This paper presents semiparametric estimators of changes in inequality measures of a dependent variable distribution taking into account the possible changes on the distributions of covariates. When we do not impose parametric assumptions on the conditional distribution of the dependent variable given covariates, this problem becomes equivalent to estimation of distributional impacts of interventions (treatment) when selection to the program is based on observable characteristics. The distributional impacts of a treatment will be calculated as differences in inequality measures of the potential outcomes of receiving and not receiving the treatment. These differences are called here Inequality Treatment Effects (ITE). The estimation procedure involves a first non-parametric step in which the probability of receiving treatment given covariates, the propensity-score, is estimated. Using the inverse probability weighting method to estimate parameters of the marginal distribution of potential outcomes, in the second step weighted sample versions of inequality measures are computed. Root-N consistency, asymptotic normality and semiparametric efficiency are shown for the semiparametric estimators proposed. A Monte Carlo exercise is performed to investigate the behavior in finite samples of the estimator derived in the paper. We also apply our method to the evaluation of a job training program.

In this paper I claim that, in a long-run perspective, measurements of income inequality, under any of the usual inequality measures used in the literature, are upward biased. The reason is that such measurements are cross-sectional by nature and, therefore, do not take into consideration the turnover in the job market which, in the long run, equalizes within-group (e.g., same-education groups) inequalities. Using a job-search model, I show how to derive the within-group invariant-distribution Gini coefficient of income inequality, how to calculate the size of the bias and how to organize the data in arder to solve the problem. Two examples are provided to illustrate the argument.

This paper presents semiparametric estimators for treatment effects parameters when selection to treatment is based on observable characteristics. The parameters of interest in this paper are those that capture summarized distributional effects of the treatment. In particular, the focus is on the impact of the treatment calculated by differences in inequality measures of the potential outcomes of receiving and not receiving the treatment. These differences are called here inequality treatment effects. The estimation procedure involves a first non-parametric step in which the probability of receiving treatment given covariates, the propensity-score, is estimated. Using the reweighting method to estimate parameters of the marginal distribution of potential outcomes, in the second step weighted sample versions of inequality measures are.computed. Calculations of semiparametric effciency bounds for inequality treatment effects parameters are presented. Root-N consistency, asymptotic normality, and the achievement of the semiparametric efficiency bound are shown for the semiparametric estimators proposed. Este trabalho propõe e avalia ex-ante uma política pública, denominada Sociedade de Participantes, para reduzir a desigualdade econômica no Brasil. Para tanto, inicialmente se discute os efeitos da desigualdade no tecido social e no desenvolvimento econômico de um país. Em seguida, apresenta os conceitos básicos de justiça distributiva, contrapondo os ideais da direita liberal e os da esquerda distributiva, e sustentando que a política proposta equilibra os desejos destas duas correntes. O passo seguinte é a quantificação do fenômeno econômico em pauta, a desigualdade, sendo então apresentada uma metodologia inédita no Brasil, que permite analisar a contribuição para a desigualdade de cada setor econômico e unidade geográfica da federação. Também são expostas medidas éticas de desigualdade, até agora não discutidas em nossa literatura, que possibilitam avaliar o bem-estar de uma população. A proposta é então discutida detalhadamente, sendo analisadas as políticas semelhantes que estão sendo implantadas em outros países, levantando-se os prós e contras em relação à política de renda mínima garantida e dialogando-se com as críticas contra a política proposta existentes na literatura. Para a avaliação ex-ante da Sociedade de Participantes é necessário um ferramental específico, que inclui conceitos de microssimulação e demografia, discutidos na etapa seguinte. Para sua implementação discute-se também uma mudança no sistema tributário nacional, fortemente embasado em tributos indiretos com características regressivas, e a adoção de um imposto sobre riquezas, que é quantificado no estudo. Finalmente, são apresentados os resultados, simulados entre 2008 e 2080, da avaliação ex-ante da Sociedade de Participantes, na qual se conclui que ela é altamente efetiva para combater a desigualdade e a pobreza endêmica no Brasil.

O Brasil é um país onde os 50% mais pobres se apropriam aproximadamente de 10% da renda agregada, e os 10% mais ricos detêm quase 50% deste mesmo. O colorário desse alto grau de desigualdade é que se uma pessoa está somente preocupada em maximizar o nível de GPD, a função de bem–estar social implícita adotada devota parte do seu peso ao bem-estar de 10% da população. Em outras palavras, a concentração brasileira de renda cria uma anomalia dentro da perspectiva de agente representativo implícito na análise macroeconômica aonde as pessoas valem aquilo que ganham. A análise da pobreza inverte esse peso estrutural da população, estipulando zero de peso para o segmento não pobre da sociedade e atribuindo pesos aos indivíduos que aumentam com suas necessidades insatisfeitas. Esse projeto estuda as conexões entre a evolução macroeconômica Brasileira recente e da pobreza. A análise é dividida em duas partes: A primeira parte descreve a evolução da pobreza brasileira e seus principais determinantes macroeconômicos durante os últimos 15 anos. A segunda parte tira proveito das mudanças da pobreza e desigualdades medidas durante o período 1993-96 para estudar seus principais determinantes macroeconômicos. Dado a maior importância do Plano Real, uma especial atenção foi dada a análise dos impactos da desinflação no nível e na distribuição de renda e a possível sinergia entre essas duas dimensões de determinação da pobreza. A terceira parte do projeto decompõe as mudanças dos diversos índices de pobreza através dos diferentes grupos dado pelas características dos chefes de família (i.e.; sexo, anos de estudo, raça, classe trabalhadora, setores de atividades, região, densidade populacional). Depois essa decomposição é avançada um passo desatrelando as mudanças nessa diferentes células de pobreza em termos de suas respectivas mudanças em termos de desigualdade da renda per capita. Esse perfil de pobreza ajuda a mapear as diferentes fontes de mudança da pobreza na análise histórica e fornece consistência interna para os exercícios de análises contra-factuais.

This paper investigates the income inequality generated by a jobsearch process when di§erent cohorts of homogeneous workers are allowed to have di§erent degrees of impatience. Using the fact the average wage under the invariant Markovian distribution is a decreasing function of the discount factor (Cysne (2004, 2006)), I show that the Lorenz curve and the between-cohort Gini coe¢ cient of income inequality can be easily derived in this case. An example with arbitrary measures regarding the wage o§ers and the distribution of time preferences among cohorts provides some insights into how much income inequality can be generated, and into how it varies as a function of the probability of unemployment and of the probability that the worker does not Önd a job o§er each period.

Several empirical studies in the literature have documented the existence of a positive correlation between income inequalitiy and unemployment. I provide a theoretical framework under which this correlation can be better understood. The analysis is based on a dynamic job search under uncertainty. I start by proving the uniqueness of a stationary distribution of wages in the economy. Drawing upon this distribution, I provide a general expression for the Gini coefficient of income inequality. The expression has the advantage of not requiring a particular specification of the distribution of wage offers. Next, I show how the Gini coefficient varies as a function of the parameters of the model, and how it can be expected to be positively correlated with the rate of unemployment. Two examples are offered. The first, of a technical nature, to show that the convergence of the measures implied by the underlying Markov process can fail in some cases. The second, to provide a quantitative assessment of the model and of the mechanism linking unemployment and inequality.

Market timing performance of mutual funds is usually evaluated with linear models with dummy variables which allow for the beta coefficient of CAPM to vary across two regimes: bullish and bearish market excess returns. Managers, however, use their predictions of the state of nature to deÞne whether to carry low or high beta portfolios instead of the observed ones. Our approach here is to take this into account and model market timing as a switching regime in a way similar to Hamilton s Markov-switching GNP model. We then build a measure of market timing success and apply it to simulated and real world data.

Our work is based on a simpliÖed heterogenous-agent shoppingtime economy in which economic agents present distinct productivities in the production of the consumption good, and di§erentiated access to transacting assets. The purpose of the model is to investigate whether, by focusing the analysis solely on endogenously determined shopping times, one can generate a positive correlation between ináation and income inequality. Our main result is to show that, provided the productivity of the interest-bearing asset in the transacting technology is high enough, it is true true that a positive link between ináation and income inequality is generated. Our next step is to show, through analysis of the steady-state equations, that our approach can be interpreted as a mirror image of the usual ináation-tax argument for income concentration. An example is o§ered to illustrate the mechanism.

This paper explores the use of an intertemporal job-search model in the investigation of within-cohort and between-cohort income inequality, the latter being generated by the heterogeneity of time preferences among cohorts of homogenous workers and the former by the cross-sectional turnover in the job market. It also offers an alternative explanation for the empirically-documented negative correlation between time preference and labor income. Under some speciÖc distributions regarding wage offers and time preferences, we show how the within-cohort and between-cohort Gini coe¢ cients of income distribution can be calculated, and how they vary as a function of the parameters of the model.

This paper builds on Lucas (2000) and on Cysne (2003) to derive and order six alternative measures of the welfare costs of inflation (five of which already existing in the literature) for any vector of opportunity costs. The ordering of the functions is carried out for economies with or without interestbearing deposits. We provide examples and closed-form solutions for the log-log money demand both in the unidimensional and in the multidimensional setting (when interest-bearing monies are present). An estimate of the maximum relative error a researcher can incur when using any particular measure is also provided.

By mixing together inequalities based on cyclical variables, such as unemployment, and on structural variables, such as education, usual measurements of income inequality add objects of a di§erent economic nature. Since jobs are not acquired or lost as fast as education or skills, this aggreagation leads to a loss of relavant economic information. Here I propose a di§erent procedure for the calculation of inequality. The procedure uses economic theory to construct an inequality measure of a long-run character, the calculation of which can be performed, though, with just one set of cross-sectional observations. Technically, the procedure is based on the uniqueness of the invariant distribution of wage o§ers in a job-search model. Workers should be pre-grouped by the distribution of wage o§ers they see, and only between-group inequalities should be considered. This construction incorporates the fact that the average wages of all workers in the same group tend to be equalized by the continuous turnover in the job market.

In this paper I devise a new channel by means of which the (empirically documented) positive correlation between ináation and income inequality can be understood. Available empirical evidence reveals that ináation increases wage dispersion. For this reason, the higher the ináation rate, the higher turns out to be the beneÖt, for a worker, of making additional draws from the distribution of wages, before deciding whether to accept or reject a job o§er. Assuming that some workers have less access to information (wage o§ers) than others, I show that the Gini coe¢ cient of income distribution turns out to be an increasing function of the wage dispersion and, consequently, of the rate of ináation. Two examples are provided to illustrate the mechanism.
