A structural events approach to examining long-term change in the Australian trade union movement, 1969-1996

Traditional studies of long-term change in trade union structure have predominantly focused on aggregate trends in union merger activity, in constructing explanations of change. This paper argues that our understanding of structural change in the Australian trade union movement would be better served by a structural events approach that examines the incidence of union formations, dissolutions, and breakaways, in addition to that of union mergers. In doing so, it outlines how these structural events can be identified and measured, and presents the preliminary findings from the methods application.

An investigation of industry-wide emarketplaces in the Australian automotive industry

Covisint, a global, industry-wide eMarketplace in the automotive industry, has received considerable literature attention since its inception some four years ago. Despite predictions that it would transform the industry, it has made little impact on automotive markets in countries where its progress has been documented. A lack of literature concerning Covisint use in Australia makes understanding the Australian situation quite difficult.
This study addresses this deficiency by investigating several Australian automotive organizations and their application of Covisint in conducting supply chain trading with their business partners. The research found that the application of Covisint is significantly less than its potential.

Assessment of embodied energy analysis methods for the Australian construction industry

Environmental assessment of buildings typically focuses on operational energy consumption in an attempt to minimise building energy consumption. Whilst the operation of Australian buildings accounts for around 20% of total energy consumption nationally, the energy embodied in these buildings represents up to 20 times their annual operational energy. Many previous studies, now shown to be incomplete in system boundary or unreliable, have provided much lower values for the embodied energy of buildings and their products. Many of these studies have used traditional embodied energy analysis methods, such as process analysis and input-output (1-0) analysis. More recently, hybrid embodied energy analysis methods have been developed, combining these two traditional methods. These hybrid methods need to be compared and validated, as these too have been considered to have several limitations. This paper aims to evaluate a recently developed hybrid method for the embodied energy analysis of the Australian construction industry, relative to traditional methods. Recent improvements to this hybrid method include the use of more recent 1-0 data and th.fl inclusion of capital energy data. These significant systemic changes mean that a previous assessment of the methods needs to be reviewed. It was found that the incompleteness associated with process analysis has increased from 49% to 87%. These findings suggest that current best-practice methods of embodied energy analysis are sufficiently accurate for most typical applications. This finding is strengthened by recent improvements to the 1-0 model.

The profit-driven action sport industry working within the not-for-profit Australian sport system : the case of freestyle BMX Australia and the Australian sports commission

When not-for-profit organisations and for-profit organisations are forced to work together, conflict can arise. This paper explores the tensions that have resulted in the Australian sport setting when the Australian Sport Commission (ASC), with its emphasis predominantly directed at not for profit sport, sought to embrace the traditionally for profit sport of Freestyle BMX into the mainstream sport system. This case study traces the development and implementation of the ASC's Street Active program through Freestyle BMX. It was found that Freestyle BMX experienced mission drift and did not provide a product or service relevant to its consumers by adhering to the guidelines required by the ASC. Further, in the development of the program, the ASC did not expect the rivalry between suppliers in the free market action sport industry when it engaged three management groups to deliver the Street Active program. As a result the action sport industry is further fragmented into for-profit agencies, and farther removed from the Australia's federal governing agency, the ASC.

The research findings highlight the importance of senior management support during the new product development process. This support is a key factor in the performance of the new product development activity and the proposed new product development process for Australian grocery organisations emphasises senior management's role as a key element in the new product development process.

Local content policy in the Australian television industry

This paper examines the impact and effectiveness of the local content scheme currently operating in the Australian Television industry. The television industry is a service industry with public good aspects. Public interest arguments have traditionally been used to support the retention (and indeed expansion) of the local content scheme since it was first introduced in 1961. These objectives have included the promotion of Australian culture, the desire to ensure a diversity of views may be heard and that diverse interests may be catered for when preferences cannot be directly gauged.

The problems associated with defining what constitutes "Australian" content are examined along with the costs and effectiveness of the local content scheme in meeting public interest concerns. The paper finds that the local content scheme has become part of a package of protection in the broadcasting industry that has resulted in valuable television licences and powerful and entrenched interests. It also shows that the local content scheme is not particularly effective in meeting it's objectives, and will become increasingly irrelevant in the light of rapidly changing technology. Other methods of meeting public objectives are suggested.

Professional education and training for early career players in the Australian Football League: footy first, second and third

In this presentation we discuss some of the findings of a research project funded by the Australian Football League (AFL) titled: Getting the Balance Right: Professionalism, Performance, Prudentialism and Playstations in the Life of AFL Footballers. The research explored the following issues: the emergence and evolution of a ‘professional identity’ for AFL footballers – an identity that has many facets including the emerging ideas that a professional leads a balanced life, and has a prudent orientation to the future, to life after football. This ‘professional identity’ isn’t natural, and must be developed through a range of ‘professional development’ activities (a common link to all other ‘professions’). In the AFL at this time professional development has a focus on engaging players in a variety of education and training activities – TAFE & University courses, and workshops and seminars that the industry has put in place to educate players about issues that the industry sees as important.

The presentation will focus on our research with players we classified as Early Career players. For many of these 17 to 21 year old young men the later years of secondary schooling were compromised in their pursuit of an AFL career, and their subsequent drafting is followed by intense efforts to physically prepare them for football. In this context our research indicates that many Early Career players put football first, second and third – education and training, and industry expectations that they participate in this sort of professional development come further down their list of priorities.

Incorporating environmental impacts into productivity analysis: the case for nitrogen leaching in the Australian dairy industry

This paper examines how the adoption of a system's perspective to the use of both marketed and public resources can be incorporated into an analysis of productivity measurement.  A biophysical model is used to measure the environmental inputs which are combined with conventional marketed inputs to develop a Malmquist Productivity Index to determine social productivity growth over the perios under study.  The analysis is applied to data collected from selected farms in south west Victoria and includes a measure of leaching and run-off as a proxy measure of the impact the application of fertilizers has on ground and surface water.  Although the sample is small, the results show measured productivity growth differs when environmental factors are considered.

Herbert Spencer in the suburbs? Class, politics, ideology and the Australian petty-bourgeoisie in the Howard years

A dominant trope of media commentary after the 2004 federal election was the rise of blue-collar self-employment and small business and its negative impact on Labor electoral support. In this paper I examine the evidence on the growth of self-employment and small business in Australia since the 1980s and the political consequences of this growth. I consider why the growth of self-employment and small business has been overstated by many observers, and the emergence of a right-wing anti-capitalism in the critique of the dependence of wage-labour. Although the growth of self-employment and small business has been overstated it is a real phenomenon. I extract the rational kernel from the largely ill-informed commentary on this issue and place contemporary debates about self-employment in a historical and global context. I consider why the self-employed and small business were once seen as natural allies of the working-class in a populist coalition but why they are now identified by commentators as hostile to class politics.

Mapping the Australian archaic: reflections on black medea

Wesley Enoch’s Black Medea is explicit about what is, and what is not, its project: the chorus implores the audience not to read the narrative of its infanticidal heroine as one that demonises black women. Instead, the play affirms that its narrative can be understood differently and in a way that has a wider social significance. Taking my cue from the claim that the story is somehow ‘about everyone,’ I would like to begin unravelling the play’s relevance to contemporary contentions of Australian and indeed ‘Unaustralian’ subjectivity, particularly in relation to the discourses that seek to construct ‘Australian’ identity through an appeal to antiquity and what I describe as ‘the archaic.’ It seems to me that Black Medea presents an opportunity for thinking about the ways in which the discourses of aboriginal and classical antiquity operate to inform contemporary, contesting definitions of Australian identity. Regardless of whether these discourses of antiquity are claimed as ‘Australian’ or abjected as Other or ‘Unaustralian’ – and they have been used in both ways – they remain, I argue, formative to current conceptions of Australian identity and are positioned in the economy of discourses that comprise that arena. As will be seen, the mixed reception or ambivalence with which these complementary discourses of antiquity are treated in Australian culture gives Black Medea the potential to be situated among them in subversive and questioning ways, and in ways that may highlight the reasons for their ambivalent status.
