This paper critiques specific forms of classroom teacher effectiveness research. In doing so, the paper suggests that education policy-making deems and employs teacher effectiveness research as a promising and capable contrivance for the identification of ineffective classroom teaching practice. The paper engages with this policy debate by using a specific policy example from the Australian state of Victoria, the Victorian Department of Education and Early Childhood Development (DEECD) Blueprint for Government Schools (2003/2008). Moreover, the attention given to “teacher effectiveness” as the means by which school systems aim to reverse student under-achievement positions classroom teachers as the controlling authority over educational outcomes. Indeed, teacher effectiveness is the defining quality of a policy-making debate that at its core dispenses with broader considerations of possible influence thought to substantially affect the learning outcomes of public school students.

This paper outlines in broad detail the specific political and economic parameters that influence public education. In doing so, the paper examines the policy-making debate within Australia centred on effective classroom teaching practice instruction. The paper implies that significant and global political and economic considerations invariably force governments to act thus exerting influence and control over educational matters including classroom teaching practice. To this extent, public education policy-making must grapple with prevailing political and economic considerations in so far as they involve and require an educational response.

Teacher effectiveness research now informs the rationale of much Australian education policy aimed at redressing student under-achievement. The approach draws a ‘straight line’ between teacher practice and student outcomes, ‘controlling’ for and ultimately dismissive of other possible influences. The paper calls into question this conception of teaching–learning relations, particularly the extent to which teaching practice can be reasonably quantified and improvements in students’ academic achievement can be solely attributed to and/or sole responsibility placed on the pedagogic strategies employed by teachers. Drawing on the theoretical resources of Foucault and Bourdieu, the paper argues further that teacher effectiveness research is flawed in both means and ends. It concludes that in its ranking of student and teacher performance, such research actually works against the purposes of education; specifically, authentic teaching and learning.

The main aim of this chapter is to provide an introduction to the theoretical work of Pierre Bourdieu, and to outline different ways in which Bourdieu’s work is influential and has been engaged with in education research and to suggest implicitly the usefulness of this work for educational researchers. In order to do this, we draw on a range of Bourdieu’s own writing published singly or with colleagues, emphasising in particular his engagements with education. Part of our treatment also deals with his wider writing that has subsequently been influential for education researchers, and in particular Bourdieu’s anthropological writing and account of practice (Bourdieu 1977, 1990), his approach to social class and cultural issues, his account of the judgement of taste and distinctions (Bourdieu, 1984), and his later politically focused writing (Bourdieu, 1989/1996, 2003, 2004c, 2005a).

What does it mean to intervene, or to perform an intervention? Presumptively conflictual, the term finds meaning in its clinical and behavioural application as an enforced practice of modification: one performs an intervention on an (often) unwilling subject. Cut one way, you could tell a history of sex/ualities education as a history of interventions of this kind: efforts to interrupt and redirect affective investments, sexual practices and undesirable identifications. The sexually active young person, the homosexual, the single mother, people of colour, people with disabilities, indigenous people, promiscuous poor people – these are some of intervention’s favourite things. These are subjects constituted in part through histories of psycho-therapeutic, medical and health educational correction, histories that are still elaborating themselves through a series of familiar contemporary concerns and campaigns.

The study undertaken explores the dominant discourse(s) of teacher effectiveness research as it is currently in circulation in the Australian state of Victoria and elsewhere.

Since the 1980s, there has been a burgeoning literature on women and educational leadership. The focus has primarily been on the underrepresentation of women in leadership informed by a feminist critique of the mainstream literature. Over time, key feminist theories and research have been appropriated in education policy and are now embedded in the mainstream literature, with little recognition of their provenance or political intent. This article identifies the discursive moves that have domesticated feminist research by depoliticizing and decontextualizing leadership and argues for refocusing the feminist gaze away from numerical representation of women in leadership to the social relations of gender and power locally, nationally and internationally. A feminist critical sociological perspective treats leadership as a conceptual lens through which to problematize the nature, purpose and capacities of educational systems and organizations to reform and indeed re-think their practices in more socially just ways. Feminist understandings provide substantive and normative alternatives to how we theorize and practice leadership.

A feature of HE reform discourse is the tendency to construct the rationale for reform in terms of averting calamity and risk. We refer to this risk talk as ‘crisis discourse’. This study examines the formulation of PhD crisis discourse internationally and in Australia. We find that a key feature of PhD crisis discourse is that universities are producing too many graduates for too few academic jobs; and graduates lack skills that enable them to be productive in jobs outside academia. In Australia, the discourse has shifted from one dominated by efficiency concerns from the late 1990s to the present focus on graduate skills and employability. The policy solution to the efficiency crisis in the Australian PhD resulted in system-wide changes in research training funding focused on increased efficiency. The current unemployability discourse has as yet prompted isolated institutional responses, the introduction of new PhD programs or re-badging existing offerings as pro-skills development offerings. Following an examination of three Australian institutional responses, we conclude that the crisis discourse signals tensions surrounding the PhD: should achievement in doctoral education be measured by outcomes in intellectual excellence or the responsiveness of qualification to the current needs and priorities of society?

Use of substances to enhance academic performance among university students has prompted calls for evidence to inform education and public health policy. Little is known about this form of drug use by university students outside the US. A convenience sample of n= 1729 Australian university students across four universities responded to an exploratory on-line survey. Students were asked about their lifetime use of modafinil, prescription stimulants (e.g. methylphenidate), supplements (e.g. ginkgo biloba), illicit drugs (e.g. speed), relaxants (e.g. valium) and caffeine in relation to enhancing study performance. The results show that Australian students report using substances for study purposes at a higher lifetime rate than observed among US or German students. The main reasons for use were to improve focus and attention, and to stay awake. Use of substances to enhance study outcomes was correlated with faculty of study, attitude and use of other substances. These results point to the need to develop Australian evidence to guide policy or regulatory responses to student use of substances to enhance academic performance. © 2013 Elsevier Ltd.

INTRODUCTION: The childhood obesity epidemic continues in the U.S., and fiscal crises are leading policymakers to ask not only whether an intervention works but also whether it offers value for money. However, cost-effectiveness analyses have been limited. This paper discusses methods and outcomes of four childhood obesity interventions: (1) sugar-sweetened beverage excise tax (SSB); (2) eliminating tax subsidy of TV advertising to children (TV AD); (3) early care and education policy change (ECE); and (4) active physical education (Active PE). METHODS: Cost-effectiveness models of nationwide implementation of interventions were estimated for a simulated cohort representative of the 2015 U.S. population over 10 years (2015-2025). A societal perspective was used; future outcomes were discounted at 3%. Data were analyzed in 2014. Effectiveness, implementation, and equity issues were reviewed. RESULTS: Population reach varied widely, and cost per BMI change ranged from $1.16 (TV AD) to $401 (Active PE). At 10 years, assuming maintenance of the intervention effect, three interventions would save net costs, with SSB and TV AD saving $55 and $38 for every dollar spent. The SSB intervention would avert disability-adjusted life years, and both SSB and TV AD would increase quality-adjusted life years. Both SSB ($12.5 billion) and TV AD ($80 million) would produce yearly tax revenue. CONCLUSIONS: The cost effectiveness of these preventive interventions is greater than that seen for published clinical interventions to treat obesity. Cost-effectiveness evaluations of childhood obesity interventions can provide decision makers with information demonstrating best value for the money.

Deputy Vice Chancellor and Pro Vice Chancellor positions have proliferated in response to the global, corporatised university landscape [Scott, G., S. Bell, H. Coates, and L. Grebennikov. 2010. “Australian Higher Education Leaders in Times of Change: The Role of Pro Vice Chancellor and Deputy Vice Chancellor.” Journal of Higher Education Policy and Management 32 (4): 401–418]. Senior leadership is the sphere where academic and management identities are negotiated and values around the role of the university are decided. This paper examines the changing and gendered nature of the senior leadership setting and its implications for diversity in and of university leadership. The analysis draws from a three-year empirical study funded by the Australian Research Council on leadership in Australian universities. It focuses on executive leaders in three universities – one which is research-intensive, the second, in a regional site, and the third, university of technology. The article argues that the university landscape and its management systems are being restructured in gendered ways. It utilises the notion of organisational gender subtexts to make explicit how gender works through structural and cultural reform.

AIMS: To explore nurses' views of patient participation in nursing care on medical wards. BACKGROUND: Nurses have frequent contact with patients, highlighting their potential role in enabling patient participation. However, some nurses' actions and attitudes act as barriers, failing to achieve core requirements of patient participation. Discovering nurses' views may assist in developing strategies to encourage patient participation in hospitals. DESIGN: Interpretive study. METHODS: Twenty nurses were recruited from four medical wards, located in two Australian hospitals. In-depth semi-structured interviews were conducted between November 2013-March 2014 and analysed using content analysis. FINDINGS: Five categories emerged from the nurses' views. The first category, acknowledging patients as partners, showed nurses respected patients as legitimate participants. In the second category, managing risk, nurses emphasized the need to monitor participation to ensure rules and patient safety were maintained. Enabling participation was the third category, which demonstrated nurses' strategies that enhanced patients' participation. The fourth category was hindering participation; encapsulating nurses' difficulty in engaging patients with certain characteristics. In the final category, realizing participation, nurses believed patients could be involved in physical activities or clinical communication. CONCLUSION: Nurses have a crucial role in promoting patient participation. Through acknowledging and enabling participation, nurses may facilitate patient participation in a range of nursing activities. The nurse's role in enacting participation is complex, having to accommodate each patient's risks and characteristics, highlighting the need for good assessment skills. Education, policy and research strategies are essential to foster nurses' pivotal role in patient participation.

In democracies such as Australia and New Zealand, education policy increasingly seeks to foster active citizens who are committed to social justice and change. Whilst many aspects of these initiatives are to be applauded for their commitment to empowering young people, in this paper we describe some of the ambiguities that attend young people’s experiences of civic engagement and active citizenship. In doing so, we draw on Isin’s (2008) reconceptualization of citizenship as something that is, above all, performed or enacted. Isin’s focus is upon ‘acts of citizenship’ which he argues are best understood by examining their grounds, effects and consequences. Drawing on illustrations of young people’s global and local citizenship actions in schools in Australia and New Zealand, we examine some of the contradictions and tensions that lie within the enactment of such ‘performed’ curricula. We conclude by reflecting on the opportunities that exist within school and community spaces for the active citizen to perform acts of citizenship.
