This dissertation seeks to recognize the factors, which are relevant to the construction of the processes Government-to-Government (G2G), and how these factors influence the success of those processes. For this research, two existing cases in Banco Central do Brasil (Bacen) were used: i) the Banco Central do Brasil (BACEN) X Senado Federal case; and the Bacen x Poder Judiciário case. The framework of this dissertation is based on the methodology of multiple study cases described by Robert Yin (2001). This work analyzed separately each of the cases and compared the results obtained in each analysis. In this way, this research aimed at analyzing the reasons that led these cases to gain such distinct outcomes, despite the existing potential benefits in each one of them. The obtained results suggest that three factors influence the success of G2G processes in a relevant way: computational safety; the culture of the organizations involved; and the capacitation of people involved. Each of these factors, according to what results showed, bring a set of considerations which should be observed by the public administrator in relation to the strategies of implementation of G2G processes.

This work is focused on the explanation of the relation between the learning processes, the accumulation of technological competence and the competitive performance. The present study is based on the case of the steelmaking plant of Companhia Siderúrgica Nacional, located in Volta Redonda city, Rio de Janeiro state, Brazil, during the period of 1997 and 2001. The framework of this thesis is based on Figueiredo (2001), that shares the learning process in external and internal acquisition of knowledge, and the conversion of this knowledge from people to organization through socialization (transfer of tacit knowledge) or codification (transfer of knowledge by written documents). This framework considers the key features of the learning process: the variety, the intensity, the working and the interaction. The results suggest that the steelmaking of CSN achieved the pre intermediate level (level 4) of technological competence to the technological functions of production process and equipment, and the intermediate level (level 5) to the function product. The accomplishment of these levels of competence was due to the acquisition and conversion of new knowledge. It was observed that the key features had an evolution during the period considered in the study. The results allowed to show that the accumulation of technological competence had a positive influence over the competitive performance of the steelmaking unit of CSN.

Leilões são instituições seculares utilizadas nas relações comerciais entre indivíduos e organizações. Provêem maior flexibilidade aos processos de determinação de preços e alocação de bens, aumentando o espaço para negociações entre compradores e vendedores. Na Internet, têm sido empregados, de maneira crescente, em atividades de comércio eletrônico B2B e G2B, em sua maioria, através da modalidade de leilão reverso. No entanto, seu aspecto unidimensional reduz as negociações à variável preço, produzindo, muitas vezes, resultados aquém do desejado. No caso brasileiro, o Governo Federal instituiu o Portal Comprasnet, através do qual, as organizações públicas adquirem bens e serviços de fornecedores cadastrados. Dentre as modalidades de licitação disponíveis, destaca-se o Pregão Eletrônico, um mecanismo de leilão eletrônico reverso baseado no atributo preço, através do qual, fornecedores submetem lances decrescentes, na disputa por contratos do setor público. No presente trabalho, o autor propõe uma abordagem de decisão multicritério, baseada na Teoria da Utilidade Multiatributo, como uma alternativa para a adoção de leilões reversos baseados em múltiplos atributos e, consequentemente, para uma maior agregação de valor pelas organizações compradoras do setor público brasileiro.

A mudança organizacional caracteriza-se por transformações cada vez mais rápidas, profundas e amplas que exercem um impacto direto nos trabalhadores seja do setor público ou do setor privado. Seus efeitos, positivos ou negativos, geram instabilidade e estresse, ou seja, implicam em renúncias, perdas e adaptações. Ao se observar a mudança organizacional como ciclo de existência em que se pode examinar determinados momentos organizacionais, considerados estratégicos, como forma de pensamento e forma de decisão dos dirigentes. As mudanças tecnológicas, mais facilmente visualizadas e implementadas na Secretaria Municipal de Economia e Finanças da Prefeitura Municipal de Manaus, exigem, muitas vezes, uma mudança cultural. O estudo propõe uma vertente teórica que destaca parte dos esforços interpretativos das situações decisórias. A pesquisa empírica tem como objetivo principal verificar a cultura organizacional e a dependência de poder, através da análise de valor e dos interesses compartilhados pelos grupos de servidores da Prefeitura de Manaus. A cultura organizacional será analisada por meio dos seus elementos, ou seja, por meio dos valores compartilhados entre os dirigentes e os demais funcionários dos diversos setores da Secretaria Municipal de Economia e Finanças. Para este estudo, se utilizará uma amostra composta dos representantes dos diversos setores da Secretaria, tais como: Cadastro, Contabilidade, Fiscalização, Finanças, Tributação e Apoio administrativo. Nesse contexto, enfatizar-se-á a importância de se respeitar o ritmo de aprendizado e mudanças individuais estimulando a participação e reduzindo os riscos de ansiedade diante das mudanças organizacionais.

This work analyzes how the cluster of organic production is developed in Petrópolis city, in the Rio de Janeiro state. It describes how agriculture is organized, innovation processes and commercial activities are developed. Cooperation, collective actions, dissemination of knowledge and information are also treated in this work as well as the fundamental actors in production and development as a whole. This study tries to enumerate some policies and strategies that can foment and give more efficiency to the existing processes. For this research i used the case estudy methodology. We observed that organic agriculture can help a better development to the farmers and also a better local development. The low level of education of farmers and the underdevelopment of all variables in social capital are limitant factors. Another aspect raised during the research was the dificulty and the lack of commitment in getting financial support from managers of public banks turning the improvements in organic agriculture limited and underdeveloped. The technical knowlegde production isn¿t the basic problem and, at the moment, the management ability is really the main limitation.

Based on the approaches and studies on the subject of organizational strategies aimed at intra-firm aspects, resources and competencies developed by organizations have been identified as the key elements toward assessing and explaining a company¿s performance. Considering such perspective, it has been observed that the development and effective implementation of organizational strategies depend on the skills and knowledge supplied by workers who are motivated or led to contribute with their effort so as to meet the organization¿s goals. Considering this, the purpose of this dissertation is to identify how the competencies of the operational levels of an organization are mobilized to contribute to the shaping and implementation of organizational strategies. This assessment was accomplished by observing the existing relationships between organizational and human resources management processes and processes of short term and long term strategies in a company of the pharmaceutical industry. The analysis of the evidence collected during the observation of this company has shown a strong link between personnel processes and the accomplishment of short term strategic goals, and a weaker link with the establishment of long term strategies. As a rule, the corporation¿s operational levels have little influence on the strategic planning and its implementation, even though the company uses a model of competencies designed to create more effective and measurable relationships between individual competencies and the company¿s performance.

This dissertation seeks to add new evidence to the international debate on globalization of innovation in the developing countries context. Globalization of innovation, in this dissertation, is defined and measured by the types, levels and rate of innovative technological capability accumulation and the underlying technological learning processes (sources of capabilities) at the firm level in late-industrializing countries ¿ or developing countries. This relationship is examined within a large transnational corporation (TNC) subsidiary of the information and communication technology (ICT) sector in Brasil: Motorola do Brasil during over the period from 1996 to 2006. In the international literature there is a strong debate on the extent to which innovative technological capabilities have been spreading internationally. But, the most of the studies are focused on early industrialized countries. In other words, there is still a scarcity of analysis, mainly at the firm level, from the perspective of developing countries. This dissertation supports itself in analytical basis developed in the international literature on accumulation of technological capabilities and learning in the context of developing countries. The learning processes examined in this dissertation are: (i) intra-firm learning processes; (ii) inter-firm learning processes (links between mother and sister companies); and (iii) links between the firm and other organizations of the innovation system (universities, research institutes, among others). Based on first-hand empirical evidence, qualitative and quantitative, collected on the basis of extensive fieldwork, this dissertation examines these issues with adequate level of detail and depth, in this large company in Brazil. The study results suggest that: Concerning the path of the technological capability accumulation, the firm exhibited heterogeneity in the path of accumulation of technological capabilities to distinct functions. For the functions Software Engineering and Process and Management Project the firm reached the Level 6 (Innovative Intermediate Superior), on a scale that ranges from 1 to 7; In relation to technological capability sources, the firm deliberately sought and built sources of knowledge in order to develop and sustain its innovative technological capabilities. The dissertation, thus, contributes to adding new empirical evidence to the debate on globalization of innovative capabilities from a late-industrializing perspective.

Over the last 40 years there has been a profusion of studies about the ccumulation of technological capacities in firms from developing economies. However, there remain few studies that examine, on a combined basis, the relationship among: the trajectories of technological capacities accumulation; the underlying learning mechanisms; and, the implications of organizational factors for these two variables. Still scarcer are the studies that examine the relationship among these variables along time and based on a comparative case study. This dissertation examines the relationship among the trajectory of accumulation of innovative capacities in complex project management, the learning mechanisms underlying these technological capacities and the intra-organizational factors that influence these learning echanisms. That set of relationships is examined through a comparative and a long-term (1988-2008) case study in a capital goods firm (for the pulp and paper industry) and a pulp mill in Brazil. Based on first-hand quantitative and qualitative empiric evidence, gathered through extensive field research, this dissertation found: 1. Both firms accumulated innovative capacity in project management at the international frontier level (Level 6). However, there was variability between the firms in terms of the nature and speed of accumulation of those capacities. It was also observed that, at this level of innovation, the innovative capacities of both firms are not confined to their organizational boundaries, but they are distributed beyond their boundaries. 2. So that these companies could accumulate those levels of innovative capacities it was necessary to manage several learning mechanisms: leveraging of external knowledge and its internalization in terms of internal apacities of the firm. In other words, as the companies accumulated more innovative levels of capacities for project management, it was necessary to manage different cycles of technological learning. 3. Further, the relationship between the ccumulation of technological capacities and learning was affected positively by intra-organizational factors, such as 'authority disposition', 'mutability of work roles' and 'intensity of internal crises', and negatively by the factor 'singularity of goals'. This dissertation revealed divergent results between firms in two of the four factors studied. These results contribute to advance our understanding of the complexity and variability involved in the process of accumulation of innovative capacities in firms from developing economies. This highlights the growing importance of the organizational and the human resource dimensions of innovation and technological capacity as the company approaches the international frontier. The results suggest to managers that: (i) the good performance in project management in the two firms studied did not occur simply as a result of the pulp and paper Brazilian industry growth, rather as a result of the deliberate construction and accumulation of the capacities through an intensive and coordinated cyclical process of technological learning, (ii) to develop innovative capabilities in project management, besides looking for learning mechanisms they should also look at the organizational factors that influence the learning mechanisms directly, (iii) performance of pulp mill¿s projects is better when projects are implemented together with technology suppliers than when performed only by the mill. This dissertation concludes that capital goods firms have been having a fundamental role for the innovative capabilities accumulation in project management of pulp mills in Brazil (and vice-versa) for a long time. This contradicts some authors' propositions that affirm that: a) equipment suppliers for the pulp and paper industry have been creating little, if any, development of processes or engineering projects in Brazil; b) firms in the pulp and paper industry have little capacity for machinery and equipments projects only taking place in few technological activities, being internal or external to the firm. Finally, some studies are proposed for future research.

This work tries to comprehend, throw the prism of the Institutional Theory, the structural process of organizational field of cachaça¿s handicraft producers¿ from a Brazilian countryside region. The role of values and traditions on the determination of the structure and decision making on this industry are analyzed. It is necessary to research historic, economic and social facts, and confront them to the formation of Brazilian society to understand the field¿s formulation. An important aspect of this research is the mapping of isomorphic process and the comparison of the field¿s institutional degree, before and after the changes. It was noticed that the alteration on perception of Cachaça in the national market and the entrance of a new actor oriented by functional rationality are the major reasons for the mimetic changes on this field. As a contribution, this study confirms the applicability of Institutional Theory on analysis of specific fields and shows how this field has structured itself.

O mundo está passando por grandes mudanças que vêm afetando as esferas sociais, tecnológicas, empresariais e mentais. As empresas têm sido ameaçadas por diversos fatores como rapidez no lançamento de novos produtos, interferência dos governos, clientes cada vez mais conscientes e exigentes, aumento da concorrência, globalização e o surgimento constante de novas tecnologias. Essas mudanças exigem das empresas uma estrutura mais flexível capaz de absorver as rápidas necessidades do ambiente, e o formato atual não tem se mostrado adequado para vencer estes desafios. Nesse contexto, a gestão baseada em processos tem se mostrado promissora ao ser incorporada nas principais tecnologias de gestão como BSC, NBR ISO 9000, gestão de custos com ABC, entre outras. Como toda nova abordagem, as tecnologias (ou modelos) baseadas em processos sofrem de vários problemas, sendo alguns já conhecidos, como resistência às mudanças, falta de preparo e apoio insuficiente da alta direção. Os estudos desses fatores são incipientes e em sua maioria não tratam de seus impactos em empresas públicas. Esse trabalho tem como objetivo justamente identificar esses fatores na literatura (teoria e casos de estudo) e confrontá-los com aqueles encontrados em uma empresa pública (estudo de caso), analisando sua pertinência. Os resultados encontrados, além de confirmarem os fatores, sugerem que a sua utilização, na forma de um checklist, podem beneficiar as empresas na prevenção, redução ou eliminação de problemas que impactam ou inviabilizam um projeto.

As organizações - reproduzindo e aperfeiçoando a fónnula de substituição do trabalho do século XIX - estão investindo em novos modelos de gestão e tecnologias modernas, com o objetivo de reduzir seus custos, aperfeiçoar os seus produtos e agilizar os seus serviços. Sentindo a necessidade de se inserir nesse contexto~ o Estado, assim entendido como um todo, e, especialmente, o Poder Judiciário do Estado do Espírito Santo, tem buscado adaptar-se a tais mudanças, visto que o seu modelo administrativo e jurisdicional há muito tempo encontra-se ultrapassado, necessitando de novas abordagens. Entretanto, muitas têm sido as resistências à modernização administrativa e tecnológica, tanto por parte de uma corrente de juristas tradicionalistas, que, constantemente promovem um movimento de retomo a padrões e conceitos antigos, quanto pela escassez de recursos financeiros . A inovação envolve sempre o elemento de incerteza e, embora a história da humanidade detenha, durante a sua trajetória, registros de inovações em modelos de gestão e significativos avanços tecnológicos, atualmente eles vêm exigindo um maior percentual de conhecimentos diversificados, quebrando paradigmas que influenciam no comportamentodas organizações/instituições, num processo irreversível de crescimento dinâmico. A relevância desta pesquisa residiu em analisar o modelo de gestão e a inovação tecnológica do Poder Judiciário do Estado do Espírito Santo, a partir das transformações mundiais, além da sua importância nos mecanismos jurisdicionais, seja instantaneamente ou após um período de aprendizado combinado com a aceitação da inovação. Pretendeu-se, ainda, conhecer os efeitos dessas mudanças na cultura da instituição, tais como possíveis causas de resistência.

This dissertation presents a research aimed at identifying and explaining the individual perceptions as far as the introduction of computer technology concerning the organization change process and the reason underlying those changes, utilizing for study purposes, a customer attendance agency of INSS , located in São Luís-MA, which data collection was carried out by interviews with three managers and application of to thirty employees, all of them working at the unit researched. The core point was to identify feelings and perceptions of individuals, and the reason steering the change actions deployed in this office. Based on this perception, it is presented a literature review on the main thinkers who discussed the role, and the relevance of reasoning in the development of human relations, both in the organizations and in society. To start with, Max Weber thinking on rationality was introduced, on the sequence, the discussion raised by the Frankfurt School in its first phase, mainly on the Max Horkheimer thinking and finally it is shown a summary of Jurgen Habermas thinking, mainly concerning its communicative action theory proposed as a path to emancipation of individual of current instrumental reasoning. Summing up, we can conclude from this research that perceptions, feelings and opinions indicate that the institution uses to discuss with the civil servants the implementation of change process. For those servants the excessive functional control, the limitation of knowledge production and an artificial functional integration are consequences of the shape and intensity, as well as of computer technologies deployed in the institution. It is also shared by most of civil servants, including managers, that the overall participation would have more validity and would decrease the resistance to those changes. And it is also worth registering that despite of the servants having job stability, only 50% have positive expectations as far as its future in the institution.

In a world where the companies are trying to compete on a global scale, the positioning strategies direct them to go beyond the geographical boundaries of their base countries, seeking for other markets, as a way to keep globally competitive. These conditions make crucial the roles performed by their managers, exposed to different contexts, mainly economical, political, social and cultural and to face the task to manage enterprises like a challenge, probably bigger than the one found on their base countries. This speech tries to examine how much expatriated Brazilian managers feel the influence of local cultural factors in their decisional processes, taking into consideration that they are embedded in their cultural home countries, and they can suffer an impact by the culture of other countries. With this research it is intended to gather empirical material that will supply clues and allow to advance on studies that will make a relationship between decisional process and local culture, through a case study in a Brazilian state-owned energy company and its subsidiaries in South American countries, hoping that the mentioned studies will somehow contribute to a better understanding of the problems that have been stressed in the last decades. Also considering that the vast majority of the theoretical and empirical material about this matter has its own source on the western developed countries and are, in this way, culture-bounded, we hope to increase the production of studies and researches applied to the Latin American reality, mainly the Brazilian one.

This resume focus the connection between the learning process and the technological competences evolution. It is based on business case of a plastic injection company named Multibras da Amazonia S/A, that manufacture plastic parts to electro- electronic industry assemblers, the study used the company evolution from 1983 to 2000. Its conclusion allowed to demonstrate, how the theories developed by Figueiredo (2001) can be used to describe the technological competences and the learning process, and on it's scale from 1 to 6 the Multibras case has reached the level 5. Based on the business case, the study confirmed how the technological competences learning process and accumulation is linked to an organizational knowledge. Using the theory basis, but applied to an industry case, different from all the previous studies, this resume shows that it's necessary to have a continuous, organized and integrated effort to generate and develop the knowledge evolution inside the company to make possible the technological competences accumulation on a fast and effective track.

This research has the objective of analyze the possibilities offered by the use of the graphology in the process of personnel's selection that aim at the completion of current vacancies of job offers. The study is based in the verification of the applicability and forms of use of selection instruments of personal, mainly of those developed with objective of identifying the aptitudes and the characteristics of the individual's personality. Analyzing its applicability, as form of adapting to the reality today, the graphology, besides assisting to the new variables that the global changes impose to the individuals' behavior and his relationship with the companies, appears as alternative and it is occupying, every day, more space in the professional evaluation area. This study offers reasons so that one can consider the graphology analysis as one more instrument to be used in personnel's selection, in agreement with the possibilities and identified limitations, when used for that end. Tends as objective to explain the reasons of the use of the graphology analysis as evaluation tool, the exploratory and explanatory researches were adopted. This explanation will appear, then, of the verification and analysis of the data obtained in the bibliographical and of field researches, which allows like this to base its report, development and applicability.
