If urban planning is to support the equitable distribution of public goods and services, it must recognize and address the dismal condition of millions of poor people who are living in a city. The primary focus of contemporary planners and planning students should be on finding and advocating solutions that help eliminate the problems of today¿s cities. Any meaningful solution will need to be grounded in a thorough understanding of the social class inequities of citizens. With the rapid development of national economy and urbanization process in Brazil over the last two decades, the number of vehicles and their travels are dramatically increased. This is particularly evident in all large cities. Traffic congestion becomes more and more severe. Inadequate parking facilities often result in difficulty to find a parking space in large cities and many illegally parked vehicles can be seen on the crowed streets. These illegally parked vehicles further intensify traffic congestion and also pose a traffic safety hazard. The process of urbanization and motorization in Brazil is likely to continue in a rapid pace. The urban public passengers transport modes problems in large cities are likely to get even worse. There is an urgent need for the development of policy and criteria for public service of urban public passenger transport by bus in large cities. The purpose of survey is to develop policy guidelines for public transport services planning, design, construction and mobility management, that meet community needs for accessibility in large cities. So this thesis will present major comparative characteristics of urban mobility management, urban public passengers transport by bus services planning and the quality of social life in two towns of Brazil: Rio de Janeiro and Curitiba. The study case has been focused on Rio de Janeiro and Curitiba because of the major different results of the survey presented by the two cities. The objectives of this thesis are: a) to analyze and discus existing urban mobility related accessibility and economic development problems in large cities; b) to provide an overview of the relationship within city ¿ quality of social life ¿ urban mobility in Rio and Curitiba; c) to analyze and discuss existing urban mobility management related public transport services in Rio and Curitiba; d) to analyze and discuss existing quality of bus public transport services problems in Rio. Some preliminary recommendations for mobility management policies will also be presented.

China and Brazil have got commercial potentials and strategic partnerships are desired from both sides, but in order to guarantee long term, stable relationship these countries must overcome barriers and obtain mutual gains. The objective of this study was to determine how one can overcome obstacles related to value creation, enhance of competitiveness and international deals in terms of Brazil-China commercial negotiation specifically for soy beans. The CEO of one of the biggest and most important international trading-companies has been contacted and mentioned problems faced by his company in terms of brazillian soy beans sale to chinese clients. Problems such as: the break up of legally based contracts, demanding public pressure, insufficient infra-structure in Brazil for production dispatching, cultural differences, lack of trust, power asymmetry were related and has been analyzed on this study. The perspective used on this study refers to elements, processes and forms of negotiation between these two continental giants.

For the last 20 years, the State - and consequently the services it provides - is being redefined from its objectives to its validity as a guiding instance of the citizens' destinies. This redefinition is pushed by a strong and generalized tendency that discuss its role and power in the new worldwide scenario, making the State to suggest the introduction of a methodology to update the public management and the revision of the State properties forms. In this context, stands out the necessity of the public services adaptation to the worldwide tendencies of global information and the reduction of the distance between citizens, governments and information. According to this conjecture, the Brazilian Public Administration, is now trying to establish a base of support in the modern information technology in order to develop the public policy and, consequently, provide services for the society. Based on this intention, IBGE introduced a project for electronic spread of data and information produced in the ambit of the Institution. The purpose of the presented dissertation is to answer the following central question: Does the IBGE project for electronic spread of information meet expectations of the students in the FGV/RJ (2002) Administration and Economy graduation courses, properly accomplishing the provision of a public service?

Este trabalho busca identificar um campo específico de atuação para instituições vinculadas a governos estaduais que atuam com capacitação e que são denominadas Escolas de Governo. Toma como estudo de caso as experiências da FUNDAP, em São Paulo e da FESP, no Rio de Janeiro e, a partir de uma análise crítica sobre o modo de funcionamento, missão e público alvo dessas instituições, busca sinalizar novos caminhos e possibilidades para consolidação dessas instituições no Brasil. Examina o modelo adotado pela Escola Nacional de Administração Pública, ENAP, que serviu de referência para as Escolas de Governo estudadas, buscando identificar os problemas existentes na práxis dessas duas instituições e demonstrar que esses se situam, não na qualidade e no desempenho de seus cursos e programas de capacitação, mas sim na sua própria concepção e missão.

The press and the State had developed, in Brazil, a relation of interdependence. Press and broadcasting corporations depend on state money for its survival and politicians depend on the press and the exposition in the media to communicate with their electorate. This relation of proximity affects the elaboration of public policies for the sector. This study analyzes public policies for broadcasting and the press since 1964, when it was established in the country the military regimen, a mark of a deep reform in the Communications. Public policies are debated in line with two dimensions - one relative to the infrastructure needed by the Communications, and another referring to the content of information. Our conclusion clarifies the urgency of a revision in the laws that regulate the media, many of which are not applicable anymore, and questions the independence of Brazilian parliamentarians to proceed with the necessary reforms and to the discussion about new public policies for the sector.

This study examines the corporate social responsibility (CSR) theme in Central Bank of Brazil (Bacen). The CSR movement is growing worldwide and it is related to values such as sustainability, ethics and transparency to the stakeholders. The study was performed in two parts. The first part consists of a bibliography research on the origins, the concept and the practice relating to CSR in the contemporary organizational environment. In the second part - field research - the Central Bank's Board of Directors and representatives of Ibase and Ethos Institute were interviewed and the content analysis method - a qualitative research method - was used in the interpretation of information obtained. The analysis of the interviews shows that the Board is receptive to the CSR development and that they consider the accomplishment of Central Bank's institutional mission fundamental in this process. The participation of the Bank's personnel and the incorporation of the CSR principles into the day-to-day practice are also considered necessary. Finally, one hundred indicators - based on the Ethos CSR Indicators - are proposed to evaluate the stage of development of social responsibility in Bacen on the following subjects: Values, Transparency and Governance; Internal Public; Natural Environment, Suppliers and Society. In summary, this study aims to contribute to the improvement of the knowledge of corporate social responsibility and the best practices in the public sector, particularly in Central Bank of Brazil.

O objetivo deste estudo foi o de propor a aplicação de um modelo que agilize as aquisições de material e contratações de serviços na Marinha de Guerra com os recursos legais existentes na Lei e legislações complementares. O sucesso de tal proposta implica trazer melhorias de toda ordem ao processo de aquisição do setor público tendo em vista as dificuldades serem as mesmas, em função da necessidade do comprimento das mesmas Leis. Da análise técnicas em uso setor privado, que se beneficia do grande potencial da tecnologia da informação, resultou a possibilidade de inserção de um modelo ágil e desenvolvido para todo o setor público.

The purpose of this dissertation is to analyze the Casa Brasil Project and its contribution for promoting actions related to citizenship in Vitoria and Vila Velha cities. The essay was led through a theoretical discussion about citizenship, public space, social participation and public politics. Thereafter thematic interviews based on a non-probabilistic method were done with seventeen people such as public power representatives, organized civilian society and community. The speech analysis was used for data treatment. Some negative and positive aspects referred to citizenship and public power were identified. The aim of the research was checking if there is any encouragement to a genuine and consciousness participation of the society for the structure and continuous citizenship practice. The Casa Brasil Project experience in Vitoria and Vila Velha demonstrates that its sustainability and effectiveness depend on how interacted and committed the strategic stakeholders are, since the condition of local institutions influences the model of social mobilization and individual participation. Besides, this essay shows it is necessary: to improve the citizen involvement ¿ by implementing the board of directors, which assures public participation in order to stimulate the community to take the unity control ¿ to grant democratic feature to the public power, and to increase citizenship.

El presente trabajo tiene como objetivo el conocimiento a través de un estudio comparado de la política de desarrollo y valoración de los recursos humanos que han sido definidas desde la década de los treinta ( 30), en los gobiemos de Brasil y Colombia, determinando acciones que vienen siendo adoptadas en la actualidad, en su público-alvo, los funcionarios públicos civiles a nivel federal y nacional respectivamente, en la administración directa. Las organizaciones en general, particulares y gubemamentales, tienen la responsabilidad en fomentar el desarrollo de los recursos humanos. Existirá siempre la necesidad de esfuerzos creativos para que la profesionalización en todos los niveles, alcance las metas necesarias para su sólida afirmación, contribuyendo de ésta manera a acelerar el proceso de desarrollo, fundamental en la globalización que en la actualidad enfrentan todos éstos países. Para lograr éste objetivo, hemos hecho una descripción de las experiencias de reformas que éstos dos países vienen atravezando, con el objetivo de modernizar la administración pública, utilizando como instrumento para el respectivo análisis, una metodología cualitativa de identificación y cuestionamiento de las informaciones.

The objective of this dissertation is to discover and to analyze the way how the consumer uses his/her perception to decide contracting a health plan, to supply elements that can serve to subsidize the State, the market and the consumers, in relation to the knowledge on the process of choice of the consumer and the decisions of purchase and contracting services of private health. The estimated one is to evidence that the brand of health plan is an important variable and decisive to the consumer contracting the service of a company that operates in these sector, because mean for the consumer security about the product, through the symbolism that the same one represents, despite the consumer not knowing to the certainty what is contracting in quality and amount. The theoretical construction is carried through using literature of anthropology of the consumption, theory of modernity, theory of the regulation, economic utilitarism, and marketing. Moreover, referential specific theoretician on the regulation of the market of health plans in Brazil. The health plan market in Brazil is anti-symmetrical and the consumer doesn¿t have knowledge technician who makes possible it to form judgment and to carry through rationality choices. Than the consumer uses to his/her decision symbolic elements that are available to his/her and supply to his/her the security that is look likes in the consumption of this kind of good. These symbolic elements related the confidence and security and are into the strong brands of the companies and are transmitted to the consumer through the mass media. In this dissertation are used as sources of data some information of the regulatory agency of the sector ¿ ANS -, a research of public opinion with health plans users and the results of the application of proper questionnaires for this research.

This dissertation seeks to recognize the factors, which are relevant to the construction of the processes Government-to-Government (G2G), and how these factors influence the success of those processes. For this research, two existing cases in Banco Central do Brasil (Bacen) were used: i) the Banco Central do Brasil (BACEN) X Senado Federal case; and the Bacen x Poder Judiciário case. The framework of this dissertation is based on the methodology of multiple study cases described by Robert Yin (2001). This work analyzed separately each of the cases and compared the results obtained in each analysis. In this way, this research aimed at analyzing the reasons that led these cases to gain such distinct outcomes, despite the existing potential benefits in each one of them. The obtained results suggest that three factors influence the success of G2G processes in a relevant way: computational safety; the culture of the organizations involved; and the capacitation of people involved. Each of these factors, according to what results showed, bring a set of considerations which should be observed by the public administrator in relation to the strategies of implementation of G2G processes.

É proposto aqui um modelo estrutural macroeconômico capaz de englobar os impactos das políticas fiscal e monetária do governo sobre os principais agregados macroeconômicos, assim como projetar seus efeitos no curto e médio prazos. Para tanto um sistema com dez equações é proposto. A primeira equação é uma do tipo IS, ligando o hiato do produto e suas defasagens à taxa de juros reais e à taxa de câmbio real. A segunda é uma versão da chamada Curva de Phillips, que liga a inflação, suas defasagens, e valores esperados futuros, ao hiato do produto e à taxa de câmbio nominal. A terceira é a uma equação da chamada Paridade de Juros não Coberta, que liga o diferencial das taxas interna e externa à desvalorização esperada da moeda doméstica e ao prêmio de risco de reter ativos domésticos. Complementa-se o sistema formado por essas três equações da seguinte forma: uma equação para o emprego representando o mercado de trabalho, duas equações que representariam o comportamento fiscal agregado - gasto público, arrecadação tributária - e duas que representariam a demanda por exportações e importações nacionais. Finalmente, são acrescentadas duas identidades que determinarão o caminho da dívida pública e o da dívida externa.

O trabalho trata dos aspectos institucionais relacionado às tecnologias de medição. Aborda principalmente os impactos gerados pelas mudanças nas relações econômicas e nos padrões de gestão de organizações privadas e públicas no Brasil, dos anos noventa. Analisa o papel do Inmetro, as diretrizes do Plano Nacional de Metrologia e a participação da comunidade metrológica neste cenário. Aponta as oportunidades e os riscos do novo quadro de relações entre o Estado e o mercado, e suas implicações no que tange à política metrológica nacional.

Trata dos problemas advindos da Reforma Administrativa em curso na administração federal e seus possíveis reflexos para o Orçamento Público. Aborda o Plano Diretor da Reforma do Aparelho de Estado proposto em 1994 e traça um paralelo entre esse e o Decreto Lei 200/67, quanto a mesma intenção de descentralizar a administração pública. Faz uma reflexão sobre o conceito de controle público adotado. Aponta a oportunidade de adoção dos Contratos de Gestão e da instituição de Organizações Sociais como forma de empreender melhor os controles administrativos públicos.
