We are pleased to present the 2009 Spring Newsletter summarizing programs and achievements from this past year. Although many challenges lie ahead as this deepening financial crisis takes its toll, CAPI remains steadfast in its commitment to serve the needs of all Asian and Pacific Islanders of Iowa. In the Spring of 2004, the Iowa legislature passed the bill to establish the Commission on the Status of Iowans of Asian and Pacific Islander Heritage (CAPI) within the Department of Human Rights. Nine (9) commissioners were appointed by the Governor in October. In August 2006, the first division administrator was appointed; thus the Division was established. The duties of the Commission, as established in Iowa Code Chapter 216A.152, define the work of the Division. Vision: All Asian and Pacific Islander Iowans live up to their potential, regardless of ethnicity, station in life, and religion. Mission: To ensure Iowa’s Asians and Pacific Islanders have opportunities equal to other Iowans in education, employment, health care, housing, and safety and to publicize the accomplishments and contributions of the Asian and Pacific Islanders to the state.

The two goals of this project stated in the Proposal were: (1) study lime diffusion in clayey soils, and (2) find the role of MgO in soil-dolomitic lime stabilization. Because of the practice significance of these goals we temporarily overstaffed this project, giving somewhat a "crash" program. As a result, proposed work was finished up early (as were the funds), and more important, some of the findings were early enough and of sufficient merit to put into field trials in the Fall of 1964. The work now being completed and the funds all being expended, this Final Report is therefore submitted before the anticipated project termination date.

In this series, the Center for American Progress and AAPI Data bring together the most salient data points on AAPIs in 10 reports on a range of topics, including public opinion, civic participation, immigration, language needs, labor-market outcomes, and consumer and business activity. In doing so, we provide comparisons between AAPIs and other racial groups in the United States, as well as comparisons within the AAPI community by detailed origin—ranging from Chinese Americans and Bangladeshi Americans to Native Hawaiians and Tongan Americans.

Four series of five specimens each were investigated for static and fatigue strength. These four series differed in that there were two variables, the first being the subsidence of concrete around reinforcing bars and the second being shrinkage due to two different curing conditions. The combinations of these variables were then compared to each other by use of, load-deflection curves and S-H fatigue curves.
