Online learning environments (OLEs) are now critical to teaching and learning across Australian higher education. Their influence impacts on the availability of content, the design of courses and, perhaps most pedagogically significantly, the nature of communication. The discussion board is the ubiquitous communication tool within these OLEs and hence significantly shapes the kind of communication that takes place. In light of this, the degree to which a successful community of inquiry can be facilitated through the use of discussion boards is examined and compared to the possibilities afforded by weblogs in the same role. Weblogs, it is argued, offer new opportunities in the development of social, cognitive and teacher presence online and should be considered in the development of or alongside established OLEs.

Japanese Lesson Study has come under increasing attention from educators in the West and throughout South-East Asia since it was revealed outside Japan through the release of the TIMSS Video Study. In this paper we argue that Japanese Lesson Study provides a model for large scale, sustainable professional development. In particular, we draw on our own experience of Japanese Lesson Study and the research literature to describe its characteristic features and examine some of the cultural assumptions that underpin its implementation.

Teachers’ and students’ classroom work is increasingly described as knowledge work conducted in a in a rapidly changing globalised, digital world. To enable teachers to effectively support students in the shifting contexts created by constantly emerging new technologies, teacher professional learning has gained prominence as a priority area in education (Yates, 2007). This paper reports on research into teacher and student learning of digital literacies within the context of a project undertaken by a university and an educational authority. The professional learning project was designed to enable practising teachers to engage their students with digital literacies.The project seeks to offer innovative, differentiated professional learning by combining the concept of a collaborative learning community with structures of distributed leadership and processes of inquiry learning. The mixed methods research explored teacher and student learning through online surveys and case studies. Initial findings indicate that teacher agency, knowledge creation and commitment to sustained pedagogical change were fostered through inter- and intra-school communities of inquiry. Purposeful development of digital tools, within the context of teacher inquiry, collaboration and distributed leadership, led to increased and discerning use of these tools by teachers. As a result students had greater school-based access to digital tools and teachers and students worked collaboratively to develop their digital literacies.

Inquiry pedagogies have been an integral mode by which understandings connected to the Humanities have been developed in primary classrooms. For the purposes of this paper, the Humanities incorporates areas of learning associated with Civics and Citizenship, History, Geography and Economics. In primary classrooms, these discipline areas have often been taught in interdisciplinary ways through other iterations such as Social Studies and Studies of Society and Environment. This paper is a reflection on the work with pre-service teachers in a quest to disrupt more traditional and transmissive pedagogies for teaching and learning in this area. It proposes a new way of conceptualising inquiry for rigorous and disciplinary learning.

One groundbreaking aspect of the Wood Royal Commission into police corruption in New South Wales was to recognize the importance of the historical dimension of corruption. The historical consensus is that systemic police corruption emerged in NSW only after the Second World War but, as Wood acknowledged, there has been little detailed research into earlier periods. One window into policing in the 1930s is provided by the Markell Royal Commission, which investigated allegations of police misconduct in relation to illegal bookmaking in 1936. This article explores the evidence gathered by Markell, and argues that his inquiry uncovered a system of entrenched police corruption at a level of complexity previously thought not to have appeared for another decade. It is argued that poor management contributed to the growth of systemic corruption from the early 1930s, and that a defensive and negative reaction to the exposure of this corruption caused an historic opportunity for
reform to be lost.

Of all the difficult conversations to have with the Democratic People’s Republic of Korea (DPRK) regime, the one over human rights has proven the most troubling for the international community. Once human rights issues are placed on the table, diplomatic efforts become quickly de-railed. Because of this, and because issues such as non-proliferation are seen as more pressing than human rights, there has been a conspicuous absence of any official, systematic response to the question of human rights violations in North Korea. Of course, most human rights campaigns experience some amount of politicisation. This is unsurprising, given the deeply political nature of the very concept of human rights. The North Korean human rights issue, however, suffers from this phenomenon more than most, tied up as it is with wider ideological battles that hark back to the circumstances of the division of the Korean peninsula. In this context, the 2014 report delivered by the United Nations (UN) Commission of Inquiry (COI) into North Korean human rights represents an effort to move above and beyond the politicisation of the issue and was largely successful in this regard.

The legal and institutional arrangements for Australian security and intelligence underwent major changes in the 1970s. Existing agencies were publicly acknowledged for the first time, new agencies were established, new powers of investigation and surveillance were introduced and an emergent ‘intelligence community’ was formed. As in Canada (and the USA), numerous ‘crises’ in Australian intelligence practices led to and informed various commissions of inquiry that made visible previously hidden intelligence institutions and associated surveillance practices. Subsequent inquiries, security and intelligence plans, national statements and reforms in Australia built upon these developments, which were indicative of a good measure of continuity in intelligence and surveillance arrangements. This chapter identifies how intelligence and security arrangements were 'problematised’ from the 1970s, and a new ‘intelligence community’ was created as an object of governing.

This paper outlines the structure and content of Research Forum 2: Critical Perspectives on Communities of Mathematical Inquiry, gives a brief review of research in the area, and highlights some key issues.

Paul Keating will be remembered by some Australians as a visionary. As Prime Minister he outlined the structure of external and domestic reform that he believed would guarantee global security for all Australians. Driving these reforms, more often than not, were interstate agreements, often in the form of multilateral treaties, sometimes in the guise of bilateral compromise, rarely as unilateral declarations. In areas as diverse as collaborative scientific research or the protection of children in the workplace, the Keating Executive set out, through codification, to transform Australia’s political landscape. The fields of trade, military, environmental and human rights were all included in the attempts by Keating to forge a new image of and for Australia in the Asia Pacific region. Treaties were vital agents of change in this milieu in the bid to reformulate regional perceptions of Australia. The path of inquiry in this thesis stemmed from a quest to examine the origin, role, purpose and efficacy of treaties in the Keating Government’s foreign policy aimed at regional military security. In order to make this examination it develops a polyphonic1 analytical model whose purpose is to explore the psychopolitical underpinnings of these agreements. Thus the thesis has a two fold task. To develop an analytical model of how treaties work as tools of foreign policy and to outline and assess the Keating treaty strategy. Its principal contribution is on the theoretical side.

This paper focuses on teaching practices intended to support primary school students’ internet inquiries and the development of requisite knowledge and skills. The paper builds on growing knowledge about multimodal pedagogy (e.g., Walsh, 2011) and how such pedagogies not only bring with them intrinsic benefits for student engagement and learning, but also offer opportunities to reinforce and refine traditional print literacies (e.g., McKee and Heydon, 2015). A microethnographic approach is taken, involving a close examination of short classroom episodes. The data include classroom video footage and teacher interviews concerning one lesson where students aged six, seven and eight undertook research using iPads. Within the lesson, the iPads were treated as a suite of resources, tools and channels to be put into operation in the service of student inquiries, where informational texts could be found on the internet and then used as sources for new knowledge and material for the students’ multimedia artefacts. Print literacy skills were similarly treated as resources to be drawn upon in the service of inquiry work. The data is assembled to provide a window into the complexities of teaching in this context, with a particular focus on how new and traditional literacy practices are interwoven. The analysis shows how digital and ‘non-digital’ resources, modes and channels are strategically assembled by the teacher and her students through the practice of fit-for-purpose inquiry, reading and composition strategies. An explicit discourse of purpose is put to work in this classroom to make sense of materials, resources and curricula within a context of contradictory policy discourses. Thus an approach to curriculum and pedagogy is illustrated that lays the foundations for crucial contemporary information literacies, serving our increasingly everyday need to make strategic use of digital and online tools to navigate the internet and shape it for our own purposes. The interdependence of traditional and new literacies in such contexts reveals the nonsense of dominant discourses found in the media that emphasise the importance of one mode or one method, as well as divisive public politics that seeks to perpetuate understandings of traditional and new literacies as dichotomous domains that compete for airtime in classrooms, resulting in teachers’ neglect of literacy ‘basics’. In contrast to popular fears, in this classroom, both digital and traditional literacy skills and knowledge were developed, employed and reinforced as part of the students’ digital work.

This paper uses data from two mathematics lessons to explore the nature of progressive discourse and examine critical features of teacher actions that contribute to mathematics classrooms functioning as communities of inquiry. Features found to promote progressive discourse include a focus on the conceptual elements of the curriculum and the use of complex, challenging tasks that problematised the curriculum; the orchestration of student reporting to allow all students to contribute to progress towards the community's solution to the problem; and a focus on seeking, recognizing, and drawing attention to mathematical reasoning and justification, and using this as a basis for learning.
