In 2010, two Australians, convicted in childhood of rape and murder, lodged a joint submission with the United Nations Human Rights Committee, claiming that successive changes to sentencing legislation in New South Wales breached their human rights by denying them any meaningful prospect of release. In this article, we examine the political, legislative and procedural moves that have resulted in Australian children being sentenced to life without parole or release. We argue that successive legislative changes in various Australian jurisdictions have resulted in a framework for sentencing decisions that is considerably out of step with international legal standards for criminal justice. These increasingly punitive legislative changes exacerbate Australia’s already declining record of cooperation with UN processes, and reveal Australia’s reluctance to respect the legitimacy and authority of international law. Against this troubling context, the views of the Human Rights Committee serve as a much-needed reminder about the importance of a principled approach to child sentencing that forecloses neither the goal of rehabilitation nor the prospect of release and reintegration.

In this chapter, we introduce an interesting type of Web services for "things". Existing Web services are applications across the Web that perform functions mainly to satisfy users' social needs "from simple requests to complicated business processes". Throughout history, humans have accumulated lots of knowledge about diverse things in the physical world. However, human knowledge about the world has not been fully used on the current Web which focuses on social communication; the prospect of interacting with things other than people on the future Web is very exciting. The purpose of Web services for "things" is to provide a tunnel for people to interact with things in the physical world from anywhere through the Internet. Extending the service targets from people to anything challenges the existing techniques of Web services from three aspects: first, an unified interface should be provided for people to describe the needs of things; then basic components should be designed in a Web service for things; finally, implementation of a Web service for things should be optimized when mashing up multiple sub Web services. We tackle the challenges faced by a Web service for things and make the best use of human knowledge from the following aspects. We first define a context of things as an unified interface. The users' description (semantic context) and sensors (sensing context) are two channels for acquiring the context of things. Then, we define three basic modules for a Web service for things: ontology Web services to unify the context of things, machine readable domain knowledge Web services and event report Web services (such as weather report services and sensor event report services). Meanwhile, we develop a Thing-REST framework to optimally mashup structures to loosely couple the three basic modules. We employ a smart plant watering service application to demonstrate all the techniques we have developed.

The heart is the first organ to form and undergoes adaptive remodelling with age. Ventricular hypertrophy is one such adaptation, which allows the heart to cope with an increase in cardiac demand. This adaptation is necessary as part of natural growth from foetal life to adulthood. It may also occur in response to resistance in blood flow due to various insults on the heart and vessels that accumulate with age. The heart can only compensate to this increase in workload to a certain extent without losing its functional architecture, ultimately resulting in heart failure. Many genes have been implicated in cardiac hypertrophy, however none have been shown conclusively to be responsible for pathological cardiac hypertrophy. MicroRNAs offer an alternative mechanism for cellular regulation by altering gene expression. Since 1993 when the function of a non-coding DNA sequence was first discovered in the model organism Caenorhabditis elegans, many microRNAs have been implicated in having a central role in numerous physiological and pathological cellular processes. The level of control these antisense oligonucleotides offer can often be exploited to manipulate the expression of target genes. Moreover, altered levels of microRNAs can serve as diagnostic biomarkers, with the prospect of diagnosing a disease process as early as during foetal life. Therefore, it is vital to ascertain and investigate the function of microRNAs that are involved in heart development and subsequent ventricular remodelling. Here we present an overview of the complicated network of microRNAs and their target genes that have previously been implicated in cardiogenesis and hypertrophy. It is interesting to note that microRNAs in both of these growth processes can be of possible remedial value to counter a similar disease pathophysiology.

Australia has had a long, and at times tumultuous, relationship with our nearest neighbour, Papua New Guinea. This relationship took a twist in late 2012, with the re-opening of the off-shore processing centre on Manus Island, and again in February 2014, when Iranian asylum seeker Reza Berati was murdered by locals during a violent disturbance at the centre. The latest test of the strength and endurance of the relationship between PNG and Australia came in April 2016, when the PNG Supreme Court ruled that the detention of asylum seekers on Manus Island breached the right to personal liberty in the PNG constitution. This article provides much-needed insight into the human rights situation in PNG, and makes recommendations regarding the prospect of resettling refugees in that country.

This chapter theories the notion of 'identity PR' as a new discursive practices working under the radar within contemporary globalised conditions. Supporters of sustainability who welcome the prospect of a low-carbon 'green' economy sometimes overlook the lived realities for those disadvantaged by the decline of old industrial society. The chapter challenges the idea that the Australian working class term 'bogan' denotes a benign social grouping, this chapter discusses its potential as a 'target public' vulnerable to exploitation by political organisations carrying coded messages about the 'Australian way of life".

The machining process is the most common method for metal cutting, especially in the fabrication of biomaterials and artificial implants. In modern industry, the goal of production is to manufacture products at a low cost, with the highest quality in the shortest time. The main focus of the research presented here is to provide a review of the machinability of metallic and ceramic biomaterials in traditional machining processes, such as turning, milling and grinding. Thereafter, machining strategies, machinability and surface characteristics post machining are discussed. To provide a better understanding of the machining process, various cutting tools and fluids are analysed. Finally, the current research gap and directions of prospect investigations are highlighted.

Using data from the high-stakes 2013 Dubai professional tennis tournament, we find that, compared with a tied score, (i) male players have a higher serve speed and thus exhibit more effort when behind in score, and their serve speeds get less sensitive to losses or gains when score difference gets too large, and (ii) female players do not change their serve speed when behind, while serving slower when ahead. Thus, male players comply more with Prospect Theory exhibiting more loss aversion and reflection effect. Our results are robust to controlling for player fixed effects and characteristics with player random effects.
