This article engages one of the important gaps in the literature on party system effects: the consequences of party system change. We discuss how existing empirical approaches to party system change do not actually capture the changeability of patterns of party competition, which is the most direct understanding of the term “party system.” We propose a measure that does exactly this: the index of fluidity. Applying this measure to countries in South East Asia, we show that party system change is associated with harmful effects, including lower foreign direct investment and deterioration of the rule of law.

This paper reviews research published in recent years concerning the effects of zinc deficiency, its consequences, and possible solutions. Zinc is an essential trace element necessary for over 300 zinc metalloenzymes and required for normal nucleic acid, protein, and membrane metabolism. Zinc deficiency is one of the ten biggest factors contributing to burden of disease in developing countries. Populations in South Asia, South East Asia, and sub-Saharan Africa are at greatest risk of zinc deficiency. Zinc intakes are inadequate for about a third of the population and stunting affects 40% of preschool children. In Pakistan, zinc deficiency is an emerging health problem as about 20.6% children are found in the levels of zinc, below 60 μg/dL. Signs and symptoms caused by zinc deficiency are poor appetite, weight loss, and poor growth in childhood, delayed healing of wounds, taste abnormalities, and mental lethargy. As body stores of zinc decline, these symptoms worsen and are accompanied by diarrhea, recurrent infection, and dermatitis. Daily zinc requirements for an adult are 12-16 mg/day. Iron, calcium and phytates inhibit the absorption of zinc therefore simultaneous administration should not be prescribed. Zinc deficiency and its effects are well known but the ways it can help in treatment of different diseases is yet to be discovered. Improving zinc intakes through dietary improvements is a complex task that requires considerable time and effort. The use of zinc supplements, dietary modification, and fortifying foods with zinc are the best techniques to combat its deficiency.

With the gradual attainment of universal primary education, governments are shifting their attention to secondary education. Responding to the increasing demand for secondary education presents serious challenges and major opportunities in the quest for Education For All (EFA), and countries are striving to find policy responses to address these emergingissues. It is clear that teachers play a fundamental role in addressing challenges faced by secondary education. Ensuring the presence of competent secondary teachers in urban and rural areas is a major concern in both quantitative and qualitative terms. Existing studies on teacherrelated issues and analyses of teacher policy in developing countries tend to focus on primary education, probably due to the special emphasis given to primary education in the EFA process. In order to fill the gaps and respond to the increasing demand for quality secondaryeducation, the Education Policy and Reform (EPR) unit of the UNESCO Asia and Pacific Regional Bureau for Education (UNESCO Bangkok) coordinated a regional research study on secondary teacher policy and management in 2007 and 2008. This series includes a regional synthesis paper on comparative assessment of issues and policies affecting secondary teachers in East and South-East Asia, and five case studies: Lao People’s Democratic Republic, Malaysia, People’s Republic of China, Republic of Korea, and Thailand. Three major areas related to secondary teachers are discussed in the case studies: quantitative analysis of demand and supply of secondary teachers, quality of secondaryteachers, and compensation. Each study is presented as a summary of the original study, and gives an overview of the status and issues of the country’s secondary education system. Researchers and officials from several universities and education ministries collaborated in thepreparation of the study. UNESCO Bangkok would like to sincerely thank all those individuals and institutions who provided their expertise and professional experience to this research. The findings presented in the series are intended to help governments gain insight into policyfor secondary teachers across a diverse range of countries, and draw lessons for possible policy responses to challenges and problems in the expansion of secondary education.

This article is a study of the response of the Australian government under Robert Menzies to the emergence of the Afro-Asian movement in the mid-1950s, especially the element of the non-aligned nations, which culminated in the Bandung meeting of April 1955. Non-alignment and anti-colonialism posed direct threats to the Menzies government's plans for the defence of Southeast Asia and its foreign policy for the region. The study of the Australian response to the Bandung meeting reveals the different legacies which European imperialism left behind in Australia compared with its neighbours in south and east Asia.

This book explores the different ways that issues of ethnocultural diversity are conceptualised and debated in South and East Asia. It looks at the legacies of precolonial and colonial traditions for managing diversity, their reinterpretation under postcolonial independence and globalisation, and their relationship to Western liberal models of multiculturalism and emerging international norms of human and minority rights. It shows that political actors draw on a range of intellectual resources and traditions when thinking through these questions. Appeals to international human rights instruments and Western policies of multiculturalism are interspersed with appeals to local traditions, national mythologies, regional practices, and religious doctrines. An attempt to understand these debates or contribute to them requires an understanding of the complex interaction between the different ways of conceptualising diversity and citizenship.

This article compares how two alliance partners of the United States — Australia and the Republic of Korea — are adjusting to the transition from the Cold War order in the Asia-Pacific to a new, as yet undefined regional order. As states occupying positions of privilege in the U.S.-led Cold War order, these two middle powers have engaged with the ASEAN grouping, the putative driver of the coming order, while maintaining traditional alliance commitments to the United States. This article focuses on proposals for the building of formal institutions and also other policies which can influence the formation of regional order, such as economic integration through the pursuit of free trade agreements. In examining an Asian and a non-Asian state, the article also considers how identity shapes attitudes to region and order.

In the past decade, ASEAN has been the primary driver of East Asian regionalism, and Korea has been an active supporter of ASEAN plus Three. Korea has explored the idea of an East Asian Community, and has been relatively open to notions of Asia–Pacific regionalism. The ROK has involved itself comparatively heavily in regional projects as both an initiator and a participant, but its notion of ‘region’ has oscillated between more and less inclusive forms of regionalism. This article examines how competing conceptions of region have influenced Korea's pursuit of regional initiatives. By revisiting historical understandings of Korea's regional identity, we explore the normative bases and material interests which motivate Korean regional initiatives, and assess the impact of its proposals.

Just as the failure to reconcile views of the past and to address historical injustice has damaged inter-state relations in East Asia, the Goguryeo/Gāogōulì dispute has harmed relations between South Korea and China. In this chapter, we provide a detailed analysis of the dispute, and explore how this contestation has been reconciled through elite settlement, UNESCO's arbitration and the idea of shared history.

It discusses the new politics of diversity in Asia, and the local and global models of multiculturalism. An overview of the chapters included in this volume is then presented.

A small brachiopod fauna is described from the lower part of the Xiujimqinqi Formation of the Xiujimqinqi area in central-east Inner Mongolia, northeast China. The age of this fauna is regarded as Wordian (Middle Guadalupian, Middle Permian) by comparison with a similar brachiopod fauna from the Zhesi area of central Inner Mongolia, and by constraints from fusulinaceans associated with the Zhesi fauna. The Xiujimqinqi fauna is typical of mixed Boreal/Palaeoequatorial Middle Permian brachiopod faunas of East Asia. The mixed nature of these faunas is interpreted to have resulted from the combined effects of a middle palaeolatitudinal position, intensified plate convergence between Sino-Korea and Mongolia, and sea surface current connections with both the Arctic Sea in the north and eastern Palaeo-Tethys to the south. Possible Kaninospirifer is reported for the first time from China.

The Republic of Korea and Japan share a tumultuous history, but arguably no period has caused greater trauma in bilateral relations than the twentieth century. After Japan’s four-decade long colonial occupation of Korea, the two countries took two decades just to establish diplomatic relations. Subsequent interactions have remained seriously compromised by the memory of colonialism. This article reviews the tensions behind the tempestuous bilateral relationship, focusing on the depiction of Japan’s wartime past in school textbooks. We advance three suggestions for reconciliation: viewing reconciliation not as the restoration of a harmonious pre-conflict order, but as an ongoing, incomplete process; expanding promising bilateral dialogues; and accepting that there will always be differences between Korea and Japan, most notably with regard to representations of the past. Rather than being an inevitable source of conflict, these differences should contribute to an ongoing process of negotiation between the two neighbors.

Objective: To describe the prevalence of psychological distress, depression and anxiety in three Australian rural settings and to identify the levels of risk by gender and age.

Design and setting: Three cross-sectional surveys in the Greater Green Triangle area covering the south-east of South Australia (Limestone Coast), and south-west (Corangamite Shire) and north-west (Wimmera) of Victoria.

Participants: A total of 1563 people, aged 25–74 years, randomly selected from the electoral roll.

Main outcome measures: Psychological distress assessed by the Kessler 10, and anxiety and depression assessed by the Hospital Anxiety and Depression Scale.

Results: The prevalence of psychological distress was 31% for both men and women with two-thirds reporting moderate and one-third high levels of psychological distress. The prevalence of depression and anxiety was approximately 10%. The highest rate of psychological distress, anxiety and depression occurred in the 45–54 years age group. There were no consistent gender or area differences in the prevalence of psychological distress, depression or anxiety.

Conclusions: A third of the rural population reported psychological distress, with the highest prevalence observed in middle-aged men and women. Thus, health professionals should attend not only to physical health, but also to mental health status in this age group. It is also important to target prevention strategies at the 20% who reported moderate levels of psychological distress in order to prevent the development of more serious conditions.

The diets of four highly-abundant, dominant fish species within the Surrey River, a small intermittently open estuary in south-east Australia, were examined from specimens collected between July 2004 and June 2005. These four, similar-sized species (Atherinosoma microstoma, Galaxias maculatus, Philypnodon grandiceps and Pseudogobius olorum) have limited ability to spatially segregate along the length of the estuary owing to its small size relative to other estuarine habitats. All four species fed on a variety of prey items including crustaceans, insects and detritus. Despite this parity, the four species were demonstrated to occupy differing dietary niches that were concluded to be responsible for reducing interspecific feeding competition. Seasonal variations in the diets were observed for A. microstoma and Philypnodon grandiceps, with these species also exhibiting contrasting diel feeding behaviours. The closure of the estuary mouth led to the flooding of its margins, resulting in an increase in the size of the estuary and providing alternative food resources for the fish to exploit. It appears the inundation of the flood-zone facilitated further significant divergence in the diets of the fish and is likely to be of high ecological value to the estuary.

Objective: To assess physical activity (PA) behaviours of adults in rural Australia.

Design and setting: Three cross-sectional surveys in the Greater Green Triangle area covering the south-east of South Australia (Limestone Coast), and south-west (Corangamite Shire) and north-west (Wimmera) of Victoria during 2004–2006.

Participants: A total of 1546 persons, aged 25– 74 years, randomly selected from the electoral roll.

Main outcome measures: Overall PA, leisure-time PA, occupational PA, active commuting and moderate-to-vigorous PA.

Results: Approximately 80% of participants, more women than men, engaged in 30 minutes or more of daily PA. Only 30% (95% CI 26.3, 33.0) of men and 21% (95% CI 18.3, 23.9) of women did moderate-to-vigorous PA for at least 20–30 minutes four or more times a week. In leisure time, most participants were moderately active; almost one-fifth were inactive and another fifth highly active. Two-thirds of men engaged in high-level occupational PA, compared with one-sixth of women. Only 30% of participants actively commuted to work. There was a tendency for a positive association between income level and leisure-time PA.

Conclusions: One-fifth of adults in rural Australia were inactive. While there was a high prevalence of participants who engaged in daily PA, few did so at moderate-to-vigorous intensity to achieve health benefits. As occupational PA is difficult to change, improvements in levels of PA are more likely during leisure-time and for some people by engaging in commuting PA.
