, the highest recommended dose (5 L.ha-1) and depths (1.5 and 2.0 m) the risk is moderate for the three species. The values of the Risk Ratio (QR) were greater than 0,1, indicating that the values of the CAE and LC50 are above acceptable levels and there is a need, this study, a refinement in ecotoxicological tests

Top-down (grazing) and bottom-up (nutrient, light) controls are important in freshwater ecosystems regulation. Relative importance of these factors could change in space and time, but in tropical lakes bottom-up regulation has to been appointed as more influent. Present study aimed to test the hypothesis that phytoplankton growths rate in Armando Ribeiro reservoir, a huge eutrophic reservoir in semi-arid region of Rio Grande do Norte state, is more limited by nutrient available then zooplankton grazing pressure. Bioassay was conduced monthly from September (2008) to August (2009) manipulating two levels of nutrients (with/without addition) and two level of grazers (with/without removal). Experimental design was factorial 2X2 with four treatments (X5), (i) control with water and zooplankton from natural spot ( C ), (ii) with nutrient addition ( +NP ), (iii) with zooplankton remove ( -Z ) and (iv) with zooplankton remove and nutrient addition ( -Z+NP ). For bioassay confection transparent plastic bottles (500ml) was incubate for 4 or 5 days in two different depths, Secchi`s depth (high luminosity) and 3 times Secchi`s depth (low luminosity). Water samples were collected from each bottle in begins and after incubates period for chlorophyll a concentration analysis and zoopalnktonic organisms density. Phytoplankton growths rates were calculated. Bifactorial ANOVA was performance to test if had a significant effect (p<0,005) of nutrient addition and grazers remove as well a significant interaction between factors on phytoplankton growths rates. Effect magnitude was calculated the relative importance of each process. Results show that phytoplankton growth was in generally stimulated by nutrient addition, as while zooplankton remove rarely stimulated phytoplankton growth. Some significant interactions happening between nutrient additions and grazers remove on phytoplankton growth. In conclusion this study suggests that in studied reservoir phytoplankton growth is more controlled by ascendent factors than descendent

It is important to evaluate the quality of water for proper management of these resources, since the increase of environmental degradation and the multiple use of water resources are decreasing the quality of water consumed by living beings. The objective of this study was to characterize the phytoplankton community and its variations during periods of dray and rain in Jiqui Lake located in Parnamirim, RN. It was also aimed to analyze the physical and chemical factors of this environment, in order to contribute to the knowledge of water quality used for human consumption. The collection of water samples were carried out in September 2008 to August 2009. The collection of the phytoplankton community was carried out in four sampling sites (surface, bottom, margin of the lake without macrophytes and site dominated by macrophytes). Phytoplankton was collected using plankton net of 20m. The analysis of nutrients and identification of phytoplankton were performed in the laboratory. The results indicate that concentration of chlorophyll a was high in the bottom with mean value of 1.07 μgL-1 (SD ± 1.61). During the study period there was a dominance of the following species: Euglena gracilis, Trachelomonas sp, Cyclotellas sp, Gomphonema apuncto, Navicula cuspidata var. cuspidata, Navicula sp, Rhopalodia gibba. There was homogeneity between limnological values in the four study sites, with significant difference between the periods of drought and rain. The Jiqui Lake is considered oligotrophic due to its low concentrations of chlorophyll a, high transparency and low levels of nutrients. The values of BOD and chlorophyll a concentration remained below the permitted standards existing for freshwaters in Brazil, thus the water from Lake Jiqui is of good quality, suitable for human consumption.

In Brazilian semiarid region, the majority of water bodies are temporary and the biodiversity in these ecosystems is poorly known. The goal of this study was to describe the temporal variation of benthic macroinvertebrates in an intermittent stream in the Brazilian semiarid region. From March to July of 2009, surveys of benthic macroinvertebrates and water physiochemical parameters were done in a first order stream located at Piranhas-Açu River basin. 25 macroinvertebrates families were found, 21 belonging to Insecta class. The chironomids were the most abundant group during all study period and were represented by 19 genus. The largest densities and taxonomic richness were seen in the drying phase of the stream while the smallest values were found in the period with the heaviest rainfalls ( wet phase ). Only the families Chironomidae and Ceratopogonidae were found during all study period, suggesting that these groups have better adaptations to support floods and droughts. Furthermore, these two groups seemed to be pioneering in this stream. Among the chironomids, Paratendipes dominated the period of floods while Tanytarsus were more abundant in the drying phase . This study showed that hydrological fluctuation is the main force influencing the macroinvertebrate community in this stream, therefore, efforts seeking the conservation and management of Brazilian semiarid water bodies should consider this high natural variability in flow regime

Ecomorphology is a science based on the idea that morphological differences among species could be associated with distinct biological and environmental pressures suffered by them. These differences can be studied employing morphological and biometric indexes denominated Ecomorphological attributes , representing standards that express characteristics of the individual in relation to its environment, and can be interpreted as indicators of life habits or adaptations suffered due its occupation of different habitats. This work aims to contribute for the knowledge of the ecomorphology of the Brazilian marine ichthyofauna, specifically from Galinhos, located at Rio Grande do Norte state. 10 different species of fish were studied, belonging the families Gerreidae (Eucinostomus argenteus), Haemulidae (Orthopristis ruber,Pomadasyscorvinaeformis,Haemulonaurolineatum,Haemulonplumieri,Haemulonsteindachneri), Lutjanidae (Lutjanus synagris), Paralichthyidae (Syaciummicrurum), Bothidae (Bothus ocellatus) and Tetraodontidae (Sphoeroidestestudineus), which were obtained during five collections, in the period time of September/2004 to April/2005, utilizing three special nets. The ecomorphological study was performed at the laboratory. Eight to ten samples of each fish specie were measured. Fifteen morphological aspects were considered to calculate twelve ecomorphological attributes. Multivariate statistical analysis methods such as Principal Component Analysis (PCA) and Cluster Analysis were done to identify ecmorphological patterns to describe the data set obtained. As results, H.aurolineatumwas the most abundant specie found (23,03%) and S.testudineusthe less one with 0,23%. The 1st Principal component showed variation of 60,03% with influence of the ecomorphological attribute related to body morphology, while the 2nd PC with 23,25% variation had influence of the ecomorphological attribute related to oral morphology. The Cluster Analiysis promoted the identification of three distinct groups Perciformes, Pleuronectiformes and Tetraodontiformes. Based on the obtained data, considering morphological characters differences among the species studied, we suggest that all of them live at the medium (E.argenteus,O.rubber, P.corvinaeformis,H.aurolineatum,H.plumieri,H.steindachneri,L.synagris) and bottom (S.micrurum,B.ocellatus,S.testudineus) region of column water.

The present work was carried out at the Atol das Rocas (3º 51 S; 33º 49 W), the only atoll of the South Atlantic and the first Brazilian marine protected area. It was guided by the following hypothesis: the composition of the fish communities varies in agreement with the position of the pools; in other words, with or without permanent ocean connection. To test the validity of this hypothesis, the fish abundance was estimated in the connected pools (Barretinha/Barreta Falsa) and unconnected ones (Cemiteriozinho/Âncoras), carrying an ecological characterization of the fishes that inhabit these pools. Additionally, the structural complexity of the sampled places was also evaluated intending to verify the variations of the abundance and diversity of fishes in function to this factor. By the fact of this research was being carried out through the limits of a conservation unit, the samples was realized using visual census techniques. The results generated through uni and multivariate analytic techniques allowed the evidence that decisive factor in the density, richness and diversity variations of fishes are linked to the substratum type (Hard / Soft bottom) and not by the fact that the pool are or are not connected permanently to the ocean. In relation to the structural complexity; 58% of the variations in the diversity of fishes were attributed to changes in the structural complexity, while 12% of the variations in the abundance were attributed to the structural complexity

The current study examined spatial-temporal modifications and water quality through chemical and biotic indicators during both dry (January, February and November 2006) and wet seasons (March to June 2006). This study was carried out in Armando Ribeiro Gonçalves Reservoir, RN, Canal do Pataxó and after the water station treatment (WST). The physical-chemical parameters were measured in situ and inorganic nutrients, chlorophyll a and Free Oxygen Demand (FOD) were analyzed in laboratory conditions. Quali quantitative analyses of phytoplankton were carried out utilizing Sedgwick-Rafter camera. Results indicate that DQO concentrations were low. FOD concentrations in the reservoir were comparatively higher in the dry season (5.21 mgL-1; 5.64 mgL-1 e 6.05 mgL-1) in relation to the wet season (4.52 mgL-1; 4.12 mgL-1 e 4.92 mgL-1), in surface, intermediate and bottom waters, respectively. FOD values were inferior to 1.0mgL-1in both Canal do Pataxó and after WST, which is considered adequate for public use reservoirs. Although FOD concentrations were low, Armando Ribeiro Gonçalves Reservoir, Canal do Pataxó and WST were classified as euthophizied, mesotrophic ad oligotrophic, respectively, considering the Index of Trophic State Criteria. Chlorophyll a concentrations in the study reservoir were higher in the surface (199.2 µgL-1) during the wet season, whereas in Canal do Pataxó concentrations decreased from 1.56 µgL-1 to 0.028 µgL-1, and after WST values were low (0.059 µgL-1). Dominance of cianobacterias, such as Planktotrhix agardhii (dry season) and Microcystis sp (wet season) was registered in all three areas. In the reservoir and Canal do Pataxó, density of cianobacterias, such as P. agardhii and Microcistys sp., was superior to the values allowed by the Health ministry (HM). However, after WST, density values of cianobacteria were inferior to values established by the HM

We present a checklist of the shores fishes of the coast of the Rio Grande do Norte state. Species were registered through the specimens collection, underwater records, samples in landings of artisanal fleet and by compilation of data from literature and ichthyologic collections, between January 2004 to 2006. A total of 440 species form 2 classes, 25 orders, 106 families and 253 genus were registered. It is believed that due the great increase of the number of species registered, the ichthyofauna of the coast of this state is reasonably known

The Cruzeta impoundment, situated in the city of Cruzeta, hinterland of the state of the Rio Grande do Norte state has significant importance to the municipality as it represents the only source of supplying water to the region. It was hypothesized that the regional consequence of the global warming and the warming of surface water could substantially contribute the significant growth of the aquatic macrophytes in the years 2008-2009. The growth of these vegetation believed to be improved the degree of water transparency and as a consequence of the improved growth of phytoplankton species and chlorophyll biomass. At the same time the aquatic macrophyte could interact and compete potentially for the dissolved inorganic nutrients resources and the phytoplankton community. This study presents a comparison of years 2004-2005 when it did not have the expressive presence of the aquatic macrophyte community or restricted to the littoral region. In contrast, the years 2008-2009 showed a significant growth of the aquatic macrophyte in the Cruzeta/RN impoundments. The present study is an attempt to elucidate the significant presence of the aquatic macrophyte, Eichhornia crassipes, Ceratophyllum submersum, Nymphea sp and Pistia sp, and its interference on the ecology of phytoplankton. The samplings had been carried out from September of 2008 to April of 2009 and consistently between 10:00 h and 12:00 h with the aid of Van Dorn bottle and the plankton net of mesh size 20 Qm. The collections were made in three depths ie., surface, mid-column and bottom. The Physical-Chemical parameters such as pH, temperature, electrical conductivity and dissolved oxygen had been analyzed in situ. The samples for analysis of nutrients and chlorophyll were kept under refrigeration for posterior analysis in the laboratory. Phytoplankton samples were preserved in Lugol-iodine and kept for sedimentation for quali-quantitative analysis of phytoplankton. Enumeration of cells, colonies and filaments was done with the aid of Sedgwick-Rafter counting chamber and expressed as numbers/ml. Chlorophyll a was analyzed as a functional component of phytoplankton biomass and extracted with cold 90% acetone. The results indicate that the chlorophyll concentration varied between 5,65-8,08 Qg.L-1 for the dry period and 5,09-6,23 Qg.L-1 for the rainy period and showed considerable reduction when compared to the values to the 2004-2005 study period. The temperature was always presented higher in relation to the 2004-2005 study. Phytoplankton species showed a relative abundance of the Cyanophyceae for both the period of dry and rainy. The predominance species are filamentous Leptolymbya geophila Borzi (Planctolyngbya sp), Anabaena plankctônica Brunnthaler, Oscillatória limosa Ag. and Cylindrospermopsis raciborskii (Wolosz). The concentration of the nutrients such as nitrate and orto-phosfato had always presented higher values during the rainy period and the ammoniacal nitrogen retained moderate values in the dry period and a slight increase in rainy season. The main conclusions are the reduction of the concentration of chlorophyll, diversity of phytoplankton, and the increase in temperature and transparency of the water during the period of the study

Neste estudo foram investigadas a diversidade, a composição, e as diferenças no uso do espaço (hábitat e microhábitat) e do alimento em uma comunidade de lagartos habitantes da serapilheira de um fragmento de Mata Atlântica, do Estado de Alagoas, Brasil. Para a observação e/ou coleta dos espécimes, foram utilizados os métodos de busca ativa e armadilhas de queda (pit-fall traps) sem cerca-guia. Para análises de diversidade e da existência de diferenças de diversidade entre os hábitats e microhábitats, utilizou-se o índice de Shannon. A largura dos nichos espacial (hábitat e microhábitat) e alimentar foi avaliada, utilizando-se o índice de diversidade de Simpson. A similaridade entre as áreas foi averiguada utilizando-se o índice de Jaccard. Para avaliar o grau de sobreposição quanto ao uso do espaço (hábitats e microhábitats) e do alimento pelas espécies, foi utilizada uma versão da equação de MarcArthur & Levis. Foram obtidas vinte e três espécies de lagartos, pertencentes a nove famílias; destas, dezenove foram obtidas no interior da mata e nove na borda. Para o interior da mata as espécies mais abundantes foram Kentropyx calcarata, Dryadosaura nordestina, Enyalius catenatus e Gymnodactylus darwinii. Na borda da mata as espécies mais abundantes foram Tropidurus hispidus, T. semitaeniatus, Ophiodes striatus e Ameiva ameiva. Quanto à utilização dos recursos, os resultados mostraram que espécies filogeneticamente próximas nem sempre utilizam de maneira semelhante os recursos disponíveis. A dieta em geral foi composta por artrópodes. Tropidurus hispidus e T. semitaeniatus se mostraram especialistas no consumo de Himenoptera (Formicidae), que estiverem presentes em 100% dos seus estômagos. Ophiodes striatus teve como principal alimento caramujos (Gastropoda) e aranhas com 60% cada; sendo Gastropoda mais abundante para esta espécie

State intervention generally demands the purchase or rental of goods and services, and such acquisitions are subject to a number of indispensable legal frameworks. In the Brazilian State, Law 8.666 of 21 June 1993 and further norms regulate the necessity of a formal process, usually licitation. Given the importance of this subject to public and private spheres, one of the prerequisites of these formal contracting rules is the openness of public acts, and society s knowledge and accompaniment. The objective of this study is to investigate society s participation in public contracting, with the aim of debating theories surrounding the state/society relationship proposed by public political thought and authors in relation to legal aspects involving licitations. The principal question of this research is: despite the possibility of society s participation being predicted in the legal frameworks which orientate licitations, why is this social control not carried out? Why does it only occupy a secondary position to both individual and collective agents? In order to test some of this study s hypotheses, field research was carried out in the Coqueiral community in Aracaju, Sergipe, in relation to public acquisitions of goods and services during the period of May to September 2009. Research involved observation visits and guided interviews with the relevant community and public sector representatives. This project s hypotheses were confirmed, as this social control is not apparent, even in areas where popular participation is a strong component in asserting ones local rights, like in the Coqueiral community.

This research studies the tradition of epiphany in the community of Cipó de Baixo, which belongs to the city of Pedro II, in the state of Piauí. Readings were made seeeking to emphasize the processivity of the play that navigates between permanence and change. The study starts with a social context of the community, in dialogue with the life history of the owner of the epiphany, Raimundo Milú: strong figure who, along with his family networks, as well as networks of patronage and friendship, struggles for the resistence of the play. The description of the ceremony of Kings, with its constituent parts, punctuates the remarkable character of Cipó community epiphany. This detailed understanding of the play favors the understanding of some of the social vines that serve as the basis for the warp of this cultural practice: modernization vine, where we explore the general motivation of Cipó community epiphany transformations - modernity; family and community exchange vine, which describes the scheme that holds the permanence of the play; masculinity vine, explains the strong gender system that crosses Cipó community epiphany; reinvented tradition vine, where we locate the uniqueness of Cipó community epiphany tradition and its dialogues with modern dynamism; conflict between generation vine, depicts the differences between generations and how they contribute to the dialogue between the traditional and the new; theatrical spectacle vine, describes the play as a performative activity. Thus, we build a social scheme that analyzes the play of Kings of Cipó community as a whole, where change and continuity plan a cultural plot on their own
