Webcasting in Australia is currently the domain of national broadcasters, independent and community radio stations and the two leading football codes. This paper reports on the findings of a content analysis of 20 leading webcasters as to the content and genres they provide. In examining the factors affecting the 'slow' adoption of webcasting in Australia such as the absence ofa high speed broadband infrastructure, the paper analyses and how its various discourses were framed by the parties concerned, and how the clash of conflicting agendas shaped the negotiations between the main stakeholders, taking on the characteristics of a 'horse trade '. Thereafter, the paper critically examines how other technologies such as mobile phones and Pay TV has begun to take on webcasting, instead of waitingfor the major commercial broadcasters to do so or a new broadband network and a national broadband strategy to be implemented.

Advanced connectivity offers rural communities prospects for socio-economic development. Despite Australia’s national broadband infrastructure plans, inferior availability and quality of rural Internet connections remain persistent issues. This article examines the impact of limited connectivity on rural socio-economic opportunities, drawing from the views of twelve citizens from the Boorowa local government area in New South Wales. The available fixed wireless and satellite connections in Boorowa are slow and unreliable, and remote regions in the municipality are still without any Internet access. Participants identified four key areas in their everyday lives that are impacted by insufficient connectivity: business development, education, emergency communication, and health. Rural citizens often already face challenges in these areas, and infrastructure advancements in urban spaces can exacerbate rural-urban disparities. Participants’ comments demonstrated apprehension that failure to improve connectivity would result in adverse long-term consequences for the municipality. This article suggests that current broadband policy frameworks require strategic adaptations to account for the socio-economic and geographic contexts of rural communities. In order to narrow Australia’s rural-urban digital divide, infrastructure developments should be prioritised in the most underserved regions.

The Australian National Broadband Network (NBN) is the largest infrastructure project ever proposed in Australia (NBN, 2010). Its Fibre to the Home open access network will see a new generation of telecommunications services providing the basis for technologies and services to be combined. Homes connected to the network will have access to new digital media and high-speed internet among other applications. Taking an Australian perspective, this paper focuses on the capacity for fast broadband to allow features and technologies to be combined that were once separate, but now have converged including computing, telephony, free-to-air (FTA) television, direct-to-home satellite broadcasting, radio, and the internet and the implications. Specifically, future services for digital television are going to be more akin to app-based functions that are currently available on mobiles and tablets but on the television screen rather than the PC. Against such a background, this article examines the future of television arguing that faster broadband and internet-enabled televisions to watch movies and shows when it suits the audience are the keys to the television’s survival.

Information and communication technologies such as email, text messaging and video messaging are commonly used by the general population. However, international research has shown that they are not used routinely by GPs to communicate or consult with patients. Investigating Victorian GPs’ perceptions of doing so is timely given Australia’s new National Broadband Network, which may facilitate web-based modes of doctor-patient interaction. This study therefore aimed to explore Victorian GPs’ experiences of, and attitudes toward, using information and communication technologies to consult with patients. Qualitative telephone interviews were carried out with a maximum variation sample of 36 GPs from across Victoria. GPs reported a range of perspectives on using new consultation technologies within their practice. Common concerns included medico-legal and remuneration issues and perceived patient information technology literacy. Policy makers should incorporate GPs’ perspectives into primary care service delivery planning to promote the effective use of information and communication technologies in improving accessibility and quality of general practice care.

Australia is in the midst of a massive transformation of its communication infrastructure. The AUD43 billion Australian National Broadband Network (NBN) to be set up by the wholly Federal government-owned NBNCo Limited (NBNCo), is the largest infrastructure project ever proposed in Australia (NBN, 2010). It has the capacity to combine features and technologies that were once separate, but now have converged, including computing, telephony, free-to-air (FTA) television, direct-to-home satellite broadcasting, radio and the internet. This means that current thinking about these media technologies, developed through the process of convergence as well as regulation, requires review. Future services for digital television are going to be more akin to app-based functions currently available on mobiles and tablets but accessed via the television screen rather than the PC. Against such a background, this article examines the Australian ‘televisual’ space, arguing that faster broadband and internet-enabled televisions for movies, shows, communication and more, when it suits the audience, are the keys to television’s survival through visually networked possibilities.

Purpose – This article explores challenges for rural Australian local governments during the transition to high-speed broadband infrastructure. Despite the National Broadband Network’s promised ubiquitous connectivity, significant access discrepancies remain between rural and urban areas.Methodology – Empirical findings are drawn from a full-day workshop on digital connectivity, which included participants from seven rural local governments in New South Wales, Australia. Thematic analysis of the workshop transcript was undertaken in order to extrapolate recurring nuances of rural digital exclusion. Findings – Rural communities face inequitable prospects for digital inclusion, and authorities confront dual issues of accommodating connected and unconnected citizens. Many areas have no or poor broadband access, and different digital engagement expectations are held by citizens and local governments. Citizens seek interactive opportunities, but rural authorities often lack the necessary resources to offer advanced participatory practices. Research limitations/implications – While this research draws from a small sample of government officials, their insights are nonetheless heuristically valuable in identifying connectivity issues faced in rural Australia. These issues can guide further research into other regions as well as civic experiences of digital inclusion. Practical/social implications – There is a need to reconceive Australia’s current policy approach to broadband. Greater rural digital inclusion may be achieved by focusing on connectivity as a public interest goal, targeting infrastructure developments to suit local contexts, and implementing participatory digital government practices. Originality/value – The actions suggested would help ensure equity of digital inclusion across Australian municipal areas. Without such changes, there is a risk of rural citizens facing further marginalisation through digital exclusion.

New national infrastructure initiatives such as the National Broadband Network (NBN) allow small and medium-sized enterprises (SMEs) in Australia to have greater access to cost effective Cloud computing. However, the ability of Cloud computing to store data remotely and share services in a dynamic environment brings with it security and privacy concerns. Evaluating these concerns is critical to address the Cloud computing underutilisation issue and leverage the benefits of costly NBN investment. This paper examines the influence of privacy and security factors on Cloud adoption by Australian SMEs in metropolitan and regional area. Data were collected from 150 Australian SMEs (specifically, 79 metropolitan SMEs and 71 regional SMEs) and structural equation modelling was used for the analysis. The findings reveal that privacy and security factors do not significantly influence the decision-making of Australian SMEs in the adoption of Cloud computing. Moreover, the results indicate that Cloud computing adoption is not influenced by the geographical location (i.e., metropolitan or regional location) of the SMEs. The findings extend the current understanding of Cloud computing adoption by Australian SMEs. The results will be useful to SMEs, Cloud service providers and policy makers devising Cloud security and privacy policies.

Since the mid-1990s there has occurred a communications revolution. With the development and widespread dissemination of Information Communications Technologies (ICTs), the capacity of virtually everyone in the developed world to send, receive and manipulate masses amounts of information has been transformed. In the light of high levels of internet uptake across Australian cities and the looming rollout of the National Broadband Network, it is timely to investigate just what the impacts may be on house design, service access, socialisation and connections to localities. The answer to these questions will potentially have profound implications for the future planning of Australian cities and suburbs. So, has the proliferation of domestic broadband led to more people working from home rather than commuting, on line socialising, and on line service access? Or has greater connectivity meant that the form and range of information flow has altered but the physicality of service provision, job access and socialisation is just, if not more, important? This paper will locate these questions within research on the economic, social and political impacts of ICTs before discussing how the digital revolution is having limited economic effects but profound social and political impacts on Melbourne’s western suburbs.

The striving of nations to build a broadband-based information society is paralleled by individuals striving to improve their personal lot and by organisations seeking a competitive advantage—all supposedly to be achieved via broadband. However, the social and economic impact of broadband may be surrounded in controversies. This paper argues that these controversies need to be identified and addressed if public policy decisions about broadband are to be made with confidence. While literature on broadband abounds, it is rarely directed at the impact of broadband on social and personal issues. Rather, that literature typically focuses on broadband's economic aspects, but with poor benefit identification and measure difficulties, the findings tend to be steeped in rhetoric. Largely, what we are left with is literature on the impact of narrowband Internet. While research on the Internet abounds, its findings are typically indeterminate and often disputed. The paper works with literature on broadband and extrapolates from the literature on narrowband with its disputed impacts to identify possible impacts of broadband. In so doing it identifies a core set of controversies regarding broadband at the national, individual and organisational levels. It then calls for diversity of analysis of possible broadband outcomes. Only with such analysis will it be possible to place the likely broadband future in the context of broader national, individual and organisational aspirations.
