The management of human capital is a strategic imperative for knowledge based firms such as universities. Human capital has been described as the investment in people necessary to build the skills and capabilities to operate at their full potential and enable them to act in ways that enhance the competitiveness of organisations. This thesis is set amidst the series of changes made to the Australian Higher Education sector that have had a profound effect on the management of its human capital. The changes have larg ely been driven by government policy in response to globalisation, increased competition and technological advances. As a result the climate of universities has moved to a more cost efficiency-focused managerialism. Various studies have illustrated the significant consequences for the academic workforce and the way in which work has changed in the sector. Academics now face greater accountability for the quality and quantity of their teaching and research at a time when university funding has been constrained. The results have not been all positive for the quality of academics’ working lives and evidence points to heavy workloads and a steadily disengaging workforce. Despite this, many of the sectoral changes rely on an engaged and cooperative workforce to bring about greater productivity and quality of education to attract a larger share of international and domestic students. ... The two aims of this thesis are: to clarify the current definitions of engagement by bringing together the constructs and concepts that contribute to engagement; and to provide insight into the dimensions that shape engagement in Australian business academics ... The thesis also contributes to the dialogue on human capital and in particular, how it can be harnessed in key areas such as the knowledge industries and for targeted purposes such as the management of talent.

This thesis studies online role plays as they are used in higher education. It finds that where students are able to develop engaging stories together, their story-building can promote a range of learning outcomes. It also identifies techniques to develop their critical awareness and skills, and makes design recommendations.

Student engagement has rapidly developed a central place in the quality agenda of Australian universities since the introduction of the Australasian Survey of Student Engagement (AUSSE). The AUSSE is based on one developed in the USA. The main arguments given for adopting this survey in Australia are that it provides a valid instrument for measuring engagement and that it enables international comparisons. However, the survey instrument and scales have been adopted with little scrutiny of these arguments. This paper examines these arguments by considering different perspectives of engagement, examining the importance of contextual differences and evaluating the AUSSE engagement scales in the light of both. The paper concludes that the AUSSE results should be used by universities and policy-makers with caution.

 While a growing number of higher education institutions are providing online modes of study for both on- and off-campus students, there are very real differences in demography, technology experiences, reasons for study, etc. between on- and off-campus students, and research into engagement with online learning environments (OLEs) indicate differences in the way that on- and off-campus students interact with OLEs. In Australia, Deakin University is a major provider of distance and online education, and provides a case study of a higher education institution with a mature and large-scale OLE implementation providing support to both on- and off-campus students. Deakin Studies Online (DSO) is Deakin University’s OLE. Based on a representative sample of 1322 responses to the 2011 DSO evaluation survey, this paper presents a large-scale, up-to-date and fine-grained investigation of impact of mode of study on the student experience of using an OLE. It was found that the primary place of access to DSO for both groups was home, mobile access to DSO seems likely to be of growing importance to both groups, and there was no statistically significant difference in the mean satisfaction ratings between on- and off-campus students for virtually all DSO functions. Off-campus students gave significantly higher mean ratings of importance (though not satisfaction) to a range of DSO functions that could be viewed as ‘value adders’ by off-campus students, enhancing their overall learning experience. For more than half of the DSO functions surveyed, on-campus students reported statistically significant higher mean frequency of access than off-campus students. The finding that elements of the institutional OLE are not universally perceived and used the same way by all students groups challenges the value of standard, one-size-fits-all institutional policies and templates relating to the use of OLEs.

Australia has experienced difficulties engaging with Asia-Pacific regional integration. Despite Australian attempts to punch above its weight in regional forums and to be a regional leader, it is still not regarded as a full member or as quite fitting into the region. It is an ‘awkward partner’ in the Asian context, and has experienced the ‘liminality’ of being neither here nor there. The former Rudd government’s proposal for an ‘Asia Pacific Community’ (APC) by the year 2020 was a substantive initiative in Australia’s ongoing engagement with Asia. It has, however, attracted a high level of criticism both at home and abroad. The main critical analysis of the proposal has focused on institutional building or architecture, or its relationship with existing regional institutions, but overlooks a host of often fraught questions about culture,
norms, identities, and international power relations. The APC concept needs to be scrutinized in terms of these questions with a critical eye. This paper examines the cultural, cognitive, and normative dimensions of Rudd’s proposal. It analyses four dilemmas or awkward problems that the APC faces.
