A Brazilian Traction, Light and Power Company ("Light"), formada por empreendedores canadenses em 1899, operou por 80 anos praticamente toda a infraestrutura (bondes, luz, telefones, gás) do eixo Rio-São Paulo. A empresa passou por vários ciclos políticos, desde sua fundação até sua estatização em 1979. Durante este período de 80 anos, a infra-estrutura nacional, inicialmente privada, foi gradativamente passando para as mãos do Estado. O setor voltaria a ser privado a partir dos anos 90, configurando o ciclo privado-público-privado, similar ao ocorrido nos países mais desenvolvidos. A Light, símbolo maior do capital estrangeiro até os anos 50, foi inicialmente bem recebida no país, posto que seu desenvolvimento era simbiótico, causa e conseqüência, ao desenvolvimento industrial. Dos anos 20 em diante, crescem os debates econômicos ou ideológicos quanto ao papel do capital privado estrangeiro no desenvolvimento nacional, vis-a-vis a opção do setor público como ator principal. Sempre permaneceu sob névoa quais teriam sido os lucros da Light no Brasil, e se esses seriam excessivos, acima do razoável. Outra questão recorrente se refere até que ponto os congelamentos de tarifas teriam contribuido para a crise de oferta de infra-estrutura. Através de um trabalho de pesquisa em fontes primárias, esta dissertação procura reconstituir a história da Light, sob um foco de Taxa de Retorno sob o capital investido. Foi reconstruída a história financeira da Light no Brasil, a partir da qual calculou-se, para vários períodos e para os seus 80 anos de vida, os retornos obtidos pelos acionistas da empresa. A partir dos resultados obtidos, e utilizando-se de benchmarks comparativos, foi possível mostrar que: i) ao contrário da crença vigente à época, o retorno obtido pelo maior investidor estrangeiro no setor de infra-estrutura do Brasil do Séc. XX, se mostrou bem abaixo do mínimo aceitável, e ii) o represamento de tarifas, por várias décadas, foi de fato determinante para o subdesenvolvimento do setor de infra-estrutura no Brasil.

The thesis explores how the public management influenced the competitivity in the countries of Latin America along the XXth century. A historical review of the development in the modern period leads to a model involving six main variables: public management, innovation, transaction costs, military efficiency, productivity and competitivity. A historical and geographical analysis of the Latin America is used as basis to understand how the development unfolded in the region in light of the model. Several analyses, both quantitative and qualitative, are made involving the variables. It¿s concluded that the influence of public management in the region can be explained through the model, and it was done in two great movements, one in the 1930¿s decade and another one in the 1990¿s decade. The analysis reveals that the action of public management was a reaction to external events and it was done in an adaptive manner. It is also concluded that these actions make sense when seen in light of the Game theory, and that public management always tried to stimulate regional development through coopetition.

Comprehension of the processes of formation of new organizational fields is the main objective that stimulated the theoretical reflection and empirical research that I present in this paper. My intention here is to uphold the potential for the application of seemingly dichotomous perspectives in terms of the objectivity/subjectivity dimension in the comprehension of the objective in question. The contribution of Foucault, with his concept of discourse, is linked to the proposal of critical constructivism represented by Latour and studies of science and technology. Juxtaposing these perspectives, I examined the dynamics of the biotechnological field on the basis of the dialectic of movements of demarcation/circularity, which is basically a simultaneous movement of (dis)construction of the boundaries of a field. The dialectic of demarcation/circularity is made up of the set of relations established between heterogeneous elements ¿ institutions, economic and social processes, behavioral patterns, systems of norms, techniques, types of classification, forms of characterization, in other words it finds ways of emerging in the course of discursive formations. This theoretical proposal ¿ which incorporates an overlooked dimension in institutional analysis, especially in organization studies (power) ¿ has the advantage of contributing to enhancing comprehension of the dynamics of institutionalization. By proposing that the institutional processes arise within discursive fields, the argument put forward is that such processes contribute to the productivity of the power relations in these fields. In empirical terms, I conducted a descriptive and exploratory research directed at the biotechnology sector. The research was based on a historical perspective, since the analysis spans the period from the origins of genetic science (beginning of the 20th century) through to recent developments in biotechnology in the USA (beginning of the 21st century). The USA was chosen as the locus of research, principally due to the fact that structuring of the field of biotechnology originated in that country, subsequently spreading to other countries around the world. Starting from this theoretical and methodological framework, three discursive formations are highlighted: organization, information and network. Each of the discursive formations is characterized by a dominant set of discourses that prepare the ground for the appearance and (trans)formation of the focus-objects under analysis. In this process, organizations appear in at least two ways: as boundary-organizations ¿ which are important for understanding the movement of the approximation of different discursive domains ¿ and as new organizations, which accompany the (trans)formation of new fields, whereby prevailing discourses materialize at a given historical moment and contribute to breathe life into new discourses, which in turn spark off new power relations. Among the conclusions of this work, I would highlight the following: questioning the 'organizational' dimension of the fields; the relationship revealed not only between the discourses and the institutionalized practices, but also with the process of construction of legitimacy; and the redefinition of the concept of organizations, based on new conceptions relating to the limits of the topic, the objectivity/subjectivity, and space/time dichotomy.
Resumo:
Este trabalho visa o levantamento da obra de Cartola e, por conseguinte, parte da trajetória do artista e da historia do samba. Tem como proposta primordial a recuperação e a organização das músicas do compositor, bem como o levantamento do histórico e a análise da evolução de sua obra, com a finalidade de construir a primeira etapa de um banco de dados e a montagem de uma exposição no Centro Cultural Cartola, dessa forma a dissertação contribui para a preservação da memória do sambista na comunidade da Mangueira e ainda serva de fonte de consulta a outras pesquisas.
