Interpersonal comparison of welfare in Harsanyi’s veil-of-ignorance model

Selon le voile d’ignorance proposé par John Harsanyi (1953, 1955), l’observateur rationnel derrière le voile d’ignorance cherche à maximiser la somme des utilités individuelles. Cependant, le modèle d’Harsanyi est fondé sur une hypothèse erronée que la fonction d’utilité à la von Neumann-Morgenstern de l’observateur permet la comparaison interpersonnelle de bien-être. Ce papier suggère une modification du modèle d’Harsanyi qui permet la comparaison interpersonnelle de bien-être, en utilisant les années de vie en parfaite utilité ou les années de vie heureuse comme mesure du bien-être.

Welfare criteria from choice: the sequential solution

We study the problem of deriving a complete welfare ordering from a choice function. Under the sequential solution, the best alternative is the alternative chosen from the universal set; the second best is the one chosen when the best alternative is removed; and so on. We show that this is the only completion of Bernheim and Rangel's (2009) welfare relation that satisfies two natural axioms: neutrality, which ensures that the names of the alternatives are welfare-irrelevant; and persistence, which stipulates that every choice function between two welfare-identical choice functions must exhibit the same welfare ordering.

Les contrôles à l'aide sociale: l'expérience québécoise des visites à domicile

Each year since 1986, between 100,000 and 135,000 households of Quebec welfare recipients have been visited by welfare inspectors, without any prior evidence of fraud. Yet, we know very little about the relevance and meaning of such controls. Following a review of the Quebec debate on this question, we try to evaluate the relevance of home visitations given the government's objectives, which focus on the reduction of errors and fraud. Since from this strictly administrative point of view, the results appear dubious, we also analyse the broader political meaning of the operation.
