The discussion about corporate obligations toward the various stakeholders began in the postindustrial era and developed to culminate in the creation of rules, regulations, programs and projects focusing on the dissemination and promotion of what we know today as corporate social responsibility (CSR). In this context, satisfying this new demand and adopting social policies emerge as a determining factor in defining organizational strategies. Nevertheless, some questions are raised when we examine the subject, such as: To what extent should organizations intervene in society? Is the decision for the organizations to adopt a socially responsible attitude really linked to promoting social well being, or is it only a commercial strategy? How does social marketing relate to CSR projects? The study herein, based on the concept and understanding of CSR theories, stakeholders and social marketing, has sought to find evidence of this relationship, in the light of the Global Compact (GC). It was decided to use the multi-case study methodology, considering the possibility of explaining the reasons why the decisions were taken, how they were implemented and what was the outcome. Interviews, supported by previously prepared scripts, were held with CSR managers, employees from other areas of the organizations, and specialists on the subject. Complementary research studies were made in various sources, such as the website of companies under analysis, their sustainability reports, and the GC websites in Brazil and the United Nations (UN). The results obtained show that the organizations have worked increasingly with CSR projects, but the efforts have not been focused. Special mention is given to the programs that create major impact on the company¿s image and reputation, such as projects competing for prizes and participating in the formation of rankings or socially responsible organizations. From the view of Carroll¿s Pyramid (1991) for CSR, it is found that the projects are predominantly focusing on ethical and philanthropic issues. The driving power of the GC, action based on learning, dialogue and partnership, is not to be found. This factor contributes to the statement that social marketing tools are used to build an ethical and socially responsible image, in detriment to effective action by the organizations to meet the social requirements of their stakeholders. The social marketing has as an objective to transform the way a specific public sees a social question and promotes behavior changes, but what has been seen is the use of marketing tools exclusively to promote the company's image.

Esta dissertação procura abordar a adoção de teorias de gerenciamento organizacional centradas na racionalidade instrumental e estrutural capazes de contribuir para promover mudanças em organizações públicas ou privadas. Como pesquisa e estudo de caso investigaremos as intervenções realizadas na gestão dos subsistemas social, técnico e diretivo da DRV - Diretoria de Registro de Veículos do Departamento Estadual de Trânsito do Estado do Rio de Janeiro - Detran/RJ no período de 1996 a 1998, particularmente, demonstrando até que ponto a adoção, na prática, de alguns preceitos das teorias organizacionais de gerenciamento clássicas, fundamentadas na centralização do poder e na descentralização operacional, puderam contribuir para a transformação de uma organização institucionalmente entrópica, gerando maior efetividade na prestação de serviços através da implementação de inovações em tecnologia de administração e informação, com reflexos em todas as demais ações da instituição e nos resultados altamente significativos para a população e para a segurança pública, com a obtenção de efetividade organizacional no tocante à qualidade dos serviços para os usuários e aumento da receita.

Based on the approaches and studies on the subject of organizational strategies aimed at intra-firm aspects, resources and competencies developed by organizations have been identified as the key elements toward assessing and explaining a company¿s performance. Considering such perspective, it has been observed that the development and effective implementation of organizational strategies depend on the skills and knowledge supplied by workers who are motivated or led to contribute with their effort so as to meet the organization¿s goals. Considering this, the purpose of this dissertation is to identify how the competencies of the operational levels of an organization are mobilized to contribute to the shaping and implementation of organizational strategies. This assessment was accomplished by observing the existing relationships between organizational and human resources management processes and processes of short term and long term strategies in a company of the pharmaceutical industry. The analysis of the evidence collected during the observation of this company has shown a strong link between personnel processes and the accomplishment of short term strategic goals, and a weaker link with the establishment of long term strategies. As a rule, the corporation¿s operational levels have little influence on the strategic planning and its implementation, even though the company uses a model of competencies designed to create more effective and measurable relationships between individual competencies and the company¿s performance.

This dissertation seeks to add new evidence to the international debate on globalization of innovation in the developing countries context. Globalization of innovation, in this dissertation, is defined and measured by the types, levels and rate of innovative technological capability accumulation and the underlying technological learning processes (sources of capabilities) at the firm level in late-industrializing countries ¿ or developing countries. This relationship is examined within a large transnational corporation (TNC) subsidiary of the information and communication technology (ICT) sector in Brasil: Motorola do Brasil during over the period from 1996 to 2006. In the international literature there is a strong debate on the extent to which innovative technological capabilities have been spreading internationally. But, the most of the studies are focused on early industrialized countries. In other words, there is still a scarcity of analysis, mainly at the firm level, from the perspective of developing countries. This dissertation supports itself in analytical basis developed in the international literature on accumulation of technological capabilities and learning in the context of developing countries. The learning processes examined in this dissertation are: (i) intra-firm learning processes; (ii) inter-firm learning processes (links between mother and sister companies); and (iii) links between the firm and other organizations of the innovation system (universities, research institutes, among others). Based on first-hand empirical evidence, qualitative and quantitative, collected on the basis of extensive fieldwork, this dissertation examines these issues with adequate level of detail and depth, in this large company in Brazil. The study results suggest that: Concerning the path of the technological capability accumulation, the firm exhibited heterogeneity in the path of accumulation of technological capabilities to distinct functions. For the functions Software Engineering and Process and Management Project the firm reached the Level 6 (Innovative Intermediate Superior), on a scale that ranges from 1 to 7; In relation to technological capability sources, the firm deliberately sought and built sources of knowledge in order to develop and sustain its innovative technological capabilities. The dissertation, thus, contributes to adding new empirical evidence to the debate on globalization of innovative capabilities from a late-industrializing perspective.

This dissertation examines the implications of the organizational capability for the performance of organizations of the Third Sector. That relationship is examined in a sample of five organizations with headquarters in the city of the Rio de Janeiro, and acting in peculiar segments, like health, childhood and adolescence, sustainable development, environment and social inclusion. The organizational capability was studied from existing analytical frameworks available in the international literature, and adapted for this dissertation. The kinds of empirical evidences are quantitative and qualitative on first hand, and were obtained by multiple techniques: interviews, direct-site observation, exam of documents and casual meetings. These evidences indicators were examined in used in two levels: individual, specific of each one of the organizations, and general, common to all the organizations researched. Concerning organizational capability, the exam of the empirical evidences revealed that the organizations that had had the most significant development in terms of the dimensions identified by Tremblay (1998) as of high performance - that¿s the case of CIEDS and CDI -, were the ones with the best organizational performance. Another relevant point shown by the evidences is the importance of the dimension management attitude to human resources development, similar to previous studies presented by Tremblay (1998), Leonard-Barton (1998) and Figueiredo (2003). The study also shows that the organizations which developed projects aiming at the review and the improvement of managerial practices, approaching them to the models adopted by private companies, had the best performances among the researched group.

In the last years, a number of enterprises ¿ each time greater ¿ have perceived the importance of the strategic management of the intellectual capital in its strategic planning. Factors like globalization of the economy and consequent awareness of specialized work value enclosed in organizational processes and routines, awareness of knowledge as factor of distinct production and low cost of data processing nets, point to a growing replacement of physical force for cerebral in our organizations and in our social lives. This work has the objective to analyze how the information technology, in its present stage, may contribute to creation and development of knowledge, or intellectual capital, in the organization of business. We will use for this purpose the methodology proposed by Nonaka and Takeuchi for creation of knowledge in the organizations. The model is based in two basic points: 1) the existence of two types of knowledge, the tacit and the explicit and its several processes of interaction wich generate operational knowledge (internalization), systematic knowledge (combination), shared knowledge (socialization) and conceptual knowledge (externalization); 2) the view that knowledge in principle is individual, belongs to each member of the organization and must be enlarged 'in an organization way'. Considering the characteristics of the methodology used, the proposal is the construction of a knowledge portal in the organization of business, so that it may be used as a tool for helping to create and develop organizational knowledge.

The scenario, in which the Brazilian food industry is inserted, aims at the need of an organizational concept review leading to great changes in order to be truly prepared to compete in an insipient growth environment, with attentive consumers and strong buyers. Parmalat-Brazil is restructuring itself in a project called Internal Efficiency Project, so as to compete in this environment. The aim of this work is to define the planning of Parmalat's Salesmen Training in order to guarantee the suitability of these resources to the new format of the business in Brazil, aligned with this project. By understanding the identity of the organization, competences necessary to the execution of the salesman function were defined, and a research and study was done to comprehend the competence level, which exists in this team. A training plan was proposed to cover the lacuna between the necessary competences and the existing ones.

One of principal goals of this work was to investigate the reasons for the growth of Corporate University in Brazil, therefore, it is concluded that the capacitation is geared towards the improvement of the performance of the organization¿s business; the dissemination of common values in the organization includes customers, suppliers and society; The investment in the trademark of the company uses the network of people committed to the organization; and the development of the innovation¿s culture and the growth within the organization. The other main objective of this study was to identify the perception of the official in relation to the University Petrobras in training and development of the individual and its consequent increase in value. For this, 5 testimonies were collected and a field research was made with the application of a closed questionnaire considering a sample of 43 respondents, which are allocated among the states of Rio de Janeiro and Sao Paulo. The research shows that 88 % of the respondents approve the conduction of teaching/learning and consequent enhancement of human potential, in line with the strategic goals of the Company, promoted by Petrobrás Corporate University. Finally, it is concluded that the Corporative University is an institution of education and training of companies that provide several learning alternatives, aligned to organizational strategies, to promote the development not only of their staff, but also of other members of the value chain of the company, as customers, suppliers and partners.

Aguiar, Wolmar Vieira de. Implantação de Compras Eletrônicas : O Caso de uma Empresa Públ ica Professor Orientador Acadêmico: Prof. O r. Luiz Antonio Joia. O presente trabalho tem como objetivo investigar e relatar, a partir de três vetores principais (Tecnologia, Pessoas e Processos Produtivos e Estrutu ra Organizacional) , como foram abordados alguns fatores relacionados à implantação de compras eletrônicas em uma empresa pública brasileira de grande porte. O estudo é apoiado em revisão bibliográfica sobre Tecnologia da Informação, Administração Pública e seu Processo de Compras, Teorias Organizacionais e Pessoas. As conclusões do estudo são obtidas a partir de um estudo de caso, real izado em instituição financeira pública brasileira, e apresentadas de maneira descritiva. As observações colh idas a partir desse estudo foram anal isadas e comentadas, e algumas recomendações e aspectos relevantes identificados na implantação de compras eletrônicas na instituição em questão são apresentadas e comentadas.

o objetivo dessa dissertação é conhecer as relações de poder - fonnais e informais - existentes na Rede Ferroviária Federal S.A., em liquidação (RFFSA) e aquelas que atuam sobre a empresa. Para isso, foi utilizado o Método Etnográfico, observando-se de forma participante a cultura da empresa, complementando assim o levantamento bibliográfico sobre o Estado, sobre a burocracia - especialmente o hibridismo das empresas estatais - e sobre as relações de poder entre esses no Brasil. Concluiu-se que: os funcionários de uma empresa em liquidação não são facilmente motivados e trabalham contra os objetivos organizacionais, já que se apresenta um conflito de interesses; como o processo de liquidação da RFFSA é longo, as relações de poder infonnais se fortificam com o intuito de que a estratégia organizacional não tenha sucesso; a comunicação entre lideres e liderados não atenua os conflitos entre os objetivos organizacionais e de Recursos Humanos, dado que os empregados manipulam o discurso como forma de resistência à liquidação. De forma mais genérica, recomenda-se a redução da ingerência político-partidária na burocracia estatal, por meio de uma refonna administrativa que considere o aspecto cultural do serviço público, podendo se desenvolver a idéia de "accountability" entre os servidores.

This dissertation aims at examining empirical evidences obtained in the light of taxonomies and strategies for measuring firms technological capabilities and innovation in the context of developing countries, motivated by the fact that debates and studies directed to innovation has been intensified, for the last thirty years, by the recognition of its vital and growing importance to the technological, economic, competitive and industrial development of firms and countries. Two main tendencies can be identified on this debate. At one side, it¿s the literature related to the developed countries logic, whose companies are, in majority, positioned at the technological frontier, characterized by the domain of innovative advanced capabilities, directed to its sustaining, deepening and renewal. At the other side, there are the perspectives directed to the developing countries reality, where there is a prevalence of companies with deficiency of resources, still in process of accumulating basic and intermediate technological capabilities, with characteristics and technological development trajectories distinct or even reverse from those of developing countries. From this last tradition of studies, the measuring approaches based in C&T indicators and in types and levels of technological capabilities stand out. The first offers a macro level, aggregated perspective, through the analysis of a representative sample of firms, seeking to the generation of internationally comparable data, without addressing the intraorganizational specificities and nuances of the paths of technological accumulation developed by the firms, using, mostly, R&D statistics, patents, individual qualifications, indicators that carry their own limitations. On the other hand, studies that examine types and levels of technological capabilities are scarce, usually directed to a small sample of firms and/or industrial sectors. Therefore, in the light of the focus and potentialities of each of the perspectives, this scenario exposes a lack of studies that examine, in a parallel and complementary way, both types of strategies, seeking to offer more realistic, consistent and concrete information about the technological reality of developing countries. In order to close this gap, this dissertation examines (i) strategies of innovation measurement in the contexts of developing countries based on traditional approaches and C&T indicators, represented by four innovation surveys - ECIB, PINTEC, PAEP and EAI, and, (ii) from the perspective of technological capabilities as an intrinsic resource of the firm, the development of which occurs in a cumulative way and based on learning, presents and extracts generalizations of empirical applications of a metric that identifies types and levels of technological capabilities, through a dynamic and intra-firm perspective. The exam of the empirical evidences of the two approaches showed what each one of the metrics are capable to offer and the way they can contribute to the generation of information that reflect the technological development of specific industrial sectors in developing countries. In spite of the fact that the focus, objective, perspective, inclusion, scope and lens used are substantially distinct, generating, on a side, an aggregated view, and of other, an intra-sector, intra-organizational and specific view, the results suggest that the use of one doesn't implicate discarding or abdicating the other. On the contrary, using both in a complementary way means the generation of more complete, rich and relevant evidences and analysis that offer a realistic notion of the industrial development and contribute in a more direct way to the design of corporate strategies and government policies, including those directed to the macro level aspects just as those more specific and focused, designed to increment and foment firms in-house innovative efforts.

The Brazilian insurance market is the ambience in which this research study takes place in search for a better understanding of how cultural characteristics are related with organizational signs, practices and expectations on social responsibility. The concepts of social responsibility as well as the concept of culture are presented and discussed from different points of view, in accordance with different authors and trough several methodological approaches, in order to establish a coherent theoretical basis for qualitative data analysis. The phenomenological attitude assumed by the researcher in especial dialogues situations during the field research phase added new possibilities of apprehension or emergence of each studied organization self orientation in terms of pre-occupation with social issues intimately related with their insurance activities in the market place. Final reflections show the complexity of the insurance cultural context in the studied Brazilian segment, in which cultural and subcultural national and organizational singularities appear. However leaving space for common values and coherent orientation toward the peculiar understanding of social responsibility as inherent to any insurance company activities, themselves. Last comments point out that future research studies may give additional contribution for the continuity of the discussions initiated in this dissertation, expecting that some changes in the organizational posture and practices may happen, especially those related with risk taking and broad processes of communication with clients and society as a whole.

Esta dissertação estuda o relacionamento entre a acumulação de competências tecnológicas e os processos subjacentes de aprendizagem. O estudo desse relacionamento foi examinado na fábrica de eletrônica de consumo Sharp do Brasil S/A, situada na cidade de Manaus, durante o período de 1972 a 2000. A acumulação e sustentação de competências tecnológicas são desenvolvidas através de processos de aprendizagem nas organizações. Os processos de aprendizagem estão relacionados diretamente à taxa de acumulação de competências tecnológicas das organizações. A dissertação, utilizando a estrutura de análise existente na literatura, examina os processos de aprendizagem à luz de quatro características: variedade, intensidade, funcionamento e interação. A acumulação de competências é analisada a partir de duas funções tecnológicas: processo/organização e produtos. Ao longo do periodo analisado, a empresa acumulou diferentes níveis de competências tecnológicas e com velocidades variadas nas funções estudadas. Na década de 80, a empresa através de uma melhor coordenação de esforços, passou a adquirir e converter conhecimentos individuais em conhecimentos organizacionais, acelerando o crescimento da taxa de competências tecnológicas acumuladas. Ainda no final da década 80, a empresa foi capaz de acumular competências inovadoras nas duas funções estudadas. A acumulação de competências tecnológicas é um aspecto importante a competitividades e sobrevivência das organizações. No entanto, somente a acumulação de competências tecnológicas não garante o bom desempenho e a sobrevivência da organização. A empresa estudada, apesar da acumulação de elevados níveis de competências tecnológicas ao longo do periodo, enfrenta uma grande crise financeira. A conclusão desta dissertação sugere que a taxa de acumulação de competências tecnológicas pode ser explicada pela capacidade da empresa em socializar e codificar a aprendizagem individual, adquiridas por processos externos e internos de aprendizagem aplicados de forma contínua e organizada, convertendo em aprendizagem organizacional.

This study has as objective to present a proposal to analyze the politics of the Human Resource of the Bank of Brazil utilizing the Theory of sign" (semiotic) as a theory tool, connecting to the organizational usages that had been historically stable and a new speech from the directory body that search for excellence and modernity. It¿s necessary to identify the adequate strategies to manage human resources in a businesses considered excellent and that the Bank search to utilize (benchmarking), doing a semiotic cut, in other words, isolating the communicative aspect, to find how she produces the understanding of what really need to be done at the company. If the purpose of the Bank of Brazil is to reunite an associated team, guided to results progressively better, that makes it even more competitive, and achieve its mission "to be the solution to services and the finance intermediation, to attend the expectation of clients and shareholders, to fortify the liability between the public functionary and the company and to be useful to society", should implement a model weaved in the daily one of organization to start from the creation of adequate institutional channels rewards (promotions, direct or indirect salaries, training) that privilege the aptitude an constant learning. Through the bibliographical research, will be looked to select illustrious representative texts of the specialized literature that corroborates the idea that the Bank of Brazil possess the necessary management tools to a good management of Human Resources, lacking adjust them, through the acquisition of abilities. For in such a way one will search in internal documents, data on the management of the company, interpreting them to the light of the bibliographical research. Finally it will be included participant comment as link between the theory and the practical one, the speech and the action."
