It is accepted now that lobbying and public relations share a strong relationship. How did this come about? How did lobbying become a subset of the discipline of public relations and is it accepted as such – by its practitioners and those it serves? In lobbying’s attempts to define the practice it has sought a broader discipline for explanation. Many terms came into being because as Harrison observed ‘ it has been impossible to clearly define a lobbyist’ (2011, p865). Macnamara (2012) includes lobbying under a heading of public affairs and government relations. Sekuless subtitled his 1991 text Lobbying in the Nineties ‘the government relations game’.
This paper seeks to define lobbying and its practice in Australia. In so doing it looks specifically at professional and academic definition of the lobbying and its growth as a subset of PR.

This study looks at indigenous child removal in Western Australia as a case of genocide. The key figure in the process of child removal in Western Australia was the Chief Protector, A.O. Neville. The intention was complete biological absorption through forced child removal and controlled procreation of Aboriginal women.

The critical and most obvious component of lobbying is the interaction an entity has with government. The executive, parliament and bureaucracy are the key players in the field. On the opposing side, to extend a sporting analogy, are the lobbyists – who are identified or labelled, singularly or plurally, by a variety of names: pressure groups, policy consultants, tariff consultants, public relations consultants, interest groups, special interest groups, industrial and professional associations, government relations managers, public affairs managers and Lloyd’s qualified term, the ‘political lobbyist’ .
All these nomenclatures require further explanation – some are used interchangeably, others are now an historical term only, some fall from the common language only to reappear at a later date. Of all, the oldest and most widely recognised is lobbyist and lobbying. Lloyd (1989) states that the term ‘lobby agent’ was first used in Westminster in the mid-17th century. In the United States Schriftgiesser (1951) writes that the famous American journalist H L Mencken, the Sage of Baltimore, traced the first use of the word lobby, as we currently understand it, to Washington DC in 1829. At that time the term lobby-agent was in use but it was shortened, by journalists, to lobbyist by 1832.
It has been suggested that the concept of lobbying – of seeking influence among the powerful – is as old as government e itself. Lloyd (1989) cites examples of lobbying from the Old and New testaments – the most famous pressure group being those who petitioned Pontius Pilate to crucify Jesus Christ!
In the US the activities of lobbying were recognised before the term was coined when, according to Schriftgeisser (1951), ‘a little gang of painted –up merchants (who) pushed British tea into the salt water of Boston harbor’ (p4).
So the pedigree of lobbying activities is long and colourful. As the western form of parliamentary democracy has evolved and expanded among nations it seems that lobbying has been ever present on this journey. It is by its activities, its parts, that we can define and recognise lobbying most clearly and view the changes.

Although fewer than 10% of international students are in the primary and secondary educational sectors, recent figures show the number of these students to have increased exponentially making Australia a leading player in school education provision along with Britain and the United States. The impact of these changes on local schools and the correspondent negotiation of globalising trends on secondary schools alter the ways that identity and difference are understood and played out and the ways that policy and practice in participating schools can be understood At the same time the terms and conditions that define these demands - particularly as they characterize them as marketable commodities. English language and as global and western education need to spelt out and interrogated. In this paper 1 interrogate the ways that community members within local government schools speak about the impact of fee-paying international students on their school. 1 suggest that these discussions are defined by the material and conceptual relations of identity and difference crisscrossed by the politics of consumption and production.

This paper is concerned with envisioning the development of non-government organisations (NGOs) in Australia over the next 200 years. It begins with a discussion of a hypothetical NGO, providing vignettes of its activities in 2104 and 2204, and sketching out contextual factors that might influence NGO development. This discussion is followed by an outline of the methodology upon which the projections indicated in the hypothetical case-study are based. Three methodological approaches are used. The first approach begins from an analysis of current contextual trajectories, and projects the role of NGOs within these trajectories. The second approach postulates that the changes that will occur will be affected by the reflexive nature of social change, involving continual reflection and action. The third methodological approach draws on this notion of reflexivity, but emphasises that social change is not only a reflexive process, it is also a dialectical one. The dialectical approach rests on the premise that change occurs through a process of the accumulation of contradictions, challenge and resolution. Using these methodological approaches the paper proceeds to identify three factors which will influence the Australian NGO sector in the next 200 years. These factors are the shifting relations between the state and civil society, including the rise of the neo-authoritarian state in the 21st century; the ways in which least advantaged people are dealt with and, finally, the idea of risk society. While it is more difficult to identify the contextual and NGO trajectories into the 22nd and 23rd centuries, the paper postulates a more utopian vision for NGOs in Australia in 200 years time, where the category of people who had been previously marginalised disappears, and the major roles of NGOs are to ensure cultural diversity and develop civil labour.

To the forefront are Australian academics who have often been the resource of expert comment and their reports have been prolific. In this book, academics have taken to opportunity to write their own perception of the impact of Work Choices in the workplace.

Public relations is conventionally viewed from a corporate perspective. However, recent events in Victoria have illustrated the fact that grassroots activism holds an increasing share of public relations expertise. In contemporary Victoria civil activism has advanced a long way from traditional adversarial NIMBY (Not In My Back Yard) campaigns and has succeeded in generating both social and cultural change. How does a civil activist approach the complex problem of public relations? How do they convince publics their arguments are in the interest of the whole community? Is it is a question of mimicking corporate techniques or has a new style of public relations evolved specific to their needs? This paper examines a case study in which an outer- suburban grassroots activist group effected significant change in state government and corporate policy. The results challenge the view that public relations is the exclusive tool of large corporations and governments and calls for a redefinition of ‘what is public relations’?

This thesis uses institutional ethnography to explore the text-based regulatory framework of the Australian Vocational Education and Training (VET) sector. Training Packages are national competency standards used to assess local workplace practice. The Australian Quality Training Framework (AQTF) is a national compliance framework used to audit local learning and assessment practice. These texts operate in a ‘symbiotic relationship’ to achieve a policy goal of national consistency. The researcher explicates the social relations of VET starting from her disquiet as a practitioner. The thesis argues that Training Packages and the AQTF socially organise the content and delivery of local learning and assessment activities. VET practitioners struggle to use these texts to support good practice, and their hidden work maintains an unstable VET system. Yet the extralocal mode of ruling offers no room to challenge VET policy. The thesis explicates three themes. Interview data is used to explore the contrast between the institutional language of Training Packages and the vernacular of workplaces in which these texts are activated. Many practitioners and participants simply do not understand Training Package competency standards. Using these texts to judge employee performance shifts the policing of workplace practice from local sites to external VET authorities. A second theme emerges as the analysis explores why VET practitioners use this excluding language in their work with participants. Interview data reveals that local training organisations achieve different readings as they engage with ruling VET texts. Some organisations use the national texts as broad frameworks, allowing practitioners to create spaces for meaningful learning. Other organisations adopt a narrow and rule-bound reading of national texts, displacing practitioners’ authority over their own practice. A third theme is explored through examination of a sequence of VET texts. The review and redevelopment of the mandatory qualifications for VET practitioners identified the language of the competency standards as a significant accessibility issue. These concerns were reshaped and subsumed in an official response that established the use of this language as a compulsory assessable requirement and a language and literacy benchmark. The thesis presents a new understanding of VET as a regulatory framework established through multiple levels of ruling texts that connect local sites to national government agendas. While some individual practitioners are able to navigate through this system, there is an urgent need for practitioners as a profession to challenge national hegemony.

More than a trillion of taxpayer dollars are currently being used to bail out the US banking, mortgage and car industries. This invokes an interesting connection to public relations the last time drastic US government involvement with corporations was contemplated. This pre-First World War crisis of the free enterprise system involved a deficit not of money but of favourable public opinion. The requirement was for vast amounts of public opinion and public policy work by a reported at least 1200 – what were at that time called – press agents. This was the period when public relations emerged as a fundamental plank of US and ultimately of global culture. The thesis of this article is that many aspects of the world we live in cannot be properly understood without a better analysis of the first bailout of US corporations—the public relations bailout.

This thesis states that the containment of NGOs is not simply due to the state's control of the political mechanisms. This study argues that the boundaries for NGOs are determined by the interplay between the state, the ruling elites, the middle class and the business elites.

This essay identifies epistemological, theoretical and methodological problems in a potentially influential subset of the interdisciplinary corporate responsibility literature, that which appears in the management literature. The received conceptualization of stakeholder analysis is criticised by identifying six sets of factors conventionally considered as promoting social responsibilities in the firm: inter-organizational factors, economic competitors, institutional investors, end-consumers, government regulators and non-governmental organizations. Each is addressed on conceptual grounds, its empirical salience in terms of the latest relevant research and prospects to be a significant factor in promoting outcomes consistent with social welfare. Despite obvious antagonistic relations between organization-centred economic objectives and extra-organizational-directed social considerations, the huge body of research we address drifts in a disengaged Sargasso Sea. The essay argues for appropriate directions for continuing business ethics/responsibility/corporate citizenship research, suggesting certain sociological works on moral leadership, moral courage, and academic leadership.

This article outlines three broad propositions for student equity in Australian higher education (HE), arising from the Australian Government's recent policy announcement to expand and widen student participation. The first is that a new relationship between student demand for places and their supply is on the horizon, unlike any other in Australia's history. Specifically, demand will struggle to match the intended supply. Given these new arrangements between government, institution and applicant, the article's second proposition is that governments and universities will need to develop a new regard for the people they seek to attract. And, following on from this, they will need to pay more attention to the nature of HE and its appeal to people who traditionally have not been all that interested. Informing this account are an examination of statistical data, analysis of university outreach programs, and a comparison of current principles of effective teaching in HE. The article concludes that advancing student equity in the current context will require new relations between institutions and students, which include a more sophisticated appreciation for the diversity of students and their communities, and for what they potentially contribute to HE.

This article is a study of the Chifley government's foreign policy towards Asia, in particular India and Indonesia, as evidenced by Australia's attendance at the 1947 Asian Relations Conference and the 1949 New Delhi Conference on the Indonesian-Dutch conflict. Australia's presence at these two conferences provides an ideal opportunity to examine the Chifley government's response to the momentous changes that occurred in post-war Asia as a result of the dismantling of the European colonial world order. Through detailed examination of the archival material and contemporary accounts generated from Australia's involvement in the New Delhi conferences, this article will argue that despite significant political constraints, the Chifley government did adopt a distinctive and innovative policy towards the emergent nations of Asia in the immediate post-war years.

Purpose – The purpose of this paper is to assess the applicability of relational contract theory in situations where government departments contract with non-government welfare organisations to deliver human service programmes. Its limits are highlighted by an assessment of programmes for domestically violent men that epitomise “management of incomplete contracts” central to the theory.

Design/methodology/approach – The paper is based on an evaluation of contracted-out programmes for perpetrators of domestic violence in Australia that set out to compare and contrast distinct models of service delivery by documenting programme logic, service delivery effectiveness and effects on programme participants. It reflects on the difficulties of monitoring such programmes and considers the implications of this for contracting theory and for human service practice.

Findings – In contrast to critiques of contracting-out in a neo-liberal environment that emphasise how accountability and reporting requirements limit the autonomy of contracted agencies, this paper highlights considerable variation in how programmes were managed and delivered despite standardised service delivery contracts developed by the government department funding the programmes. This leads to a consideration of “incomplete contracts” where service delivery outcomes are hard to measure or there is limited knowledge of the contracted agencies by the contracting government department.

Originality/value – The paper highlights a situation in which the recommendations of relational contracting theory can exacerbate the difficulties of quality assurance rather than minimise them. It then argues a need for workforce development in the government departments and the contracted agencies, to enable a nuanced monitoring of the programmes' service delivery and promotion of quality assurance processes.
