Recent years have seen a growth in the number of specialist courts operating in Australia, including those which aim to address the needs of mentally disordered offenders. This article describes some of the key characteristics of mental health courts, using case studies from the most established court in Australia, the South Australian Magistrates Court Diversion Program (MCDP). This is followed by a consideration of some factors that may affect the future development of this type of program. It is concluded that there is a need to pay careful attention to issues of risk assessment and risk management if the dual goals of improving both the health of individual and the safety of the community are to be realised.

In exercising vision we employ strategies to perceive space and to distinguish the objects of attention. Some processes however remain invisible to us; how we process binocular vision; and how we resolve vision in motion. This work images invisible motion perspective. Revelation of invisible mechanisms of vision exposes the haptic qualities of sight and their contribution to proprioception and ʻaffordanceʼ. Figuring the ʻvortex of visionʼ also releases symbolic and metaphoric potentials. This innovative outcome of practical research develops imagery which depicts relative movement in space using the principles of motion perspective (Herschel) and optic flow (J. J. Gibson); the locative awareness of volumes in space through the dimensions of time and space presented in 2D imagery. The mural scale (3.5 metres) work presented in 'Circle', a group show of work around the idea of 'the circle' curated by Melinda Capp is derived from a large production of digital photographs made in the London Underground. In this work, the circle is associated with the orbit of the commuter which bends around the twin poles of home and employment, work and rest, circulating in an ellipse around the Ideal Life. Each traveller's path is a braid woven through gyrations of force and resistance. Optic flow, emulated with the rotating lens, tracing the moving subject, makes this visible.

Convergent media and communication technologies have changed what it means for games to be mobile, but play has a mobility of its own that often goes unacknowledged. This article draws together emerging theory from debates in game studies on the separation of the experience of gameplay from the everyday. It examines the metaphor of the ‘magic circle’ and analyses how play, as a mode of experience, is mobilized across dimensions of hardware and software, extending the functions of games beyond the imagining of designers and manufacturers. The article considers what the mobility of play indicates for the player in the creation and management of identity online in the light of game studies consolidation of the magic circle through Goffman’s Frame Analysis. It sees new opportunities in the play of Zombie Media and the role of digital game artifacts in the presentation of the gamer persona, recasting Benjamin and Baudelaire’s flaˆneur as the ‘gameur’.

The increasing research interest on stakeholder analysis in urban planning reflects a growing recognition that stakeholders can and should influence the decision-making. This paper concentrates on exploring the techniques for analysing stakeholders, especially the application of the Stakeholder Circle tool and Social Network Analysis. An urban renewal project and an infrastructure project in Australia are presented as case studies to verify the use of these two techniques. The stakeholders are identified and prioritized from two different points of view, namely, the attribute evaluations in the Stakeholder Circle tool, and the relationship network analysis. The paper ends with a discussion on the strengths and limitations of the techniques for stakeholder analysis. No method for stakeholder identification and prioritization is perfect. The selection of the approaches is an art with extensive considerations of ‘when, what, and how’ to choose methods to achieve the project objectives. Each method has its own strengths and limitations. Combining several methods when necessary is the best way to analyse stakeholders.

Public shaming and humiliation have been used across cultures for centuries to punish offenders and define the boundaries of acceptable behaviour for communities. This article argues that since court-imposed shaming sanctions were phased out in Australia, the news media has assumed responsibility for performing this cultural practice. Through critical engagement with some of the research literature on shaming, the historical shift to the media as the modern pillory is explored. This article looks beyond the doctrine of open justice, which assigns the news media a dual role as a watchdog against injustice and a conduit between the courts and the public, to consider its role in shaming and suggest this role continues to evolve in a changing media landscape.

One of the issues associated with pattern classification using data based machine learning systems is the “curse of dimensionality”. In this paper, the circle-segments method is proposed as a feature selection method to identify important input features before the entire data set is provided for learning with machine learning systems. Specifically, four machine learning systems are deployed for classification, viz. Multilayer Perceptron (MLP), Support Vector Machine (SVM), Fuzzy ARTMAP (FAM), and k-Nearest Neighbour (kNN). The integration between the circle-segments method and the machine learning systems has been applied to two case studies comprising one benchmark and one real data sets. Overall, the results after feature selection using the circle segments method demonstrate improvements in performance even with more than 50% of the input features eliminated from the original data sets.

In the era of information economy, Chinese firms have realised that technology innovation is fundamental for organisations to gain competitive advantages in the global market. This case study evaluates the drivers and antecedents of technology innovation of two emerging Chinese multinational firms. Institutional theory, the resource-based view and the competency-based strategic perspective are used as the basis for case analysis. The findings show some similarities and differences between the growth of Chinese multinational firms and those of more traditional ones. Chinese firms appear not to follow single innovation pathways but take multiple routes combining several types of innovation, such as strategic, organisational and operational innovation. The key component in the successful technology innovation process among Chinese firms was found to be in alignment with several human resource management strategies. The case study concludes with discussion on managerial and pedagogical implications. These help address inherent differences in the innovation management process between emerging Chinese and established multinational firms.

Fingertips of human hand play an important role in hand-based interaction with computers. Therefore, identification of fingertips' positions on hand image is vital for developing a human computer interaction system. All most all of the research works for fingertips detection, initially isolate hand image from the background image. Most of these techniques develop color based segmentation methods because human skin color possess an exceptional characterises that can be used to isolate hand from the rest of the image quite easily. Sometimes color image segmentation becomes difficult due to illumination and background variations. To make it simple and reliable, this paper proposes a robust method for detecting fingertips of a hand image based on the combination of color segmentation and circle detection. Due to the characteristics of circularity of fingertips regions of hand boundary, any existing circle detection algorithms can be applied to detect circles at fingertips region. It is difficult to detect fingertips solely based on the circle detection method. For this reason, initially the proposed method detects all the circular regions on the image applying Circle Hough Transformation (CHT) then the fingertips are selected based on the color characteristics of the fingertips regions. Experimental results show that the proposed approach is promising.
