És una anàlisi sobre el problema del coneixement als segles XVII (racionalisme) i XVIII (empirisme) i la seva influència en l'epistemologia contemporània. En concret, es comparen les teories del coneixement de René Descartes i de David Hume, es demostra la seva vigència al segle XXI i es proposa una aplicació extrafilosòfica al seu pensament.

El emotivismo arraigado en gran parte de la filosofía moral de la postguerra se confiesaheredero de aquella lúcida denuncia, luego bautizada como falacia naturalista, quehiciera Hume a la filosofía que trataba de fundar los deberes en los hechos, la prescripción moral en la descripción científica. Esto ha permitido ver en Hume un pionero del sentimentalismo moral. En este artículo revisamos críticamente esta interpretación desde dos perspectivas: por un lado, situando a Hume y al empirismo en general, en la problemática teórica impuesta por la nueva ciencia, la Reforma y la filosofía cartesiana; por otro, releyendo y reinterpretando contextualmente los pasajes tópicos a los que suelen recurrir las distintas tradiciones hermenéuticas (Is/Ought Passage, Great Divide Passage, Slave Passage). El primer enfoque nos sirve para argumentar contra el tópico de su escepticismo moral y destacar sus esfuerzos por encontrar, si no un fundamento sí al menos una legitimación, de la moral; el segundo, para poner de relieve que la razón juega un papel importante en el escocés, que contradice las habituales tesis sobre su subjetivismo, irracionalismo y emotivismo.

This paper analyzes the cost implications of privatization and cooperation in the provision of solid waste services for a sample of small municipalities. In conducting this empirical analysis, a survey is first designed and administered to municipalities in the Spanish region of Aragon, and then an estimation of the determinants of service costs is undertaken, considering the possible endogeneity of delivery choices. Our findings indicate that cooperation is more effective than privatization in saving costs. Both production forms can enable small municipalities to cut costs by exploiting scale economies. However, the fact that inter-municipal cooperation involves lower transaction costs and is less likely to be affected by competition problems would seem to account for the fact that it is a more effective way of reducing costs.

Intermunicipal cooperation is being increasingly adopted in various countries as a part of local service delivery reforms. This paper draws on survey data from Spain’s municipalities to examine the reasons underpinning the decisions of local governments to engage in intermunicipal cooperation and privatisation. Our empirical analysis indicates that small municipalities prefer to rely on cooperation for reducing costs, while their larger counterparts prefer to privatise the delivery of services. By cooperating, scale economies can be achieved with lower transaction costs and fewer concerns for competition than is the case via private production.

GDP has usually been used as a proxy for human well-being. Nevertheless, other social aspects should also be considered, such as life expectancy, infant mortality, educational enrolment and crime issues. With this paper we investigate not only economic convergence but also social convergence between regions in a developing country, Colombia, in the period 1975-2005. We consider several techniques in our analysis: sigma convergence, stochastic kernel estimations, and also several empirical models to find out the beta convergence parameter (cross section and panel estimates, with and without spatial dependence). The main results confirm that we can talk about convergence in Colombia in key social variables, although not in the classic economic variable, GDP per capita. We have also found that spatial autocorrelation reinforces convergence processes through deepening market and social factors, while isolation condemns regions to nonconvergence.

The empirical literature about factors explaining local government delivery choices has traditionally focused the attention on the public or private production dilemma. However, hybrid organizational forms such as mixed public-private firms are increasingly used in several European countries. This paper makes use of survey data from Spanish municipalities to examine motivations of local governments for engaging in hybrid organizational forms. Data refer to two very relevant local services: water distribution and solid waste collection. The empirical analysis indicates that the use of mixed firms emerge as a type of pragmatically based ‘third way’ between pure public and pure private production. Indeed, local governments make use of mixed firms when cost considerations (scale economies, transaction costs and soon), financial constraints and private interests exert contradictory pressures. On the contrary, political and ideological factors do not play any significant role on the local government decision of engaging or not in joint ventures with private partners.

Several empirical studies have analyzed the factors that influence local privatization. Variables related to fiscal stress, cost reduction, political processes and ideological attitudes are the most common explanatory variables used in these studies. In this paper, we add to this literature by examining the influence of transaction costs and political factors on local governments’ choices through new variables. In addition to this, we consider the role of additional aspects, such as intermunicipal cooperation as a potential alternative to privatization in order to exploit scale economies or scope economies. We consider two relevant services: solid waste collection and water distribution. Results from our estimates show that privatization (that is, contracting out to a private firm) is less common for water distribution than for solid waste collection. Higher transaction costs in water distribution are consistent with this finding. Furthermore, we find that municipalities with a conservative ruling party privatize more often regardless of the ideological orientation of the constituency. This shows that those political interests able to influence local elections are more important in determining the form of delivery than is the basic ideological stance of the constituency. Finally, we find that intermunicipal cooperation is an alternative to local privatization.

Automobile bodily injury (BI) claims remain unsettled for a long time after the accident. The estimation of an accurate reserve for Reported But Not Settled (RBNS) claims is therefore vital for insurers. In accordance with the recommendation included in the Solvency II project (CEIOPS, 2007) a statistical model is here implemented for RBNS reserve estimation. Lognormality on empirical compensation cost data is observed for different levels of BI severity. The individual claim provision is estimated by allocating the expected mean compensation for the predicted severity of the victim’s injury, for which the upper bound is also computed. The BI severity is predicted by means of a heteroscedastic multiple choice model, because empirical evidence has found that the variability in the latent severity of injured individuals travelling by car is not constant. It is shown that this methodology can improve the accuracy of RBNS reserve estimation at all stages, as compared to the subjective assessment that has traditionally been made by practitioners.

Uno de los temas centrales en el debate sobre las ventajas y desventajas de la unión económica y monetaria, y sobre el que no existe consenso en la literatura, es si la variabilidad del tipo de cambio tiene efectos negativos sobre el comercio. Así pues, el objetivo de este trabajo no consiste únicamente en analizar si existe una relación negativa entre ambas variables para los países europeos en el período 1973-1998 sino también en tratar de explicar porqué los trabajos previos han obtenido resultados tan distintos a partir de la consideración de la inestabilidad temporal de la relación.
Fracasó el sistema ferroviario en España? Reflexiones en torno a la paradoja del ferrocarril español

En este artículo se intenta ofrecer una solución a la llamada «paradoja del ferrocarril español», es decir, al aparente conflicto existente entre el elevado ahorro social del sistema ferroviario español, por un lado, y, por otro, la escasa utilización de la red y los paupérrimos rendimientos de las compañías concesionarias (achacados tradicionalmente a un exceso de inversión en el sistema). En el artículo se analiza la información disponible referente a esos aspectos y se llega a la conclusión de que, a partir de la base empírica existente, no puede hablarse de exceso de inversión ni de fracaso económico en lo que respecta al sistema ferroviario español. Sí, en cambio, podría hablarse de fracaso en lo que respecta a la intervención estatal, aunque este tema queda pendiente de investigaciones futuras.
