Empirical studies on the determinants of industrial location typically use variables measured at the available administrative level (municipalities, counties, etc.). However, this amounts to assuming that the effects these determinants may have on the location process do not extent beyond the geographical limits of the selected site. We address the validity of this assumption by comparing results from standard count data models with those obtained by calculating the geographical scope of the spatially varying explanatory variables using a wide range of distances and alternative spatial autocorrelation measures. Our results reject the usual practice of using administrative records as covariates without making some kind of spatial correction. El projecte de recerca “Església, poder i societat als comtats catalans d'origen carolingi (877-1010)” contempla l'estudi de l'Església catalana del segle X en tots els seus vessants: com a estructura formada per diferents institucions (seus episcopals, cenobis, parròquies i esglésies-oratoris); com a conjunt de persones (clergues i laics que participen de diferent manera i amb diferent implicació dels afers eclesiàstics); en relació al poder polític-administratiu dels comtats catalans (comtes, vescomtes, senyors i altres delegats del poder i la justícia); com en relació amb els aspectes socioeconòmics i d'ordenació territorial (la gran massa de camperols, l'acaparament de terres per part dels grans propietaris, l'articulació d'un sistema de rendes, els vincles entre persones de diferents rangs, la compartimentació d'un espai creixent). Observem, doncs, que l'Església catalana altmedieval resta present en tots els àmbits de la vida i que el seu estudi permet, de retruc, un coneixement més profund i rigorós de la societat. Tot això, contextualitzat durant el segle X, a cavall entre dos períodes ben estudiats i que en ocasions l'han ennuvolat. El segle X és un període privilegiat per a l'estudi d'un bon nombre de dinàmiques polítiques, socials, econòmiques i culturals que demostren que aquesta centúria tenia una personalitat pròpia i que la posen en rellevància respecte als temps anteriors i posteriors. La historiografia tradicional altmedieval catalana tendeix a buscar l'origen dels canvis socials, institucionals i polítics, de la Catalunya medieval, en dos moments concrets: el món carolingi o els anys immediatament posteriors al canvi de mil•lenni. No obstant això, l'augment de fonts històriques, el millor coneixement dels conceptes i de les institucions i l'apropament a la història mitjançant nous enfocaments i paradigmes, permet visualitzar el segle X com a moment de continuació, però també de naixement de situacions prou importants com per a no ser negligides.

Can rules be used to shield public resources from political interference? The Brazilian constitution and national tax code stipulate that revenue sharing transfers to municipal governments be determined by the size of counties in terms of estimated population. In this paper I document that the population estimates which went into the transfer allocation formula for the year 1991 were manipulated, resulting in significant transfer differentials over the entire 1990's. I test whether conditional on county characteristics that might account for the manipulation, center-local party alignment, party popularity and the extent of interparty fragmentation at the county level are correlated with estimated populations in 1991. Results suggest that revenue sharing transfers were targeted at right-wing national deputies in electorally fragmented counties as well as aligned local executives.

This paper estimates the effect of judicial institutions on governance at the local level in Brazil. Our estimation strategy exploits a unique institutional feature of state judiciary branches which assigns prosecutors and judges to the most populous among contiguous counties forming a judiciary district. As a result of this assignment mechanism there are counties with nearly identical populations, some with and some without local judicial presence, which we exploit to impute counterfactual outcomes. Conditional on observable county characteristics, offenses per civil servant are about 35% lower in counties that have a local seat of the state judiciary. The lower incidence of infractions stems mostly from fewer violations of financial management regulations by local administrators, fewer instances of problems in project execution and project managment, fewer cases of non-existent or ineffective civil society oversight and fewer cases of improper handling of remittances to local residents.

We estimate the effect of state judiciary presence on rent extraction in Brazilian local governments.We measure rents as irregularities related to waste or corruption uncovered by auditors.Our unique dataset at the level of individual inspections allows us to separately examine extensiveand intensive margins of rent extraction. The identification strategy is based on an institutionalrule of state judiciary branches according to which prosecutors and judges tend to be assigned tothe most populous among contiguous counties forming a judiciary district. Our research designexploits this rule by comparing counties that are largest in their district to counties with identicalpopulation size from other districts in the same state, where they are not the most populous. IVestimates suggest that state judiciary presence reduces the share of inspections with irregularitiesrelated to waste or corruption by about 10 percent or 0.3 standard deviations. In contrast, we findno effect on the intensive margin of rent extraction. Finally, our estimates suggest that judicialpresence reduces rent extraction only for first-term mayors.

What explains the spatial distribution of wages across US counties? I find that two of the most important factors are spatial technology diffusion and externalities due to the aggregate scale of production. One empirical finding supporting the importance of spatial technology diffusion is that average wages in a county decrease with the average level of schooling in neighboring counties when employment in the county and average wages in neighboring counties are held constant. All empirical results are obtained using anovel instrument for (endogenous) employment at the county-leveland take into account other factors (e.g. productivity-differencesacross states, climate) that may determine wages.

A class of composite estimators of small area quantities that exploit spatial (distancerelated)similarity is derived. It is based on a distribution-free model for the areas, but theestimators are aimed to have optimal design-based properties. Composition is applied alsoto estimate some of the global parameters on which the small area estimators depend.It is shown that the commonly adopted assumption of random effects is not necessaryfor exploiting the similarity of the districts (borrowing strength across the districts). Themethods are applied in the estimation of the mean household sizes and the proportions ofsingle-member households in the counties (comarcas) of Catalonia. The simplest version ofthe estimators is more efficient than the established alternatives, even though the extentof spatial similarity is quite modest.

Aquest estudi analitza la distribució de la renda salarial a la comarca d’Osona, en comparació amb la resta de comarques de Catalunya i la seva distribució entre els municipis, utilitzant una base de dades original creada a partir de la informació sobre salaris de l’Enquesta d’Estructura Salarial i sobre la població dels censos de 1996 i 2001. La unitat espacial utilitzada, la secció censal, permet obtenir estimacions per als diferents àmbits geogràfics i calcular i descompondre índexs de desigualtat que mostren les característiques de les distribucions.

Sera obtained from 62 patients from four mountain counties in Catalonia (Northeastern Spain), in whom brucellosis had been diagnosed on the basis of clinical evidence and/or personal history, were analyzed using the rose Bengal test, standard serum agglutination test (SAT), Coombs" test, ELISA, and complement fixation. The diagnosis was further confirmed through blood cultures. Clinical evidence, epidemiology, and the results from serologic tests were used to assign patients to one of two groups: group 1 (n = 38) patients had primary infections, whereas group 2 (n = 24) patients had been previously exposed to the microorganism, i.e. re-infection of group 2 individuals occurred after long periods of time during which no active infection by Brucella had been detected. Receivingoperating charts (ROC) were used to determine the diagnostic value of the different tests and to establish discriminant values. Blood culture was a valuable diagnostic tool in group 1 (0.92 sensitivity) but was inappropriate in group 2 (0.08). The combination of positive rose Bengal test and agglutination ≥1/160 was valid for diagnosis in group 1. In group 2, agglutination < 1/160 (including negative agglutination) did not rule out brucellosis. The combination of positive rose Bengal test and Coombs" test ≥1/320 was the best diagnostic criterion (0.8 specificity; 1 sensitivity). ELISA (for IgG, IgM, or both) did not improve diagnostic accuracy

En este trabajo pretendemos ofrecer una visión de conjunto de la demografía de los municipios y comarcas que conforman el espacio que convencionalmente definimos como los Pirineos. Un territorio que, con mayor o menor intensidad según las coyunturas, ha vislumbrado cómo sus efectivos poblacionales han ido disminuyendo dramáticamente a lo largo de todo el siglo XX. Sin embargo, en la última década y en estos primeros años de la nueva centuria, se están detectando cambios en sus negativas dinámicas demográficas, que reflejan a su vez modificaciones de las funciones socioeconómicas que una parte de los municipios pirenaicos desempeñan en la sociedad española. Los motores que vehiculan estas nuevas tendencias son, principalmente, la combinación de las funciones turística y residencial que ahora van a desarrollar una parte de estos municipios.

El cort és una magistratura judicial local documentada des del tombant del segle XI al XII amb un caire representatiu comtal pròpia dels indrets repoblats tant sota domini del titular de Barcelona com de l’urgellenc, la qual es veurà afectada per la feudalització, pel desenvolupament urbà i per l’aplicació de fórmules romanistes, alhora que aviat serà espill de les relacions entre el poder municipal i la corona fins haver d’integrar-se, a partir del pas del segle XIII al XIV, en les institucions jurisdiccionals batliars i vicarials. Malgrat la seva arrelada presència, la historiografia sols n’ha apuntat determinats trets destacats gràcies a notoris treballs aïllats fruit, bàsicament, de l’esforç de Klüpfel i Lalinde, cosa que no ha impedit les evidents i excesssives dificultats actuals en la comprensió de la institució i el seu desenvolupament. Potser, doncs, és bo de contribuir a l’homenatge al Dr. Manuel Riu amb l’atenció posada en el cort, malgrat que la limitació d’espai disponible obliga a reduir l’aportació a l’esbós dels eixos articuladors de la figura i la seva evolució.

European studies of famines before the thirteenth century have been based principally on chronicles and especially on information from monastic annals. These sources, which are especially numerous during the so-called Carolingian Cultural Renaissance, offer abundant evidence of a phenomenon scarcely mentioned in other types of sources, including archival sources: the frequency and gravity of crises of food supply in some regions of continental Europe during the central middle ages, an epoch which, being situated between the terrible famines of the carolingian period and the great panademics of the fourteenth century, has been considered a period “without famines.” The object of this article is to shed light on the limitations of medieval catalan chronicle sources for the reconstruction of food-supply crises which affected the catalan counties in the tenth through the thirteenth centuries and illustrate, in contrast, the multiple opportunities offered by sources from the lordly archives. A significant part of these archival sources are connected in a direct and indirect manner to the difficulties of the rural and urban populations during famines and therefore, in a broad sense, can be considered a consequence of these crises.

In the history of food shortages and subsistence crises which affected the Catalan counties during the eleventh and twelfth centuries, the famine of 1129-1131 deserves special mention. Originating in the war of 1128 involving the Empordà and neighboring counties, this famine affected the city of Barcelona and other points of Catalonia (Winter, 1131) and created conditions for the spread of a deadly epidemic (July 1130 -January 1132).

After Action Reports for Hurricane Isaac & Sandy concluded that WebEOC was correct choice for FEMA’s Crisis Management System: real time data easily shared between FEMA Headquarters, Regions and Incident Management Assistance Teams; cloud capability allowed use on any web connected device, laptop, tablet, iPad, smart phone; intuitive System - Offgoing personnel able to train incoming reliefs on new features or changes within minutes; widespread use of WebEOC through out country in 19 other Federal Departments and Agencies, 40 States, hundreds of cities/counties and industry provided a number of users that had prior experience using WebEOC and reduced learning curve experienced when new systems are introduced; focusing on a single shared web database reduced creation of new single purpose databases, spreadsheets and share point sites allowing best practices to be captured, refined, shared and continued
