How do you get information and communication technology working for authentic learning across the curriculum? It depends on quality professional development. The author draws on her research and evaluation work on a Quality Teacher Program pilot project by the Victorian Department of Education and Training to explain why listening to teachers is leading to just that.

Information quality is a complex problem. Issues relating to information quality are strongly embedded in the context of the operations of information systems. Information quality issues, therefore, have qualitative as well as quantitative underpinnings, which affect on the various dimensions of information quality. In order to improve information quality, it is essential to assess its various dimensions. This assessment provides the gaps that work as the building blocks for improving quality of information. However, assessing information quality dimensions is extremely intricate because each dimension depends upon other dimensions, which makes it difficult to objectively assess these dimensions. This research utilizes a product perspective of information and applies Six-Sigma methodology to assess information quality. It describes a case study of a Korean manufacturing organization where analytical hierarchy process and quality function deployment was utilized to determine the mutual relationships of information quality dimensions and critical to information quality factors.

The next generation of wireless networks is envisioned as convergence of heterogeneous radio access networks. Since technologies are becoming more collaborative, a possible integration between IEEE 802.16 based network and previous generation of telecommunication systems (2G, ..., 3G) must be considered. A novel quality function based vertical handoff (VHO) algorithm, based on proposed velocity and average receive power estimation algorithms is discussed in this paper. The short-time Fourier analysis of received signal strength (RSS) is employed to obtain mobile speed and average received power estimates. Performance of quality function based VHO algorithm is evaluated by means of measure of quality of service (QoS). Simulation results show that proposed quality function, brings significant gains in QoS and more efficient use of resources can be achieved.

In recent years, the online delivery of educational material has received much attention by researchers. University web sites are being used to supplement the delivery of knowledge in traditional bricks and mortar environments or as stand-alone external courses. The function of a university web site also has broader applications that can provide strategic benefits to the organisation as a whole. An Internet presence based on a high quality, easy to use web site can provide universities with a credible, professional image. This is particularly important as students and other users of university web sites expect the same high level of quality in these sites as they do from the sites of commercial organisations. This paper explores the various roles that a web site can provide to benefit higher education organisations and their customers. In addition, the paper outlines the results of a study of university web site users that identifies specific web site design features that are considered essential for a high quality university site that will meet the needs of students and other stakeholders in a university environment. By adopting these design principles, universities will be able to improve the quality of their web sites and ultimately, increase user satisfaction. Moreover, an understanding of the various roles that a web site can perform will allow universities to fully utilise the benefits of developing and maintaining an online presence while retaining their traditional role as knowledge managers.

This paper presents a case study on the implementation of quality management programmes and initiatives in one manufacturing company in Australia, which has lasted for more than two decades. Using data collected through in-depth interviews, the case study describes how the company progressed from an earlier initiative based on quality control to the present initiatives that emphasize customer focus, product development, and innovation. Several important insights are drawn from the case study, including the importance of aligning the quality programmes or initiatives with a clear strategic focus. In addition, the commitment and leadership of senior management of the company has been demonstrated, particularly in the provision of resources and facilities to support the TQM programme, and also shown is how the company has been successful in maintaining its long-term commitment to quality management, which has led to an accumulation of various knowledge and competencies, which function as a valuable resource to sustain its business performance.

Background: Although there is increasing recognition that quality of life (QOL) and health-related quality of life (HRQOL) are important outcome variables in clinical trials for children with cerebral palsy, there are substantial limitations in existing measures of QOL. This study identify themes of QOL for children with cerebral palsy and their parents to guide the development of a new condition-specific QOL scale. Methods: A qualitative study of parent and child views on QOL composition was conducted, using a grounded theory framework. Families participated in semistructured interviews on QOL until thematic saturation was reached (n = 28 families). Results: Overall, 13 themes emerged from the interviews: physical health, body pain and discomfort, daily living tasks, participation in regular physical and social activities, emotional well-being and self-esteem, interaction with the community, communication, family health, supportive physical environment, future QOL, provision of, and access to services, financial stability, and social well-being. Conclusions: Research with parents and children with cerebral palsy, representative of severity across the disease spectrum and socio-economic status, reinforced and expanded on the traditional themes that have underpinned QOL measurement development. This has implications not only for the development of a new QOL scale for children with cerebral palsy, but also for clinical interventions and community care management.

Delivered information systems are an integral part of many organisations’ information technology infrastructure. Their dynamic nature creates new challenges, not the least of which is the need to measure the quality/effectiveness of these systems. Given the size of investment in these systems, it would be invaluable for business to formulate a fresh, simple, easy to administer, multi-dimensional instrument capable of measuring the quality of delivered information systems or applications. Such an instrument would provide a practical and efficient means to pinpoint areas that key stakeholders, ranging from end-users to managers, perceive as requiring attention. In this paper, we report on the development of one such instrument. This instrument addresses key areas of performance and uses multiple statements to enhance stakeholders’ understanding of these areas.

Adequate, appropriate training of quality managers is essential to the development and implementation of effective quality management systems. This study reports on a survey of 235 Australian quality managers to determine their perceptions of their training and development needs, the extent to which these were being met, and their views on the future of their discipline. The study found that there was a general lack of systematization, most programs were short-term and delivered by a fragmented set of providers. Many managers had received no training in the past 5 years. While the respondents were generally satisfied with the training they had received, there was evidence that their insight into their own needs was imperfect. The respondents were divided between those who thought quality management would remain a discrete field and those who saw it being absorbed by other management systems. The challenges of developing an appropriate training and development regime in this environment are discussed.

This paper describes the development and psychometric properties of a condition-specific quality of life instrument for children with cerebral palsy (CP QOL-Child). A sample of 205 primary caregivers of children with CP aged 4 to 12 years (mean 8y 5mo) and 53 children aged 9 to 12 years completed the CP QOL-Child. The children (112 males, 93 females) were sampled across Gross Motor Function Classification System (GMFCS) levels (Level I=18%, II=28%, III=14%, IV=11%, V=27%). Primary caregivers also completed other measures of child health (Child Health Questionnaire; CHQ), QOL (KIDSCREEN), and functioning (GMFCS). Internal consistency ranged from 0.74 to 0.92 for primary caregivers and from 0.80 to 0.90 for child self-report. For primary caregivers, 2-week test-retest reliability ranged from 0.76 to 0.89. The validity of the CP QOL is supported by the pattern of correlations between CP QOL-Child scales with the CHQ, KIDSCREEN, and GMFCS. Preliminary statistics suggest that the child self-report questionnaire has acceptable psychometric properties. Many tertiary institutions in Australia provide support to develop online teaching and learning resources, an environment characterised by demands from students for quality face-to-face and distance education, staff concern over workloads, institutional budgeting constraints and an imperative to use management systems. There also remains a legitimate focus on using online learning to facilitate new learning strategies within a complex social setting. This paper presents an extended instructional design model in which the development cycle for online teaching and learning materials uses a scaffolding strategy in order to cater for learner-centred activities and to maximise scarce developer and academic resources. The model also integrates accepted phases of the instructional development process to provide guidelines for the disposition of staff and to more accurately reflect the creation of resources as learning design rather than instructional design.
