Recently, a family was denied the right to subdivide their four-hectare property on the outskirts of Melbourne, Victoria into nine residential allotments ranging in size from 4000 m2 to 6600 m2. Unsuccessful applications and approaches in the past, prior to our commissioning in late 2003, had been rejected on the basis of assessments of poor land capability, onerous wet weather storage requirements and a curious 60 m buffer from a nearby intermittent watercourse. Restriction on the type of interim wastewater systems deemed suitable for five allotments was also a major issue. The site did not have mains power and had no sewer connections. The water authority and Victorian Civil and Administrative Tribunal (V CAT) order, prior to commissioning of the authors, asserted that "reticulated sewer is the preferred infrastructure for the area under investigation". However, the requirements imposed followed the letter of the guidelines rather than the principles. Various professional reports had already been produced on behalf of both the client and the regulator. A review of these indicated that the project had not been assessed in accordance with standard practices, had unusually restrictive assumptions, and did not accord with government policies on ecologically sustainable development.
The paper highlights the importance of sustaining professional and ethical practices to avoid costly litigation. Some professionals may have been in breach of the Institution of Engineers' Code of Ethics; others may have been in need of professional development. The question also arises whether the regulator had sought to use these adverse reports in order to satisfy unrelated planning issues.
While the writers managed to succeed in convincing the VCAT that these restrictions were unnecessary, the client ultimately had to comply with the regulator's wishes because of financial pressures. This unnecessary regimentation raises the issue of how best to safeguard lay people of moderate means against the practices of professional people who know or should know better.

For several years the authors of this paper have monitored the use of information and communication technologies (ICT) in primary and secondary schools. In this paper they report on their work in progress, focusing particularly on data collected via teacher interviews in 2003. It is a 'good news' story that celebrates a shift in the way school teachers approach ICT, and that shows that teachers are a lot more comfortable with ICT than the authors have previously observed. The authors argue that a significant transition has occurred in the hardware, software and 'warmware', the people and how they can work with the hardware and software as part of their pedagogy. Existing research tends to construct change as something that has to be planned, prepared for and managed (eg. Fullan, 1997), and as something that teachers often resist (eg. Cuban, 1993; Grunberg & Summers, 1992; Hodas, 1998). This paper is distinctive in drawing on Eastern approaches to understanding change. Through an examination of the concepts of "impermanence" and "flow," and how they apply to ICT, schools and teachers' work, we seek to demystify change: Change happens, has happened and will continue to happen. We conclude that teachers' increased familiarity with, and increasingly relaxed approach to, ICT has led to a shift in their attentions, such that they are less concerned with obtaining and mastering particular software and hardware, and more concerned with pedagogy and student learning.

New Australian government funding for the Better Outcomes in Mental Health Care initiative is a significant step forward for mental health, with general practitioners now able to offer direct referrals to psychologists, social workers, occupational therapists and Aboriginal health workers. Incentives for better teamwork between GPs and other mental health professionals have been introduced, but may have unintended consequences, including an exacerbation of workforce shortages in rural and remote areas. Possible solutions to these shortages include rural scholarships for students in the mental health professions; recruitment and retention of students coordinated by university departments of rural health; better access to continuing professional development; and federally funded rural positions and additional financial incentives for rural mental health practitioners.

In recent years many changes to the funding and management of universities have taken place. In the current climate of academia in Australia professional academics find themselves immersed in the culture of the managed university that uses the rhetoric of commitment to flexible delivery to put in place systems designed to increase accountability, surveillance and control. At the same time some argue that the focus on research, quality teaching and effective pedagogy has lessened. The empirical research base for this paper has enabled me to better understand some of the emerging trends my university. It looks at how changes to the experience of being academic impact on the work of academics as the power relations of the university continuously reposition them, and how academics in turn display resistance technologies. Changes to the technologies of management/administration of the university have resulted in what some academics have described as a loss of valuing of their knowledge and expertise and which may be seen by some as a threat to their opportunities to conduct productive educational inquiry.

The teaching and learning of Indigenous African music is characterised as a holistic integrated experience where music, dance and theatre are inseparable, seen as an integral part of culture. The transmission of this experience is absorbed through participation in cultural activities from childhood in the community. In African societies, both traditional and contemporary, musical arts education and the understanding of culture are fundamental to life, community and society. It is through musical arts, that Africans embrace spiritual, emotional, material and intellectual aspects and knowledge of both the individual and the community. This paper reports on an in-service program (August 2006) offered at the Centre for Indigenous African Instrumental Music and Dance Practices (CIIMDA), Pretoria, South Africa. For the purpose of this paper, the one week professional development course undertaken by generalist primary school teachers from Swaziland is highlighted and proves worthy for these teachers to implement what they learnt in the classroom. As a position paper, I contend that the understanding and participation in indigenous cultural musical arts practices, enlightens learners about their cultural heritage and further enriches their understanding of African music and dance that can be adopted, adapted and applied to primary schools in Swaziland. This paper summaries some key findings of interview data from ten participants in relation to the intensive program. By offering such in-service professional development programs, teachers are able to reach their wider communities where they will continue to share and speak about African music, dance and culture.

This article explores the significance of a shift in young people’s professional career from ecological science to environmental education. The article reflects on the role of higher education in addressing social and political issues in environment and sustainability, and then provides an account of a course on environmental education research methodology at the Universidad Nacional Autfinoma de México. The course included participants with an academic and professional background in ecological science who were seeking a change in profession to that of environmental education. It became clear that a shift in profession entails the exploration of an alternative professional philosophy. We draw on some of the participants’ written biographical testimonies to identify some themes around ‘professional turning points’ and conclude that at least for some participants, there is a tension between science education that encourages ‘an aspiration to be objective’ and environmental education that encourages an ‘aspiration to respect the subjective’.

With rapid changes across the world bringing new dynamics and  expectations to daily lives and workplace practices, increasingly workers, employees and organisations are being required quickly to adapt to and adopt new ideas. However, some employers are claiming that, despite the positive rhetoric of current education systems, the skills and attributes needed for success in the contemporary working world are not forthcoming from educational systems. A key ingredient emerging as a new vision to address the existing gap between rhetoric and practice appears to be the development of the skills for lifelong learning. Data collected from 102 employers in Queensland's marketing industries are examined in this paper to illuminate the interface between employers' expectations of business graduates and Queensland's tertiary education system. As a result of this examination, it appears that what the employers desired from graduates was in line with lifelong learning skills at university level, but there is an apparent lack of provision for developing such skills at that level.

Capstone courses are used extensively in teaching information technology to expose students to realistic, work-like situations, though in a controlled environment. The value of the experiences the student engages in, and the skills and knowledge they develop are not questioned, as they are accepted as a beneficial precursor to professional work. The pedagogical methods used to deliver capstone courses vary across academic programme, institution, country and culture. The research explores information technology students’ preferences for the delivery of capstone projects from three different pedagogical delivery approaches and suggests that students want a certain level of anonymity, but at the same time they want direction and assistance when they determine they require it. Emerging from the findings are several recommendations that developers of capstone
 projects and courses may wish to address.

This Report summarises the outcomes of the phases of the Professional
Development for the Future Project and presents the implications of this research for professional development of staff in Vocational Education and Training (VET), as they become knowledge workers.

These shifts are occurring within the knowledge era. Distinguishing features of this era are summarised into four broad areas:
- the importance and value placed on knowledge in organisations
- the time span of discretion
- the complexity of relationships, and
- the ubiquitous nature of information and communication technology.

It is within this context that work is currently performed, and understanding this context provides the foundation for considering new capabilities required in the knowledge era.
Key capabilities required of knowledge workers to work effectively in the
knowledge era were drawn together from an analysis of the theoretical literature and the results of interviews with knowledge workers. The core capabilities identified include:
- adaptive problem solving – becoming designers as well as problem -
solvers
- rapid knowledge gathering and sharing with others
- discriminating between relevant and irrelevant information, and
- understanding and working effectively with the organisation’s culture.

Knowledge era characteristics and knowledge worker capabilities have been mapped to each other illustrating conceptual linkages between these two areas.

Professional development themes drawn from interviews with knowledge
workers are presented. While global trends in knowledge work have been well documented, the impact of these trends on the capabilities of workers, and the ways in which knowledge workers develop these capabilities is less well understood. Their learning methods challenge our current thinking in relation to the ways in which workers acquire skills and knowledge. Some of the professional development methods include seeking exposure to new ideas from a wide variety of sources, embracing intense learning opportunities, and using relationships to increase knowledge.

‘Thought pieces’ (see p17 ff) commissioned for this Project, as well as
subsequent interviews with the authors, provided further insights into the
professional development of knowledge workers. The implications of these insights are an extension of earlier themes and emphasise:
- the emergent nature of knowledge work
- the importance of relationships that facilitate knowledge sharing
- coherent conversations and dialogue
- collaborative work and generosity.

A key insight is the shift from thinking about knowledge work in terms of
borrowed knowledge to an emphasis on generated knowledge within a context.

Data from focus groups of the Project provide further insights for knowledge worker professional development. These augment the perspectives of the earlier data analysis but also add greater emphasis to:
- the clear and direct relationship between professional development and
work and career aspirations of knowledge workers,
- the relationship of professional development to the organisational
mission, and
- the issues of managing and leading knowledge workers and their
development.

As part of this analysis the defining features of organisational life in VET were reviewed in relation to effective professional development of knowledge workers.

The final section of the Report revisits the core dimensions of the Project.
Concise commentaries on working and learning in the knowledge era,
professional development in the knowledge era, and leadership and
management in the knowledge era are presented.

The Report concludes with a discussion of the enablers of professional
development for knowledge workers in VET. This discussion is introduced by a re-statement of the VET sector’s positioning in the knowledge era and the consequences of this for VET managers an d staff in terms of complexity, uncertainty and diminished prospects for accurate predictiveness. The enablers comprised:
- integration of information technology into socio -technical systems
- greater understanding of the organisation from within
- connecting staff to the organisation’s fundamental identity
- connecting to the work and career trajectories of workers
- establishing work structures which integrate the use of professional
development resources with knowledge work
- providing workers with the autonomy to design their own professional
development activities
- building professional development into the iterative nature of knowledge
work, and
- creating organisational contexts that value intuitive thinking and working.

Professional development needs to be thou ght of in a much broader context in the knowledge era. What each VET staff member knows and shares will become increasingly central to their work, and in that sense all VET workers require capabilities for knowledge work. This report accurately describes t he VET context, the capabilities required, and the organisational enablers that will promote ‘knowing’ and thus embed a new style of professional development within VET.

Introduction
Continuing Education (CE) for health professionals is a life-long process which endeavours to update or enhance knowledge, refine skills, reinforce professional values and support the delivery of professional practice. It plays a pivotal role in the maintenance of professional competence and in the past decade participation in CE has become an expectation of, rather than an option for, practising health professionals. The time and resources required from organisers and participants in
CE and the need to ensure practical outcomes justifies a review of current models being used for its delivery. This entails an understanding of the purpose of CE, a consideration of how it should be delivered, and the role played by assessment in achieving the goals of CE.
Aim of Report
The overall aim of this study is to identify important considerations and subsequently make recommendations for the development of an ideal model(s) of CE for community pharmacy.
Goals of Report
1. Define CE and its role.
2. Identify and assess current CE delivery models.
3. Examine the current status of continuing education and registration requirements for pharmacists.
4. Identify barriers to participation in CE.
5. Identify components and considerations for developing a model of CE delivery.
Methods
The following methods were employed for this project:
1. Literature review
A number of electronic databases were systematically searched in order to profile current trends and concepts in CE. CE structures currently in use were investigated by directly accessing the websites of appropriate associations.
2. Stakeholder interviews
A series of semi-structured interviews were completed with stakeholders from CE delivery organisations across a range of professions including pharmacy.
3. Community pharmacy focus groups
A series of focus group teleconferences were held with groups of pharmacists thought to have distinct CE needs: experienced pharmacists (qualified more than 5 years), recently-qualified pharmacists (5 years or less), rural/remote pharmacists, and pharmacists with specialist training
needs (such as Home Medication Reviews). These focus groups asked about participants’ experiences and opinions in relation to many aspects of CE including its delivery and its assessment.

The author draws on her research and evaluation work on a Quality Teacher Program pilot project by the Victorian Department of Education and Training to explain why listening to teachers is leading to just that.

Research on quality in early childhood has consistently shown that staff are the cornerstone of excellence, and that staff training makes a difference to services provided to children and families. There is also a growing awareness of the importance of adopting a planned approach to career development and that this begins with self-assessment, and can be enhanced through the use of guided reflection with a mentor. The Early Childhood Consortium Victoria (ECCV) at The University of Melbourne, has developed a self-assessment manual (SAM) designed as a tool for early childhood practitioners to explore their work in a strategic way. It serves the dual purposes of assisting practitioners to address issues of service quality, as well as promoting individual professional development through reflective practice. SAM has now been piloted in a number of early childhood settings in Australia and this paper presents a formative evaluation of this work and discusses its potential for professional development planning.

In 2002, the senior executive at Deakin University sought applications from staff for academic professional development funding. This was intended to support programs related to the Deakin First Year Initiative, a university-wide coordinated approach to transition. The Faculty of Health & Behavioural Sciences was successful in gaining a grant for the design, implementation and evaluation of a peer mentoring pilot program, which has been introduced this year for students undertaking the Bachelor of Applied Science (Health Sciences). This generic undergraduate program draws from and complements the specialist fields of study on offer in the Faculty. It is very flexible, within given parameters, allowing students to combine study according to their interests, abilities and career aspirations. In this session, we will explore the challenges faced so far by the program managers in devising a program that will successfully cater for approximately 50 first year students undertaking diverse majors across the Faculty.

This questionnaire study examined the adjustment of 245 lone-parenting women following marital separation. A composite model included intrapsychic variables as intervening between demographic and contextual variables and adjustment (life satisfaction). Regression analyses showed that the demographic and contextual variables were partially mediated by the intrapsychic variables. The path model indicated that the intrapsychic variables (sense of coherence, control, depression, and grief) had a direct impact on life satisfaction and that there was an indirect path for depression through sense of coherence (SOC) and control. It was concluded that the intrapsychic variables had a more powerful relationship with women's post-separation life satisfaction than did the demographic/contextual variables. Social implications and recommendations for future policy are considered.

Designing Electronic Learning and Teaching Approaches (DELTA) is an online professional development initiative to support pedagogically-appropriate teaching with technology by showcasing examples of good practice in e-learning. The site aims to increase appreciation of e-learning possibilities for teaching staff through an easy-to-access, just-in-time resource. This paper describes the site and introduces the modular evaluation approach which is being implemented to examine it from different stakeholder perspectives. It then focuses on the first evaluation module which investigates how users perceive and engage with DELTA. The paper provides the initial evaluation findings which will contribute to the ongoing improvement of DELTA as a professional development resource that supports open, distance and flexible learning.
