The developed democracies only have results or crystallise, when the exercise of the government policies has two dimensions: the first one, is the dimension of the government decisions making: in which, the governor accomplishes the priorities and orientations submitted to the population by electoral decisions. Then the second dimension, is the functionality of the State: capable to transform policies into convergent actions for accomplishment of the negotiated results. The consolidation of the democracy and the consequent increase of the social demand by decisions and public and government lawsuits, able to generate results that attend collectively the different levels of the society and able to aggregate and articulate additional values to their interests, imposes to the public sector administration, great challenges of public policies. Nowadays, the indispensable condition to guarantee a minimum governmental benchmark, it to overcome these challenges, in the plan of the public administration, demanded for the promotion of the economic development, in the democratic scope, to reach the politician-institutional values of the society. However, It is undeniable, the universality of the challenges of public administration that consequently, are the effects of modern administrative systems. To attempt the best result, the mast satisfy the attributes of speed, flexibility, integration and innovation, amongst others. The diffusion of guided doctrines of public management by results is reflecting in the institutionalization of new types of bureaucratic activities and amongst this context, it is distinguished as a basic importance of what we call Performance Audit. This work intends to describe how the control organs and especially the Accounts Court of the Union, the sensitive demands of the society, and attending to new constitutional order, they are structuring itself to face the new organizational and institutional challenges, in consequence of the gradual redefinition of your task, more and more liable uncertainties, current of the intimate nature of the performance audit, in development, face the traditional audit, which characterizes them in general. Therefore, the main goal of this these, is the analysis of the organizational challenges and consequently ,the lawsuits changes of the organizational structures faced in general by the Brazilian¿s Accounts Courts, which we believe, will help to elaborate paths of propulsive evaluating and restrictive elements to the innovations that are intended to introduce the systems of necessary control in the evaluation of government programs.

Public Management has been faced with a challenge in improving quality of its services to atendent a citizen each day more concerned and self-conscient of his rights. One of major tools used abroad is strategic planning, although its has been designed for a private sector where the focus is profit its been used in the public sector for improving efficiency. Our focus was the Brazilian Navy, especially the Service-Deliver Military Organization (OMPS),who has been using strategic planning searching for continous improving of internal practices. Strategic planning, originated in Military field, has improved its use in the private sector, especially in United States, after the Second World War when it reached 85% of all american private industry. Some of the concepts and models of strategic planning are reviewed, including some criticism and questioning of its aplicability in the public sector, who, by the way, have serious limitations, like: 1) legal matters (separation of powers); 2) citizen dependency - actions are taken in a vote-profits bases; and 3) burocratic culture, including resistency for changes. Our primary target was to investigated the validity of the strategic planning tool in the Brazilian Navy, searching for define the profile and the comittment of all actors involved in the process, comparing teory and practice. The survey used in the search was individual and anonimous using Likert scale of four options, where each respondent shown his percepetion of the strategic planning used in each of the two investigated organizations All data are shown in the appendices and the results pointed for a non-coerency of the speech and pratice of strategic planning and its models in the analised organizations.

This study apprehends the living experiences of the RFFSA employees who still remain in the organization until its final moments of existence. In order to comprehend and analyze these experiences to generate knowledge related to personnel relationships in critical management realities as it is the case in a process of organizational liquidation. Due to the fact that the case study focus on a railroad enterprise, the presence of which is inherent to the history of the nation, social implications related to that liquidation process were investigated under cultural concepts, new organization context, added to a phenomenological approach. Through the consideration of that philosophical dimension of the relationships which constituted the object of this study, the railroader being could be more broadly understood. The employed methods include bibliographic and documental research to describe the organization and to reinforce sources for a deeper study of the railroad employee¿s culture and values. The posture assumed in that investigation was participation with the subjects including the researcher. Some characteristics were extracted out of questionnaires and interviews as a means of answering questions which would not come out trough numbers. What emerges as a fundamental learning in the conclusions can be summarized as follows: the understanding of an organization as a slice detached from society, is a deviation from human relevance paths, since implications of human actions in leabenswelt are ignored and their impacts are not considered concrete. That especial learning which the case study helped to clarify and which is an alert to liquidators and employees, independently of hierarchy, is not limited to liquidation processes. The phenomenon which shows itself in that strategic category of management is that its deviation from human relevance appears in higher dramaticism.

The aim of this dissertation is to demonstrate what happens to the public administration in the state of Paraná through a case study, more specifically, in two organization: one, called in specific legal regime, 'direct administration' and the other, 'indirect administration', by means of structured interviews searching the distance between the discourse and practice which concerns to what was developed in the training area inside a human resource policy of the state. Since two decades, the training function in public administration of the state is changing and suffering some internal (re)structures. These changes are due to the pressure generated by either the natural requirement of changing in the same area or in the ways and aims from governmental spheres (state and federal). On one hand, this study analyzes the performance of training function during from 1987 to 1994, in order to verify the outcome factors of the not structured area and the coherency between programmed and accomplished actions. On the other hand, compare the discourse and practice based on a human resource policy implemented and adopted by the government. The results of field research with bibliographic examination allow to conclude that although the official and formal documents delineate a human resource policy to the state, there were evident contradictions between the proposal and what the state really fulfilled. The qualitative data analysis concluded that the majority of the actions are implemented casuisticaly. During the case study period, the human resource area specifically, training and development, suffered constant (re) tructures. The consequence was ¿ the both institutions, responsible for the training area, lost time and financial resources. Legal changes, internal dispute for institutional space, lack of tune and synchrony resulted once more in a discontinued action in the area. However it is perceptible that the government is worried about the development and evaluation of its civil services although it goes on behaving without a structured and integrated planning related to any human resource system. The study, therefore, confirms that the formulation and implementation of effective human resource policy, either through an analytic model or not, must be centralized in integrated action interrelated to all the subsystems of the human resource area, neither in a disguised way nor linked to the discourse of a law or government projects.

A responsabilidade social tem se tornado tema de grande interesse no meio empresarial e acadêmico. Em tese, algumas empresas estão percebendo que a sustentabilidade dos seus negócios não será possível em um ambiente no qual os problemas sociais se agravam a cada dia. Esta pesquisa teve objetivo analisar a questão da responsabilidade social, aqui entendida como humanização nas organizações. Para tanto, foi realizado um estudo de caso: o projeto Brasil 500 anos, da Rede Globo de Televisão. Os resultados sugerem que o projeto mencionado (e a Rede que o abriga) possui características do que se denomina organizações humanizadas e que está alcançando objetivos tidos como importantes diferenciais no mundo atual.

The purpose of this investigation was to examine the contributions that the Fundação Real Grandeza is giving toward the awareness of its managers on the relevance of leadership as a pertinent factor to activate the organization¿s transformation process to face the constant challenges of its mission. Relationships between theory and experience during the construction of this study were strongly based on bibliographic and documental research. The methodology was essentially qualitative in search for a better understanding of the organization in terms of leadership building and practices, through personal contact of the researcher with the people involved. The expected data was gathered through interviews with managers, some senior employees and experts as well as during an especially planned workshop, including one high staff member and a team of managers. Questionaries were also issued to employees, favouring the presentation of quantitative data. The results of this investigation indicate that the organization still presents some characteristics of a conservative culture but, at the present time, it also shows a growing process of self organizational consciousness among its managers in relation to the importance of acting as leaders to face present and future difficulties which are considered inherent to the nature of services that this organization deals with. Transformation is beginning to take place and manifestations of leadership already exist at the moment, although other concrete initiatives are necessary to enable the organization to be better prepared to compete in the emerging scenario of development and expansion of pension funds.

This study has the purpose to realize a comparative analysis between private and public organizations, winners in Prêmio de Qualidade Rio (PQRio), 2004 cycle, in aspects related to Excellence Criteria's Client and Leadership, identifying differences and similarities between private and public sectors. This is a descriptive research that uses, in the data collect, depth interviews, following a given script, with the managers who are responsible for quality program in the researched organizations. The relevance of this study is justified in face of the anxiety with respect of utilization, by the public sector, of a management model and excellence criteria developed for the private sector. The reached results present the existence of as much differences, as similarities, with more highlight to similarities. In this way, the discussions about the validity of adoption, by public sector, of the model created by private sector are left to the second plan, in face of improvements achieved with the implementation of this practice.

A presente dissertação procura promover uma reflexão sobre a evolução da tecnologia gerencial nas organizações públicas, particularizando o estilo gerencial intuitivo. A partir dos referenciais pesquisados na literatura especializada, a autora privilegia comentar as teorias gerenciais embasadas na tipologia junguiana. O estudo consta de: uma síntese da evolução histórica da atividade gerencial, uma discussão sobre o significado do termo intuição, uma apresentação de teorias sobre o estilo gerencial e sua importância no processo decisório, e uma avaliação dos resultados obtidos pelas pesquisas realizadas sobre o estilo gerencial intuitivo nas organizações de uma forma geral, bem como aqueles de uma organização pública específica.

This study had the main purpose to answer to the following issue: How far the social projects experts's values contribute to a specific manner of working as a team? Searchin g for this answer, bibliography and field researches, with deep interviews and the picture construction technique were accomplieshed. The data analysis was carried out under a phenomenological view. This research report is structured in two pivots: The understanding of the individual, and of his relationship within the group. Firstly, I dealed with the formation of the Individual and his values; secondly, I focused the relations of the Individual with the group and more specifically, the team concept and the main characteristics and conditions that guarantee an efficient teamwork. Both chapters were developed through interpaticipating analysis this is by showing transcriptions of the most relevant parts of the interviews and of the works produced by the groups to as well as data from the bibliographic research. I concluded that, in the case of the researched sample, personal values really act on the way the Third Sector experts work in team, and that these experts are cooperative and committed to their respec tive projects.

o objetivo da dissertação é compreender a responsabilidade social das organizações, tomando-se como estudo de caso o Banco Central do Brasil. Para tanto, são analisados fatores que têm influenciado mudanças no posicionamento da organização frente a elementos concernentes à referida responsabilidade. O objetivo maior do estudo, desta forma, é aumentar o entendimento acerca do papel do Banco Central, as dimensões de sua responsabilidade social, tendo como referência a visão de seus integrantes.

Este trabalho se propõe a analisar o fenômeno das organizações que se articulam em rede com a finalidade de aliar interesses em comum, ou resolver um problema complexo, ou ainda ampliar o raio de alcance de suas ações. Nesse sentido, as organizações que se articulam em rede reconhecem, primeiramente, que não podem alcançar determinados objetivos de forma isolada e necessitam conciliar seus recursos com os de outras organizações, como, por exemplo, financiamentos, informações, conhecimento, ou até mesmo, status, experiência ou legitimidade. Os tipos de rede variam, principalmente, de acordo com o nível de autonomia dos atores que a compõem e com a natureza da relação de interdependência que estabelecem entre si, resultando numa arena permeada por confrontos de opinião, compartilhamento de projetos e um longo processo de construção de relações de confiança. No campo de estudo da administração, as redes correspondem a um novo fenômeno organizacional que traduz a complexidade dos empreendimentos contemporâneos, se utiliza da flexibilidade proporcionada pelas tecnologias de comunicação e incorpora os estilos de gestão que buscam maior participação e compromisso das pessoas envolvidas. Em contraposição ao modelo de organização burocrática, a rede pressupõe uma disposição horizontal dos atores, sejam indivíduos ou instituições, baseada em relações mais simétricas do que hierárquicas, mais cooperativas do que competitivas e mais dinâmicas do que normativas, exigindo novos parâmetros para a coordenação das ações. Esse trabalho busca sistematizar as diferentes perspectivas teóricas, conceitos e idéias relacionados ao tema das redes, com ênfase em modelos de gestão orientados à ação pública, na qual é fundamental conciliar a democratização do processo decisório à efetividade dos empreendimentos, em outras palavras, a racionalidade dialógica é racionalidade instrumental e, nesse sentido, expressam os principais desafios na gestão de redes. No primeiro capítulo se analisa o contexto que propicia a formação das redes, identificando as tendências na gestão de empresas e a reforma na gestão pública, os obstáculos na relação entre estado e sociedade e os desafios da constituição de redes para a superação destes. O capítulo seguinte apresenta o referencial teórico de redes, define os conceitos utilizados no trabalho e discute os aspectos fundamentais da gestão de redes. O último capítulo apresenta a pesquisa empírica, na qual é utilizado o método de estudo de caso, com a finalidade de investigar a dinâmica organizacional e o modelo de gestão de uma rede considerada um caso revelador: o Comitê das Entidades Públicas no Combate à Fome e pela Vida, que atua no Brasil, em âmbito nacional, e atualmente articula mais de 700 organizações.

A proposta deste trabalho é descrever o sistema de franquia no seu aspecto geral, dentro do contexto da presente conjuntura econômica brasileira, onde cortes nos gastos governamentais e implementação dos processos - de privatização. e licitação estão sendo - utilizados como fatores fundamentais para a competição e a atualização da indústria e dos serviços públicos no âmbito da globalização. Buscou-se fazer uma revisão da parte conceitual do sistema de franquia e das organizações públicas. A ECT - Empresa Brasileira de Correios e Telégrafos é um estudo de caso concreto de uma empresa pública utilizando o sistema de franquia em larga escala e com sucesso. Paralela a esta apresentação, buscou-se demonstrar outras modalidades de parceria entre a iniciativa privada e a organização pública, através da licitação, privatização e terceirização, de forma a fornecer serviços e produtos ao consumidor com maior qualidade e menores investimentos para o governo.

The paper's main goal is to promote a deeper reflection on the use of the most important tools concerning business management, by respecting certain changes, in order to fit private elementary schools - both kindergarten and primary schools. It focuses on the main functions and support functions related to business administration, marketing elements concerning both related services and the department structures, in order to sketch the elementary school's reference matrixes. The study was carried out in Curitiba-Pr, between June and October/2001, gathering data from five different elementary school's management strategies and models, chosen according to their importance in the marketplace and structure. After this database had been created, the analogous study on the case report - São Judas Tadeu de Curitiba School - proceeded, focusing on its main management elements.

The present work consists on the development and exploration of a knowledge mapping model. It is aimed in presenting and testing that model in an exploratory manner for the operationalization in theoretical terms and its practical application. For this proposal, it approaches ¿knowledge management¿ by three dimensions of management: processes control, results control and leadership. Assuming the inherently personal character of knowledge and admitting the impossibility for the management to command the individuals knowledge mental processes, this study states the possibility for management to control the organizations information processes, to state and to monitor the objectives and to lead people. Therefore, the developed tool searches to graphically represent the people¿s knowledge, which becomes, consequently, information. Also it evaluates the individual¿s maturity against the identified knowledge and prescribes, according to the Situational Leadership Theory, a style of leadership in compliance with the respective maturities. The knowledge map considered here translates the graphical representation of the relevant knowledge that is said to reach the objectives of the organization. That fact allows the results management for two reasons: first, the knowledge items are directly or indirectly connected to an objective and second, the knowledge map developed indicates a importance grade of the identified knowledge for the main objective stated. The research strategy adopted to explore the model of knowledge mapping and to test its applicability, also identifying its possible contributions and limitations, is the Actionresearch. Following the research strategy¿s prescribed stages, the knowledge map, as considered by this study, was applied in a software development company to hospitals, clinics and restaurants management which is called ¿Tergus Systems and Consulting¿. More precisely, the knowledge map was applied in the customer support company¿s area for hospitals. The research¿s empirical evidences had concluded that the model is applicable with low level of complexity, but with great demand of time. The more important contributions are related to the identification of the relevant knowledge to the department objectives in set with a prescription of the knowledge capture and transference necessities, as well as, the orientation for the appropriate leadership style for each subordinate related to the knowledge item in question.
