La figura de testigo en la elaboración del trauma y memoria colectiva en contextos de conflicto armado : una revisión de literatura

La presente revisión de la literatura tiene el objetivo de identificar el rol que desempeña el testigo en la elaboración individual del trauma y el papel que cumple en el establecimiento de la memoria colectiva en contextos de conflicto armado. El papel del testigo, dentro de esta situación, puede ser adoptado por el agresor, la víctima o un tercero que presencia una escena, cumpliendo con diversas funciones tanto a nivel individual como colectivo, no solo en el área jurídica, también en la antropológica, psicológica, histórica, entre otras. Su principal producción, que corresponde al testimonio, media procesos tales como la elaboración del trauma y la constitución de la memoria colectiva. El testimonio, siendo una producción lingüística, por medio de la palabra y el silencio, funciona como una herramienta con la que cuenta tanto el sujeto como las sociedades para dar sentido a su existencia. La acción de testimoniar, a través de la virtud creadora del lenguaje, permite articular a nivel individual las experiencias limite vividas por un sujeto, teniendo igualmente un efecto reparador dentro del tejido social una vez alterado.

Nongenetic inheritance, linguistic competence, prenatal experience and behavior manipulation: recent contributions from behavioral neurobiology and neuropsychology to the explanation of behavior

This article gives an overview of presuppositions and explanations posed by behaviorist psychology (particularly its radical branch), cognitive–nativist sciences (i.e. psycholinguistics and a branch of cognitive psychology) and other disciplines regarding important psychological events such as anxiety, stress, fear, mood states and language. In relation to the discussion of environment versus genetics, contributions from behavioral neurobiology and neuropsychology are added, showing evidence of traits that can be multigenerationally inherited in a non-genetic way, which have an impact thought the life of organisms and on their way of interacting with the environment; ways in which behavior can be altered by recently unsuspected environmental agents or events, and the overlooked role of prenatal experiences in the explanation of behavior. The evidence calls into question presuppositions made by the academic disciplines listed above, and suggests alternative behavior reinterpretations and explanations

The politics of resource booms

This paper develops a simple model to investigate how resource-driven economic booms shape the equilibrium political institutions of resource-rich societies and influence the likelihood of experiencing civil war. In our model a strong government apparatus favors property rights protection but also makes the state more powerful and hence may induce predatory autocratic regimes over democracy. We characterize the parameter space of each political outcome in terms of the type of the available natural resources. Economic booms based on resources that are privately exploited empower the citizens and tend to ease democratic transitions. In contrast, booms based on resources exploited by the state tend to favor more dictatorial regimes. Finally, economic booms based on resources that can be exploited either by the state or by private citizens incite preemptive actions by both parties that may result in civil war. We discuss the predictions of the model using historical and contemporary examples.

Natural resource windfalls and efficiency of local government expenditures: evidence from Peru

We study the role of natural resource windfalls in explaining the efficiency of public expenditures. Using a rich dataset of expenditures and public good provision for 1,836 municipalities in Peru for period 2001-2010, we estimate a non-monotonic relationship between the efficiency of public good provision and the level of natural resource transfers. Local governments that were extremely favored by the boom of mineral prices were more efficient in using fiscal windfalls whereas those benefited with modest transfers were more inefficient. These results can be explained by the increase in political competition associated with the boom. However, the fact that increases in efficiency were related to reductions in public good provision casts doubts about the beneficial effects of political competition in promoting efficiency.
