A pesquisa objetiva: a) compreender o novo papel dos Estados subnacionais, especialmente em nível regional, no contexto de globalização, fragmentação, enfraquecimento do Estado-nação e emergência de instâncias supranacionais de poder; b) suprir a carência de estudos atuais voltados para a regionalização da gestão da saúde, dado que a ênfase vem recaindo sobre o processo de municipalização; c) analisar experiências inovadoras visando subsidiar a formulação de propostas de reforma que levem em conta as mudanças recentes no padrão de relacionamento Estado-sociedade e as novas formas de provisão dos serviços de saúde, as quais demanda um maior esforço de coordenação ao nível regional. à analisado o papel desempenhado pela Secretaria de Estado da Saúde na experiência de delegação da prestação direta dos serviços de saúde e implantação de um sistema de regulação no Estado da Bahia. A escolha justifica-se dada o pioneirismo deste Estado em termos de políticas públicas inovadoras no contexto de descentralização, municipalização e mudança no papel dos vários níveis da federação.

A escolha deste Estado justifica-se dada sua boa colocação em termos de políticas públicas e sua postura inovadora, além do sucesso de alguns de seus programas - com grande impacto nos indicadores de saúde. A proposta de 'Sistemas Microrregionais de Serviços de Saúde' por sua vez, contribui com a visão intersetorial e inova em termos de regionalização. O referido programa possue o município como protagonista, embora uma atuação mais efetiva do nível estadual no espaço de gestão tenha se mostrado estratégica.

Este trabalho descreve uma pesquisa de campo feita no Brasil em 1996. Foram consultadas empresas prestadoras de serviços, buscando melhor compreender esse lado da relação numa parceria cujo objeto são os serviços de informática. Trata-se de um aspecto que, até então, não havia sido abordado na realidade brasileira e que trouxe à luz importantes conclusões que facilitam o estabelecimento de processos de terceirização.

As empresas do setor financeiro têm, desde há muito, estado entre as que mais investem em tecnologia de informação para apoiar os seus processos de negócio, buscar a eficiência empresarial e melhorar a qualidade dos seus serviços. Investimentos na Web estão contribuindo para a evolução dos serviços financeiros on-line, os quais podem ser classificados em três categorias: divulgação de informações, transações e relacionamento com os clientes. Este trabalho descreve pesquisa sobre a difusão do uso da Internet nos serviços bancários e entre as corretoras on-line no Brasil, comparando os dados recém obtidos com estudos desenvolvidos desde 1997 pelo autor.

Public administration has been labeled as inefficient for decades, with society seen it as a great waste of public money with a low generation of results. Its services are notably classified as sluggish, bureaucratic, with a low productivity level and a high incidence of mistakes. In periods of crisis, public administration must be the first to give good examples of balance and parsimony in its expenditures, or it could lead to the failure of the government, in general, causing damages to the population. To reach this goal, some corrective measures must be done, in different directions, by selecting the expenditures and fostering the maximum economy for the exchequer. This is only possible through the application of correct planning techniques, a still far way reality from the culture of our public organisms. One way to this change is the adoption of the Price Registration System, that in the Federal scope was already adopted by the Decree nº 3.931/01, and in the scope of the municipality of Manaus was ordered by the Decree nº 8.270/06. The present study verifies the influence of the use of the Price Registration System in purchases and contracts undertaken by the Local Secretariat of Construction, Basic Services and Housing, in the city of Manaus concerning the economy obtained when compared to other methods of tenders.

Public Management has been faced with a challenge in improving quality of its services to atendent a citizen each day more concerned and self-conscient of his rights. One of major tools used abroad is strategic planning, although its has been designed for a private sector where the focus is profit its been used in the public sector for improving efficiency. Our focus was the Brazilian Navy, especially the Service-Deliver Military Organization (OMPS),who has been using strategic planning searching for continous improving of internal practices. Strategic planning, originated in Military field, has improved its use in the private sector, especially in United States, after the Second World War when it reached 85% of all american private industry. Some of the concepts and models of strategic planning are reviewed, including some criticism and questioning of its aplicability in the public sector, who, by the way, have serious limitations, like: 1) legal matters (separation of powers); 2) citizen dependency - actions are taken in a vote-profits bases; and 3) burocratic culture, including resistency for changes. Our primary target was to investigated the validity of the strategic planning tool in the Brazilian Navy, searching for define the profile and the comittment of all actors involved in the process, comparing teory and practice. The survey used in the search was individual and anonimous using Likert scale of four options, where each respondent shown his percepetion of the strategic planning used in each of the two investigated organizations All data are shown in the appendices and the results pointed for a non-coerency of the speech and pratice of strategic planning and its models in the analised organizations.

The theme of this dissertation is the quality in assistance and services rendered: a study on the satisfaction of the students from the Social Studies school. In a school, leader are supposed to always believe that the best form of attaining success derives from their performance in decentralizing activities, do away with barriers and help in the front line. This is the participative management. Students satisfaction is the goal. When the whole school community feels emotionally involved, success is assured, since all the educational segments are supposed to get together for achieving school success. When investment is made in the continued education of the school staff, such as the establishing a teaching of quality is sedimented. To have a school of quality in assistance and services rendered and, thereafter, to obtain favorable results, it is necessary for everyone to be aware of their roles, which is only possible through a cooperative effort on the part of the people forming the institution, with a commitment of the whole team: teaching, technical and administrative staff, as well as its external and internal clients, with values of excellence and relevance, which ought to be present in the whole of the educational effort. The four fundamental dimensions for a program of quality are: Planning to change; organizing to act; Acting to transform; Assessing to improve. In planning the institution establishes its objectives. In organizing it defines the structure for a more flexible action. In acting what has been established is implemented. In assessing it constantly improves the program of quality. To look for the students quality and satisfaction is the virtue of persistence is the doing right from the word go. To have a zeal and care in everything one does e for whom it is intended to, since to achieve the maximum in result with the least effort, reaching goal, objectives and finalities are everything the target population wishes.

In the 1990, and after the process of privatizations of governmental companies in Brazil, cultural products had gained strategical importance for different types of organizations, specially for nationalized companies of the telecommunications sector. Based on the concept of market orientation, and specifically on the concept of cultural marketing, it is possible to understand the approximation between companies and cultural products restrictedly in the level of products and services. However, there has been little questioning about the concept of market orientation and the marginalization of plural and critical approaches which leaves gaps in the understanding of this approximation. Based in other areas of knowledge which understand this approximation between companies and cultural products and based in studies that present critics about the market forces it is possible to recognize the strategical corporative level of cultural products. Based in specific approaches in strategy, and defending pluralism and interdisciplinary research, it is possible to fill this gaps in the marketing literature. Specifically, in this study, are presented approaches that recognize the dimensions of power, politics and symbolism that influence strategies and are responsible for the approximation between these strategies and cultural products. Especially in Brazil, these debates are central, since in a context composed by nationalized companies many ambiguities are common. With this objective, a case study about a telecommunications sector company that has importance in the investment in cultural products is presented. From this case study, based on primary and secondary data, it is possible to comprehend the strategy in cultural products.

O objetivo deste estudo foi o de propor a aplicação de um modelo que agilize as aquisições de material e contratações de serviços na Marinha de Guerra com os recursos legais existentes na Lei e legislações complementares. O sucesso de tal proposta implica trazer melhorias de toda ordem ao processo de aquisição do setor público tendo em vista as dificuldades serem as mesmas, em função da necessidade do comprimento das mesmas Leis. Da análise técnicas em uso setor privado, que se beneficia do grande potencial da tecnologia da informação, resultou a possibilidade de inserção de um modelo ágil e desenvolvido para todo o setor público.

O objetivo desta tese é analisar a aplicação da Teoria das Opções Reais (TOR) como método para avaliação de projetos de investimentos em prestação de serviços de Tecnologia da Informação (TI), comparando seus conceitos e características, com o método tradicional do cálculo do Valor Presente Líquido (VPL). O estudo apresenta os conceitos básicos, e ilustra através de exemplo numérico, o método de avaliação da TOR aplicado a projetos de prestação de serviços de TI, analisando criticamente suas características, vantagens e limitações. Por meio desta tese, pretende-se mostrar que a Teoria das Opções Reais é uma alternativa mais adequada do que o método do VPL como método de avaliação de projetos de investimentos em serviços de Tecnologia da Informação, integrando estratégia e finanças, ao considerar as opções de flexibilidade operacionais - adiar, expandir, contrair, abandonar, etc. - e o posicionamento estratégico da empresa, ao longo da vida útil do projeto de investimento; opções estas, que não são devidamente tratadas pelo método tradicional do VPL.

The construct Technology Readiness (TR) and its instrument of measure Technology Readiness Index (TRI) defined by Parasuraman (2000), refer to people¿s propensity to adopt digital technological products and services. The TR can be viewed as an overall state of mind resulting from mental drivers and inhibitors related to optimism, innovativeness, discomfort and insecurity. These facets combine into a complex way for produce distinct groups of individuals (explorers, pioneers, skeptics, paranoids and laggards) with different traits of behaviors connected to the adoption of technological products and service. This study had as its objective to evaluate the applicability of the TRI in the Brazilian context, through the replication of the scale on a sample of 336 adults consumers (168 men and 168 women) resident in the state of the Rio de Janeiro, segmented by age groups, educational level and monthly family income. The results show that, in the sample analyzed, as culturally the technology is linked to values of a male society, men presented a higher propensity in adopting technological products and services than women. However, this hypothesis was not confirmed in the analysis segmented by age groups.

Este estudo procura identificar como o marketing de personalização pode ser desenvolvido, quais suas vantagens e quais os cuidados a serem tomados antes de seu uso. Analisa até que ponto a personalização gera satisfação a consumidores de medicamentos de uso contínuo em farmácias do município de Vila Velha, ES. Para a obtenção dos dados, faz uso de uma pesquisa bibliográfica e, em seguida, de uma pesquisa de campo, que envolve uma amostra de 90 sujeitos, selecionados intencionalmente por meio de abordagem técnica nãoprobabilística. Coleta os dados sobre esses sujeitos por meio de uma entrevista. Mostra os resultados de maneira descritiva, analisando-os à luz do estudo teórico feito. Conclui que a personalização de atendimento, neste caso, geraria satisfação e/ou o aumento considerável do grau de satisfação já existente.

The export of information technology software services, also known as ¿offshore outsourcing¿, has raised debates in the media as well as in the academy. A lot has been written about the success of India, Ireland and Israel, the ¿3Is¿, but empirical data about Brazil is still hard to find. This dissertation proposes to identify success factors for Brazil to be chosen as a preferred location for offshore outsourcing based on a case study of an American multinational corporation, with branches in Brazil, that is systematically choosing Brazil as a preferred location for its offshore outsourcing operations. Concepts of economic globalization, internationalization of services and success factors for offshore outsourcing will be presented in the literature review and based on available literature focused on Brazil, a model of eight success factors is proposed. The empirical research was grounded on multiple data sources but the analysis was focused on a database of 219 deals that were conducted from September 2005 to May 2006, out of which Brazil was selected 57 times. The results confirm the proposed model of eight success factors. The final conclusions suggest that the process of identifying a country to perform the offshore activities is complex and that not all factors will be present at the same time, and more than that, in some cases intangible factors, such as relationship networks and emotional links with the country, have a higher weight in the decision. The results can be used in the future for in depth researches that differentiate Brazil from other countries in the offshore outsourcing market.
