Both the increasing private participation in public projects and the critical importance of appropriate risk allocation to the success of Public-private partnership (PPP) projects justify specific research on how to establish effective risk allocation strategies in PPP projects. Partner’s risk management capability is currently the main concern to risk allocation in PPP projects. Following the transaction cost economics, it is argued that factors such as partner’s commitment and risk management structure should be considered simultaneously in order to develop effective risk allocation strategies. Based on the holistic capability-commitment governance-driven view, this paper proposed a model for generating an optimal risk allocation strategy in PPP projects. The model is demonstrated and described. An artificial intelligent technique integrated with fuzzy logic for model testing and validation is then introduced and justified. The innovative model is expected to provide a logical and complete understanding of the risk allocation strategy selection process, and to provide stakeholders with a richer framework than previously existing ones to guide their decision-making on risk allocation strategies.

The direction and speed of motion of a one-dimensional (1-D) stimulus, such as a grating, presented within a circular aperture is ambiguous. This ambiguity, referred to as the Aperture Problem (Fennema & Thompson, 1979) results from (i) the inability to detect motion parallel to grating orientation, and (ii) the occlusion of border information, such as the ‘ends’ of the grating, by the surface forming the aperture, Adelson and Movshon's (1982) intcrsection-of-constraints (IOC) model of motion perception describes a two-stage method of disambiguating the motion of 1-D moving stimuli (e.g., gratings) to produce unambiguous motion of two-dimensional (2-D) objects (e.g., plaid patterns) made up of several 1-D components. Specifically, in the IOC model ambiguous 1-D motions extracted by Stage 1 component-selective mechanisms are integrated by Stage 2 pattern-selective mechanisms to produce unambiguous 2-D motion signals. ‘Integration’ in the context of the IOC model involves determining the single motion vector (i.e., combination of direction and speed) which is consistent with the I-D components of a 2-D object. Since the IOC model assumes that 2-D objects undergo pure translation (i.e., without distortion, rotation, etc.), the motion vector consistent with all 1-D components describes the motion of the 2-D object itself. Adelson and Movshon (1982) propose that neural implementation of the computation underlying the IOC model is reflected in the perception of coherent 2-D plaid motion reported when two separately-moving ‘component’ gratings are superimposed. Using these plaid patterns the present thesis assesses the IOC model in terms of its ability to account for the perception of 2-D motion in a variety of circumstances. In the first series of experiments it is argued that the unambiguous motion perceived for a single grating presented within a rectangular aperture (i.e., the Barberpole illusion; Wallach, 1976) reflects application of the IOC computation to the moving 1-D grating and the stationary boundary of the aperture. While contrary to the assumption which underlies the IOC model (viz., that integration occurs between moving 1-D stimuli), evidence consistent with the involvement of the IOC computation in mediating the Barberpole illusion (in which there is only one moving stimulus) is obtained by measuring plaid coherence as a function of aperture shape. It is found that rectangular apertures which bias perceived component motions in directions consistent with plaid direction facilitate plaid coherence, while rectangular apertures which bias perceived component motions in directions inconsistent with plaid direction disrupt plaid coherence. In the second series of experiments, perceived directions of motion of type I symmetrical, type I asymmetrical, and type II plaids are measured with the aim of investigating the deviations in plaid directions reported by Ferrera and Wilson (1990) and Yo and Wilson (1992). Perceived directions of both asymmetrical and type II plaids are shown to deviate away from lOC-predicted directions and towards mean component direction. Furthermore, the magnitude of these deviations is being proportional to the difference between lOC-predicted plaid direction and mean component direction. On the basis of these directional deviations, modification to the IOC model is proposed. In the modified IOC model it is argued that plaid perception involves (i) the activity of Stage 2 pattern-selective mechanisms (and the Stage 1 component-selective mechanisms which input into these pattern-selective mechanisms) involved in implementing the IOC computation, and (ii) component-selective mechanisms which influence plaid perception directly, and ‘extraneously’ to the IOC computation. In the third series of experiments the validity of this modified IOC model, as well as the validity of alternative one-stage models of plaid perception are assessed in relation to perceived directions of plaid-induced MAEs as a function of both plaid direction and mean component direction. It is found that plaid-induced MAEs are shifted away from directions opposite to lOC-predicted plaid direction towards the direction opposite to mean component direction. This pattern of results is taken to be consistent with the modified IOC model which predicts the activity, and adaptation both of mechanisms signalling plaid direction (via implementation of the IOC computation), and ‘extraneous-type’ component-selective mechanisms signalling component directions. Alternative one-stage models which predict the adaptation of only mechanisms signalling plaid direction (the feature-tracking model), or the adaptation only of mechanisms signalling component directions (the distribution-of-activity model), cannot account for the directions of plaid-induced MAEs reported. The ability of the modified IOC model to account for the perceived directions of (i) gratings in rectangular apertures, (ii) various types of plaid in circular apertures, and (iii) directions of plaid-induced MAEs, is interpreted as supporting the proposition that human motion perception is based on a parallel and distributed process involving Stage 2 pattern-selective mechanisms (and the Stage 1 component-selective mechanisms which input into these mechanisms) taken to implement the IOC computation, and component-selective mechanisms taken to provide an 'extraneous' direct contribution to motion perception.

Rehabilitation programs for violent offenders are at an early stage in their development, and there is currently only a very limited empirical base from which to draw any conclusions about treatment effectiveness (Jolliffe and Farrington, 2007). Therapeutic communities for offender populations have a much longer history, although the effects of applying this model of treatment to violent offenders have not been systematically investigated. This paper reviews the content and evidence supporting both violent offender treatment programs and therapeutic community models, concluding that approaches to treatment which combine features of both may prove to be most successful, and warrant further development and evaluation.

The literature indicates two areas of growing concern in regard to the perpetration of violence by women. One is that the incidence of violence perpetrated by women is increasing across jurisdictions. The other is that despite their growing numbers the knowledge and understanding of violent women has been greatly hindered by the general lack of empirical investigation of this population. The present study uses a grounded theory approach to develop a preliminary descriptive model of the offence process of women violent offenders. The women's violent offence model (WVOM) has four distinct levels or phases. The current article addresses the first of these in detail, consisting of the distal background variables. This phase of the model includes experiences of childhood and adolescence, providing preliminary insight into the more stable distal predispositional factors underlying women's violent offending.

The aim of this research is to understand how stakeholder interactions can facilitate the patient flow process within a hospital. An analysis of the findings reveals that nurses are in a perfect position to be a conduit between doctors and managers. This is due to several factors including the nurses understanding of both the clinical and control worlds, as well as nurses ability to form networks based on their pivotal characteristics. As a result of these findings, a model for better understanding stakeholder relationships is developed. In this research, a mixed methods approach was used by undertaking a cultural assessment via survey questionnaire, complemented by observations of interactions between organisational actors, including formal semi-structured interviews and reflections of many hours of observation. Glouberman and Mintzberg’s four world’s models is used as a foundation for the arguments of this paper. Mitchell, Agle and Wood’s (1997) model is used to discuss the three stakeholder groups of this research including doctors, nurses, and managers.

The primary focus of this paper is to present a conceptual model of the strategic alliance process that delineates the stages of initiation, formation and sustained operation of strategic alliances. Based on a detailed review of the literature, the model takes a process perspective and explicitly focuses on the key factors that influence the outcomes and behaviour of an alliance during these stages. The model provides insights to both policy-makers and alliance managers on establishing and managing successful alliances. Based on different aspects of the model, the possible hypotheses have been developed related to the initiation, formation and operation of strategic alliances. The approaches that are currently under way to test these hypotheses are described and the possible practical implications of the findings that could emerge are also discussed.

Excessive work demands cause students to have less time available for study, which results in them missing lectures and tutorials. This study seeks a more accurate understanding of why students undertake part-time work to the level that they do. This paper examines the extent of employment of undergraduate students enrolled in property and construction at RMIT University. Students responded to a questionnaire on the duration and nature of their part-time work.

The results of the paper suggest that one of the major issues facing educators is that students themselves believe that part-time employment benefits their long term career. Hence they are reluctant to reduce their work commitment. Past research suggests that there is sufficient evidence that this will create work-study conflicts. The paper concludes by suggesting that some form of work-integrated learning process may benefit both the student’s leaning and their need to obtain work skills.

Students are now experiencing opportunities in practice education where their learning is facilitated by professionals of varied backgrounds thus leading to issues of how to assess student performance while on placement. Educators have had to re-think the way in which students’ performance is assessed and to integrate the key graduate attributes of critical reflection, self and peer assessments and feedback. Using recommendations by Mason (1999) in relation to a collaborative group model for workplace learning and ‘The Self-Directed Learning Model’ by Gaiptman and Anthony (1989) the Occupational Wellness and Life Satisfaction (OWLS) program encourages students to reflect on their experiences in an environment of self and peer evaluation, focussing on the process of learning rather than purely on outcomes. Students are required to complete a self and peer assessment of their learning using a nationally recognised fieldwork evaluation instrument and develop a practice portfolio consisting of learning contract and supporting evidence for their self-assessment. Qualitative and quantitative data was collected via a questionnaire to alumni. The most frequently identified skills that were valued by respondents were autonomy and independence. Other benefits identified were facilitation of self directed learning, and ability to problem solve with colleagues and to share learning. In a higher education environment where lifelong learning and the ability to work collaboratively are valued graduate attributes, a focus on peer and self assessment within the context of work integrated learning contributes to graduates who are well placed to work in both traditional and newer and emerging areas of practice.
