Many Australian tertiary institutions provide support for academic staff in the design and development of online teaching and learning resources, often employing a centralised unit staffed with educational and instructional designers, multimedia and online developers, audio/video producers and graphic artists. It is not unusual for these units to have evolved from print-based distance education providers and consequently the design and development processes inherent within those units are often steeped in ‘traditional’ sequential instructional development models. We argue that these models are no longer valid for effectively working with academic staff given the dynamic nature of online learning environments and the diversity of skills to implement effective online learning. This paper therefore presents an extended instructional design model in which the development cycle for online teaching and learning materials uses a scaffolding strategy in order to cater for learner-centred activities and to maximise scarce developer and academic resources. The model also integrates accepted phases of the instructional development process to provide guidelines for the disposition of staff and to more accurately reflect the creation of resources as learning design rather than instructional design. It is a model that builds on instructional design processes and integrates concepts of team-based development, shared understanding and the development of relevant communities of practice.

In the early years of the twenty-first century, three of the 23 Arab nations – Jordan, the United Arab Emirates and Egypt – have established media cities in the hope that media and knowledge-based industries will push their economies forward. All three cities are the direct result of government policy and planning. The intention is that a combination of media, business, technology and finance will become inexorably linked and that the resulting synergy will produce thousands of jobs. The cities offer financial benefits to companies located in the special zones created for the cities. As well as generating jobs and leapfrogging their economies into the 21st century, these cities are also meant to be shining symbols of modernity in societies that have tended to look backwards rather than forwards. This paper considers the vision behind these cities, who owns them, the business models employed and their likelihood of success. It also considers the key issue of freedom of expression and the free flow of information in these cities, in the context of societies that traditionally have restricted the flow of information and adopted a different interpretation of freedom of expression, compared with the West’s approach.

Education as a field of policy, research and practice has been reconfigured over four decades by economic, social and cultural globalization in conjuncture with neoliberal policies premised upon markets and new managerialism. One effect has been shifting boundaries between, and understandings of what constitutes the public and the private with regard to the role of the state vis-á-vis the formation of gendered subjectivities and civil society and the gendering of public– private relations in and between family and work. Drawing on feminist readings of Bourdieu and critical policy sociology, I consider the implications of a move from bureaucratic educational governance framed by state welfarism to corporate or market governance framed by the post-welfare state, and consider whether particular constructions of globalization and corporate/market governance lead to network governance. Network governance, it is argued, is premised on new forms of sociality and institutional reconfigurations of knowledge-based economies and a spatialized state that coordinates rather than regulates multiple public– private providers. The question is how each mode of governance frames various possibilities and problems for gender equity in education.

The establishment of an elite national Australian soccer league has been accompanied by an unprecedented growth in popularity for the world game in several Australian cities. Such growth presents numerous challenges for public order maintenance, particularly in light of the widespread concern over the relationship between soccer, disasters in major closed venues and violence. After outlining the emerging issues, and the extant Australian research into the phenomena of policing and sports crowd disorder, this study offers a knowledge based approach to foster informed, reflective and collaborative policing in elite and sub-elite soccer venues. Rather than advocating a fundamental shift in the current public order policing paradigm, we suggest drawing on elements of best practice that are currently adopted in other Australian sporting and public order settings and appropriate overseas experience to facilitate a better understanding of the dynamics of Australian soccer fandom. The result should be the promotion of safer yet exciting events at which interactive crowd management based on harm minimization principles are key features.

Parameter-Driven Systems (PDS) are widely used in commerce for large-scale applications. Reusability is achieved with a PDS design by relocating implicit control structures in the software and the storage of explicit data in database files. This approach can accommodate various user requirements without tedious modification of the software. In order to specify appropriate parameters in a system, knowledge of both business activities and system behaviour are required. For large, complex software packages, this task becomes time consuming and requires specialist knowledge, yet the consistency and correctness still cannot be guaranteed. My research studied the types of knowledge required and agents involved in the PDS customisation. The work also identified the associated problems and constraints. A solution is proposed and implemented as an Intelligent Assistant prototype than a manual approach. Three areas of achievement have been highlighted: 1. The characteristics and problems of maintaining parameter instances in a PDS are defined. It is found that the verification is not complete with the technical/structural knowledge alone, but a context is necessary to provide semantic information and related business activities (thus the implemented parameters) so that mainline functions can relate with each other. 2. A knowledge-based modelling approach has been proposed and demonstrated via a practical implementation. A Specification Language was designed which can model various types of knowledge in a PDS and encapsulate relationships. The Knowledge-Based System (KBS) developed verifies parameters based on the interpreted model of a given context. 3. The performance of the Intelligent Assistant prototype was well received by the domain specialist from the participating organisation. The modelling and KBS approach developed in my research offers considerable promise in solving practical problems in the software industry.

Through a study of architectural information as a complex system, a theoretical model relating critical information elements and project knowledge is proposed. The Project Specific Information model articulates distinct information integrities (intellectual, contextual, structural and spatial) that support the knowledge-based decision-making processes controlling information quality in architectural projects.

Today, having a good flatness control in steel industry is essential to ensure an overall product quality, productivity and successful processing. Flatness error, given as difference between measured strip flatness and target curve, can be minimized by modifying roll gap with various control functions. In most practical systems, knowing the definition of the model in order to have an acceptable control is essential. In this paper, a fuzzy Petri net method for modeling and control of flatness in cold rolling mill is developed. The method combines the concepts of Petri net and fuzzy control theories. It focuses on the fuzzy decision making problems of the fuzzy rule tree structures. The method is able to detect and recover possible errors that can occur in the fuzzy rule of the knowledge-based system. The method is implemented and simulated. The results show that its error is less than that of a PI conventional controller.

This paper reports findings from a research project that explores reasons why some employees prefer to seek expertise to resolve work-related problems from direct colleagues rather than designated internal experts. Several studies suggest that while an expert generally provides a higher quality solution in a shorter time, workers tend to ask friendly or proximate colleagues to help with knowledge-based problems at work. Prior research provides only fragmented insights into understanding the barriers to asking a designated internal expert for help at work. To address this gap, we asked post-graduate students enrolled in a knowledge management subject at a large Australian university to share their perspectives in an online discussion forum. Content analysis of the collected perspectives enabled identification of twenty-one factors that may limit the seeking of expertise from a designated internal expert. The factors are grouped in four categories: environment, accessibility, communication and personality. In addition one context variable is described, determining the extent to which the barriers are influential in a specific situation. By synthesising the results, we have proposed two models of expertise-seeking barriers. A literature review helps validate the barriers identified by the study. Key theoretical and practical implications are also discussed.

The management of human capital is a strategic imperative for knowledge based firms such as universities. Human capital has been described as the investment in people necessary to build the skills and capabilities to operate at their full potential and enable them to act in ways that enhance the competitiveness of organisations. This thesis is set amidst the series of changes made to the Australian Higher Education sector that have had a profound effect on the management of its human capital. The changes have larg ely been driven by government policy in response to globalisation, increased competition and technological advances. As a result the climate of universities has moved to a more cost efficiency-focused managerialism. Various studies have illustrated the significant consequences for the academic workforce and the way in which work has changed in the sector. Academics now face greater accountability for the quality and quantity of their teaching and research at a time when university funding has been constrained. The results have not been all positive for the quality of academics’ working lives and evidence points to heavy workloads and a steadily disengaging workforce. Despite this, many of the sectoral changes rely on an engaged and cooperative workforce to bring about greater productivity and quality of education to attract a larger share of international and domestic students. ... The two aims of this thesis are: to clarify the current definitions of engagement by bringing together the constructs and concepts that contribute to engagement; and to provide insight into the dimensions that shape engagement in Australian business academics ... The thesis also contributes to the dialogue on human capital and in particular, how it can be harnessed in key areas such as the knowledge industries and for targeted purposes such as the management of talent.

The aim of the research outlined in this paper is to develop a best practice process model for building projects based on the use of an expert system. The CONstruction Best Practice System (CONBPS) focusses on projects which are based on the traditional procurement strategy, using the JCT 80 standard form of contract. The model clearly identifies the sequence of construction activities. It also identifies the roles and responsibilities of the major parties on the building team and the issues within the project cycle, which can prove critical to project success. The system incorporates many user-friendly functions, including the provision of multi-choice icons and the provision of an on-line help function. Besides, it also provides interim and final reports which are used to advise the participants on the success factors that they have ignored and to which aspects they should pay more attention. A framework was initially developed focussing on the whole design process with a full knowledge-based system developed for the Inception Stage. CONBPS can be used as a teaching/learning tool to assist teachers and students to better understand the construction process. Also, it could prove useful to project managers and all the participants in the construction process.

Artificial neural networks have a good potential to be employed for fault diagnosis and condition monitoring problems in complex processes. In this paper, the applicability of the fuzzy ARTMAP (FAM) neural network as an intelligent learning system for fault detection and diagnosis in a power generation plant is described. The process under scrutiny is the circulating water (CW) system, with specific attention to the conditions of heat transfer and tube blockage in the CW system. A series of experiments has been conducted systematically to investigate the effectiveness of FAM in fault detection and diagnosis tasks. In addition, a set of domain rules has been extracted from the trained FAM network so that its predictions can be explained and justified. The outcomes demonstrate the benefits of employing FAM as an intelligent fault detection and diagnosis tool with an explanatory capability for monitoring and diagnosing complex processes in power generation plants.

The growing complexity of organisations has resulted in collaboration between multiple stakeholders becoming a challenging and critical issue that organisations must address in order to ensure their practices are sustainable. A multiple-case field study was conducted in order to demonstrate the proposed methodology of analysis and examination for knowledge-based systems in an actual organisational setting. The use of a multiple-perspective framework to improve understanding of the complex relationships in such systems was examined. In particular, the case study focused on the Australian Government’s Nation Building Economic Stimulus Plan (NBESP) which provided $1.9 billion to construct social housing across the State over two years. The results suggest that the use of a multi-perspective framework is appropriate and that there is a need for attention to be paid to the economic perspective.

Through experimentation, we establish a causal relationship between trust and the expansion of a retailer from online to brick-and-mortar and vice versa. Trust is multidimensional and contingent on the distribution path first chosen. Vendor trustworthiness (knowledge-based) and technological trustworthiness (institution-based) have different effects depending on the initial and new distribution channel. Expanding from brick-and-mortar to online negatively affects technology-based trust, while transfers from an online to a physical location maintain the same level of technology-based trust. Vendor-based trust is positively affected by transfer from online to the brick-and-mortar location, and is not significantly unaffected by transfers from brick and-mortar to online locations. The perceived “permanence” of a physical location influences consumer beliefs about the location’s trustworthiness.

Concerns that the education system in Mauritius has not been adequately preparing students for work and life, and unsatisfactory academic achievement in schools, have fuelled the government’s drive to improve the quality of schools. These concerns exist within education structures that systematically segregate students into ‘star’ schools and less desirable schools that curtail the education experience of the majority of Mauritian children. Within this context, Mauritian education authorities have attempted various educational reforms aiming at ‘World Class Quality Education’ so as to contribute to an efficient and dynamic workforce and to meet the needs of an increasingly competitive, knowledge-based and globalised economy. Reflecting the Mauritian government’s ‘quality’ agenda and its focus on the work of school leaders, this article reports the findings of research exploring Mauritian principals’ views about the usefulness or otherwise of Total Quality Management (TQM) principles in raising educational standards. It focuses specifically on whether and how principals are addressing the mounting challenges brought about by globalisation. The findings indicate that, despite the government’s efforts at reforms, the education system detracts from ambitions to adequately prepare all Mauritian children for work and life in a globalised and networked world. The article argues that school leaders need to take proactive responsibility for ensuring that all Mauritian children have access to an education system that cultivates their participation as active citizens of the global community.

Computational Intelligence (CI) models comprise robust computing methodologies with a high level of machine learning quotient. CI models, in general, are useful for designing computerized intelligent systems/machines that possess useful characteristics mimicking human behaviors and capabilities in solving complex tasks, e.g., learning, adaptation, and evolution. Examples of some popular CI models include fuzzy systems, artificial neural networks, evolutionary algorithms, multi-agent systems, decision trees, rough set theory, knowledge-based systems, and hybrid of these models. This special issue highlights how different computational intelligence models, coupled with other complementary techniques, can be used to handle problems encountered in image processing and information reasoning.
