In this paper, I play with the metaphors of war and peace (with apologies to Leo Tolstoy) as a strategy for describing the relations between (some) social science researchers and human research ethics committees. Even a cursory survey of recent literature reveals a raft of grievances and grumblings amongst researchers about the operation and decisions of research ethics committees. This paper presents a partial survey from both sides of some of the claims that have triggered this unofficial declaration of war, and discusses the implications for ethical research. My central argument is that the truly ethical moment lies in mutual and constructive conversations and critique between ethics committees and researchers.

We introduce an architecture for low-cost mobile Health (mHealth) applications that run on health-workers’ existing devices. Moreover, we envision extending the phone’s capabilities with an external to attach “sensor” modules, such as pulse oximeter, ECG and phonocardiogram. Our design principles are frugality and simplicity. We propose a comprehensive solution to aid health-workers in their daily tasks, at a low-cost and high penetration rate.

Objective: To identify the practical human resource management (HRM) issues that may impact on job satisfaction, nurse retention and ultimately quality of patient care of the nurse unit manager's (NUM) role.
Background: NUMs are in the unique position within the healthcare industry to impact upon and effect large numbers of people, including nurses, doctors, patients and their families, and processes on a daily basis. More effective HRM practices could improve performance in terms of staff satisfaction, positive patient outcomes and the cost effectiveness of staff retention.
Method: Two focus groups, one group of nine NUMs and one group of five staff nurses, were conducted at an Australia public hospital. A descriptive phenomenological approach informed data generation and data analysis.
Results: The NUMs reported that they were not adequately trained in the skills required to effectively manage staff conflict such as manipulation and bitterness, requiring disciplinary intervention on an ongoing basis. The consequences included reduced staff morale, decreased staff satisfaction, increased stress to the NUM and ultimately retention issues for both the NUM and Unit staff.
Conclusion: This study highlights the potential impact of inadequate implementation and understanding of HRM policy and practice by NUMS on the front line. Further research is required to understand why this phenomenon exists and how it can be remedied.

This paper presents a layered encoding cascade evolutionary approach to solve a 0/1 knapsack optimization problem. A layered encoding structure is proposed and developed based on the schema theorem and the concepts of cascade correlation and multi-population evolutionary algorithms. Genetic algorithm (GA) and particle swarm optimization (PSO) are combined with the proposed layered encoding structure to form a generic optimization model denoted as LGAPSO. In order to enhance the finding of both local and global optimum in the evolutionary search, the model adopts hill climbing evaluation criteria, feature of strength Pareto evolutionary approach (SPEA) as well as nondominated spread lengthen criteria. Four different sizes benchmark knapsack problems are studied using the proposed LGAPSO model. The performance of LGAPSO is compared to that of the ordinary multi-objective optimizers such as VEGA, NSGA, NPGA and SPEA. The proposed LGAPSO model is shown to be efficient in improving the search of knapsack’s optimum, capable of gaining better Pareto trade-off front.

Previous experience and research indicated that the Pareto Principle (80/20 Principle) has been widely used in many industries to achieve more with less. The study described in this paper concurs that this principle can be applied to improve the estimating accuracy and efficiency, especially in design development stage of projects. In fact, establishing an effective cost estimating model to improve accuracy and efficiency in design development stage has been a subject, which has attracted many research attentions over several decades. For over almost 40 years, research studies indicate that using the 80/20 Principle is one of the approaches. However, most of these studies were built by assumption, theoretical analysis or questionnaire survey. The objective of this research is to explore a logical and systematic method to establish a cost estimating model based on the Pareto Principle. This paper includes extensive literatures review on cost estimating accuracy and efficiency in the construction industry that points out the current gap of knowledge area and understanding of the topical. These reviews assist in developing the direction for the research and explore the potential methodology of using the Pareto Principle in the new cost estimating model. The findings of this paper suggest that combining the Pareto Principle with statistical analysis could be used as the technique to improve the accuracy and efficiency of current estimating methods in design development stage.

This paper shows how Mead’s theory of emergence can prove explanatory in how the theory-practice gap is co-created and sustained in front-end loading university programs. Taking teacher education as an exemplar, we argue that the trainee teacher encounters different and oft-times conflicting environmental, social and cultural conditions in the two “fields of interaction” of the training program, namely, on-campus work and in-school experience. The argument draws on interview and focus group data collected via a study of first-year graduate teachers of an Australian teacher education program. We conclude that role taking and self-regulated behaviour within the two environmental fields of interaction in front-end loading programs inhibit the trainee professional from exercising the power of agency to implement theory learned at university in practice in the workplace. Further, we propose that Mead’s theory of emergence proves effective in explaining a major limitation of front-end-loaded university programs.
