This paper introduces an aggregation algorithm for airborne swarming guided weapon systems, which can aggregate munitions into a given shape while reaching the surface. The algorithm uses an artificial force based controller to navigate the members of the swarm into the desired geographical position and evenly distribute them inside the shape. Inter-member repulsion forces are used to avoid collisions among members, which is crucial for a weapon deployment system. Moreover, a lower bound for the release height was obtained which guarantee convergence of the complete weapon system into the target area. The proposed swarming guided weapon system was tested using computer simulations.

This study investigated the relation between the five-factor model (FFM) of personality trait domains and leadership effectiveness. Ninety-nine Australian Army commissioned officers completed the NEO Personality Inventory-Revised (NEO-PI-R; Costa & McCrae, 1992) and were rated by their superior officer on the Australian Army annual leadership effectiveness evaluation schedule. Participants indicated whether they had been selected to attend a leadership promotion course at the Army Command and Staff College, widely regarded within the Army as indicative of an officer's effectiveness. It was hypothesized that leadership effectiveness would be predicted by the personality trait domains of high Conscientiousness, Openness, Agreeableness, and Extraversion and by low Neuroticism. High Conscientiousness and low Extraversion scores predicted high leadership effectiveness and the likelihood of attending the leadership promotion course. High Openness scores also predicted the likelihood of attending the promotion course. The results support the utility of the FFM in exploring the role of personality in leadership effectiveness among military leaders.

Most professional engineers will spend a significant proportion of their careers as managers of technology, and large numbers of engineers seek formal education in management at the postgraduate level. Study options include the Master of Business Administration, Master of Engineering Management, and management of technology programs. This paper reviews the literature on postgraduate engineering management education to examine the documented claims for and against particular options. The diversity of engineers and engineering practice will ensure a diversity of postgraduate management education needs, which will be best served by a diversity of options for study. Diversity of options is a strength not a weakness; there is not a single ''best'' option for management education for engineering graduates. As long as they offer relevance, convenience, interest and value, the various postgraduate management study options with their particular distinctions and emphasis on technology or management will find a ready audience.

A system-of-systems (SoS) conceptualization is essential in resolving issues involving heterogeneous independently operable systems to achieve a unique purpose. Successful operation as an SoS requires communication among appropriate individuals and groups across enterprises through an effective protocol. This paper presents a position on the creation of a consortium of concerned system engineers and scientists worldwide to examine the problems and solutions strategies associated with SoS. The consortium could lead efforts in clarifying ambiguities and in seeking remedies to numerous open questions with respect to SoS analysis, SoS engineering (SoSE), as well as differences between systems engineering (SE) and SoSE. The mission of this consortium is envisioned to: 1) act as a neutral party; 2) provide a forum to put forth Calls to Action; and 3) establish a community of interest to recommend a set of solutions.

The US and UK have had significant influence on the delivery and content of engineering programs both globally and particularly on Australia and yet the industrial profile of Australia has historically been significantly different from that of the US and UK. This paper first presents a study into the differences in industrial profile in the employment of mechanical engineers in the US, UK and Australia. This paper then presents key findings from a role-based study that identified the relative significance of a broad range of attributes for the most common mechanical engineering roles in the six industries that employ the greatest number of Australian mechanical engineers.

Fiji's total debt stands at 65% of GDP. Domestic debt constitutes 55% of GDP. The goal of this paper is to investigate whether military expenditure has contributed to Fiji's exploding debt levels over the period 1970 to 2005. Our empirical analysis, conducted within a cointegration and vector error-correction framework, suggests that, in the long-run, military expenditure has had a statistically significant positive impact on both external debt and domestic debt, while income has had a statistically significant positive impact on domestic debt and a statistically significant negative impact on external debt. We explain the reasons behind this finding and draw some policy implications.

Engineering contributions have played an important role in the rise and evolution of cellular biology. Engineering technologies have helped biologists to explore the living organisms at cellular and molecular levels, and have created new opportunities to tackle the unsolved biological problems. There is now a growing demand to further expand the role of engineering in cellular biology research. For an engineer to play an effective role in cellular biology, the first essential step is to understand the cells and their components. However, the stumbling block of this step is to comprehend the information given in the cellular biology literature because it best suits the readers with a biological background. This paper aims to overcome this bottleneck by describing the human cell components as micro-plants that form cells as micro-bio-factories. This concept can accelerate the engineers’ comprehension of the subject. In this paper, first the structure and function of different cell components are described. In addition, the engineering attempts to mimic various cell components through numerical modelling or physical implementation are highlighted. Next, the interaction of different cell components that facilitate complicated chemical processes, such as energy generation and protein synthesis, are described. These complex interactions are translated into simple flow diagrams, generally used by engineers to represent multi-component processes.

The field of electronic noses and gas sensing has been developing rapidly since the introduction of the silicon based sensors. There are numerous systems that can detect and indicate the level of a specific gas. We introduce here a system that is low power, small and cheap enough to be used in mobile robotic platforms while still being accurate and reliable enough for confident use. The design is based around a small circuit board mounted in a plastic case with holes to allow the sensors to protrude through the top and allow the natural flow of gas evenly across them. The main control board consists of a microcontroller PCB with surface mount components for low cost and power consumption. The firmware of the device is based on an algorithm that uses an Artificial Neural Network (ANN) which receives input from an array of gas sensors. The various sensors feeding the ANN allow the microcontroller to determine the gas type and quantity. The Testing of the device involves the training of the ANN with a number of different target gases to determine the weightings for the ANN. Accuracy and reliability of the ANN is validated through testing in a specific gas filled environment.
