A no-blame culture is widely accepted as a collaboration driver yet we see surprisingly scant literature on the theoretical underpinnings for the construction and project management context. A no-blame culture in project alliances, as conducted in Australasia, promotes innovative thinking in action. Innovation is dependent upon collaboration and true collaboration is inextricably linked with behavioural drivers. Foremost of these is a culture of openness and willingness to share the pain and gain from experimentation, one that requires that collaborators be protected from the threat of being blamed and held accountable for experimental failure. The Australasian project alliance procurement form has a unique 'no-blame' behavioural contract clause that can result in the type of breakthrough thinking crucial in developing a collaborative culture where innovation can evolve through a process of trial and error. © 2014 Taylor & Francis.

BACKGROUND: Males employed in the construction industry have high rates of suicide. Although reasons underpinning this risk are multifaceted, poor help-seeking and stigma are represent major contributors. Males in the construction industry are also exposed to other risk factors for mental ill health and suicide, including unemployment. Sigma-reducing interventions that are accessible and attractive to recently unemployed males in the construction industry could therefore improve help-seeking, and address depression and suicidal behaviour in this population. METHODS/DESIGN: Contact&Connect will use a parallel individual randomized design to evaluate the effectiveness of a multimedia-based intervention aimed at reducing stigma. The intervention consists of a package of 12 brief contact interventions (BCIs) delivered over a six month period. BCIs will direct participants to informational programs and microsites. Content will address three major themes: debunking depression myths and stereotypes, normalisation, and empowerment. Target enrolment is 630 (315 in each arm), each to be followed for 12 months. Eligible participants will be males, between 30 and 64 years, unemployed at the time of recruitment, registered with Incolink (a social welfare trustee company for unemployed members of the construction industry), and own a smart phone with enabled internet connectivity. DISCUSSION: At present, there are no programs that have been shown to be effective in reducing stigma in the blue-collar male population. Contact&Connect promises to provide a tailored, efficient, and scalable approach to reducing stigma, depressive symptoms and suicidality among unemployed males. There is urgent need to consider energy consumption when measuring total-factor productivity in the construction industry. This paper adopts the Malmquist index method to investigate the factors affecting the energy productivity of the Australian construction industry and compares them with those decomposed from the total-factor productivity. An input-oriented distance function and a contemporaneous benchmark technology are employed to develop the data envelopment analysis models. The Malmquist productivity index is decomposed into the technological change, pure technical efficiency change and activity effect to gain comprehensive insights into changes of construction productivity in the Australian states and territories over the past two decades. Research results show that both energy productivity and total-factor productivity improved in Australia, particularly related to technological development. The pure technical efficiency and activity indices changed slightly over time or across regions. This study demonstrates that there exists a linkage between energy productivity and total-factor productivity through their technological and technical efficiency changes. The Australian construction industry could enhance these two productivities by introducing advanced technologies and implementing them efficiently.

Increased global demand for agricultural production is being driven, in particular, by the rising middle class in the Asia-Pacific geo-region. The significant role of natural resource-based industries, especially agriculture, in the development of non-metropolitan regions is again being recognised. In this context, this article describes a spatial analysis approach to agricultural development based on the development of Production Areas (PAs) in regional/rural economies. PAs are spatial units within regions selected for the intensive sustainable development of agriculture (including forestry, agro-forestry and bio-energy), their associated activities and underpinning infrastructure. A case study in a resource-based region in Australia—Gippsland – explains the approach. This is informed by the eco-economy model of endogenous regional/rural development, which addresses the links between novel co-production and consumption networks. The methodology for the identification and analysis of PAs has, at its core, Land Suitability Analyses of those agricultural commodities currently cultivated in the region and those that could be grown in future climates. The use of GIS enables us to overlay and analyse several constraints (e.g. flood erosion and salinity risk) and resources (e.g. water and transport) to define PAs and the available land within each of them. The approach is further illustrated by focusing in one PA—Macalister, an irrigated dairy production area where recent dry climatic conditions caused a substantial decline in water resources. Key elements for the sustainable development of this PA are outlined including construction of Blue-Green Infrastructure. Comments on the approach and the need for strategic long-term planning concludes the article.

In this paper, a detailed analysis based on the lived experiences of the study participants and the researcher (each with vision impairment) in education, post school and in the pursuit for employment is developed. The policy discourses of disability legislation - both at national and international levels - are explored with particular reference to their enactment in Australia. The analysis focuses on the collective indifference to detached others, which is evident in the linguistic construction of people with disabilities in the United Nations [(2006). Australia’s inner cities experienced an upheaval in the 1960s and 70s which left them changed forever. People from all walks of life who valued their suburbs – places like Balmain, Battery Point, Carlton, Indooropilly, North Adelaide or Subiaco – resisted large-scale development projects for freeways, ‘slum clearance’ and mass-produced high-rise. Unlikely alliances of post-war migrants, university students and staff, construction workers and their unions, long-term residents and city workers,challenged land-grabs and inappropriate development.When the dust settled, Australian cities were different. Many suburbs kept their village qualities. Shopping strips were revived and cultures celebrated. While areas like Fitzroy or Redcliff were derided as ‘Trendyville’, the fate many American cities suffered – a ‘hollow core’ – had been avoided. In the process, heritage conservation, party politics, and Australian assumptions about domestic life, education and lifestyle had all been transformed. This book is an in-depth examination of the causes and consequences of urban protest in a democracy. It shows how it changed the built environment as well as its participants, and resonated in many of our institutions including politics, media and multiculturalism.

Climate change is a severe threat to human development. Environmental protection and economic growth are two significant dimensions of promoting sustainable global development. In this research, a two-step procedure has been applied to investigate carbon productivity, which is deemed an appropriate indicator to measure sustainable development in conjunction with carbon reduction and production advancement. A decomposition method with the Log Mean Divisia Index has been applied to explore the factors influencing carbon productivity change, including technological innovation and regional adjustment. The carbon productivity of the Australian construction industry from 1990 to 2012 was then investigated. Research results indicate that carbon productivity in Australian construction had increased significantly and could be further improved. Technological innovation has played an important role in promoting carbon productivity, while regional adjustment has remained roughly steady. Based on correlation analyses, scale of the construction market and stock of machinery and equipment had shown weak correlations with carbon productivity changes, and it was clear that improvement in carbon productivity could benefit capital productivity and investment return. The research has systematically defined carbon productivity and for the first time measured it for the construction industry. The results are expected to assist construction industries worldwide to investigate productivity performance and to identify the influencing factors for improving development sustainability.

Economic variation and its effects on construction demand have received a great deal of attention in construction economics studies. An understanding of future trends in demand for construction could influence investment strategies for a variety of parties, including construction developers, suppliers, property investors and financial institutions. This paper derives the determinants of demand for construction in Australia using an econometric approach to identify and evaluate economic indicators that affect construction demand. The forecasting contribution of different determinants of economic indicators and their categories to the demand for construction are further estimated. The results of this empirical study suggest that changes in consumer’s expectation, income and production, and demography and labour force are closely correlated with the movement of construction demand; and 14 economic indicators are identified as the determinants for construction demand. It was found that the changes in construction price, national income, size of population, unemployment rate, value or export, household expenditure and interest rates play key roles in explaining future variations in the demand for construction in Australia. Some “popular” macroeconomic indicators, such as GDP, established house price and bank loans produced inconclusive results.

Carbon reduction has become one of the most significant challenges for economic growth. This paper presents the preliminary analysis of undesirable output reduction targets and emission schedules in temporal-spatial comparisons based on Data Envelopment Analysis. The reduction targets of undesirable outputs are investigated, including the maximum, input, technical and ideal reduction targets. Four Data Envelopment Analysis models that are based on a sequential benchmark technology and variable returns to scale are introduced to measure these reduction percentages. In order to formulate the optimal emission schedule of undesirable outputs, an optimal model is provided without inflation. Data from the Australian construction industry from 2000 to 2010 are employed to develop the models. The results of the analysis indicate that the Australian Government could achieve its promised carbon reduction targets in the construction industry. Most Australian regions' construction industries possess carbon mitigation potential and some of them could increase their desirable outputs if carbon were decreased. This paper suggests that policymakers can benefit from formulating various suitable undesirable output reduction objectives and schedules through the models developed. The research method can be replicated for other sectors and regions focussing on undesirable output reduction.

In Australia, statutory construction adjudication has recently received a lot of criticism due to the increasing amount of determinations that have been quashed upon judicial review, and anecdotal evidence from some quarters showing dissatisfaction with the quality of adjudication decisions. Such criticism is particularly aimed at adjudications of large and technically and legally complex payment disputes, where adjudicators are under pressure to consider substantial volumes of submissions in very tight timeframes. More specifically, criticisms have been directed at, inter alia, adjudicator’s regulations, procedural fairness, jurisdictional powers and finality of decisions. This paper reviews the measures to improve the quality of adjudications of complex payment disputes then proposes a roadmap by selecting the Qld model as a benchmark but suggesting further improvements identified and explained via specific steps or pit stops. The pit stops include criteria for timeframes of complex claims, appointment, regulation and powers of adjudicators and a review system on the merits to control the quality of adjudication decisions replicating the Singapore model. The findings remain as blunt instruments and deemed as hypotheses to inform subsequent empirical research which the authors are currently undertaking to further investigate, strengthen and validate the findings of this study in order to propose a reliable and useful guide to any parliament seeking to optimise its statutory adjudication to effectively deal with complex payment disputes.

Construction waste generation has been identified as one of the major issues in the construction industry due to its direct impacts on the environment as well as the efficiency of the construction industry. As the industry cannot continue to practice if the environmental resources on which it depends are depleted, the significance of waste management needs to be understood in order to encourage stakeholders to achieve related goals. Therefore, this research aims to determine effective approaches to eliminate and/or minimise waste generation in construction projects. Mixed methods were adopted by combining qualitative and quantitative research approaches. Interviews and a questionnaire survey were conducted as the primary data collection methods. The findings reveal twenty six critical solutions for waste management. Five factors of solutions for waste management were extracted from the exploratory factor analysis. These factors were: team building and supervision; strategic guidelines in waste management; proper design and documentation; innovation in waste management decisions; and lifecycle management. The evidence from this study suggests that both technologies and attitudinal approaches require improvement to eliminate/minimise waste generation in construction projects. Similarly, attention should be paid to being mindful of the environmental effects of waste generation and avoiding waste generation as early as possible in construction projects.

Purpose-Understanding and simulating construction activities is a vital issue from a macro-perspective, since construction is an important contributor in economic development. Although the construction labor productivity frontier has attracted much research effort, the temporal and regional characteristics have not yet been explored. The purpose of this paper is to investigate the long-run equilibrium and dynamics within construction development under a conditional frontier context. Design/methodology/approach-Analogous to the simplified production function, this research adopts the conditional frontier theory to investigate the convergence of construction labor productivity across regions and over time. Error correction models are implemented to identify the long-run equilibrium and dynamics of construction labor productivity against three types of convergence hypotheses, while a panel regression method is used to capture the regional heterogeneity. The developed models are applied to investigate and simulate the construction labor productivity in the Australian states and territories. Findings-The results suggest that construction labor productivity in Australia should converge to stable frontiers in a long-run perspective. The dynamics of the productivity are mainly caused by the technology utilization efficiency levels of the local construction industry, while the influences of changes in technology level and capital depending appear limited. Five regional clusters of the Australian construction labor productivity are suggested by the simulation results, including New South Wales; Australian Capital Territory; Northern Territory, Queensland, and Western Australia; South Australia; and Tasmania and Victoria. Originality/value-Three types of frontier of construction labor productivity is proposed. An econometric approach is developed to identify the convergence frontier of construction labor productivity across regions over time. The specified model can provides accurate predictions of the construction labor productivity.

Effective performance measurement drives performance and supports the development of construction. Only minimal literature measuring construction performance, efficiency and effectiveness simultaneously can be identified. A global relational two-stage data envelopment analysis (DEA) method is here proposed in order to produce effective and informative performance results. A relational two-stage DEA method systematically measures overall efficiency for a whole construction system and also yields scores for the individual stages of construction. The DEA results can be directly compared through global benchmark technology. The Australian construction industry is employed in order to implement the new method, in which profitability performance as a vital indicator of business survival, and its two dimensions of efficiency and effectiveness, are measured. The construction profitability performance and efficiency measures obtained provide evidence of underperformance and a slight imbalance in Australia between 1991 and 2012, while the measures obtained for the effectiveness factor indicate better achievement. The approach here developed promotes progress in modelling two-stage performance measurement and it can be replicated worldwide by construction projects, organizations or industries in order to quantify their performance, identify internal inefficiency components and recognize competitive advantages for promoting sustainable development.
