This paper explains that financial safety nets exist because of difficulties in enforcing contracts and shows that elements of deposit-insurance schemes differ substantially across countries. It shows that differences in the design of financial safety nets correlate significantly with differences in the informational and contracting environments of individual countries and that a country's GDP per capita is correlated with proxies for a country's level of: (1) informational transparency, (2) contract enforcement and deterrent rights, and (3) accountability for safety net officials. The analysis portrays deposit insurance as a part of a country's larger safety net and contracting environment. This means that there is no universal method for preventing and resolving banking problems and that the structure of a country's safety net should evolve over time with changes in private and government regulators' capacity for valuing financial institutions, disciplining risk taking and resolving insolvency promptly, and for being held accountable for how well they perform these tasks.

Supporting adaptive learning is one of the key problems for hypertext-based learning applications. This paper proposed a timed Petri Net based approach that provides adaptation to learning activities by controlling the visualization of hypertext information nodes. Simple examples were given while explaining ways to realize adaptive operations. Future directions were also discussed at the end of this paper.

Information technology continues to play an increasingly significant role in the development of firms competing in the vast array of markets from those classified as global markets, such as the automotive industry, to the smaller nationally-based markets such as retailing. An objective of electronic commerce is to assist organisations to remain competitive and gain entry to markets which were previously unattainable. This study focuses on the organisational impact of one form of electronic commerce (electronic data interchange) on the component sector of the Australian automotive industry and examines the extent to which trading partner relationships have been affected. The research investigates the extent to which the integration of electronic data interchange (EDI) with an organisation’s internal application system may facilitate specific net benefits. The automotive industry became the first Australian industry to cooperatively adopt EDI. Research to date has not adequately examined the organisational impact of the nature and extent of net benefits gained from EDI adoption. To achieve the objective of assessing EDI net benefits, a conceptual model was developed. The model proposed that the level of EDI net benefits expected is influenced by the size of the organisation and the concentration of trade achieved within the industry via intervening links through (a) the level of senior management commitment and (b) the extent of system integration. Nine empirically testable research propositions are derived from the model, each testing the relationship between model constructs. Data was collected from 114 component suppliers to Ford Australia in 1992 and 1994 using a repeated cross-sectional longitudinal design. Structural equation modelling using partial least squares was adopted in the analysis of the data. A pure longitudinal model together with 12 case studies of selected component manufacturers supplemented the research design. The results of the research showed that the proposed conceptual model is a good description of the data. In particular, net benefits obtained from EDI adoption are directly determined by the size of the organisation, and the extent to which firms integrate EDI into their internal application systems. The level of net benefits is only indirectly influenced by the level of senior management commitment to the EDI project through (a) management commitment’s direct effect on integration, and (b) the direct effect the volume of trade a supplier achieves with the automotive industry on senior management commitment and system integration. The major benefits organisations experienced from EDI were enhanced productivity, clerical staff savings, improved data accuracy, enhanced customer service and reduced administration costs. The research showed that few suppliers gained inventory savings from EDI, a frequently claimed benefit from EDI adoption. Evidence of small improvements in product quality emerged from the results. In summary, this research attempts to make two primary contributions to knowledge, first in providing a method by which net benefits from electronic commerce can be measured within an industry adopting electronic trading, and second, by providing organisations with the knowledge of the specific net benefits organisations could expect from EDI adoption, together with the four major factors affecting these benefits. The research concludes with possible directions for future research, in particular an assessment of the impact of incorporating financial EDI into electronic trading.

Today, having a good flatness control in steel industry is essential to ensure an overall product quality, productivity and successful processing. Flatness error, given as difference between measured strip flatness and target curve, can be minimized by modifying roll gap with various control functions. In most practical systems, knowing the definition of the model in order to have an acceptable control is essential. In this paper, a fuzzy Petri net method for modeling and control of flatness in cold rolling mill is developed. The method combines the concepts of Petri net and fuzzy control theories. It focuses on the fuzzy decision making problems of the fuzzy rule tree structures. The method is able to detect and recover possible errors that can occur in the fuzzy rule of the knowledge-based system. The method is implemented and simulated. The results show that its error is less than that of a PI conventional controller.

One of the issues for tour planning applications is to adaptively provide personalized advices for different types of tourists and tour activities. This paper proposes a high level Petri Nets based approach to providing some level of adaptation by implementing adaptive navigation in a tour node space. The new model supports dynamic reordering or removal of tour nodes along a tour path; it supports multiple travel modes and incorporates multimodality within its tour planning logic to derive adaptive tour. Examples are given to demonstrate how to realize adaptive interfaces and personalization. Future directions are also discussed at the end of this paper.

The adoption of electronic commerce strategies is becoming an important means of assisting industries, and indeed whole economies, to gain significant net benefits. The extent to which e-commerce-based strategies, such as quick response and efficient consumer response, might have an effect on local economies depends in part on how readily they are being adopted. The dominant form of adoption of these strategies is to be found in the business-to-business forms of e-commerce. To be successful, business partners must be in a position to develop customer intimacy through sharing of information, to improve their stock replenishment practices, and enhance their levels of online customer support. This paper presents the initial results of a national survey completed in the retail sector of the Australian economy, that assesses how well Australian industry is responding to these e-commerce challenges.

The reaction of Me3SbCl2 and (Me2SnS)3 afforded the complex (Me3SbS)2Me2SnCl2 in high yields, whose molecular structure features both hypercoordinated tin and antimony atoms. In solution, (Me3SbS)2Me2SnCl2 undergoes a reversible dissociation and ligand interchange reaction to give Me3SbS, Me3SbCl2 and (Me2SnS)3.

The Thai river sprat, Clupeichthys aesarnensis Wongratana, is a clupeid with a short life span, and supports artisanal fisheries in a number of reservoirs in the Mekong Basin. The growth parameters, mortality rates and the status of the Thai river sprat in Sirinthorn Reservoir (28 800 ha), NE Thailand (15°N; 105°E), are presented. The fishery is based on lured lift-nets, operated 7–14 days in the new moon period, September to April each year. It was shown that the von Bertalanffy growth function (VBGF) model was Lt (mm) = 78.43[1 − exp{−0.211[t − (−0.7996)]}] and its growth conformed to an isometric pattern. Natural mortality rate (month−1) was 0.13 month−1. Total mortality rates ranged from 0.69 to 1.53 month−1 depending on the weather and the fishing season. Recruitment was continuous throughout the year but peaked in June and July. The yield per recruit model indicated that the exploitation rate of this fishery is probably too high.

One of the big problems with Artificial Neural Networks (ANN) is that their results are not intuitively clear. For example, if we use the traditional neurons, with a sigmoid activation function, we can approximate any function, including linear functions, but the coefficients (weights) in this approximation will be rather meaningless. To resolve this problem, this paper presents a novel kind of ANN with different transfer functions mixed together. The aim of such a network is to i) obtain a better generalization than current networks ii) to obtain knowledge from the networks without a sophisticated knowledge extraction algorithm iii) to increase the understanding and acceptance of ANNs. Transfer Complexity Ratio is defined to make a sense of the weights associated with the network. The paper begins with a review of the knowledge extraction from ANNs and then presents a Mixed Transfer Function Artificial Neural Network (MTFANN). A MTFANN contains different transfer functions mixed together rather than mono-transfer functions. This mixed presence has helped to obtain high level knowledge and similar generalization comparatively to monotransfer function nets in a global optimization context.

One problem for hypertext-based learning application is to control learning paths for different learning activities. This paper first introduced related concepts of hypertext learning state space and Petri net, then proposed a high level timed Petri Net based approach to provide some kinds of adaptation for learning activities. Examples were given while explaining ways to realizing adaptive instructions. Possible future directions were also discussed at the end of this paper.

This research extends upon the previous work of Pye and Warren (2005) and presents a refinement of the previously proposed critical infrastructure model to enhance further our understanding and apprecication of where the likely inter-play and existance of dependency relationships between infrastructures coexist.

These associations are presented as a number of linkages that exist within each sector of Australia'a critical infrastructure, which is then extended further to the modelling of dependency inter-relationships that exist between critical infrastructures itilising Petri Nets.  The recognition and identification of such reliance relationships between critical infrastructures is necessary to allow both infrastructure owners and the government to identify and effectively manage and maintain the security, stability and availability of their particular critical infrastructure against potential scenario driven effects.  These issues are reflected within a case study as modelled using the Petri Net approach to encapsulate the issues of reliance relationships by drawing upon an Australian commercial case study.

In this paper the results of a study conducted on the culture-based fisheries in small (ranging from 2 to 160 ha), farmer-managed reservoirs in YenBai and ThaiNguyen Provinces in the northern highland region of Vietnam, for the production cycles of 1997/98, 98/99 and 99/00 are presented. The small reservoirs are leased to small farmers by the provincial authorities for fishery activities, and all lessees adopt culture-based fisheries when fingerlings of grass carp (Ctenopharyngodon idella), silver carp (Hypophthalmichthys molitrix), bighead carp (Aristichthys nobilis), common carp (Cyprinus carpio) and mrigal (Cirrihinus mrigala) are stocked between March and mid-April each year and harvested, using large seine nets, after approximately 11-12 months. The mean yields from reservoirs in YenBai and ThaiNguyen Provinces in 97/98, 98/99 and 99/00 production cycles were 251, 332 and 253, and 331, 372 and 210 kg ha−1 respectively. There were major differences in the fish productivity in the reservoirs in the two Provinces, and in a reservoir between culture cycles. The stocking strategies appeared to be rather ad hoc, being determined by the availability of seed stock and the financial status of the lessees. Accordingly, there was no apparent consistent trend in the improvement of yields from the culture-based fishery practice throughout the growth cycles. The fish yields in reservoirs in each Province were significantly related to reservoir area (exponentially) and to mean weight of stocked fish and conductivity (logarithmically). Of the stocked fish, the highest returns were obtained with mrigal and bighead carp, which collectively contributed > 50% to the harvest. The return from common carp was the lowest. The mean growth rate of grass carp (2.7 g day−1), followed by bighead carp (2.0 g day−1) was the highest in reservoirs in YenBai Province, bighead carp (4.0 g day−1) followed by grass carp (3.2 g day−1) was the highest in ThaiNguyen Province. The seed stocked on average accounted for 65% and 48% of the total operating costs in YenBai and ThaiNguyen Provinces, and the mean cost:benefit ratio of the culture-based fishery in the two Provinces was 0.35 and 0.37 respectively. The culture-based fishery on average contributed about 28% to the gross income of a farmer lessee.

Many views of stream invertebrate populations centre on drift as the major route of larval dispersal, but few studies have presented unambiguous information about the role of drift. We present the results from an experiment designed to determine whether the major route of colonisation of substrata by hydropsychid larvae (commonly found in the drift) is by drifting directly onto substrata or by walking along the stream bottom. The experimental design contained four treatments: substrata open to drifters and walkers; fenced substrata open to drifters only; and two treatments open to drifters and walkers that provided forms of fence controls. Fifteen replicates of each treatment were set out at random locations within a riffle at each of three sites, with each site on a different river (the Little River, the Steavenson River and the Acheron River) in the Acheron River catchment. The experiment was run twice, once during autumn (April 1999) and once during early summer (January 2000). Both experiments were colonised by three species of hydropsychids, Asmicridea sp. AV1, and Smicrophylax sp. AV1 and AV2. We found that 2nd/3rd instars of Asmicridea sp. AV1 walked as well as drifted, whereas all others primarily drifted. No relation between numbers of recruits and water speed was found when substrata were open only to drifters, whereas substrata open also to walkers gained more recruits in faster flows. Additionally, larvae more frequently abandoned nets in slow than fast flows, indicating that drifting into unfavourable flow environments may result in mortality or redispersal of larvae. These findings demonstrate that, although drift is important, it is not necessarily the only method used by hydropsychids to colonise substrata. Larvae may have more capacity to choose substrata in fast flows when they colonise substrata by walking. Spot measures of hydropsychid distribution cannot distinguish between these explanations. The finding that walkers can sometimes comprise significant numbers of recruits raises the prospect that hydropsychids can be sourced locally and have not inevitably drifted in from upstream locations.

Recent advances in high throughput experiments and annotations via published literature have provided a wealth of interaction maps of several biomolecular networks, including metabolic, protein-protein, and protein-DNA interaction networks. The architecture of these molecular networks reveals important principles of cellular organization and molecular functions. Analyzing such networks, i.e., discovering dense regions in the network, is an important way to identify protein complexes and functional modules. This task has been formulated as the problem of finding heavy subgraphs, the Heaviest k-Subgraph Problem (k-HSP), which itself is NPhard. However, any method based on the k-HSP requires the parameter k and an exact solution of k-HSP may still end up as a “spurious” heavy subgraph, thus reducing its practicability in analyzing large scale biological networks. We proposed a new formulation, called the rank-HSP, and two dynamical systems to approximate its results. In addition, a novel metric, called the Standard deviation and Mean Ratio (SMR), is proposed for use in “spurious” heavy subgraphs to automate the discovery by setting a fixed threshold. Empirical results on both the simulated graphs and biological networks have demonstrated the efficiency and effectiveness of our proposal.
