Efficient self-synchronised blind audio watermarking system based on time domain and FFT amplitude modification

Many audio watermarking schemes divide the audio signal into several blocks such that part of the watermark is embedded into each of them. One of the key issues in these block-oriented watermarking schemes is to preserve the synchronisation, i.e. to recover the exact position of each block in the mark recovery process. In this paper, a novel time domain synchronisation technique is presented together with a new blind watermarking scheme which works in the Discrete Fourier Transform (DFT or FFT) domain. The combined scheme provides excellent imperceptibility results whilst achieving robustness against typical attacks. Furthermore, the execution of the scheme is fast enough to be used in real-time applications. The excellent transparency of the embedding algorithm makes it particularly useful for professional applications, such as the embedding of monitoring information in broadcast signals. The scheme is also compared with some recent results of the literature.

The aim of the redesign was to provide users with more intuitive, usable and understandable content (textual content, resources and services) by implementing criteria of customization, transparency and proximity. The study also presents a selection of best practices for applying these criteria to the design of other library websites.

The content is now offered in a way that is more intuitive, usable and easy to understand, based on criteria of customization, transparency and proximity.The techniques used to achieve these objectives included benchmarking, interviews and focus groups during the user requirement capture phase and user tests to assess the process and results.

Reflexions a l'entorn del sistema de govern de les universitats davant del repte de modernització de la governança universitària

El model de governança de les universitats espanyoles està en qüestió. Per això, des de fa temps, es mira cap a Europa on s"està avançant des d"un model de governança tradicional col·legiat a un model de parts interessades externes. En qualsevol cas, caldrà que l"autonomia universitària creixi, la qual cosa implicarà flexibilitat jurídica i diferenciació d"estratègies entre les universitats, a més d"oferta, organització, etc. Aquest nou model implica un canvi substancial del govern i de la gestió. Així, doncs, caldrà familiaritzar-se amb els conceptes com ara objectius, transparència, rendició de comptes, avaluació, eficàcia, eficiència i control. Igualment es fa referència a un Board, majoritàriament amb membres externs i un president al capdavant que determina les línies estratègiques de la universitat i que elegeix el rector. Aquest últim, per la seva banda, haurà de disposar de coneixements o experiència en gestió, satisfer els objectius que li determini el Board i retre-li comptes. La manera com s"integra aquest nou model de governança a la cultura universitària espanyola és l"objectiu de tres documents de treball de l"ACUP, la CRUE i la Fundació CYD, i el Ministeri d"Educació. La finalitat d"aquest treball és analitzar i avaluar la modernització del sistema de govern que implica el canvi de model de governança.

La Transparencia administrativa: la experiencia del Ayuntamiento de Badia del Vallès

El objeto del presente trabajo es plasmar el estado de la cuestión de la Transparencia Administrativa en el estado español y en Cataluña. Para realizar dicho estudio se contextualiza la situación actual, a través de las fuentes del derecho. A su vez, se pretende ejemplificar el estado de la cuestión de la Transparencia Administrativa en la Administración Local, a través de la experiencia del Ayuntamiento de Badia del Vallès. Para ello se toma como referencia la aplicación de uno de los sistemas de evaluación existentes que miden la transparencia en las corporaciones locales, ya que su implementación confluye en una mejor comunicación con la ciudadanía y una consecuente percepción del Buen Gobierno

The Institutional, Economic and Social Determinants of Local Government Transparency

Interest in public accountability and government transparency is increasing worldwide. The literature on the determinants of transparency is evolving but is still in its early stages. So far, it has typically focused on national or regional governments while neglecting the local government level. This paper builds on the scarce knowledge available in order to examine the economic, social, and institutional determinants of local government transparency in Spain. We draw on a 2010 survey and the transparency indexes constructed by the NGO Transparency International (Spain) in order to move beyond the fiscal transparency addressed in previous work. In so doing, we broaden the analysis of transparency to the corporate, social, fiscal, contracting, and planning activities of governments. Our results on overall transparency indicate that large municipalities and left-wing local government leaders are associated with better transparency indexes; while the worst results are presented by provincial capitals, cities where tourist activity is particularly important and local governments that enjoy an absolute majority. The analysis of other transparency categories generally shows the consistent impact of these determinants and the need to consider a wider set of variables to capture their effect.

Ètica per aixecar la Moral : Problemes ètics als serveis socials bàsics en temps de crisi

Els riscos ètics als serveis socials en temps de crisi es multipliquen i s’intensifiquen, però en essència no es tracta de riscos nous ni diferents dels que es podien produir en temps de bonança econòmica i social. No obstant, la cruesa del context dels serveis socials bàsics (freqüència de les situacions límit que s'han d'atendre, les qüestions internes i externes de la pràctica professional, el malestar i desencant dels professionals) pot suposar una oportunitat de visibilitat i prendre consciència d'aquests riscos ètics. A la vegada, l'anàlisi i l'abordatge d'aquest nou context des d'una perspectiva ètica pot suposar un antídot que permeti ressituar la pràctica professional (amb els seus límits, però també amb les seves possibilitats), millorar-ne la qualitat i la transparència, i, de retruc, trencar amb la dinàmica de cronificació de la insatisfacció i queixa professional. És a dir, la perspectiva ètica pot ajudar a aixecar la moral dels professionals. Així doncs, amb aquesta recerca pretenem assolir els següents objectius: Identificar els riscos ètics de la intervenció als serveis socials bàsics en relació als efectes i l'impacte de la crisi econòmica; analitzar els diferents riscos ètics identificats i efectuar propostes d'abordatge i minimització d'aquests riscos ètics
