The increase in the importance of intangibles in business competitiveness has made investment selection more challenging to investors that, under high information asymmetry, tend to charge higher premiums to provide capital or simply deny it. Private Equity and Venture Capital (PE/VC) organizations developed contemporarily with the increase in the relevance of intangible assets in the economy. They form a specialized breed of financial intermediaries that are better prepared to deal with information asymmetry. This paper is the result of ten interviews with PE/VC organizations in Brazil. Its objective is to describe the selection process, criteria and indicators used by these organizations to identify and measure intangible assets, as well as the methods used to valuate prospective investments. Results show that PE/VC organizations rely on sophisticated methods to assess investment proposals, with specific criteria and indicators to assess the main classes of intangible assets. However, no value is given to these assets individually. The information gathered is used to understand the sources of cash flows and risks, which are then combined by discounted cash flow methods to estimate firm's value. Due to PE/VC organizations extensive experience with innovative Small and Medium-sized Enterprises (SMEs), we believe that shedding light on how PE/VC organizations deal with intangible assets brings important insights to the intangible assets debate.

Os ativos intangíveis tornaram-se a principal fonte de competitividade para as empresas operantes na Economia do Conhecimento. Entretanto, ativos intangíveis são de difícil mensuração, colocando desafios para investidores e bancos que, expostos a uma maior assimetria de informação, tendem a requerer retornos significativos, para aportar capital em Pequenas e Médias Empresas (PMEs) inovadoras, quando o fazem. O setor de Private Equity e Venture Capital (PE/VC) se desenvolveu concomitantemente à crescente importância dos ativos intangíveis na economia. Trata-se de um importante segmento de intermediação financeira composto por organizações desenhadas para lidar com elevada assimetria de informação. Neste trabalho, dez dessas organizações, atuantes no mercado brasileiro, foram entrevistadas. O objetivo é descrever o processo de seleção de investimentos, os critérios e os indicadores utilizados por tais organizações para identificar e mensurar os ativos intangíveis. O método usualmente adotado por essas organizações para a valoração (valuation) das PMEs inovadoras também é estudado. Resultados sugerem que as organizações de PE/VC utilizam técnicas sofisticadas para avaliar propostas de investimento, com critérios e indicadores específicos para se medir as principais classes de ativos intangíveis de uma empresa. Entretanto, tais ativos não são avaliados individualmente. A informação obtida é utilizada para se compreender a origem dos fluxos de caixa projetados e os principais fatores de risco. Por sua vez, tais elementos são combinados pelo método do fluxo de caixa descontado para se estimar o valor da empresa. Graças à extensa experiência dos gestores de PE/VC com PMEs inovadoras, acredita-se que o estudo das práticas deste segmento traz importantes reflexões para a recente discussão em torno dos ativos intangíveis

Choosing properly and efficiently a supplier has been challenging practitioners and academics since 1960’s. Since then, countless studies had been performed and relevant changes in the business scenario were considered such as global sourcing, quality-orientation, just-in-time practices. It is almost consensus that quality should be the selection driver, however, some polemical findings questioned this general agreement. Therefore, one of the objectives of the study was to identify the supplier selection criteria and bring this discussion back again. Moreover, Dickson (1966) suggested existing business relationship as selection criterion, then it was reviewed the importance of business relationship for the company and noted a set of potential negative effects that could rise from it. By considering these side effects of relationship, this research aimed to investigate how the relationship could influence the supplier selection and how its harmful effects could affect the selection process. The impact of this phenomenon was investigated cross-nationally. The research strategy adopted was a controlled experiment via vignette combined with discrete choice analysis. The data collections were performed in China and Brazil. By examining the results, it could be drawn five major findings. First, when purchasers were asked to declare their supplier selection priorities, quality was stated as the most important independently of country and relationship. This result was consistent with diverse studies since 60’s. However, when purchasers were exposed to a multi-criteria trade-off situation, their actual selection priorities deviate from what they had declared. In the actual decision-making without influence of buyer-supplier relationship, Brazilian purchasers focused on price and Chinese buyers prioritized delivery then price. This observation reinforced some controversial prior studies of Verma & Pullman (1998) and Hirakubo & Kublin (1998). Second, through the introduction of the buyer-supplier relationship (operationalized via relational capital) in the supplier selection process, this research extended the existing studies and found that Brazilian buyers still focused on price. The relationship became just another criterion for supplier selection such as quality and delivery. However, from the Chinese sample, the results suggested that quality was totally discarded and the decision was majorly made through price and relationship. The third finding suggested that relational capital could legitimate the quality and sustainability of the supplier and replaces these selection criteria and made the decisional task less complex. Additionally, with the relational capital, the decision-makings were associated to few biases such as availability cognition, commitment, confirmatory and perceived biases. By analyzing the purchasers’ behavior, relational capital inducted buyers of both countries to relax in their purchasing requirements (quality, delivery and sustainability) leading to potential negative effects. In the Brazilian sample, the phenomenon of willing to pay a higher price for a lower quality offer demonstrated to be a potential counterproductive and suboptimal decision. Finally, the last finding was associated to the cultural effect on the buyers’ decisions. From the outcome, it is possible to observe that if a purchaser’s cultural background is more relation-oriented, the more he will tend to use relational capital as a decision heuristic, thus, the purchaser will be more susceptible to the potential relationship’s side effects

We study the joint determination of the lag length, the dimension of the cointegrating space and the rank of the matrix of short-run parameters of a vector autoregressive (VAR) model using model selection criteria. We consider model selection criteria which have data-dependent penalties for a lack of parsimony, as well as the traditional ones. We suggest a new procedure which is a hybrid of traditional criteria and criteria with data-dependant penalties. In order to compute the fit of each model, we propose an iterative procedure to compute the maximum likelihood estimates of parameters of a VAR model with short-run and long-run restrictions. Our Monte Carlo simulations measure the improvements in forecasting accuracy that can arise from the joint determination of lag-length and rank, relative to the commonly used procedure of selecting the lag-length only and then testing for cointegration.

O cenário atual das organizações revela importantes mudanças. A análise de seus resultados mercadológicos está sendo realizada de um modo bastante diferente de tempos atrás. Hoje a avaliação das empresas necessita ultrapassar seus resultados quantitativos. Com isso, as corporações buscam ferramentas para mensurar variáveis qualitativas: desejam saber de sua credibilidade, sua imagem e a percepção de seu posicionamento mercadológico. Neste contexto, o objetivo do presente estudo é identificar e analisar os formatos de avaliação que são utilizados pelas empresas para mensurar a efetividade dos resultados qualitativos da organização na perspectiva dos conceitos de reconhecimento, reputação, impressão, identidade empresarial, imagem, qualidade e satisfação. Na análise das evidências coletadas na empresa estudo de caso foi identificado que os processos do planejamento estratégico e a sua vinculação a um programa de qualidade, com seu respectivo processo de avaliação, são os principais parâmetros para mensurar os resultados qualitativos. Estes critérios e análises, juntamente com o controle e acompanhamento das metas e indicadores oriundos do planejamento estratégico, são os orientadores do processo de avaliação dos resultados desta empresa.

This research aimed at evaluating the efficiency of a specific model of operational auditing, created to audit municipal health systems, which are part of the Sistema Único de Saúde in the State of Rio de Janeiro, the AOSMS. Thus, it attempted to find out whether they represent a valid method of auditing the performance of SUS in the State of Rio de Janeiro based on the isolated or combined utilization of efficiency and efficacy criteria, and to finalize, how the AOSMS may contribute to the improvement of the municipal management of SUS. The study is based on two references axes, as follows: criteria and paradigms of operational auditing according to what International Organization of Supreme Audit Institutions (INTOSAI) understands about this methodology and the evaluation method of health services proposed by Avedis Donabedian, based on the triad structure, process and result. The work consisted initially in verifying compatibility and evaluating potential of the parameters that constitute the AOSMS with the adopted references, in the light of the basic principles that inform the Brazilian Sistema Único de Saúde and afterwards in the submission of these parameters to the analytic categories created in this study with the intent of checking its adequacy and pertinacity to analyze public health systems. In order to reach its objective the research used the case study strategy of the TCE-RJ experience of holding operational audit in 39 municipal health systems in the State of Rio de Janeiro developed between 2000 and 2007. The result confirmed the hypothesis of the study and revealed how the AOSMS, considered as a valid methodology for its finality, may contribute for the improvement of the municipal management of SUS, reaffirming the potential of operational auditing to proceed with the evaluation of the performance of the Sistema Único de Saúde in the angle of external control, considering however that its application in Brazil, because of the external control model constitutionally adopted, must pass through due sociological reduction2.

The management system based on lean thinking has led to significant changes in the companies that have decided to adopt it. Frequently, those changes do not create a sustainable position coherent with the good results that are obtained. Many are the causes being discussed and analyzed, not only in academia, but also by lean manufacturing institutes and companies. The existing practices related to the managerial information system and the implementation, development, and maintenance of the lean journey may be some of such causes. This dissertation emphasizes whether the changes generated by this type of management are being followed by the managerial information system. The development of such system was in many cases based on mass production, whose principles go against lean manufacturing concepts. Thus, the objective of this dissertation is to verify whether the traditional managerial information system can meet the needs of the companies that adopt lean manufacturing principles. Through a case study based on qualitative and exploratory research in an electronic equipment assembling company, the stage of the implementation of lean thinking concepts at the time of the field research was analyzed, as well as whether the metrics, financial and non financial indicators were suitable for lean principles. The aim of such study was to empirically verify if the criticism found in the existing literature was pertinent or not. The data collected through the analysis of the documentation, the interviews with managers and in loco observation was treated through the content analysis method. The main conclusion of the research is that, although the company in question is investing in training and applying lean principles in its production line and in some administrative activities, the current managerial information system does not demonstrate the specific results obtained with lean principles. However, how changes to the managerial information system will be implemented is yet to be determined. Currently, metrics and indicators aligned with lean management are being added to the managerial reports. As more lean tools are employed, mainly with the consolidation of more value streams, the company has already diagnosed the need for new indicators. The main office has started a diagnosis of measurement and control systems in a product line in one of its affiliates with the goal of studying the possibility of applying the so called lean accounting in the future.

o objetivo deste estudo é explorar os motivos que levaram à interrupção do contrato de gestão da CESAN, sem uma explicação relevante. A análise da crise gerada com o fracasso do contrato de gestão da CESAN, considerado naquele período de gestão como ferramenta indispensável ao apoio gerencial, demonstrou a necessidade de aprofundar conhecimento sobre o assunto. Estudos foram realizados buscando uma explicação, particularmente no que se refere à verificação do grau de integração dos sistemas de planejamento da CESAN e o Estado, assim como o comprometimento político e a consistência do arcabouço institucional do contrato. O produto da pesquisa foi apresentado a profissionais da CESAN devidamente qualificados, com formação acadêmica em Mestrado e/ou MBA, que, após sua leitura, participaram de rodadas de conhecimento e reuniões críticas, com a finalidade de tornar o conteúdo do documento mais completo e próximo da realidade vivenciada. O conhecimento gerado dará contribuições de alta relevãncia para o setor, uma vez que os três níveis de governo carecem de ferramentas semelhantes ao contrato de gestão como estratégia para reverter a incapacidade da máquina pública. As experiências encontradas em documentações e no meio literário aqui reunidas, permitiram avaliar a objetividade de critérios e o nível de comprometimento entre os diversos segmentos envolvidos, condições básicas para a sustentação e a continuidade do contrato de gestão.

The main objective of this dissertation is to examine the implications of technological capacities in the improvement of technical performance indexes, specifically at the company level. These relationships were examined in a small sample of metal-working enterprises in the state of Rio de Janeiro (1960 to 2006). Although diverse studies on technological competences have been carried out in the last twenty years, a gap in empirical studies still exist that correlate the performance of companies in the context of developing countries, especially in Brazil. Aiming to contribute to a reduction of these gaps, this dissertation examines the questions by the light of available models in literature, which opting themselves to using operational indexes of companies. For drawing the accumulation of technological competences in this study, the metric proposal by Figueiredo (2000) shall be used indicating the levels of technological qualification in process, product, and equipment functions. The empirical evidence examined in this dissertation is both qualitative and quantitative in nature and were collected, first hand, through extensive field research involving informal interviews, meetings, direct-site observation and document analysis. In relation to the results, the evidence suggests that: - In terms of technological accumulation, a company reached Level 5 of technological capacity in process and organization of production as well as product and equipment. Three companies obtained Level 4 in the function process function while two others had reached the same technological level in the functions of product and equipment. Two companies had reached Level 3 in the product and equipment functions and one remained this level in the function of process; - In terms of the rate of accumulation of technological capacities, the observed companies had reached Level 4 needs 29 years in process function, 32 years in product function and 29 years in equipment function; - In terms of improvement performance pointers, a company which reached Level 5 of technological capacity improved in 70% of its indicators of performance, while the company that had achieved Level 4 had raised its pointers 60% and the other companies had gotten improved in the order of 40%. It was evidenced that the majority of the pointers of the companies with higher levels of technological capacities had obtained better performance. This dissertation contributes to advancing the strategic management of companies in metal-working segment to understanding internal accumulation of technological capacity and indicators of performance especially in the field of empirical context studied. This information offers management examples of how to improve competitive performance through the accumulation of technological capacities in the process, product and equipment functions.

Trata do problema da seleção de Sistemas Integrados, ou ERP (Enterprise Resource Systems), investigando o processo especificamente sob o ponto de vista da Análise de Decisões. Procura analisar a associação entre a satisfação tanto com o Sistema Integrado selecionado quanto com a forma em que foi estruturado o próprio processo de seleção, com variáveis especificamente selecionadas para tal, representativas, entre outros, de grupos de critérios de decisão e características específicas do processo de seleção, relacionadas, estas últimas, a questões como o tratamento dado ao fator risco e ao possível caráter coletivo da decisão. Questiona a possibilidade de modelagem do processo de seleção de Sistemas Integrados, a partir da proposta normativa oferecida pela Teoria da Utilidade, e da suposta existência de um gap ou distância entre esta proposta e a prática naquele processo de seleção. Propõe um modelo mental genérico que procura explicar o modo como os agentes decisórios abordam o problema de seleção de sistemas integrados. Apresenta e propõe um modelo dinâmico que justificaria a existência do gap acima mencionado a partir da incapacidade do modelo mental genérico em apreender toda a complexidade inerente ao problema de seleção de sistemas integrados.

A literatura econômica discute há algum tempo as influências da política monetária no nível de produto e emprego de longo-prazo. Paralelo a este debate seminal, surgiram ao longo dos últimos anos discussões sobre os canais de transmissão de política monetária. Dentre o conjunto de canais sugeridos pela literatura, o canal de crédito é um dos que mais tem motivado estudiosos a aprofundarem o conhecimento sobre a sua forma de interação com a economia monetária e real. Por esta razão, este trabalho busca evidências da presença de um canal de crédito no Brasil que funciona através de alterações endógenas no mercado de crédito, mais propriamente através da alteração das condições do balanço dos agentes e de mudanças nos seus custos de agência, que motivam uma queda dos saldos de crédito concedidos a estes. Mas mais do que isto, através dos testes empíricos desenvolvidos, procura-se evidenciar que a presença de um canal de crédito no Brasil é reforçado por exigências regulatórias impostas aos bancos, que os tornam mais conservadores na oferta de crédito marginal ao conjunto de tomadores novos e com operações de crédito já contratadas. Em especial, o teste toma como variável a série de saldos de crédito concedidos ao longo do tempo, baseada em resoluções do Banco Central que normatizam sobre o provisionamento de crédito, em que se supõe que um choque monetário seja capaz de piorar a qualidade do balanço dos agentes, forçando as instituições financeiras a reclassificarem-os para piores classes de risco. Esta reclassificação, por sua vez, deve aumentar a base de crédito sobre a qual residem os maiores percentuais de provisionamento, o que torna os banqueiros mais conservadores e menos desejosos em ofertar crédito para o conjunto de tomadores de maior risco e para os tomadores como um todo.

Active participation of Brazilian civil society, coupled with the 2007 education development plan, launched by the Brazilian government provides an interesting example of the influences of the Dakar Goals. The two domestic initiatives share the same name, spirit and direction proposed in Dakar 2000. We analyse here changes in the Brazilian policies and indicators related to the Dakar Education Goals since its creation, we note: (i) an increase in enrolment over the relevant period; (ii) access to primary education was nearly universal by 2000; (iii) over-aged youth and adult students fell considerably during the period, but access did not expand; (iv) illiteracy has been falling at a rate which, if sustained, will enable us to meet the goal; (v) gender discrimination did not take place in Brazil; (vi) most pupil proficiency indicators have progressively deteriorated from what was already a low standard. In summary, quantity indicators did improve over the period while most quality indicators worsened.
