Tissue- specific DNA methylation profiles in newborns

Experimental and epidemiological studies demonstrate that fetal growth restriction and low birth weight enhance the risk of chronic diseases in adulthood. Derangements in tissue-specific epigenetic programming of fetal and placental tissues are a suggested mechanism of which DNA methylation is best understood. DNA methylation profiles in human tissue are mostly performed in DNA from white blood cells. The objective of this study was to assess DNA methylation profiles of IGF2 DMR and H19 in DNA derived from four tissues of the newborn. We obtained from 6 newborns DNA from fetal placental tissue (n = 5), umbilical cord CD34+ hematopoietic stem cells (HSC) and CD34- mononuclear cells (MNC) (n = 6), and umbilical cord Wharton jelly (n = 5). HCS were isolated using magnetic-activated cell separation. DNA methylation of the imprinted fetal growth genes IGF2 DMR and H19 was measured in all tissues using quantitative mass spectrometry. ANOVA testing showed tissue-specific differences in DNA methylation of IGF2 DMR (p value 0.002) and H19 (p value 0.001) mainly due to a higher methylation of IGF2 DMR in Wharton jelly (mean 0.65, sd 0.14) and a lower methylation of H19 in placental tissue (mean 0.25, sd 0.02) compared to other tissues. This study demonstrates the feasibility of the assessment of differential tissue specific DNA methylation. Although the results have to be confirmed in larger sample sizes, our approach gives opportunities to investigate epigenetic profiles as underlying mechanism of associations between pregnancy exposures and outcome, and disease risks in later life.

The Interpretation and Revocation of Unilateral Acts in the Strict Sense

It is with increasing frequency that States undertake unilateral acts. For that reason this article undertakes to demonstrate the development of unilateral acts of States in the heart of the International Law Commission of the United Nations - ILC. It analyzes unilateral and autonomous acts which can by themselves have juridical effects. In this sense, silence acquiescence and acceptance may have an influence in these acts.The ILC has studied this issue for ten years, analyzing its interpretation, the specific rules which are applicable, their modification, termination and the revocation of unilateral acts.

Calidad de vida: una medida alternativa para el caso colombiano

El nuevo indicador de condiciones de vida (NICV), es un indicador multivariado de estándar de vida estimado mediante la metodología de componentes principales cualitativas y que incorpora 15 variables, entre las cuales se encuentran algunas de tipo perceptual que lo diferencian del ICV estimado tradicionalmente en Colombia. La incorporación de estas nuevas variables enriquece la discusión actual acerca de la relevancia de cualquier programa de índole social, en la medida en que propone dimensiones más amplias a las utilizadas comúnmente para evaluar las condiciones de vida de los hogares.

Competitividad internacional urbana. Casos: Madrid, Dublín y Copenhague

La asignatura de Competitividad Internacional Urbana (ciu) del programa de Gestión y Desarrollo Urbanos (gdu) de la Universidad del Rosario ha sido desde 2009, cuando asumí su dirección y orientación, un reto permanente de aprendizajes tan estimulantes y variados cuantas ciudades y atributos hay por descubrir en el inmenso mundo de lo urbano-rural-regional. Si bien la competitividad es un asunto urbano-regional antes que nacional, la mayor parte de los enfoques y de las consiguientes referencias bibliográficas abordan la competitividad a nivel nacional siendo relativamente escasas las publicaciones sobre la competitividad urbana. Así, los documentos abordan una descripción general de las ciudades, las causas de las crisis y las consecuencias para la ciudad y su estructura económica, analizadas a partir de los impactos sobre el mercado laboral, los precios de la vivienda, el desarrollo del turismo, entre otros, y las diversas estrategias que adoptaron para afrontar la crisis y convertirla en una oportunidad de desarrollo.
