The outcome of this research is a hybrid system called Image Indexing for Mobile Phone (ID4MP). It was developed based on a new hybrid algorithm called Ferial's Hybrids Algorithm (FHSA). The system has a good feature of efficiency, accuracy and performance in retrieving and delivering learning content to students' mobile phones.

This chapter presents an overview of the management of quality for flexible, online and distance education (off-campus education) at Deakin University in Australia. In 1974, Deakin University was established as a dual-mode institution educating large numbers of both on- and off-campus students. From its foundation it has increasingly sought to provide the same learning resources, equivalent learning experiences and parity of outcomes to students studying in all modes (Hay, Lowe, Gibb & Anderson, 2002). While this was the ideal on which Deakin was founded, in practice approaches differed across various schools and courses where in some areas integration was achieved through an open-campus model, while in others the tendency was towards separation of the modes of delivery by course. Deakin’s history can be characterised as moving from dual-mode approaches to educating its student cohorts, to a now well articulated, integrated and institution-wide approach to assuring and improving the quality of all modes of educational delivery for an extremely diverse and complex set of student cohorts. In this regard, it makes no particular distinction between these student groups in its policies, procedures and processes relating to educational matters.

These principles have been used to build two exemplar platforms that on a number of criteria and measures, represent generic principles concerning game-based learning.

Composing a multimedia presentation may require creation or generation of suitable images and video segments, as well as animation, sound, or special effects. Obtaining images or video sequences can be prohibitively expensive when costs of travel to location, equipment, staff, etc, are considered. Those problems can be alleviated with the use of pictorial and video digital libraries, such libraries require methods for comprehensive indexing and annotation of stored items and efficient retrieval tools.

We propose a system based on user oriented perceptions as they influence query formation in image and video retrieval. We present a method based on user dependent conceptual structures for creating and maintaining indexes to images and video sequences.

Background The diagnosis of displacement in scaphoid fractures is notorious for poor interobserver reliability.

Questions/purposes We tested whether training can improve interobserver reliability and sensitivity, specificity, and accuracy for the diagnosis of scaphoid fracture displacement on radiographs and CT scans.

Methods Sixty-four orthopaedic surgeons rated a set of radiographs and CT scans of 10 displaced and 10 nondisplaced scaphoid fractures for the presence of displacement, using a web-based rating application. Before rating, observers were randomized to a training group (34 observers) and a nontraining group (30 observers). The training group received an online training module before the rating session, and the nontraining group did not. Interobserver reliability for training and nontraining was assessed by Siegel’s multirater kappa and the Z-test was used to test for significance.

Results There was a small, but significant difference in the interobserver reliability for displacement ratings in favor of the training group compared with the nontraining group. Ratings of radiographs and CT scans combined resulted in moderate agreement for both groups. The average sensitivity, specificity, and accuracy of diagnosing displacement of scaphoid fractures were, respectively, 83%, 85%, and 84% for the nontraining group and 87%, 86%, and 87% for the training group. Assuming a 5% prevalence of fracture displacement, the positive predictive value was 0.23 in the nontraining group and 0.25 in the training group. The negative predictive value was 0.99 in both groups.

Conclusions Our results suggest training can improve interobserver reliability and sensitivity, specificity and accuracy for the diagnosis of scaphoid fracture displacement, but the improvements are slight. These findings are encouraging for future research regarding interobserver variation and how to reduce it further.

BACKGROUND : Providing engineering practicals to undergraduates by means of distance education is a significant challenge. The past 30 years have seen the rapid development of the distance education. For many years, Deakin University has offered a full Bachelor of Engineering degree programme via distance education. All first-year students study a unit in physics. This unit includes practicals. Providing practical experiences to students is distance education’s greatest challenge.

PURPOSE : The purpose of this work was to develop the means for off-campus students to complete practical exercises in first-year engineering physics. The solution to the problem also had to comply with accreditation requirements set by Engineers Australia.

METHOD : The long-term solution to the problem was running on-campus lab classes either on weekends or as part of the annual first-year residential school for engineering professional practice. Students work was assessed by means of standard laboratory reports. On-campus marks and off-campus lab marks have been collected and compared over the past 12 years.

RESULTS : The results indicate that the off-campus lab experience is similar to the on-campus experience. Marks for the two cohorts were comparable. Those few students who completed their pracs at home faced and overcame significant challenges.

CONCLUSIONS : We found that performance in their lab reports for off-campus students was similar to that of the on-campus students. Accreditation requirements has shifted the focus from developing activities that students could perform at home to offering timely and efficient on-campus lab classes for off-campus students. Future work will focus on on-campus lab classes in accordance with accreditation requirements and perhaps on-line broadcasts of prac classes for those students who cannot attend lab on-campus.

Laboratory practicals form an essential component in any electronics or electrical engineering course. Many students choose to study engineering by means of distance education. Providing such students with effective and manageable practical experience has always been a significant challenge for those involved in providing distance education. Our university has employed an experimental electronics kit for teaching laboratory skills to distance-education students over the past several years. The chief limitation of the early kit was the inability to use it for performing AC experiments without an additional AC signal generator and an oscilloscope. We now supply distance-education students with the original components pack, and an additional “HELP” kit which contains the signal generator, PC-oscilloscope, a basic multimeter, logic probe, software and documentation. The combined kits allow these students to perform basic DC and AC electronics experiments at home in both freshman and sophomore electronics courses. A more recent development is introducing a small robot platform intended to enhance the student experience and interest in electronics and mechatronics, while still covering the basic skills necessary for the engineer-in-training. Distance-education students receive an updated experimental kit containing the robot, other equipment and components to allow them to complete a fuller suite of practical exercises in electronics in their first two years of study. Within this paper, we present these developments in our HELP kit and also make comparisons between on-campus and off-campus performance.

Researchers strive to optimize data quality in order to ensure that study findings are valid and reliable. In this paper, we describe a data quality control program designed to maximize quality of survey data collected using computer-assisted personal interviews. The quality control program comprised three phases: (1) software development, (2) an interviewer quality control protocol, and (3) a data cleaning and processing protocol. To illustrate the value of the program, we assess its use in the Translating Research in Elder Care Study. We utilize data collected annually for two years from computer-assisted personal interviews with 3004 healthcare aides. Data quality was assessed using both survey and process data. Missing data and data errors were minimal. Mean and median values and standard deviations were within acceptable limits. Process data indicated that in only 3.4% and 4.0% of cases was the interviewer unable to conduct interviews in accordance with the details of the program. Interviewers’ perceptions of interview quality also significantly improved between Years 1 and 2. While this data quality control program was demanding in terms of time and resources, we found that the benefits clearly outweighed the effort required to achieve high-quality data.

Technology plays critical role in delivering modern education to the next generation. Proper and effective use of technology is extremely important especially for distance education. Students who enroll in distance mode have a number of limitations as most of them work full time along with the commitments to the family. This paper discusses technology integration for the distance students based on the Project Oriented Design Based Learning.
