Abstract Consideration of consumers’ demand for food quality entails several aspects. Quality itself is a complex and dynamic concept, and constantly evolving technical progress may cause changes in consumers’ judgment of quality. To improve our understanding of the factors influencing the demand for quality, food quality must be defined and measured from the consumer’s perspective (Cardello, 1995). The present analysis addresses the issue of food quality, focusing on pork—the food that respondents were concerned about. To gain insight into consumers’ demand, we analyzed their perception and evaluation and focused on their cognitive structures concerning pork quality. In order to more fully account for consumers’ concerns about the origin of pork, in 2004 we conducted a consumer survey of private households. The qualitative approach of concept mapping was used to uncover the cognitive structures. Network analysis was applied to interpret the results. In order to make recommendations to enterprises, we needed to know what kind of demand emerges from the given food quality schema. By establishing the importance and relative positions of the attributes, we find that the country of origin and butcher may be the two factors that have the biggest influence on consumers’ decisions about the purchase of pork.

To Members of the 82nd General Assembly, As we begin the second year of our Administration, we are pleased to submit the Fiscal Year 2009 budget for the State of Iowa pursuant to Iowa Code Section 8.21 and our constitutional authority. This budget recognizes the progress that we began last year with improvements in education, economic development, energy independence, and health care; provides funding for new policy initiatives in these areas; and is based on fiscally sound budget practices. Building on last year’s accomplishments, our Fiscal Year 2009 General Fund budget proposes an additional $75 million for increasing teachers’ salaries as part of our goal to move Iowa closer to the national average. We lay the foundation for student achievement by recommending $32.1 million for pre-school education, and we also propose $177.5 million in total for community colleges and $726.2 million in total for Regents universities. To make our State more energy independent, our General Fund budget appropriates the second-year funding of $25 million for the new Iowa Power Fund. The newly established Office of Energy Independence will soon start making awards from the Power Fund. Apart from the budget, we will be making several proposals to implement the new State energy plan. We have pledged to expand the number of Iowans who have health-care coverage. As a result, we are recommending additional funding for enrollment growth in the State Children Health Insurance Program (SCHIP). These additional funds will help the State provide coverage for another 25 percent of children who are eligible but not yet enrolled in hawk-i and the Iowa Medicaid Program. To protect the safety of Iowans, we are recommending issuance of revenue bonds for approximately $260 million in net proceeds to build a new state penitentiary in Ft. Madison, renovate and expand the Women’s Correctional Institution at Mitchellville, upgrade kitchen facilities at the Rockwell City and Mt. Pleasant Correctional Institutions, and expand Community-Based Correctional Facilities in Ottumwa, Sioux City, Waterloo, and Des Moines. Additionally, we are including funding for developing a prototype program for providing parolees and low-risk offenders with mental health and drug abuse treatment and educational services to help them make a crime-free re-entry into our communities. As part of this Capitals Budget, we also propose using $20 million for the State’s matching share for building new facilities at the Iowa Veterans Home. Iowa Budget Report iv Fiscal Year 2009 Importantly, our budget continues to fully fund our State’s Reserve Funds to help buffer Iowa from any future economic downturn. We recommend reimbursing $78.2 million to the Property Tax Credit Fund as part of our multi-year proposal to correct bad budgeting practices and eventually restore $160.0 million to this Fund. To provide more transparency, we are transferring operational expenditures in the Rebuild Iowa Infrastructure Fund to the General Fund and expenditures from the Endowment for Healthy Iowans and Healthy Iowans Tobacco Trust Funds to the General Fund. We believe that Iowa has charted a new course of becoming energy independent, providing quality pre-school education, recognizing the importance of our teachers, and providing greater health coverage for children. Our Fiscal Year 2009 budget and policy priorities reflect our continuing faith in Iowa’s ability to be the best state in the nation. Iowa’s share of the match will come from a combination of state appropriations and local funding. In FY 11, Iowa lawmakers approved intent language to provide up to $20 million over four years to help fund Iowa’s mmitment for matching federal passenger rail funding. To date, the legislature has appropriated $10 million to be used for the match. • Illinois announced in January 2010 that it would use $45 million from its state capital plan for construction of the route.

This study aims to improve the accuracy and usability of Iowa Falling Weight Deflectometer (FWD) data by incorporating significant enhancements into the fully-automated software system for rapid processing of the FWD data. These enhancements include: (1) refined prediction of backcalculated pavement layer modulus through deflection basin matching/optimization, (2) temperature correction of backcalculated Hot-Mix Asphalt (HMA) layer modulus, (3) computation of 1993 AASHTO design guide related effective SN (SNeff) and effective k-value (keff ), (4) computation of Iowa DOT asphalt concrete (AC) overlay design related Structural Rating (SR) and kvalue (k), and (5) enhancement of user-friendliness of input and output from the software tool. A high-quality, easy-to-use backcalculation software package, referred to as, I-BACK: the Iowa Pavement Backcalculation Software, was developed to achieve the project goals and requirements. This report presents theoretical background behind the incorporated enhancements as well as guidance on the use of I-BACK developed in this study. The developed tool, I-BACK, provides more fine-tuned ANN pavement backcalculation results by implementation of deflection basin matching optimizer for conventional flexible, full-depth, rigid, and composite pavements. Implementation of this tool within Iowa DOT will facilitate accurate pavement structural evaluation and rehabilitation designs for pavement/asset management purposes. This research has also set the framework for the development of a simplified FWD deflection based HMA overlay design procedure which is one of the recommended areas for future research.

Walnut Creek is a Class B warm water stream located in northern Poweshiek County. The creek is sixteen miles in length with 26,223 acres of watershed area. Walnut Creek is listed on the 2008 impaired waters list as biologically impaired. Based on results of biological monitoring, no specific causes of the impairment have been identified. This watershed is of particular significance to the Poweshiek SWCD and the state of Iowa because water quality protection efforts can be implemented that will address the impairment. The Poweshiek SWCD received a watershed development grant in 2005, to complete a watershed assessment for the Walnut Creek Watershed. The results of the assessments showed an estimated 23,224 tons of sediment are delivered annually to Walnut Creek, and, about 34% of land in the watershed is delivering nearly 66% of the sediment. Therefore, the acres with more than 1 ton/ac/yr sediment delivery have been prioritized. In Jan. 2008, an implementation grant began. The 1st year’s EQIP matching funds were obligated by July 2008. Specific objectives are to: 1) Reduce sediment delivery by 3,205 tons, by installing conservation practices on the sediment delivery areas of more that 1 ton/ac/yr, and, 2) Develop an information and education program for landowners. The District has prioritized the Walnut Creek watershed for 50% EQIP funding to be combined with 25% WSPF funds. This application is for additional practice funds, utilized as 50% cost-share, to be used with 25% WSPF funds, for eligible soil loss projects (>1 ton/ac), when EQIP funds are not available.

The three miles of fibrous concrete resurfacing in Greene County, Iowa were placed in September and early October, 1973. It was recognized in advance that cracking and other performance characteristics of the fibrous concrete sections and of the control sections would be major factors in the evaluation of the project. A low level aerial survey was made of the old pavement. During construction of the resurfacing, the aerial survey was checked to insure that cracks in the old pavement were referenced to the 100 ft. station marks placed in the resurfacing. Crack surveys have been conducted on dates indicated below. Additional cracks found at each subsequent survey are shown in a color matching the date notation. Little River Lake watershed is a 13,305 acre subwatershed of Little River. The 788 acre lake was listed as a 303d impaired water body in 2008 due to elevated turbidity and algae levels. The Decatur SWCD has prioritized water quality protection efforts within the Little River Lake watershed because 1) portions of this watershed has been identified as the primary contributor of sediment and nutrients to Little River Lake, which provides an essential source of drinking water for Decatur County and the Southern Iowa Rural Water Association; 2) the watershed provides exemplary education and project interpretation opportunities due to its proximity to Little River Lake Recreation Area, and 3) by using targeted and proven soil conservation practices to address water quality deficiencies the probability of successfully attenuating soil erosion and ameliorating water quality impairments is enhanced. The specific goals of this proposal are to: 1. reduce annual sediment, and phosphorous delivery to the lake by 11,280 tons and 14,664 lbs., respectively, via applications of conservation practices on targeted agricultural land; 2. delist the lake as an EPA 303d impaired water body via water quality enhancement; 3. obtain a “Full Support” status for the lake’s aquatic life and recreational use; 4. reduce potable water treatment costs (minimum 50% cost reduction) associated with high suspended solid levels; and 5. restore a viable sport-fish population, thereby bolstering tourism and the economy. To achieve timely project implementation the Decatur SWCD has cooperated with the IDNR Watershed Improvement Section, Fisheries Bureau, and IDALS-DSC to assess extant water quality and watershed conditions, coalesced a diverse team of committed partners and secured matching funding from multiple sources.

Miller Creek is on the 2006 Section 303d Impaired Waters List and has a 19,926 acre watershed. All indicators, as reported in the Miller Creek assessment, show that the impairment is due to sediment and nutrient delivery from upland runoff which contributes to elevated water temperatures, excessive algae, and low dissolved oxygen levels within the stream. In an effort to control these problems, the Miller Creek Water Quality Project will target areas of 5 tons per acre or greater soil loss or with 0.5 tons per acre or greater sediment delivery rates. The assessment revealed these targeted priority lands make up 32% or 6,395 acres of the Miller Creek watershed. Priority lands include cropland, pasture land, timber, and sensitive riparian areas. It is the goal of this project to reduce sediment delivery by 70% on 60% or 3,837 acres of these priority lands. This will be accomplished through installation of strategically placed structural practices, rotational grazing systems, and buffer strips. These practices will reduce soil loss, reduce sediment delivery, improve water quality, and improve wildlife habitat in the watershed. Utilizing partnerships with NRCS and IDALS-DSC will be important in making this project successful. In addition to using matching funds from EQIP, WHIP, and CRP, the Monroe SWCD is committed to prioritizing local cost share funds through IFIP and REAP for use in the Miller Creek Watershed.

Miller Creek, a 19,926 acre watershed, is listed on the 2008 Section 303d Impaired Waters List. All indicators, as reported in the Miller Creek assessment, show that the impairment is due to nutrient and sediment delivery from upland runoff which contributes to elevated water temperatures, excessive algae, and low dissolved oxygen levels within the stream. The WIRB board provided implementation grant funds in 2010 for a three year project to treat targeted areas of 5 tons per acre or greater soil loss with an estimated reduction of 2,547 tons. As of December 1, 2012, with 95% of the funds allocated, the final results are estimated to provide a sediment delivery reduction of 4,500 tons and an estimated phosphorus reduction of 5,700 lbs per year. These accomplishments and the completion of the three year Miller Creek WIRB project represent "Phase I" of the SWCD's goals to treat the Miller Creek watershed. This application represents "Phase II" or the final phase of the Miller Creek water quality project. The Monroe SWCD plans to reduce sediment delivery by 70% on an additional 245 acres of priority land. This goal will be accomplished through installation of strategically placed structural practices, BMPs, and grazing systems. These practices will reduce soil loss, nutrient runoff, and sediment delivery as well as improve water quality and wildlife habitat in the watershed. Utilization of partnerships with NRCS and IDALS-DSC will continue to be an important part to the success of the project. Project goals will be achieved by utilizing matching funds from EQIP, and the Monroe SWCD has approved the use of District IFIP cost share funds specifically for use in the Miller Creek Watershed.
