Uusi patoturvallisuuslaki (494/2009) tuli voimaan 1.10.2009 ja valtioneuvoston asetus patoturvallisuudesta (319/2010) 5.5.2010. Tämä patoturvallisuusopas korvaa patoturvallisuusohjeet (MMM:n julkaisuja 7/1997), jotka poistuivat käytöstä 1.10.2009. Patoturvallisuusoppaassa esitetty ei ole padon omistajaa sitovaa, vaan oppaan tarkoitus on täydentää ja selventää esimerkein ja selostuksin laissa ja asetuksessa esitettyä. Oppaassa käsitellään padon suunnittelua kuten hydrologista mitoitusta ja padon teknisiä turvallisuusvaatimuksia, padon rakentamista ja käyttöönottoa sekä vahingonvaaraselvitystä, padon omistajan turvallisuussuunnitelmaa sekä padon kunnossapitoa, käyttöä, tarkkailua, vuosi- ja määräaikaistarkastuksia. Padot luokitellaan vahingonvaaran perusteella luokkiin 1, 2 ja 3. Luokittelua ei tarvitse kuitenkaan tehdä, jos patoturvallisuusviranomainen katsoo, että padosta ei aiheudu vaaraa. Jokaiselle luokitellulle padolle on padon omistajan laadittava tarkkailuohjelma, jonka patoturvallisuusviranomainen hyväksyy päätöksellään. Padosta aiheutuvan vahingonvaaran selvittämiseksi 1-luokan padon omistajan on laadittava vahingonvaaraselvitys padosta ihmisille, omaisuudelle ja ympäristölle aihetuvasta vahingonvaarasta. Myös muusta kuin 1-luokan padosta voi patoturvallisuusviranomainen määrätä tehtäväksi vahingonvaaraselvityksen luokittelua varten. Padon omistajan on laadittava 1-luokan padolle turvallisuussuunnitelma onnettomuus- ja häiriötilanteiden varalle. Suunnitelmassa esitetään padon omistajan omatoiminen varautuminen em. tilanteiden varalle. Pelastusviranomainen arvioi tapauskohtaisesti pelastuslain mukaisen suunnitelman laatimistarpeen. Padon omistajan on toimitettava patoturvallisuusviranomaiselle tietojärjestelmään vietäväksi patoturvallisuusasetuksessa mainitut tiedot. Patoturvallisuusviranomaisen ja padon omistajan on säilytettävä kustakin luokitellusta padosta ajantasaiset tulosteet tietojärjestelmästä sekä muut padon turvallisuuden kannalta tärkeät asiakirjat patoturvallisuuskansiossa siten, että ne ovat mahdollisissa häiriötilanteissa nopeasti saatavilla.

A new Dam Safety Act (494/2009) came into force on 1st October 2009 and a Government Decree on Dam Safety (319/2010) on 5th May 2010. This Dam Safety Guide replaces the Dam Safety Code of Practice (Publication of the Ministry of Agriculture and Forestry 7/1997), removed from circulation on 1st October 2009. The Dam Safety Guide is not binding on the dam owner; the purpose is to complement and elucidate the relevant law and and decree through examples and descriptions. The Guide takes up questions concerning dam design, for instance hydrological dimensioning and technical safety requirements, dam construction and use, the dam break hazard analysis and the dam owner’s emergency action plan, maintenance, use, monitoring as well as the annual and periodic inspections. Dams are classified according to the hazard they pose into class 1, 2 or 3 dams. The classification is not needed, if, according to the dam safety authority, the dam poses no danger. The owner of a classified dam must prepare a monitoring programme, to be approved by decision of the dam safety authority. To establish the hazard caused by a dam, the owner of a class 1 dam must prepare an analysis of the dam hazard to humans and property as well as to the environment. The dam safety authority may also require a dam break hazard analysis for a dam other than class 1 dam if deemed necessary for classification. The owner of a class 1 dam must prepare a plan of measures in case of emergency or operational failure. The plan shall present the dam owner’s state of preparedness to act on their own initiative in the situations described above. In each case, the rescue authorities make a separate assessment for the need to prepare a plan as set out in the Rescue Act. The dam owner must provide the information specified in the Dam Safety Decree to be entered into the dam safety information system. The dam safety authority and the owner of the dam must keep up-to-date printouts in their own dam safety files from the information system for each dam as well as other important documents connected with dam safety to ensure that these are readily available in case of disturbance.

Contemporary organisations have to embrace the notion of doing ‘more with less’. This challenges knowledge production within companies and public organisations, forcing them to reorganise their structures and rethink what knowledge production actually means in the context of innovation and how knowledge is actually produced among various professional groups within the organisation in their everyday actions. Innovations are vital for organisational survival, and ‘ordinary’ employees and customers are central but too-often ignored producers of knowledge for contemporary organisations. Broader levels of participation and reflexive practices are needed. This dissertation discusses the missing links between innovation research conducted in the context of industrial management, arts, and culture; applied drama and theatre practices (specifically post-Boalian approaches); and learning – especially organising reflection – in organisational settings. This dissertation (1) explores and extends the role of research-based theatre to organising reflection and reflexive practices in the context of practice-based innovation, (2) develops a reflexive model of RBT for investigating and developing practice-based organisational process innovations in order to contribute to the development of a tool for innovation management and analysis, and (3) operationalises this model within private- and publicsector organisations. The proposed novel reflexive model of research-based theatre for investigating and developing practice-based organisational process innovations extends existing methods and offers a different way of organising reflection and reflexive practices in the context of general innovation management. The model was developed through five participatory action research processes conducted in four different organisations. The results provide learning steps – a reflection path – for understanding complex organisational life, people, and relations amid renewal and change actions. The proposed model provides a new approach to organising and cultivating reflexivity in practice-based innovation activities via research-based theatre. The results can be utilised as a guideline when processing practice-based innovation within private or public organisations. The model helps innovation managers to construct, together with their employees, temporary communities where they can learn together through reflecting on their own and each others’ experiences and to break down assumptions related to their own perspectives. The results include recommendations for practical development steps applicable in various organisations with regard to (i) application of research-based theatre and (ii) related general innovation management. The dissertation thus contributes to the development of novel learning approaches in knowledge production. Epävarmuus ei ole outoa enää julkishallinon alueellakaan. Globalisaation,tietotalous ja muut yksityissektoria ravistelleet ilmiöt ovat lisänneet mielenkiintoa erilaisiin tekniikoihin joilla voidaan lievittää epävarmuudesta aiheutuvia ongelmia. Tämä raportti kuvailee skenaariosuunnittelun käyttöä eräänä mahdollisuutena epävarmuuden hallintaan julkishallinnossa ja yksityissektorilla. Raportti sijoittuu samaan skenaariotutkimuksen jatkumoon edellisten LTY:ssä toteutettujen skenaariotutkimusten kanssa. tutkimus valottaa tutkimuksen ja käytännön työn nykytilaa helposti hyödynnettävässä muodossa. Rapostin kontribuutio on kuvata tutkimukseen perustuva tuettu skenaarioprosessi ja syntyneet skenaariot, keskittyen prosessin tukemiseen eri menetelmin.

Diplomityössä on tutkittu sulautetun järjestelmän liittämistä Ethernet-verkkoon sekä TCP/IP-protokollapinoon kuuluvien tavallisimpien protokollien toimintaa. Työn tuloksien perusteella on suunniteltu harjoitustyö, jota voidaan käyttää sähkötekniikan osaston opetuksessa. Työssä hankittiin Atmelin sulautettu Web-serverikortti (EWS) ja STK500-kortti serverin ohjelmointiin. Serverin mukana tuli Internet-yhteyden mahdollistava TCP/IP-pinon lähdekoodi. Työssä selvitettiin TCP/IP:hen kuuluvien protokollien toimintaa teoriassa ja käytännön toteutusta EWS:n avulla. Lähdekoodiin lisättiin ominaisuudet, joiden avulla laite hakee kellonaikatiedot aikapalvelimelta time-protokollaa käyttäen ja lähettää sähköpostia määriteltyyn osoitteeseen sähköpostipalvelimen kautta. Laitetta käytettiin sekä palvelimena että asiakkaana. Työssä perehdyttiin sulautettujen järjestelmien yleisiin ominaisuuksiin ja erilaisiin verkonhallinnan apuohjelmiin. Työssä tutkittiin palvelin- ja asiakaskoneen välillä Ethernetissä kulkevaa verkkoliikennettä. Työssä minimoitiin protokollatiedostojen viemä tila prosessorin muistista ja tutkittiin Internet-yhteyden kuluttamien kellojaksojen määrää. Työssä selvitettiin tietoturva-kysymysten merkitystä ja toteutusta sulautetuissa järjestelmissä.

Tutkimuksen tavoitteena on kehittää Etelä-Karjalan Osuuspankin sisäiselle tarkastukselle monikanavaisen palvelumallin mukainen tarkastusmalli. Tutkimusote on näin ollen konstruktiivinen. Tutkimuksessa määritellään sisäisen tarkastuksen tavoitteet, tehtävät ja normit. Lisäksi perehdytään sisäisen tarkastuksen toimintaan pankeissa. Tutkimuksessa tutkitaan myös miten sisäinen tarkastus tarkastaa prosesseja. Tutkimuksen empiirisessä osassa perehdytään Etelä-Karjalan Osuuspankin sisäiseen tarkastukseen ennen monikanavaista palvelumallia. Lisäksi tutkitaan, mitä monikanavamalli-käsite tarkoittaa. Sen jälkeen määritetään monikanavamallin tavoitteet ja tehtävät pankissa sekä tutkitaan sen vaikutuksia sisäiseen tarkastukseen. Monikanavamallin mukainen tarkastusmalli kehitetään tutkimalla, mitä pankin asiakasprosesseista tulee tarkastaa. Tarkastusmallia kehitetään rakentamalla prosessien sisäisen tarkastuksen kaavio, jonka perusteella kehitetään puolestaan sisäisen tarkastuksen raportointipohjat. Monikanavamallin mukaisessa sisäisen tarkastuksen suorittamisessa hyödynnetään kehitettyjä raportointipohjia, Osuuspankkitarkastuksen listaa sisäisen valvonnan ja sisäisen tarkastuksen kohteista sekä esimiesvalvonnan raportteja. Kehitettyjä raportointipohjia testataan ensin osittain ja sitten kokonaisuutena päivittäisten raha-asioiden prosessin osalta. Lopputuloksena todetaan, että kehitetty tarkastusmalli on toimiva käytännössä ja sitä voidaan kehittää jatkossa sisäisen tarkastuksen tarpeiden mukaan.

Ethical problems occurring during the practical training period of Finnish nursing students The present study focused on nursing students adopting the professional code of conduct during their supervised practical training. The study was carried out in two phases. During the first phase, the objective was to survey ethical problems occurring in practical training as well as how these problems are detected and resolved by nursing students and their supervisors at different stages of their studies. In the second phase, the capability of the nursing students about to graduate to detect and resolve ethical problems was described and analyzed. The students’ capacity for self-instruction, independent search for information as well as factors related to teaching of ethics were determined within this phase. Further, an extensive literature review was carried out to complement the study. Thus, the main objective of the thesis was to make suggestions for the development of the teaching of ethics and supervision in nursing studies and in practice. In the first part of the empirical phase (2002–2005), the views of the nursing students (n =18) were clarified with themed open essay questions. Furthermore, the views of the supervising nurses (n = 115) were established by utilizing a series of themed questions and group interviews. During the second phase (2006–2007), the data for the analyses were collected from nursing students in their graduating stage (n = 319) by a national Internet-based questionnaire. The results of the first phase were examined with contentanalysis and those of the second phase both statistically and by using content analysis. Ethical problems occurring during supervised practical training were typically connected to a patient or a client, a member of the nursing staff or to a student, while solutions were connected to preparation and the action to solve the problem in question. Ethical dilemmas were classified as legal, ethical comportment and uncertainty problems as well as personal and institutional ones. The solutions for these problems were further grouped as based on facts, instructor/staff/member/specialist or patient/client/relative. The results showed that although the nursing students about to graduate had detected many ethical problems both independently as well as together with the nursing staff during every practical training period, they were able to resolve only few of them. Ethical problems were most frequently encountered during training in psychiatric nursing. On the grounds of their own impressions, the nursing students stated that their ability to detect and solve ethical problems improved during their training period. The primary factors related to this enhancement of their skills were teaching and the students’ readiness for selfinstruction. Gender, orientation of the studies and age were observed to be the most important among the underlying factors influencing the capability to detect and solve ethical problems as well as to engage in self-instruction. Based on the results obtained, suggestions for development as well as topics for further studies are presented through teaching of professional ethics and supervision during practical training.

In the network era, creative achievements like innovations are more and more often created in interaction among different actors. The complexity of today‘s problems transcends the individual human mind, requiring not only individual but also collective creativity. In collective creativity, it is impossible to trace the source of new ideas to an individual. Instead, creative activity emerges from the collaboration and contribution of many individuals, thereby blurring the contribution of specific individuals in creating ideas. Collective creativity is often associated with diversity of knowledge, skills, experiences and perspectives. Collaboration between diverse actors thus triggers creativity and gives possibilities for collective creativity. This dissertation investigates collective creativity in the context of practice-based innovation. Practice-based innovation processes are triggered by problem setting in a practical context and conducted in non-linear processes utilising scientific and practical knowledge production and creation in cross-disciplinary innovation networks. In these networks diversity or distances between innovation actors are essential. Innovation potential may be found in exploiting different kinds of distances. This dissertation presents different kinds of distances, such as cognitive, functional and organisational which could be considered as sources of creativity and thus innovation. However, formation and functioning of these kinds of innovation networks can be problematic. Distances between innovating actors may be so great that a special interpretation function is needed – that is, brokerage. This dissertation defines factors that enhance collective creativity in practice-based innovation and especially in the fuzzy front end phase of innovation processes. The first objective of this dissertation is to study individual and collective creativity at the employee level and identify those factors that support individual and collective creativity in the organisation. The second objective is to study how organisations use external knowledge to support collective creativity in their innovation processes in open multi-actor innovation. The third objective is to define how brokerage functions create possibilities for collective creativity especially in the context of practice-based innovation. The research objectives have been studied through five substudies using a case-study strategy. Each substudy highlights various aspects of creativity and collective creativity. The empirical data consist of materials from innovation projects arranged in the Lahti region, Finland, or materials from the development of innovation methods in the Lahti region. The Lahti region has been chosen as the research context because the innovation policy of the region emphasises especially the promotion of practice-based innovations. The results of this dissertation indicate that all possibilities of collective creativity are not utilised in internal operations of organisations. The dissertation introduces several factors that could support collective creativity in organisations. However, creativity as a social construct is understood and experienced differently in different organisations, and these differences should be taken into account when supporting creativity in organisations. The increasing complexity of most potential innovations requires collaborative creative efforts that often exceed the boundaries of the organisation and call for the involvement of external expertise. In practice-based innovation different distances are considered as sources of creativity. This dissertation gives practical implications on how it is possible to exploit different kinds of distances knowingly. It underlines especially the importance of brokerage functions in open, practice-based innovation in order to create possibilities for collective creativity. As a contribution of this dissertation, a model of brokerage functions in practice-based innovation is formulated. According to the model, the results and success of brokerage functions are based on the context of brokerage as well as the roles, tasks, skills and capabilities of brokers. The brokerage functions in practice-based innovation are also possible to divide into social and cognitive brokerage.

The thesis consists of four studies (articles I–IV) and a comprehensive summary. The aim is to deepen understanding and knowledge of newly qualified teachers’ experiences of their induction practices. The research interest thus reflects the ambition to strengthen the research-based platform for support measures. The aim can be specified in the following four sub-areas: to scrutinise NQTs’ experiences of the profession in the transition from education to work (study I), to describe and analyse NQTs’ experiences of their first encounters with school and classroom (study II), to explore NQTs’ experiences of their relationships within the school community (study III), to view NQTs’ experiences of support through peer-group mentoring as part of the wider aim of collaboration and assessment (study IV). The overall theoretical perspective constitutes teachers’ professional development. Induction forms an essential part of this continuum and can primarily be seen as a socialisation process into the profession and the social working environment of schools, as a unique phase of teachers’ development contributing to certain experiences, and as a formal programme designed to support new teachers. These lines of research are initiated in the separate studies (I–IV) and deepened in the theoretical part of the comprehensive summary. In order to appropriately understand induction as a specific practice the lines of research are in the end united and discussed with help of practice theory. More precisely the theory of practice architectures, including semantic space, physical space-time and social space, are used. The methodological approach to integrating the four studies is above all represented by abduction and meta-synthesis. Data has been collected through a questionnaire survey, with mainly open-ended questions, and altogether ten focus group meetings with newly qualified primary school teachers in 2007–2008. The teachers (n=88 in questionnaire, n=17 in focus groups), had between one and three years of teaching experience. Qualitative content analysis and narrative analysis were used when analysing the data. What is then the collected picture of induction or the first years in the profession if scrutinising the results presented in the articles? Four dimensions seem especially to permeate the studies and emerge when they are put together. The first dimension, the relational ˗ emotional, captures the social nature of induction and teacher’s work and the emotional character intimately intertwined. The second dimension, the tensional ˗ mutable, illustrates the intense pace of induction, together with the diffuse and unclear character of a teacher’s job. The third dimension, the instructive ˗ developmental, depicts induction as a unique and intensive phase of learning, maturity and professional development. Finally, the fourth dimension, the reciprocal ˗ professional, stresses the importance of reciprocity and collaboration in induction, both formally and informally. The outlined four dimensions, or integration of results, describing induction from the experiences of new teachers, constitute part of a new synthesis, induction practice. This synthesis was generated from viewing the integrated results through the theoretical lens of practice architecture and the three spaces, semantic space, physical space-time and social space. In this way, a more comprehensive, refined and partially new architecture of teachers’ induction practices are presented and discussed.

Luettaessa uutisia lehdestä harvoin pohditaan sitä, onko toimituksellisessa työssä noudatettu lakia ja alan eettisiä ohjeita. Lukija luottaa siihen, että sääntöjä noudatetaan, mutta näin ei aina ole. Käytettäessä materiaalia toiselta lehdeltä jätetään alkuperäinen lähde usein mainitsematta. Tämän tutkielman tarkoituksena on selvittää keskeiset tekijänoikeuslain pykälät ja käytännössä kaikkein keskeisimmät Journalistin ohjeet sanomalehden toimittajan työssä ja miten nämä säännöt pääosin ilmenevät. Suoritetun kyselytutkimuksen perusteella tekijänoikeuslain pykälä oikeus uutisoida toisen lehden uutinen ja Journalistin ohjeista sääntö, jonka mukaan sisältöratkaisut on tehtävä journalistisin perustein, ovat keskeisimpiä sääntöjä käytännön työssä. Tutkimuksessa näitä sääntöjä käsitellään oikeusdogmaattisin menetelmin kieliopillisen tulkinnan kautta sekä toimittajan työn näkökulmasta. Tutkimuksen lainsäädännöllisen viitekehyksen muodostavat Suomen perustuslaki, laki sananvapauden käyttämisestä joukkoviestinnässä, kansallinen tekijänoikeuslaki ja Journalistin ohjeet. Tämän vuoksi tutkimuksessa on aiheellista tarkastella myös sananvapautta ja tekijänoikeuslakia toimituksellisessa työssä sekä näiden suhdetta toisiinsa ja myös median rakenteellista ja toiminnallista muutosta.
