The term ‘program management’, while referred to occasionally in journals, organisation publications and by training consultants, is not a widely acknowledged notion. While literature on project management is plentiful and the concept is well entrenched in both a practical and academic
sense, program management is a term that is used differently by various sectors. Its meaning is less defined and more broadly applied than that of project management. For example, although Program Managers are sometimes recruited under that title, the definition still remains somewhat
obscure. Seen mostly in the health and education public sectors, program management is commonly thought of as separate to project management but, as this paper will suggest, program management is more likely an extension of project management and a complementary tool to achieving
organisational outcomes. This paper attempts to clarify the distinctions between the management approaches by looking at existing literature and comparing it to common practice in a government instrumentality. It will become apparent that further research is needed regarding this significant
step in the evolution of management practices.

Firefighting foam (Class A foam) is an effective and widespread frrefighting tool often used in environmentally sensitive areas. Although, firefighting foam is known to be ecologically damaging to aquatic invertebrates, application of 1.0% foam to heathland soils showed no detectable impacts on soil invertebrate orders sampled over several months. The results are encouraging for the continued use of Class A foam as a fire suppression technique in areas with high conservation value.

Nursing practice underpinned by humanistic values may promote presence experiences within nurse-patient interactions. These interactions are powerful and beneficial both to nurse and patient. However, the phenomenon of presence is surrounded by competing and confused definitions. Whilst presence is arguably a core aspect of nursing practice, current health care environments significantly influence nurses' opportunities to experience presence.

The National Australia Bank (NAB) is the largest financial services institution listed on the Australian stock exchange and is within the 30 most profitable financial services organisation in the world. In January 2004, the bank disclosed to the public that it had identified losses relating to unauthorised trading in foreign currency options amounting to AUD360 million. This foreign exchange debacle was classified as operational risk, the risk of loss resulting from inadequate or failed processes, people, or systems and reiterated the importance of corporate governance for banks. Concurrent issues of National Australia Bank’s AUD4.1 billion loss on US HomeSide loans in 2001, the degree of strength of their risk management practices and lack of auditor independence, were raised by the US Securities and Exchange Commission in 2004, reinforcing the view that corporate governance had not been given the priority it deserved over a number of years. This paper will assess and critically analyse the impact of corporate governance failure by management and Board of Directors on NAB’s performance over the years 2001-2005.

Background: Active commuting to school may be an important opportunity for children to accumulate adequate physical activity for improved cardiovascular risk factors, enhanced bone health, and psychosocial well-being. The purpose of this study was to examine personal, family, social, and environmental correlates of active commuting to school among children. Methods: Cross-sectional study of 235 children aged 5 to 6 years and 677 children aged 10 to 12 years from 19 elementary schools in Melbourne, Australia. Self-administered questionnaires were completed by parents, and the older children. The shortest possible routes to school were examined using a geographic information system. Results: Among both age groups, negative correlates of active commuting to school included parental perception of few other children in the neighborhood and no lights or crossings for their child to use, and an objectively assessed busy road barrier en route to school. In younger children, an objectively assessed steep incline en route to school was negatively associated with walking or cycling to school. Good connectivity en route to school was negatively associated with walking or cycling to school among older children. Among both age groups, children were more likely to actively commute to school if their route was <800 meters. There were no associations with perceived energy levels or enjoyment of physical activity, weight status, or family factors. Conclusions: For children, creating child-friendly communities and providing skills to safely negotiate the environment may be important. Environmental correlates of active transport in children and adults may differ and warrant further investigation.

Mapping and analysis of the distribution of environmental weeds is an important component of strategic weed management. Such information is particularly important in managing 'native invaders', where invasion characteristics must be clearly understood prior to any management action being taken. This paper reports on an investigation of the current distribution of the native invader Acacia longifolia ssp. sophorae (Labill.) Court (coast wattle) in south-west Victoria, using remote sensing and Geographic Information Systems (GIS). Coast wattle was successfully mapped from Landsat ETM imagery using a supervised classification procedure, with 82%, of coast wattle shown on the map accurately depicting coast wattle on the ground. An estimated 11,448 ha were classified as supporting coast wattle, representing 12% of native vegetation in the study area. A more detailed GIS analysis in the Lower Glenelg National Park revealed coast wattle has invaded a limited number of vegetation types, and is more prevalent close to roads and within management zones associated with disturbance. The current regional extent of the species means widespread control is unlikely; hence the immediate focus should be on preventing further spread into areas where it is currently absent. Landsat imagery also proved to be a successful tool for mapping large scale coast wattle distribution, and could be used in long-term monitoring of the species.

In the emergence of the evidence based practice movement, critical care nurses have struggled to identify scientific evidence on which to base their clinical practice. While the lack of critical care nursing research is a major concern, other important issues have significantly stalled the implementation of evidence even when it is available. A descriptive study of 274 critical care nurses was undertaken to examine nursing research activity in Victorian critical care units. The study aimed to identify critical care nurses' research skills, the barriers encountered in participation and implementation and the current availability of resources.

Results revealed that 42 per cent of the nurses who participated in the study believed that they were not prepared adequately to evaluate research, and less than a third believed they were sufficiently skilled to conduct valid scientific studies. An association was found between nurses' ability to confidently perform research activities and higher academic qualifications. The study found that there is a lack of organisational support and management commitment for the development of evidence based nursing.

In order to facilitate the implementation of evidence based practice, clinicians must be made aware of the available resources, be educated and mentored when carrying out and using clinical research, and be supported in professional initiatives that promote evidence based practice. It is argued that this will have positive implications for patient outcomes in the critical care environment.

A review on current quality management literature discloses a conglomeration of sentiments amongst quality managers with regards to the future of their quality profession. These sentiments can primarily be grouped into two categories: (1) that quality managers will no longer play a role in functional management, as quality will become an integral part of the organization; and (2) alternatively, they will play a significantly different role, leading to a specialized job design (Stratton, 1996, Quality Progress, 29, pp. 73-74). Despite the fact that many have voiced their concerns regarding the future of the quality profession, little formal research has been conducted to address this issue. Thus, the significance of undertaking this research is to aim to verify and substantiate their sentiments. Findings of the research may also contribute as a signal to quality managers with regards to their future roles and may inspire them to prepare themselves better for meeting future qualityrelated endeavours. It is important not to prophesy the precise future role of quality managers, as no one outside the psychic industry will claim to be capable of it. Rather, the research endeavours to predict the role of quality manager in the next decade by conducting interviews with various professionals in the quality-related fields, testing the significance of research questions generated from these interviews through surveys and reviewing current quality manager-related literature. Thus, synthesizing the results from the above-mentioned means to predict the role of quality managers in the years beyond 2000.

One potentially serious impact of environmental weed invasion is an alteration to the fuel characteristics and subsequent fire regimes of an area. Considerable global evidence indicates that environmental weed invasion may produce 'new' fuel types, but there is little documented evidence of the impact of invasive exotic species on fuel characteristics and fire regimes in south-eastern Australia. This study on the impact of invasive exotic grasses in southeastern Australia has revealed major changes to fuel characteristics, particularly fuel loads.
