The rates of higher education access, participation and completion for Indigenous students are much lower than those for non-Indigenous students in Australia. This paper argues for a research-led focus on what works in terms of Indigenous  student equity in higher education. Undertaking independent evaluation of  existing initiatives and leveraging the experience of hundreds of successful Indigenous graduates, it may be possible to articulate some of the ways in which success has been, and can be, achieved, despite the challenges that face Indigenous students. In other words, it may be possible to articulate some aspects of what works for some Indigenous people in relation to higher education. A focus on articulating strategies that Indigenous individuals and communities might adopt in relation to higher education should be developed alongside the management of systemic problems through a range of means. The “successfocused” approach would provide one of a suite of approaches that may be helpful in addressing Indigenous student equity.

Research into higher education is increasingly gaining momentum. It is vitally important that the highest standards of scholarship possible are applied to each and every investigation that scholars in the field of higher education undertake. As well as being an important aim in itself, the pursuit of high quality research into higher education meets requirements for greater accountability and efficiency in the context of increased student diversity and reduced funding worldwide. The quality of higher education research is dependent on a number of factors and dimensions. These include appropriate preparatory groundwork; the formulation and use of clear research questions; the appropriate use of conceptual and theoretical framework(s); ethical research conduct; the use of relevant and appropriate methods and methodology and choosing the highest quality dissemination outlets. This seminar will discuss each of the components of high quality research.

The field of Australian higher education has changed, is changing and is about to change, repositioned in relation to other ‘‘fields of power’’. It is a sector now well defined by its institutional groupings and by their relative claims to selectivity and exclusivity, with every suggestion of their differentiation growing. The potential of a ‘‘joined-up’’ tertiary education system, of vocational education and training (VET) and universities, has the potential to further rework these relations within Australian higher education, as will lifting the volume caps on university student enrolments. Moreover, Australian universities now compete within an international higher education marketplace, ranked by THES and Shanghai Jiao Tiong league tables. ‘‘Catchment areas’’ and knowledge production have become global. In sum, Australian universities (and agents within them) are positioned differently in the field. And being so variously and variably placed, institutions and agents have different stances available to them, including the positions they can take on student equity. In this paper I begin from the premise that our current stance on equity has been out-positioned, as much by a changing higher education field as by entrenched representations of social groups across regions, institutions, disciplines and degrees. In taking a new stance on equity, the paper is also concerned with the positioning in the field of a new national research centre with a focus on student equity in higher education. In particular, the paper asks what stance this new centre can take on student equity that will resonate on a national and even international scale. And, given a global field of higher education, what definitions of equity and propositions for policy and practice can it offer? What will work in the pursuit of equity?

The focus of this paper is on the community impact of education research, as conceived specifically within a changing context of research assessment in Australia, first mooted by the previous Federal Coalition (conservative) Government within a new Research Quality Framework (RQF), and now to be reworked by the Excellence in Research for Australia (ERA) initiated by the incoming Federal Labour (progressive) Government. Convinced that a penchant for the utility of research will not go away, irrespective of the political orientations of government, our interest is in exploring: the assumption that research, particularly in areas such as education, should have an impact in the community (as this was first defined within the RQF); the difficulties much education research (despite its “applied” characterisation) has in complying with this ideal; and what a community impact requirement means for the kinds of education research that will be privileged in the future. In particular, we are concerned about the potential narrowing of education research directed at or by community impact and what is lost in the process. One potential loss or weakening is in the positional autonomy of higher education to conduct independent education research.

Much is made of the potential of lifelong learning for individuals and organisations. In this article we tend to make much less of it, certainly with respect to its use in universities to discipline academics. Nevertheless, we argue that academics now need to re-learn the positions they occupy and the stances they take in response to the marketisation of Australian universities. In particular, we suggest that the position of (pure) critique no longer commands attention in Australian contexts of higher education, although the paper does not suggest a disregard for a critical stance purely for the sake of participation. It is in understanding the interconnections between position and stance , and how they might be strategically performed during the everyday practices of academics, that a more promising way of engaging with the venalities of the market is envisaged; a strategy that could be described as 'sailing into the wind'. In discussing these matters, the paper draws on semi-structured interviews with academics located in university faculties/departments/schools of education along Australia's eastern seaboard.

Significant change to Australian higher education occurred between March, 1987 and March, 1996, under the direction of a Federal Labor Government. At one level, the period witnessed an increase in the provision of higher education and variation in the criteria used to grant student entry. Such change represented a crisis in higher education's traditional or 'qualified-entry' settlement which led to its resettling around a more 'diversified-entry' arrangement. The organising logic of this diversified-entry was characterised by the discourses of 'contest' (fairness in competition) rather than 'sponsorship' (selection by association), although the latter appears to have been just better 'hidden'.

The Australian Government has set two targets for the nation's universities: (i) increase the proportion of people from low socioeconomic status (SES) backgrounds attending university, to 20 percent of all undergraduate students by 2020; and (ii) increase the proportion of 25 to 34 year-old Australians holding a bachelor's degree, to 40 percent by 2025. Both targets will require an increased effort by governments and universities to enable and encourage more people to access higher education, particularly more from low SES backgrounds. It will also require them to think differently about the problem. Three new concepts are now redefining the equity dimensions of higher education. Despite aspirations to expand the system, students' appetites for university are no longer a given. While universities are seeking to enrol different students in greater numbers, the challenge now is how to give greater voice to this difference. And the limited mobility of students from low SES backgrounds, including those in outer metropolitan and regional areas, is now the most significant indicator of their limited access to higher education and to social mobility. The paper outlines these new conceptions of student equity and how they are informing the research of the National Centre.

Even within these groupings there are distinctions and variations. Moreover, Australian universities now compete within an international higher education marketplace, ranked by THES and Shanghai Jiao Tiong league tables. ‘Catchment areas’ and knowledge production have become global. And the potential of a ‘joined‐up’ tertiary education system, of VET and universities, will rework relations within Australian higher education, as will lifting the volume caps on university student numbers. In sum, Australian universities (and agents within them) are positioned differently in the field, although not in the stable relations imagined by Pierre Bourdieu in the France of the 1960s. And being so variously and variably placed, institutions and agents have different stances available to them, including the positions they can take on student equity. In this paper I begin from the premise that our current shared stance on this has been out‐positioned. Nation‐bound proportional representation loses its equity meaning when the Australian elite send their children to Harvard, Yale, Oxford and Cambridge. The same could also be said, and has been, about equity representations by region, institution, discipline and degree. What then, also, for a new national research centre with a focus on student equity and higher education, for its research agenda and positioning in the field? What stance can it take on student equity that will resonate on a national and even international scale? And, given a global field of higher education, what definitions of equity and propositions for policy and practice can it offer? What will work in the pursuit of equity?

I want to begin by thanking Professor Johnson for this opportunity to rehearse and indeed expand on the comments I made earlier this year at the Universities Australia meeting of Vice‐Chancellors in Brisbane. My comments then and now are in part speculative, given that they comment on what might be, although they are also cognizant of what we already know about student equity issues in Australian higher education and of the research data currently available, including research undertaken by the National Centre but also research available more widely, nationally and internationally. Informed by this work, the central thesis that I want to put to you today and to open up to discussion is that if the Australian higher education sector is to take seriously the federal government’s 20/40 targets, then there are three main challenges that need to be confronted.

First, that expansion of higher education provision and of a particular mix, will need to be done in the context of limited excess student demand, certainly compared with previous periods of expansion by the sector. Second, that the 20/40 targets have brought into sharp relief the problems with our current set of definitions and measurements of students: of equity groups (including socioeconomic status) but also student achievement and aspiration. And third, that universities will need to confront the teaching and learning that is higher education. This is the very thing – or at least one of them – for which we would hope school students would aspire.

Leading higher education restructuring is challenging. It involves various degrees of engagement, decision making and strategic alliances to achieve success. Factors such as the fundamental characteristics and practices of higher education, and external factors need to be taken into account. This paper presents the preliminary findings of a case study on organizational restructuring at a higher education institution in Australia. The study focuses on leadership themes appearing during the restructuring. Data for the study were derived from interviews with parties involved - leaders, academic and administrative staff. Analysis of the interviews found three main leadership themes occurring throughout the change process. This study concludes that leadership is a critical factor in organizational change in universities.

Universities in the twenty-first century experience numerous competing drivers that shape their sense of purpose and role in society, their perspectives of knowledge and its production and their overall sense of being in the world. One major force is marketplace discourse, in particular neo-liberalism and competition, which is discordant with the discourse of academic collaboration and collegial sharing. This review essay examines what it means to ‘be’ a university in light of these overarching discourses and what is envisioned for universities of the future.


In particular, the essay focuses on how universities around the world respond to the tensions of competition agendas in local contexts. How are global policies on education as a tradeable commodity shaping university policies, discourses and practices? How is competition moulding the overall notion of a university education? What is imagined for the future of universities, given the dissonance between competition and collaboration agendas and practices in higher education?

These questions are explored through reviews of two recent books that focus on global shapings of higher education institutions: ‘‘Being a University’’ by Ronald Barnett (2011) and ‘‘Higher Education, Policy and the Global Competition Phenomenon’’ (Portnoi et al. 2010) edited by Laura Portnoi, Val Rust and Sylvia Bagley. Barnett’s book is used primarily to outline the characteristics of various universities’ being and becoming. Portnoi et al’s work provides clear illustrations of the lived experience of higher education in the current globally competitive age.

Three broad questions frame this review:
• How do universities currently see themselves as being in a globally competitive market?
• How does the globally competitive agenda operate in practice in different universities?
• What could universities ‘become’ in the future?

Along with the massification of higher education comes a need for new models to support the success of greater numbers of diverse students. A greater proportion of these students are ‘non-traditional’ in terms of preparedness, socioeconomic status  and geography. This paper introduces an Associate Degree model designed to support this new higher education reality of broader student cohorts, thin regional markets and cross-sectoral collaboration. Background literature on challenges facing the higher education sector and its prospective students is presented, with a particular focus on regionality. An argument is made for the role of curriculum and pedagogy as enablers of non-traditional student success. This is supported by the results of a mixed-methods exploratory study. This Associate Degree model was attractive to students and institutes. Students experienced similar levels of challenge, workload and progress to their traditional peers. While technology was essential for the success of the model, it played a supporting role to the relationships and multiple modes of learning it facilitated. This article provides insights for institutions seeking to address the broadening participation agenda.

The Mobile Learning Scale v1 .0 consists of seven Likert items drawn from the key points developed for a paper on mobile learning prospects for informal learning in higher education (Khaddage & Knezek, 2011 ). Many of these points had been initially developed during the 2011 International Summit on ICT in Education (UNESCO, Paris, 2011 ), where the first author was Rapporteur for the working group Co-Chaired by the second author. In order to assess the performance of the instrument, data were gathered from 81 undergraduate and graduate university students during August and September of 2011. Data were assessed for strength of agreement on individual items and for internal consistency reliability of the seven item-scale. Initial indications are that the instrument has good reliability for university students (Alpha = .85) and can be useful for assessing attitudes toward mobile learning technologies and applications within the intended audience of higher education learners. Potential uses and plans for future research are discussed.

The aim of this paper is to focus discussion on some philosophical issues that informs discussion of the stabilising dimension of higher education as a mediating institution. Backgrounded habits provide the deep context for developing moral practice and other regarding sentiment in higher education. Understanding higher educational institutions as mediating institutions, as forms of associational life which inculcate habit and the development of mores is an important corrective to the discourse of marketization and neo-liberal reform which otherwise crowds out consideration of the role higher educational institutions play in cultural stabilization and social cohesion. This argument we intend to make in this paper is that the stabilizing and associational function of higher educational institutions is critically important to developing habits and mores which are the key support for a society that can still retain a sense of concern and regard for others.
