A exemplo do que ocorreu no Governo Federal com a Reforma Bresser, em outros países e, mais recentemente, nos governos estaduais, alguns municípios brasileiros vêm empreendendo modelos de administração voltados ao alcance de resultados, como uma política central de governo. Esta dissertação explora o processo de adoção da gestão orientada a resultados (GpR) em três dos principais municípios da região Sul do Brasil – Curitiba, Porto Alegre e Joinville – partindo do pressuposto de que a adoção deste modelo pode ser avaliada pela abordagem teórica de formulação de políticas públicas. É analisado o processo decisório para a introdução desta política nos respectivos governos, a partir da tipologia de agendas especificada por Kingdon (2003), conhecida como multiple streams framework. Os atores e empreendedores que influenciam neste processo são identificados, assim como o modo que eles exercem sua influência no encaminhamento das soluções e na definição dos problemas, com o objetivo a mapear o contexto que possibilitou a ascensão do tema à agenda decisória nos municípios estudados.

Esta pesquisa objetiva verificar de que forma, no Brasil, as políticas públicas relacionadas às ameaças químicas, biológicas, radiológicas, nucleares e explosivas (QBRNE) contribuem para o preparo de resposta a um incidente de tal natureza. No mundo contemporâneo há uma concentração das populações nos centros urbanos, tornando-as vulneráveis a desastres químicos, biológicos, radiológicos e nucleares, os quais podem ser desencadeados por eventos adversos, intencionais ou não, resultando em grandes impactos humanos, ambientais, materiais, sociais e econômicos à nação. O terrorismo é uma das possibilidades de ocorrência de um grande desastre, utilizando-se principalmente de atentados com explosivos e podendo se valer dos efeitos dos agentes contaminantes. Então, foram pesquisadas e apresentadas políticas públicas e ações do governo federal norte-americano para o trato de ameaças QBRNE, as quais são comparadas à situação prospectada no território brasileiro, por meio da legislação, políticas públicas, orçamento, documentos e bibliografia. Diversas instituições foram avaliadas quanto ao papel a ser desempenhado em uma situação emergencial, sendo os dados tratados por análise de conteúdo e historiografia. A literatura sobre política pública é ampla, com rica discussão sobre as boas práticas de gestão pública, a evolução do papel dos servidores públicos para um ser técnico e político simultaneamente e de que maneira é influenciada a concepção de uma política pública. O Modelo de Fluxos Múltiplos e a Teoria de Equilíbrio Pontuado são usados para compreender o processo dinâmico de construção da agenda decisória no governo federal para o tema estudado. Concluiu-se que as políticas públicas de resposta para ameaças QBRNE surgem dispersas em diversas instituições, promovidas pelas equipes técnicas, de maneira descentralizada e sem uma orientação do governo central, o que acarreta sobreposição de atividades, havendo casos de problemas não tratados, desprezando-se a complementação de recursos e efetivos.

The Brazilian luxury goods market has been registering substantial growth with many international brands establishing presence in the country. When entering the market, the perfect location seems for most of them to be found in Iguatemi Group’s Shopping Malls. This research focuses the topic of Luxury Market and Retail, in the form of a case study on Iguatemi Group, which tries to understand How is Iguatemi Group creating opportunities for International Luxury Brands in Brazil? To understand the context of the case, the text explores the Brazilian market evolution, its attraction factors and challenges, the location choice methodology used by international luxury brands, and finally, how is the Iguatemi Group creating opportunities for these brands in Brazil. For doing so, a multiple-methods approach was followed so to achieve a non-biased result. In-depth interviews were conducted with Iguatemi’s managers, international luxury brands’ managers and experts in luxury market and retail; non-participant observation was held, and documentation was examined. The research found that the entry of International Luxury Brands in Brazil started about 20 years ago, mainly explained by the positive structural economic reforms Brazil experienced in this period. 60% of the studied brands chose São Paulo’s Iguatemi malls as first location, in particular Iguatemi São Paulo and JK Iguatemi. The preference over these locations relies mainly on the reputation of the Iguatemi brand and on its positioning in the market which seems to be aligned to that of these brands. From its side, Iguatemi has started actively gathering international luxury brands into the market since 15 years ago, and has intensified its action by creating iRetail, an internal company to the group representing some international luxury brands in Brazil, which have, thus, exclusive locations in its malls. The role of Iguatemi, hence, goes beyond that of a real estate company, by approaching the market with a 360° strategy. These findings contribute for academic purposes, in the extent to which they propose a so far rather unexplored topic, and for managerial purposes by describing a best practice in the shopping center sector. However, the study does not mean to be generalized. Consumers’ perspectives on Iguatemi Group were not addressed; rather, the research took a business to business approach.

Este é um estudo da atuação da Secretaria de Direitos Humanos da Presidência da República na tramitação da Proposta de Emenda Constitucional (PEC) conhecida como PEC do Trabalho Escravo, que tramitou por 15 anos no Congresso Nacional e foi promulgada em junho de 2014, dando origem à Emenda Constitucional 81/14. Espera-se, com isso, contribuir para a discussão sobre o papel de empreendedores políticos no processo de formulação de políticas públicas do Brasil. O longo processo de tramitação da matéria e as divergências entre importantes setores do Congresso e da sociedade constituem um ponto de partida para a investigação do processo de formulação de consensos que fazem avançar uma proposição legislativa, e permitem identificar os empreendedores políticos (KINGDON, 2011) que protagonizaram a esses entendimentos. A partir de entrevistas e análise de dados primários e secundários, foi possível identificar grupos organizados em maior ou menor grau para o exercício de pressão sobre o trâmite legislativo, que constituem o que Sabatier e Jenkins-Smith definem como coalizões de advocacy, ou seja, grupos que se organizam em torno de um sistema de crenças e valores em comum para influenciar o processo de formulação de políticas públicas (SABATIER, 1988). Propõe-se analisar atores (ONGs, mídia, órgãos internacionais) e compreender seus mecanismos de atuação e como foi possível articular todos esses interesses, expandindo, dessa forma, o entendimento acadêmico sobre a produção de políticas públicas, compreendendo o impacto que a mobilização desses atores “alternativos” teve sobre a formulação da proposta de lei em questão. Pudemos verificar na atuação da SDH/PR os fundamentos conceituais de aprendizado político (policy learning) e sua atuação como empreendedor político, decisiva para a aprovação da PEC do Trabalho Escravo. Indo além, a SDH/PR foi importante naquilo que denominamos “criação de momentos de decisão”, um avanço crucial para romper o ciclo de protelações que marcaram a história da tramitação da PEC. O empreendedorismo político da SDH/PR foi além das prerrogativas definidas pelo próprio multiple streams framework: um empreendedorismo político à brasileira.

The objective of this study is to better understand and illustrate the process and the motivations for corporate governance implementation in Brazilian privately held family businesses. Three case companies were analyzed through an adapted developmental framework to illustrate the progression in corporate governance in response to changes in the ownership, investment and management dimensions over time. In this development, causal relationships between corporate governance and the three other framework dimensions were identified. It was found that the analyzed companies´ corporate governance implementation was motivated by the need to curb agency costs, whereas a cornerstone in this development was the first generational change. Only after the family businesses have reached the necessary maturity on all three dimensions, corporate governance practices were implemented. Put simply, the analyzed case companies developed formal systems as they grew more complex. This study complements the academic discussions on corporate governance in family businesses by offering Brazilian evidence on its underlying motivations and sequential implementation over time.

The proposed research aims at consolidating two years of practical experience in developing a classroom experiential learning pedagogic approach for the problem structuring methods (PSMs) of operational research. The results will be prepared as papers to be submitted, respectively, to the Brazilian ISSS-sponsored system theory conference in São Paulo, and to JORS. These two papers follow the submission (in 2004) of one related paper to JORS which is about to be resubmitted following certain revisions. This first paper draws from the PSM and experiential learning literatures in order to introduce a basic foundation upon which a pedagogic framework for experiential learning of PSMs may be built. It forms, in other words, an integral part of my research in this area. By September, the area of pedagogic approaches to PSM learning will have received its first official attention - at the UK OR Society conference. My research and paper production during July-December, therefore, coincide with an important time in this area, enabling me to form part of the small cohort of published researchers creating the foundations upon which future pedagogic research will build. On the institutional level, such pioneering work also raises the national and international profile of FGVEAESP, making it a reference for future researchers in this area.

The purpose of this project is to understand, under a social constructionist approach, what are the meanings that external facilitators and organizational members (sponsors) working with dialogic methods place on themselves and their work. Dialogic methods, with the objective of engaging groups in flows of conversations to envisage and co-create their own future, are growing fast within organizations as a means to achieve collective change. Sharing constructionist ideas about the possibility of multiple realities and language as constitutive of such realities, dialogue has turned into a promising way for transformation, especially in a macro context of constant change and increasing complexity, where traditional structures, relationships and forms of work are questioned. Research on the topic has mostly focused on specific methods or applications, with few attempts to study it in a broader sense. Also, despite the fact that dialogic methods work on the assumption that realities are socially constructed, few studies approach the topic from a social constructionist perspective, as a research methodology per se. Thus, while most existing research aims at explaining whether or how particular methods meet particular results, my intention is to explore the meanings sustaining these new forms of organizational practice. Data was collected through semi-structured interviews with 25 people working with dialogic methods: 11 facilitators and 14 sponsors, from 8 different organizations in Brazil. Firstly, the research findings indicate several contextual elements that seem to sustain the choices for dialogic methods. Within this context, there does not seem to be a clear or specific demand for dialogic methods, but a set of different motivations, objectives and focuses, bringing about several contrasts in the way participants name, describe and explain their experiences with such methods, including tensions on power relations, knowledge creation, identity and communication. Secondly, some central ideas or images were identified within such contrasts, pointing at both directions: dialogic methods as opportunities for the creation of new organizational realities (with images of a ‘door’ or a ‘flow’, for instance, which suggest that dialogic methods may open up the access to other perspectives and the creation of new realities); and dialogic methods as new instrumental mechanisms that seem to reproduce the traditional and non-dialogical forms of work and relationship. The individualistic tradition and its tendency for rational schematism - pointed out by social constructionist scholars as strong traditions in our Western Culture - could be observed in some participants’ accounts with the image of dialogic methods as a ‘gym’, for instance, in which dialogical – and idealized –‘abilities’ could be taught and trained, turning dialogue into a tool, rather than a means for transformation. As a conclusion, I discuss what the implications of such taken-for-granted assumptions may be, and offer some insights into dialogue (and dialogic methods) as ‘the art of being together’.
