The problem of land ownership protection in this country is an issue that must be faced by those who have as part of their responsibilities the recognition, the restitution and the reparation of victims of forced displacement. One of the points that must be analyzed is the protection of ownership of urban lands, a subject falling under municipal responsibility. The development of a public policy by the City of Medellín for the protection of such lands is a significant advance for the creation of protocols and for the return of rights to those who have adandoned their lands because of violence or who have been divested of their homes in urban areas.

Transitional provisions are defined as the set of regulations that rule juridical relationships on the occasion of a legislative change. Out of this context of law succession, their indiscriminate application can lead to serious inconsistencies. The analysis of a Spanish private law example is offered to illustrate this fact. It concerns the administrative authorization for the demolition of rented buildings in the cities. A regulation repealed more than fifteen years ago and however widespread utilised on ancient constructions that, after recent urban development, have acquired great economic value; something that in the end explains the current importance of such provisions. What is happening in Spain: denaturalization of the original  figure due to a mixture of formalist interpretations and speculative market interests, is presented here to call the attention on the necessary limitation of transitional provisions’ effects.

This article describes the housing policies displayed historically in B.A. that affected the processes of configuration and of giving hierarchy to the urban space. Since the process of modernization of B.A., at the end of the XIXth century, housing measures, urbanistic projects and political decisions have influenced the building of the city and the space distribution of their inhabitants: in this way, they have integrated some people and excluded others. No wonder, that, historically, popular sectors have established themselves in the South of the city (and in outskirt villages). These zones have been disregarded by the state, which has invested less in these areas. We will see how the connection between state housing policies and the population redistribution in the city, confirms the persistence of a strong process of urban and residential segregation that tends to expel the inhabitants of popular sectors and to attract the ones of the middle-class and high class sectors.

Este artigo discute um tema complexo como é o planejamento urbano e que está passando por uma grande mudança no mundo revolucionado pela reestruturação da produção capitalista iniciada no fi nal do século XX. Esta análise permite uma série de recomendações: dar visibilidade a cidade real ou desconstruir a cidade virtual edifi cada pelo marketing urbano e interessesglobais, dar visibilidade aos confl itos, contruir reforma administrativa, capacitar agentes para o planejamento da ação, desenvolver reforma fundiária.

In this work we analyze the reforms carried out by the Mexican state in the nineties of the 20th century, in the items concerning the policies of housing and urban land, based on an exhaustive review of the main actions, programs and changes in the legal and institutional frame that applies for each of these fields. The nineties represent a "breaking point" in the way the State considers the satisfaction of the right to the housing and attends the offer of urbanized land for a tidy and sustainable urban development. In this period of time, the approach of direct intervention in developing and financing housing and creation of land reserves has changed into another one, ruled by the logic of the market. The balance to the first decade of the 21st century is ambiguous, as neither the housing policy has solved the housing shortage for low-income population, nor the land policy has eliminated the illegal urban growth.

This article presents the results and conclusions obtained from an investigation into the possibilities of qualifying urban outskirts of Bogota with regard to the construction of public areas. The discussion presents the results obtained in previous investigations which give reason to conclude that the city’s outskirts are currently equipped with insuffi cient basic urban services and equipment. Questions are raised in regards to the proposals of the Plan for Territorial Organization (POT as abbreviated in Spanish) according to now known facts. From analysis both of currently known facts as well as the proposals of the Plan for Territorial Organization advancement is made in the analysis of the existing possibilities in the latter scenario to improve the condition of the admittedly unarticulated and defi cient urban outskirts, especially for the development of low cost housing.

The growth and expansion of cities during the last century can’t be seen without taking into account the important role they have assumed in the transport infrastructure. In Bogota have passed trough streetcar, buses and automóviles was deciding for the city, because all this periods marked a drastic change in growth morphology. This article studies the planning of Mass Transit System –MTS– Transmilenio and its interaction with the urban structure, in light of the current city planning framework. It also specifies the behavior of land use in the construction of the system first phase. One of the most important findings of this study is that there is no articulation between land and transport use system, despite the decisions taken in the ordering model. Similarly, local and intermediate planning exhibits Peak articulation.The existing infrastructure of the MTS reiterates the tendency to concentrate the accessibility in one place: the center has the largest accessibility whereas periphery fails to overcome its limitations of accessibility. While the city continued with this trend the existence of a coordinated planning system for Bogota and the ability to meet expectations of planning model is questionable, however it is something that depends not only on MTS.

The urban growth in Latino American cities, in a neoliberal context, has led to several population groups to having no possibilities to the access to urban land. Informal and irregular urban settlements increase, requiring attention from local governments, with actions and strategies in order to achieve both the regularization of such situation and further prevention. In the city of Córdoba different informal and irregular operations have taken place promoted by different actors. Furthermore, policies focused on regularization which have been promoted, have few intervention mechanisms, a fact that becomes critical, especially for the urban problems it causes. The main aim of this article is to present a classification over different modes of urban land acquirement taking place out of both urban and civil legislations. Afterwards, different informal settlement typologies are described, as well as the policies focused on them, together with their respective effects and impacts.

The study of the growth of large cities, in the urban periphery or the peri-urban areas specifically, it relates to environmental degradation due to urbanization, if it is estimated that since 2008 more than half of the world population living in urban areas, this sector is affected as it presents overcrowding, segregation and deterioration of physical conditions, which will impact on the social aspects within localities. This great urban growth has usually developed with the lack of environmental planning.So it is necessary to include urban development, guidelines towards environmental conservation and rehabilitation of the territory. The future of cities will depend largely on the actions taken now. As urban development inevitably requires planning urban settlements through sustainable development so as to provide alternative technologies, based on the reality of Latin American countries.In the peripheral area of the Metropolitan Zone of Guadalajara, is taken as a case study of the town of La Venta del Astillero, which by its nature allows access and functionality to develop a set of criteria and indicators to urban sustainability, which can take as a model for other communities in the urban periphery.

The present article analyze the urban transformations happened in the sector of Saint Victorino and Saint Ines in the city of Bogota D.C. between 1948 and 2010, making use of the "Genealogical Methodology" during the process of inquiry that allow to contrast the visions that are usually accepted of "progress" and "urban renovation" in the urban market context by the existence of a informal economic and a population in conditions of marginality that configures a good part of the "popular urban culture" of the Bogota in the 20th and 21st century. This vision permit to observe from various perspectives the changes that happened in this sector of the city, the impacts of the history facts occurred en this time period and, in special, the real effects of a rearrangement urban process that began in 1998 and has been prolonged to date, which has left a significant mark about the urban and social physiognomy of the place.

The review of the terms used as keywords in three journals (published in Mexico and Chile) and the Brazilian meetings of regional and urban research are used to analyze the trends in housing research. Their dynamics are interpreted in the light of the general changes identified for urban and regional  research, synthesized by other authors as the emergence of new research topics and agents of urban change (civil society, participation, environment, gender) and the process of globalization (in its facets  of productive restructuration, job flexibility, social exclusion) as a general framework of analysis. It is found that the central themes of research in housing relate primarily to government action in  housing. New concerns, such as citizen participation, the environment or gender are linked to these actions as normative elements to the evaluation of programs or policies, but not as autonomous fields of study of the housing.In addition to this central concern, a significant growth of academic  production and  ome indication of the internationalization of research are mentioned

The objective of this document is to identify the behavior of the academic international production in urban history, from the bibliographical records index-linked in Scopus between 1973 and 2010. We use bibliometric indicators from SCImago Group, applying them to the production in the field of arts and humanities. Afterward, we corroborate the results obtained with the indicators calculated exclusively for 1.098 records of urban history. A geographical concentration is observed in the mechanisms of diffusion, authors and institutional affiliation. Likewise, we identify that over 50% of the works published between 1973 and 2010 have not been used by other authors to create new knowledge.

En este artículo* se repiensa el concepto de “ciudad” mediante una aproximación epistemológica a la relación universidad-ciudad en tanto problema filosófico contemporáneo con el propósito de identificar aquellos aspectos provenientes de las teorías urbanas que permitan responder crítica y creativamente a las siguientes preguntas: ¿cómo repensar con rigor teórico-metodológico la relación universidad-ciudad en tanto problema filosófico contemporáneo? y ¿cómo producir, justificar y usar conocimiento para repensar el sentido y el contenido de la relación entre los conceptos de campus universitario y de lo social?En respuesta a la primera pregunta se abordan, en primer lugar, los conceptos de ciudad moderna y de metrópoli contemporánea señalando elementos generales de la relación universidad-ciudad en los orígenes de la ciudad moderna y elementos específicos de esa misma relación en las transformaciones de la metrópoli contemporánea. En segundo lugar, se destacan las connotaciones del concepto de ciudad moderna, entendido como la operación de reunir agrupaciones de operaciones diferenciadas, y las connotaciones del concepto de metrópoli contemporánea, entendido como territorialidad de la aberración del sentido común de la modernidad en su actual fase escotósica de globalización informatizada. En tercer lugar, se presenta el concepto de campus universitario desagregado en los modelos de ciudad universitaria y de universidad ciudadana, destacando las lógicas de las territorialidades de la ciudad moderna y de la metrópoli contemporánea para mostrar la falsa dualidad existente entre tales modelos y entre tales lógicas.Como respuesta a la segunda pregunta se presenta el método de la tematización metafórica, mediante cuya aplicación se propone: i) repensar el concepto de “ciudad”, re-entendiéndolo como probabilidad emergente de un organismo vivo; ii) repensar el concepto de “lo social”, re-concibiéndolo como campo relacional entre manifestaciones conscientes del ser en proceso de totalización inacabado y iii) repensar el concepto de “región”, re-entendiéndolo como categoría de análisis espacio-temporal, territorial, jurisdiccional y funcional del campo relacional de lo social.Finalmente, se plantea un nuevo interrogante en torno a si, acaso, desde el sentido de trascendencia del intercambio orgánico de energía entre manifestaciones conscientes del ser, sea posible proponer un enfoque regional para la alternatividad al desarrollo desde teorías de complejidad como un paso siguiente a esta aproximación epistemológica de la relación universidad-ciudad en tanto problema filosófico contemporáneo.* Artículo basado en el ensayo titulado ¿“CIUDAD”?: REGIÓN. Este artículo hace parte del Programa Docente Individualizado del autor con miras a la propuesta de un “Enfoque regional para la alternatividad al desarrollo ERPAD: una aproximación epistemológica desde las teorías de complejidad”, en el marco del Programa de Doctorado en Urbanismo ofrecido por la Universidad Central de Venezuela en convenio con la Universidad Nacional de Colombia.-----This article reviews the concept of “city” through an epistemological approach to the contemporary philosophical problem of the university-city relationship, with the purpose of identifying those elements of urban theories that can help to provide a critical and creative answer to the following questions: How can the contemporary philosophical problem of the university-city relationship be reviewed with scientific rigor, that is, by using theories and methods thoroughly? How to produce, justify and use knowledge to review the meaning and content of the relationship between the concepts of university campus and social sphere?In order to answer the first question, the concepts of ‘modern city’ and ‘contemporary metropolis’ are initially discussed; general elements of the relationship university-city can be found in the origins of modern cities, whereas more specific ones can be identified in the transformations of contemporary metropolis. Secondly, the author highlights the connotations of the concept of ‘modern city’ –the act of gathering groups which perform different operations—, as well as those of the concept of ‘contemporary metropolis’ –a territory where common sense becomes aberrant in the current stage of computerized globalization. Thirdly, the concept of ‘university campus’ is disintegrated into the models of a city for university students and a university for citizens; the logic behind territoriality in modern cities and contemporary metropolis is pointed out in order to show the false duality between such models and such logic.To answer the second question, the metaphoric thematization method is introduced with the purpose of: i) reviewing the concept of ‘city’, so that it is understood as a new possibility for living organisms; ii) reviewing the concept of ‘social sphere’, so as to conceive it as the arena where man’s conscious manifestations relate to each other in an unfinished process of totalization; and iii) reviewing the concept of ‘region’, so that it can be seen as a type of spatial, time, territorial, jurisdictional and functional analysis of the arena where social matters relate.Finally, a new question is raised as to whether, in fact, from the transcendence of the organic exchange of energy between man’s conscious manifestations, it is possible to put forward a regional approach from the complexity of theories as an alternative for development, as the next step to be taken after this epistemological approach to the contemporary philosophical problem of the university-city relationship.
