This study found that first aid competencies of participants assessed three months after standard two-day, classroom-based first aid courses, were similar to those assessed three months after flexible learning courses in which participants undertook home study using a text and on-line theory questionnaire, followed by a day of classroom training.

Aims: Flexible-learning first aid courses are increasingly common due to reduced classroom contact time. This study compared retention of first aid knowledge and basic life support (BLS) skills three months after a two-day, classroom-based first aid course (STD) to one utilizing on-line theory learning at home followed by one day of classroom training (FLEX).
Methods: In this prospective randomized controlled trial, 256 participants with internet access and no first aid related training for at least five years were randomly allocated to a STD or FLEX course. Assessment was conducted immediately after training and again three months later. Each participant was allocated a theory and a BLS score, which were summed and averaged to create an equally-weighted ‘combined score’
of first aid knowledge and skills.
Results: There was no significant difference in theory scores between the STD and FLEX groups immediately after training and after three months. STD participants had significantly higher BLS scores immediately after training (p = 0.001) and three months later (p = 0.046). Males had significantly higher BLS scores after training (p < 0.001), but not three months later (p = 0.02). Participants older than 46 years had significantly lower BLS scores than younger participants (p < 0.001). There was no significant difference in combined scores between the STD and FLEX groups or between genders, education or age groups either immediately after training or three months later.
Conclusion: After replacing one day of classroom-based training with on-line theory training, there was no significant difference in the first aid competencies of the study population, as measured by an equallyweighted
combined score of basic life support and first aid theory.

Mismatches in boundaries between natural ecosystems and land governance units often complicate an ecosystem approach to management and conservation. For example, information used to guide management, such as vegetation maps, may not be available or consistent across entire ecosystems. This study was undertaken within a single biogeographic region (the Murray Mallee) spanning three Australian states. Existing vegetation maps could not be used as vegetation classifications differed between states. Our aim was to describe and map ‘tree mallee’ vegetation consistently across a 104 000km2 area of this region. Hierarchical cluster analyses, incorporating floristic data from 713 sites, were employed to identify distinct vegetation types. Neural network classification models were used to map these vegetation types across the region, with additional data from 634 validation sites providing a measure of map accuracy. Four distinct vegetation types were recognised: Triodia Mallee, Heathy Mallee, Chenopod Mallee and Shrubby Mallee. Neural network models predicted the occurrence of three of them with 79% accuracy. Validation results identified that map accuracy was 67% (kappa = 0.42) when using independent data. The framework employed provides a simple approach to describing and mapping vegetation consistently across broad spatial extents. Specific outcomes include: (1) a system of vegetation classification suitable for use across this biogeographic region; (2) a consistent vegetationmapto inform land-use planning and biodiversity management at local and regional scales; and (3) a quantification of map accuracy using independent data. This approach is applicable to other regions facing similar challenges associated with integrating vegetation data across jurisdictional boundaries.

This paper reflects on a critique of cosmopolitanism mounted by Tom Campbell, who argues that cosmopolitans place undue stress on the issue of global justice. Campbell argues that aid for the impoverished needy in the third world, for example, should be given on the Principle of Humanity rather than on the Principle of Justice. This line of thought is also pursued by ‘Liberal Nationalists’ like Yael Tamir and David Miller. Thomas Nagel makes a similar distinction and questions whether the ideal of justice can even be meaningfully applied on a global scale. The paper explores whether the distinction between the Principle of Humanity and the Principle of Justice might be a false dichotomy in that both principles could be involved in humanitarian assistance. It will suggest that both principles might be grounded in an ethics of caring and that the ethics of caring cannot be so sharply distinguished from the discourse of justice and of rights. As a result, the Principle of Humanity and the Principle of Justice cannot be so sharply distinguished either. It is because we care about others as human beings (Principle of Humanity) that we pursue justice for them (Principle of Justice) and the alleviation of their avoidable suffering.

MyanmarMyanmar is a developing country with significant humanitarian needs. It is therefore a country for which achieving the Millennium Development Goals (MDGs) should be a high priority. While exact data are difficult to obtain, Myanmar is performing poorly across most of the MDG targets. This is partly an unintended but direct consequence of the international sanctions and concomitant reduced aid flows into Myanmar. Myanmar receives the lowest level of aid per person of any of the 50 Least Developed Countries, raising the very direct question of whether the MDGs are relevant or achievable in Myanmar. Failure to achieve the MDGs could have serious implications in 2015 on future international funding and on reform programmes in the country. This paper considers how the political goals of the international community negatively impact upon the ability to achieve the MDGs and proposes a way forward by increasing aid and by tailoring theMDGs to theMyanmar context, as several regional neighbours have done.

Farmers need information at all stages of the farming life cycle to make optimal decisions. The required information includes not only prior knowledge but also real time (dynamic) information such as market prices and current production levels. Some valuable information needed by the farmers is produced by government organizations and is available in different locations in different formats. Although farmer is the most important stakeholder in agriculture, there has not been much effort to provide the essential information to farmers on a real time basis. This lack of information is creating many difficulties for farmers as they are not being able to make the correct decisions relating to their farming activities. Through field studies we have identified information required by farmers at various stages of the farming cycle and official sources where this information is available. Next we developed an information flow model that connects various information sources to farmers’ information needs. Based on these findings we are now developing a mobile phone based information system to deliver the required information to farmers in real time.

Washington’s decision last week to suspend $800 million in military aid to Pakistan should not have come as a surprise to anyone who has been following recent developments in the US-Pakistan relationship. But it is difficult to see what the US will gain from such a move.

The Pakistani leadership has expressed concern over US actions and the head of Pakistan’s intelligence services is now heading to Washington for high-level talks, but the prognosis remains poor for the relationship between the two countries.

In this response to Mekasha and Tarp (2013) we show that contrary to what they state, their study validates our basic analysis. They confirm that the literature finds that aid is of little economic importance in generating growth. The results also show that the literature systematically selects control variables for their effect on aid effectiveness. We argue that their choice of the random effects model is not appropriate for the problem at hand, and that the way they use multiple meta-regression analysis contradicts the robust results reached at the basic analysis.
