La recerca vol complimentar l’encàrrec de la Secretaria de Serveis Penitenciaris, Rehabilitació i Justícia juvenil, feta al Centre d’Estudis Jurídics i Formació Especialitzada respecte al coneixement de la problemàtica de les persones sotmeses a sancions penals que pateixen algun tipus de trastorn mental. L’interès de la recerca es centra en conèixer l’abast del fenomen de la salut mental en l’execució penal a nivell quantitatiu i conèixer més a fons les característiques i particularitats del col•lectiu afectat, per tal de poder millorar la seva atenció des dels serveis d’execució penal i la seva derivació un cop finalitzat el compliment de la pena o mesura. En la primera part de l’estudi s’aproxima al col•lectiu de persones afectades de trastorns mentals que es troben complint una pena de presó o una mesura de seguretat a Catalunya durant un període determinat de temps. Concretament la mostra la composen els interns penitenciaris de les presons ubicades a les comarques de Barcelona que durant l’any 2005 van passar com a mínim un dia per una unitat de psiquiatria dels centres penitenciaris: CP Homes Barcelona, CP Quatre Camins, CP Brians 1 i la Unitat Hospitalària Penal Penitenciària. També formen part de l’estudi les persones sotmeses a mesures de seguretat de les comarques de Barcelona que estaven d’alta durant l’any 2005. S’analitzen nombroses variables que descriuen aquest col•lectiu i la manera en que s’adapten al compliment de la pena. També es compara aquest grup de persones amb altres col•lectius de penats sense problemes mentals declarats. La segona part de l’estudi recull mitjançant la tècnica Delphi, l’opinió de professionals i experts vinculats al tema de la salut mental i l’execució de penes, a qui s’ha preguntat sobre diverses qüestions clau. Concretament se’ls ha preguntat pel diagnòstic de les persones penades amb trastorns mentals, el seu tractament, les propostes de derivació i les perspectives de futur en aquest tema. S’ha posat especial èmfasi en les previsions i estimacions que fan eles experts sobre les possibilitats futures de la sanitat penitenciària i les propostes de solució i millora dels principals problemes detectats per ells mateixos.

In a Walrasian labor market, the labor income share is constant under the assumptions of a Cobb-Douglas production function and perfect competition. Given the observed decline of the labor share in recent decades, this paper relaxes these assumptions, proposes a time-series calculation of the aggregate price mark-up reflecting the degree of imperfect competition in the product market, and provides estimates of the elasticity of substitution under such product market imperfections. We focus on Spain and the U.S. and show that the elasticity of substitution is above one in Spain and below one in the U.S. We also show that the price markup drives the elasticity of substitution away from one, upwards in Spain, downwards in the U.S. These results are used to explain the declining path of the labor income share, common to both economies, and their contrasted patterns in terms of capital deepening.

This paper conducts an empirical analysis of the relationship between wage inequality, employment structure, and returns to education in urban areas of Mexico during the past two decades (1987-2008). Applying Melly’s (2005) quantile regression based decomposition, we find that changes in wage inequality have been driven mainly by variations in educational wage premia. Additionally, we find that changes in employment structure, including occupation and firm size, have played a vital role. This evidence seems to suggest that the changes in wage inequality in urban Mexico cannot be interpreted in terms of a skill-biased change, but rather they are the result of an increasing demand for skills during that period.

This paper attempts to study and analyze the tools and the information and communication services developed and offered by an evolving digital environment, as are virtual communities. It also seeks to observe the use that is made of all of this in function of to the objectives set out in different kinds of communities. In this way we want to verify whether virtual communities in Spain have reached maturity as tools for the creation and management of digital content. Specifically, we have looked at the diverse typology of these communities (leisure, business, and scientific-academic) and selected a sample of consolidated or paradigmatic cases in Spanish casuistry (Telepolis, CiudadFutura, RedIRIS, ICT) for each type.

L’Administració de Justícia, com servei públic que ha de donar als ciutadans una eficaç resolució dels conflictes, ha de comptar per al correcte compliment de la seva funció institucional, amb una sèrie de mitjans, no tan sols personals i materials, sinó també tecnològics, que li permetin assegurar la consecució de les seves finalitats. Per tant, es precisa una Administració oberta i transparent, caracteritzada per l’efectivitat i per la seva proximitat al ciutadà. La introducció de les TIC en l’Administració de Justícia és un procés bastant recent i encara no tancat, si es compara amb la resta del sector públic, especialment d’altres àmbits de l’Administració molt més avançats en la incorporació de les TIC, com són el tributari i el de la Seguretat Social. No obstant això, avui en dia, on majors èxits s’han assolit en aquest camp en l’Administració de Justícia és en el de la seva utilització interna: informatització interna, gestió interna dels procediments, intranets, etc. Per això, on queda un llarg camí per recórrer encara és en el camp de les relacions telemàtiques entre Administració de Justícia i els operadors jurídics, però especialment amb els ciutadans. D’altra banda, el legislador és sensible cada vegada més a aquest tema i s’ha preocupat de regular determinats aspectes on les TIC incideixen en l’àmbit de la justícia: actuacions dels procuradors, advocats, notificacions telemàtiques, el valor del document electrònic en el procés judicial... Així queda reflectit, per exemple, a la Llei Orgànica del Poder Judicial o la Llei d’Enjudiciament Civil. No obstant això, de lege ferenda, seria convenient l’existència d’un marc normatiu únic regulador de l’aplicació de les TIC en la Justícia. Així mateix, també ha d’assenyalar-se que en el procés institucional d’introducció de les noves tecnologies en la Justícia alguns dels acords adoptats així com les previsions contingudes en la normativa aplicable, no deixen de ser en la majoria dels casos simplement programàtics.

The goal of this paper is twofold: first, we aim to assess the role played by inventors’ cross-regional mobility and networks of collaboration in fostering knowledge diffusion across regions and subsequent innovation. Second, we intend to evaluate the feasibility of using mobility and networks information to build cross-regional interaction matrices to be used within the spatial econometrics toolbox. To do so, we depart from a knowledge production function where regional innovation intensity is a function not only of the own regional innovation inputs but also external accessible R&D gained through interregional interactions. Differently from much of the previous literature, cross-section gravity models of mobility and networks are estimated to use the fitted values to build our ‘spatial’ weights matrices, which characterize the intensity of knowledge interactions across a panel of 269 regions covering most European countries over 6 years.

Aquest estudi es proposa valorar indicadors descriptius de la població penitenciària estudiada, analitzar les diferències entre programes d’organització (mòduls de participació i convivència versus ordinaris), i avaluar els indicadors de clima (social i emocional), per tal d’establir hipòtesi explicatives de la comparació dels resultats entre els mòduls de participació i convivència i altres mòduls de la mateixa àrea especialitzada (violència, drogodependències o preparació per a la vida en llibertat). Per això, s’han recollit dades de 14 indicadors descriptius de població i de 18 indicadors d’organització i participació de 1124 interns, dels 10 mòduls residencials estudiats de 3 de les presons catalanes. A més, s’han recollit 327 inventaris d’interns i 57 de professionals de clima emocional, i 331 escales d’interns i 92 de professionals de clima social per a Institucions Penitenciàries (Moos). Els resultats de les respostes als dos instruments de clima emocional i clima social emprats, ofereixen un índex de consistència interna o fiabilitat molt elevada, considerant que tenen una validesa predictiva molt potent. D’aquests resultats, s’analitzen les diferències en el clima emocional i social en relació al tipus d’organització de la unitat (participació i convivència o ordinària), al col·lectiu d’interns i al de professionals, i en relació a les variables descriptives de la població de cada unitat residencial d’estudi. Finalment s’estableixen unes hipòtesi explicatives d’aquests resultats, per tal de plantejar propostes de millora per al funcionament dels mòduls estudiats i per a l’avaluació futura, alhora que es valoren les possibilitats de generalització dels mòduls de participació i convivència als centres penitenciaris catalans en general i s’efectuen recomanacions per a l’adequada implantació dels mateixos (condicions mínimes d’execució): establiment d’un programa marc per part del centre directiu, que comprometi els centres al compliment d’uns estàndards de qualitat.

This article studies how product introduction decisions relate to profitability and uncertainty in the context of multi-product firms and product differentiation. These two features, common to many modern industries, have not received much attention in the literature as compared to the classical problem of firm entry, even if the determinants of firm and product entry are quite different. The theoretical predictions about the sign of the impact of uncertainty on product entry are not conclusive. Therefore, an econometric model relating firms’ product introduction decisions with profitability and profit uncertainty is proposed. Firm’s estimated profits are obtained from a structural model of product demand and supply, and uncertainty is proxied by profits’ variance. The empirical analysis is carried out using data on the Spanish car industry for the period 1990-2000. The results show a positive relationship between product introduction and profitability, and a negative one with respect to profit variability. Interestingly, the degree of uncertainty appears to be a driving force of entry stronger than profitability, suggesting that the product proliferation process in the Spanish car market may have been mainly a consequence of lower uncertainty rather than the result of having a more profitable market

In this paper, we explore the connection between labor market segmentation in two sectors, a modern protected formal sector and a traditional- unprotected-informal sector, and overeducation in a developing country. Informality is thought to have negative consequences, primarily through poorer working conditions, lack of social security, as well as low levels of productivity throughout the economy. This paper considers an aspect that has not been previously addressed, namely the fact that informality might also affect the way workers match their actual education with that required performing their job. We use micro-data from Colombia to test the relationship between overeducation and informality. Empirical results suggest that, once the endogeneity of employment choice has been accounted for, formal male workers are less likely to be overeducated. Interestingly, the propensity of being overeducated among women does not seem to be closely related to the employment choice.

Drawing on data from two successive cohorts of PhD graduates, this paper analyses differences in overall job satisfaction and specific job domain satisfaction among PhDs employed in different sectors four years after completing their doctorate degrees. Covariate-adjusted job satisfaction differentials suggest that, compared to faculty members, PhD holders employed outside traditional academic and research jobs are more satisfied with the pecuniary facets of their work (principally, because of higher earnings), but significantly less satisfied with the content of their job and with how well the job matches their skills (and, in the case of public sector workers, with their prospects of promotion). The evidence regarding the overall job satisfaction of the PhD holders indicates that working in the public or private sectors is associated with less work well-being, which cannot be fully compensated by the better pecuniary facets of the job. It also appears that being employed in academia or in research centres provides almost the same perceived degree of satisfaction with the job and with its four specific domains. We also take into account the endogenous sorting of PhD holders into different occupations based on latent personal traits that might be related to job satisfaction. The selectivity-corrected job satisfaction differentials reveal the importance of self-selection based on unobservable traits, and confirm the existence of a certain penalisation for working in occupations other than academia or research, which is especially marked in the case of satisfaction with job content and job-skills match. The paper presents additional interesting evidence about the determinants of occupational choice among PhD holders, highlighting the relevance of certain academic attributes (especially PhD funding and pre-and-post-doc research mobility) in affecting the likelihood of being employed in academia, in a research centre or in other public or private sector job four years after completing their doctorate programme.

Contextual effects on child health have been investigated extensively in previous research. However, few studies have considered the interplay between community characteristics and individual-level variables. This study examines the influence of community education and family socioeconomic characteristics on child health (as measured by height and weight-for-age Z-scores), as well as their interactions. We adapted the Commission on Social Determinants of Health (CSDH) framework to the context of child health. Using data from the 2010 Colombian Demographic and Health Survey (DHS), weighted multilevel models are fitted since the data are not self-weighting. The results show a positive impact of the level of education of other women in the community on child health, even after controlling for individual and family socioeconomic characteristics. Different pathways through which community education can substitute for the effect of family characteristics on child nutrition are found. The interaction terms highlight the importance of community education as a moderator of the impact of the mother’s own education and autonomy, on child health. In addition, the results reveal differences between height and weight-for-age indicators in their responsiveness to individual and contextual factors. Our findings suggest that community intervention programmes may have differential effects on child health. Therefore, their identification can contribute to a better targeting of child care policies.

La población femenina y la indígena del Ecuador han presentado continuamente desigualdades de ingresos respecto a la población masculina y a la no indígena, respectivamente. El presente trabajo reporta que una parte de las diferencias salariales a favor de los hombres y de la población no indígena es resultado de la discriminación salarial por razones de género y etnia. Este resultado se ha obtenido estimando ecuaciones mincerianas de ingresos corrigiendo el problema de se sgo de selección muestral y utilizando la metodología de descomposición de las brechas salariales de Oaxaca (1973) y Newmak (1988) también corregidas por el problema de sesgo de selección muestral.

A recent finding of the structural VAR literature is that the response of hours worked to a technology shock depends on the assumption on the order of integration of the hours. In this work we relax this assumption, allowing for fractional integration and long memory in the process for hours and productivity. We find that the sign and magnitude of the estimated impulse responses of hours to a positive technology shock depend crucially on the assumptions applied to identify them. Responses estimated with short-run identification are positive and statistically significant in all datasets analyzed. Long-run identification results in negative often not statistically significant responses. We check validity of these assumptions with the Sims (1989) procedure, concluding that both types of assumptions are appropriate to recover the impulse responses of hours in a fractionally integrated VAR. However, the application of longrun identification results in a substantial increase of the sampling uncertainty. JEL Classification numbers: C22, E32. This paper analyses the likelihood of leaving and joining employment in an urban area. Estimates show that individual, firm, regulatory and macroeconomic factors a ffect urban (un)employment duration in di fferent degrees. Also, national and urban (un)employment seem to share a common baseline hazard and similar macroeconomic and regulatory drivers. Individual characteristics are the only source of di fference we can identify between national and urban (un)employment duration. Keywords: Duration Models, Urban (Un)employment. Lack of physical activity can cause health problems and diminish organizational productivity. We conducted a 12-months long field experiment in a financial services company to study the effects of slow-moving treadmills outfitted for office work on employee productivity and health. 43 sedentary volunteers were assigned randomly to two groups to receive treadmill workstations 7 months apart. Employees could opt at will for standard chair-desk arrangement. Biometric measurements were taken quarterly and weekly online performance surveys were administered to study participants and to more than 200 non-participants and their supervisors.In this study we explore three questions concerning the effects of the introduction of treadmills in the workplace. (1) Does it improve overall physical activity? (2) Does it improve health measures? (3) Does it improve performance? The answers are as follows. (1) Yes (net effect of almost half an hour a day). (2) Yes (small gains, one minor decline). (3) No and yes (initial decline followed by increase to recover to initial level within one year) – based on weekly employee self reports.
