New figures from Public Health England (PHE), published 2 June 2015, show a repeated drop in the rate of hospital admissions due to alcohol among under 18s, evidence of a continuing decline in young people’s harmful drinking. The figures in the latest update to the Local Alcohol Profiles for England (LAPE) data tool show that nationally, alcohol-specific hospital admissions for under 18s over the last 3 years are down to 13,725. This shows a fall of 41% against the earliest comparable figures, 22,890 between 2006 to 2007 and 2008 to 2009. However, 59% of local authorities in England (193 out of all 326 local authorities) saw a slight increase in hospital admissions in adults where the main reason for admission was alcohol. These admissions have risen by 1.3% to 333,000, up from 326,000 last year, with a larger increase seen in women (2.1% increase while for men this was 0.7%).

The United Nations Office of Drug Control (UNODC) published ‘International Standards on Drug Use Prevention’ in 2013. The Standards were developed through a systematic assessment of the international evidence on prevention and they provide a summary of the available scientific evidence. The briefing provides a summary of the UNODC prevention standards and gives corresponding examples of relevant UK guidelines,programmes and interventions currently available in England. Its aim is to help people who commission, develop and implement prevention strategies and interventions to translate the standards into the English operating landscape. It also aims to support local authority commissioners to develop their prevention strategies and implement them in line with evidence.

Carbohydrates are a major source of energy in the diet. Classified according to their chemistry, carbohydrates can be divided into sugars (monosaccharides and disaccharides), polyols, oligosaccharides (malto-oligosaccharides and non-digestible oligosaccharides) and polysaccharides (starch and non-starch polysaccharides). However, this classification does not allow a simple translation into nutritional effects since each class of carbohydrates has overlapping physiological properties and effects on health. Carbohydrates can also be classified according to their digestion and absorption in the human small intestine. Digestible carbohydrates are absorbed and digested in the small intestine; non-digestible carbohydrates are resistant to hydrolysis in the small intestine and reach the large intestine where they are at least partially fermented by the commensal bacteria present in the colon. There is no universal definition of the term ‘dietary fibre’; broadly speaking, it refers to some or all of the constituents of non-digestible carbohydrates and may also include other quantitatively minor components (e.g.lignin) that are associated with non-digestible carbohydrates in plant cell walls.

Radon Affected Area potential in Northern Ireland was estimated using a joint mapping method. This method allows variation of radon potential both between and within geological units. The estimates are based on the results of radon measurements and geological information for more than 23,000 homes. Elevated radon potential is presented here as indicative maps based on the highest radon potential for each 1 kilometre square of the Irish grid. The full definitive detail is published as a digital dataset for geographical information systems, which can be licensed. The estimated radon potential for an individual home can be obtained through the Public Health England (PHE) UKradon website. The work was partially funded by the Northern Ireland Environment Agency and was prepared jointly by PHE and the British Geological Survey. This report replaces the 2009 review and atlas (HPA-RPD-061).

These documents explain factors contributing to inequality in public health and set out methods for local bodies to reduce them. Documents The Marmot Review (2010) made a range of recommendations to reduce health inequalities in England. Building on the Review, the UCL Institute of Health Equity has produced 4 papers which include evidence, and examples of practical action that can be taken at a local level to reduce health inequalities. They are designed for people working in local services, particularly: directors of public health and public health teams people working in local authorities services that may influence health and wellbeing, such as planning health and wellbeing boards These practice resources build on a series of papers published in 2014 to support local action on health inequalities.

Public Health England (PHE) worked with the Association of Directors of Public Health (ADPH) and the Local Government Association (LGA) to develop a masterclass to understand what PHE could do to support directors and consultants of public health to embed health and health equity in all policies at a local level. These documents provide a full report and executive summary of 2 pilot masterclasses held on: 25 February 2015 in London 17 March 2015 in Manchester The masterclasses aimed to: frame public health challenges and use appropriate language within the context of overarching local authority priorities effectively position health and wellbeing in the context of competing (and sometimes conflicting) policy agendas engage wider service and policy areas in the pursuit of health and health equity within current economic and funding contexts

This report is the sixth in a series of annual reports which use National Child Measurement Programme (NCMP) data to examine changes in children’s body mass index (BMI) that have taken place since 2006/07. It explores trends in obesity, overweight, excess weight and underweight prevalence, as well as changes in mean BMI over time. Trends within different socioeconomic and ethnic groups are also examined to determine whether existing health inequalities are widening or becoming smaller.

It contains options including further regulation of promotions, restrictions on the marketing of high sugar products, the impact of fiscal measures and a voluntary reformulation programme. Over the last 30 years there has been an upward trend in life expectancy at older ages in England. Figures 1 and 2 show life expectancy in England at ages 65, 75, 85 and 95 from 1981 to 2014. The data points shaded red in Figures 1 and 2 indicate where life expectancy in that year was lower than in the previous year, showing that there is some fluctuation in life expectancy at these age groups, although the overall trend has been upwards. Male life expectancy was lower in 2012 than 2011 at ages 85 and 95, and at ages 65 and 75 it was the same in both years. There were no further falls in 2013. This flattening of the recent trend has not continued in 2014, which saw a rise in male life expectancy at all four ages. Male life expectancy increased by 0.3 years at age 65 and 0.2 years at ages 75, 85 and 95. For females, life expectancy at all four ages was lower in 2012 than 2011. At age 65, that was the first fall since 1995 and at age 75 the first fall since 2003. At ages 85 and 95, there have been frequent occasions when life expectancy in a year was lower than in the previous year. Between 2012 and 2013, there were no further falls in life expectancy at any of these ages. Between 2013 and 2014, there was an increase in female life expectancy at all four ages. Female life expectancy increased by 0.3 years at age 65 and by 0.2 years at ages 75, 85 and 95.

There is an established relationship between salt intake and risk of high blood pressure (BP). High blood pressure (hypertension) is a risk factor for cardiovascular disease (CVD) and scientific evidence shows that a high salt intake can contribute to the development of elevated blood pressure. The Scientific Advisory Committee on Nutrition (SACN) recommend a target reduction in the average salt intake of the population to no more than 6g per day. This figure has been adopted by the UK government as the recommended maximum salt intake for adults and children aged 11 years and over. Following publication of the SACN report in 2003, the government began a programme of reformulation work with the food industry aimed at reducing the salt content of processed food products. Voluntary salt reduction targets were first set in 2006, and subsequently in 2009, 2011 and 2014, for a range of food categories that contribute the most to the population’s salt intakes. Population representative urinary sodium data were collected in England in 2005-06, 2008 (UK), 2011 and 2014. In the latest survey assessment, estimated salt intake of adults aged 19 to 64 years in England was assessed from 24-hour urinary sodium excretion of 689 adults, selected to be representative of this section of the population. Estimated salt intake was calculated using the equation 17.1mmol of sodium = 1g of salt and assumes all sodium was derived from salt. The data were validated as representing daily intake by checking completeness of the urine collections by the para-amino benzoic acid (PABA) method. Urine samples were collected over five months (May to September) in 2014, concurrently with a similar survey in Scotland. This report presents the results for the latest survey assessment (2014) and a new analysis of the trend in estimated salt intake over time. The trend analysis is based on data for urinary sodium excretion from this survey and previous sodium surveys (including data from the National Diet and Nutrition Survey Rolling Programme (NDNS RP) Years 1 to 5) carried out in England over the last ten years, between 2005-06 and 2014. This data has been adjusted to take account of biases resulting from differences between surveys in laboratory analytical methods used for sodium. The analysis provides a revised assessment of the trend in estimated salt intake over time. The trend analysis in this report supersedes the trend analysis published in the report of the 2011 England urinary sodium survey.

SACN reviewed the evidence on vitamin D and health to see if UK dietary recommendations, set in 1991, were still appropriate. In addition to the main report, you can read the SACN press release. In a change to previous advice, SACN is now recommending: a reference nutrient intake (RNI) of 10 micrograms of vitamin D per day, throughout the year, for everyone in the general population aged 4 years and older an RNI of 10 micrograms of vitamin D per day for pregnant and lactating women and population groups at increased risk of vitamin D deficiency a ‘safe intake’ of 8.5 to 10 micrograms per day for all infants from birth to 1 year of age a ‘safe intake’ of 10 micrograms per day for children aged 1 to 4 years The RNI and safe intakes were developed to ensure that the majority of the UK population has enough vitamin D to protect musculoskeletal health, all year round. SACN did not take account of sunlight exposure in making recommendations because of the number and complexity of factors that affect skin synthesis of vitamin D. The RNI and safe intakes refer to intake from all dietary sources: natural food sources fortified foods (including infant formula milk) supplements They also refer to average intakes over a period of time, such as a week, and take account of day-to-day variations in intake.
