Second Report of the Working Group on Child and Adolescent Psychiatric Services The Minister for Health and Children established a Working Group on Child and Adolescent Psychiatry in June 2000 with the following terms of reference:· To examine the current state of child and adolescent psychiatric services in the country; · To carry out a needs analysis of the population aged 0-18 years for such services and to identify shortcomings in meeting such needs; · To make recommendations on how child and adolescent psychiatric services should be developed in the short, medium and long term to meet identified needs. The National Council on Ageing and Older People is an advisory body to the Minister for Health on all aspects of ageing and the welfare of older people. In fulfilment of its terms of reference, the Council has recently published a Review of the implementation of the recommendations of the 1988 report The Years Ahead â?" A Policy for the Elderly The Review was a major undertaking and required contact with Government Departments, the eight health boards, a large sample of local authorities and many other organisations. All of the recommendations contained in The Years Ahead report were analysed, and a comprehensive picture of health and social services for older people was presented. The Council is indebted to the authors of the review, Dr Helen Ruddle, Dr Freda Donoghue and Mr Ray Mulvihill for their efforts in preparing such a comprehensive and high quality reportDownload the Report here

 The Interim Report of the National Task Force on suicide was published in September 1996. The Report addressed the first two terms of reference, to define numerically and qualitatively, the nature of the suicide problem in Ireland and to define and quantify the problems of attempted suicide and parasuicide in Ireland including the associated costs involved. The remaining terms of reference of the Task Force will now be addressed:- Download the Report here  Â

10.12.2000 The Department of Health and Children is implementing the recommendations of the Commission on Nursing (1998). It agreed with the Nursing Alliance in early 2000 to set up working groups to inform the implementation of specific recommendations in relation to nurse education. One of these working groups was to address paediatric nurse education. In March 2000, a Steering Group to oversee a review of paediatric nurse education was convened and the following terms of reference agreed. To consider the future of paediatric nurse education in the light of the recommendations of the Report of the Commission on Nursing, Labour Court recommendation LCR 16330, and current practice and development in child health services. Apr 2000: Ms Anne Dunne appointed Chairman. Feb 2001: Public Notice published, setting out terms of reference of Inquiry and inviting submissions. Mar 2001: Terms of Reference and Interpretation Published. Contact invited. “Six months N/A. Now 18 months” Jun 2001: Department commenced Discovery. Aug 2001: Memorandum on procedures received in Department. Sept 2002: 18 months time-frame had expired. Minister requested a meeting with Ms Anne Dunne. This happened in early September – Minister requested a progress report. 2 Oct 02 Ms Dunne’s progress report received by Minister – although substantial progress no definitive timeframe for completion of her work – a lot more work outstanding. Co-operation forthcoming from all parties 16 Oct 2002: Minister’s meeting with Parents for Justice – he assured them of his commitment to resolve any difficulties, but they decided to withdraw from the Inquiry process 2004: Minister calls on PFJ to co-operate. Chairman informs Minister that she has sufficient involvement of parents to conclude her report. Minister expects paediatric report by the end of the year

The Madden Report into Post Mortem Practice and Procedure (2005)1 stated that consideration should be given to the implementation of the recommendations made in the Report to other post mortems2, namely those carried out on babies who died before or during birth, minors and adults. It was acknowledged that while many of the recommendations in the Report may apply generically to all categories of post-mortem examinations, these post mortems also raise distinct legal and ethical issues that were not within the Terms of Reference of the Madden Report. The Minister for Health and Children established the Task Force on Sudden Cardiac Death (SCD) in the Autumn of 2004, with the following terms of reference:1) Define SCD and describe its incidence and underlying causes in Ireland.2) Advise on the detection and assessment of those at high risk of SCD and their relatives.3) Advise on the systematic assessment of those engaged in sports and exercise for risk of SCD.4) Advise on maximizing access to basic life support (BLS) and automated external defibrillators (AEDs) and on:- appropriate levels of training in BLS and use of AEDs, and on the maintenance of that training- priority individuals and priority groups for such training- geographic areas and functional locations of greatest need- best practice models of first responder scheme and public access defibrillation, and- integration of such training services.5) Advise on the establishment and maintenance of surveillance systems, including a registry of SCD and information systems to monitor risk assessment, and training and equipment programmes.6) Advise and make recommendations on other priority issues relevant to SCD in Ireland.7) Outline a plan for implementation and advise on monitoring the implementation of recommendations made in the Task Force’s report. In undertaking its work the Task Force was mindful of national health policy, relevant national strategies and of the recently reformed structures for health service delivery in Ireland. 5.11.2014 This report was prepared independently by Mr McLoughlin with the support of the health insurers, and the Health Insurance Authority, for consideration by the Minister for Health and the insurers. All parties were very conscious of the importance of respecting competition law when dealing with issues such as prices and costs. The work of the Group has been conducted in two phases, with the first phase report published on 26 December 2013. The Phase 1 report sets out the context, establishment, membership and terms of reference for both phases of the Groups work. The report also outlines the legislative provisions for private health insurance in Ireland, the objectives of both phases of the review and the approach and methodology followed. Phase 2 of the process focused on the compilation and analysis by the Health Insurance Authority (HIA) of claims data to assess the cost drivers for health insurance, the effects of medical technology and innovations on costs, and claims processing issues.The report and submissions from relevant stakeholders which were examined and considered under the Phase 2 Review can be downloaded below.
