A new generation of members are needed for professional bodies in the built environment and surveying in order to survive and thrive in the 21st century. Wilkinson and Zillante (2007) identified issues of under recruitment and an ageing membership in the Building Surveying profession in Australia; however other built environment professional bodies globally are experiencing similar issues. Not only do professional bodies need to recruit student members into the profession during their studies but they need to convert these student members to full members. Warren and Wilkinson’s (2008) survey of 661 Australian student perceptions of built environment professional bodies showed that students value professional qualifications but that there is a lack of understanding of the role of professional bodies. The second stage of this research examined the perceptions of Australian employers of surveying, property and construction students and graduates and membership of professional bodies. The research sought to identify what measures are currently adopted in terms of encouraging professional body membership in the workplace. This paper presents the results of the employer interviews and reveals another perspective of the critical issue for professional institutions globally.

In this paper, we provide the optimal data fusion filter for linear systems suffering from possible missing measurements. The noise covariance in the observation process is allowed to be singular which requires the use of generalized inverse. The data fusion process is made on the raw data provided by two sensors  observing the same entity. Each of the sensors is losing the measurements in its own data loss rate. The data fusion filter is provided in a recursive form for ease of implementation in real-world applications.

The paper provides an overview of subject gateway development in Australia and takes a closer look at three subject gateways coordinated by the University of Queensland: AustLit: Australian Literature Gateway; AVEL Sustainability Knowledge Network, an engineering and sustainable development gateway; and WebLaw, a gateway for legal professionals. The challenges facing subject gateways are examined, including interoperability, coordination and most significantly, sustainability. The paper concludes with the overarching questions being considered by gateway coordinators such as the place of subject gateways and their future given trends in the evolution of the web.

Australian businesses will face profound and wide-ranging structural impacts during their transition to a low carbon footprint economy. This paper synthesizes the impacts for the firm during the transition and identifies the crucial impact variables. In doing so, it explores the link between the opportunities and benefits, costs, risks and structural changes and evaluates the challenges in managing the multiple impacts. The paper provides a conceptual model that will assist decision-makers deal with risk management or bottom-line protection issues as well as exploiting the business opportunity the new regulatory environment will produce. The model argues for a holistic corporate governance mechanism, with responsibility and accountability of climate change risk management placed with the board of directors and senior management. The literature review is presented first, followed by the discussion and the model. Future empirical research direction is also presented with the development of a series of propositions for testing.

Current security governance is often based on a centralized decision making model and still uses an ineffective 20th century risk management approach to security. This approach is relatively simple to manage since it needs almost no security governance below the top enterprise level where most decisions are made. However, while there is a role for more corporate governance, new regulations, and improved codes of best practice to address current weak organizational security practices, this may not be sufficient in the current dynamic security environment. Organizational information security must adapt to changing conditions by extending security governance to middle management as well as system/network administrators. Unfortunately the lack of clear business security objectives and strategies at the business unit level is likely to result in a compliance culture, where those responsible for implementing information security are more interested in complying with organizational standards and policies than improving security itself.

This article discusses the professional identity of English teachers. It draws on discussions held at the International Federation for the Teaching of English conference. Issues addressed include professional standards formulated by teachers of English in the United States: the National Board for Professional Teaching Standards, and, in Australia: the Standards for Teachers of English Language and Literacy in Australian (STELLA); the way in which the professional identities of teachers are crucially bound up with their disciplinary fields; and the need for English teachers to confront the conditions of their work.

The issue of trust in Internet-based business-to-consumer electronic commerce has been explored from a number of difference perspectives. The current body of research is diverse and fragmented. This paper critically reviews recently published models pertaining to trust in business to consumer e-commerce. For analytical purposes we categorize the literature in three main streams: technological, design and sociological/psychological. Based on our analysis and our own empirical observations we raise four main areas of concern that warrant further research attention: an oversimplification of the trust concept, a uni-directional view of trust, discipline centered approaches to modelling trust and a lack of empirical grounding and testing. In the light of these concerns we recommend avenues for further research.

The purpose of this paper is to propose a framework of ethics education that promotes the structured learning of ethics in the accounting discipline. The Ethics Education Framework (EEF) is based on three key inter-related components that include: Rest’s (1986) Four-Component Model of ethical decision-making and behaviour; the key cognitive and behavioural objectives of ethics education; and the discrete and pervasive approaches to delivering content. The EEF provides university students and professional accountants a structure to learn to identify, analyse and resolve ethical issues, to the point of action. The EEF is a four-stage learning continuum represented as a set of building blocks which introduces ethical concepts and then reinforces and develops new levels of understanding with progressive stages. This paper describes the EEF, and includes a discussion of how it compares with other ethics education models, and an analysis of the support through responses by professional organisations (based on an Exposure Draft issued by the International Federation of Accountants (IFAC), as the initial International Education Practice Statement). The IFAC has now revised its International Education Standard (IES 4) in relation to ethics, with a commentary period till July 2011.

Static nonlinear systems are common when the model of the kinematics of mechanical or civil structures is analyzed for instance kinematics of robotic manipulators. This paper addresses the maximum effort toward fault tolerance for any number of the locked actuators failures in static nonlinear systems. It optimally reconfigures the inputs via a mapping that maximally accommodates the failures. The mapping maps the failures to an extra action of healthy actuators that results to a minimum jump for the velocity of the output variables. Then from this mapping, the minimum jump of the velocity of the output is calculated. The conditions for a zero velocity jump of the output variables are discussed. This shows that, when the conditions of fault tolerance are maintained, the proposed framework is capable of fault recovery not only at fault instances but also at the whole output trajectory. The proposed mapping is validated by three case studies.

3-alkylpyrrole to the fabric surface. Direct applications of a conductive paint to the textile surface eliminate the exposure of the substrate to damaging oxidizing agents which allow the coating of more sensitive and delicate substrates. All textiles produced are tested for abrasion resistance and conductivity. For alkyl polypyrrole coated fabrics, the optimum carbon chain lengths are between n=10 and n=14, which result in optimum values of conductivity and solubility. The darkness of the tone is inversely related to the surface resistivity of the resulting conductive fabric. Therefore, deep black coatings have low resistivity whereas light gray coatings on a white fabric surface have higher surface resistivity. Longer alkyl chains result in higher surface resistivity in fabrics. The conductive coating of poly(3-decanylpyrrole) on the textile surface has a better abrasion resistance compared to that of an unsubstituted polypyrrole coating.
