Cultura de segurança em proteção civil

This work aims to stress the concept of a security culture in the sense that each one of us is an emergency responder, the first one to respond, and the more prepared we are, with better training and awareness, the better we will perform, this applies even to the relationship between us and the Emergency Responders. All this will lead to a better probability of surviving an accident. If there is an accident, anywhere at any time, each one of us is alone. And the bigger the accident is the longer we stay alone. There is no firefighter, no policeman, no doctor, so it is very important to be competent, in other words, knowing how to react, wanting to react and being able to react. This is a basic requirement to understand the phenomenon, to know the consequences arising from the way we act and that we have to perform according to the situation: before, during and after it occurred. In brief, let’s not make resilience be just a word, let’s make it a concept that belongs to the higher definition of the Security Culture.

O poder da imagem: encantos, ambiguidades e valorizações

O estatuto da imagem na cultura ocidental não é uniforme em todos os tempos: é útil regressar a interpretações antigas, revê-las em novas aquisições de significação, integrá-las no seu contexto (que os textos revelam ou escondem), não ceder perante a relutância de algumas em se dar a conhecer, reconhecer as variantes que se formam num percurso largo e diferenciado. A tradição da imagem na cultura ocidental, ao menos em momentos mais marcantes, soube valorizá-la como recurso didáctico e pedagógico, em tensão que potencia leituras e dando-lhe dimensão de significado. A mecanização moderna põe em risco o valor da imagem como expressão humana. À exploração de efeitos secundários que insinuam e nada dizem, que projectam fantasmas e negam, na prática, a sua capacidade de representar o “Invisível” como dimensão real do Homem e como relação com o Transcendente (pessoal ou utópico) há que opor atitude diferente. Novidades de literatura que abre sobre os efeitos icónicos do texto desafiam hoje a redescobrir as potencialidades da imagem e as suas funções, reabrindo a sua relação com o texto e levando a uma nova valorização da leitura – contra um intelectualismo abstracto.

Imagem e Tempo. Representações do poder na "Crónica Geral de Espanha"

A "Crónica Geral de Espanha", códice pertencente à Academia das Ciências de Lisboa, desde 1879, é uma cópia quatrocentista da Crónica de 1344 de D. Pedro Afonso, conde de Barcelos. A sua abundante iluminura é vestígio maior duma produção laica ligada à corte de Avis, em que o cultivo das letras, a par da constituição de livrarias, desde D. João I, mostram um apreço pelo livro que irá continuar no período manuelino. Este interesse revela-nos uma imagem da realeza que se encontra bem exemplificada nas representações deste códice; é nela que esta reflexão se vai centrar. Partiremos duma breve e possível análise material do códice, da sua construção, para tentarmos perceber como a imagem do rei se integra no discurso cronístico, gerando um discurso com intenções diversas daquelas que presidiram à elaboração do texto. Ter-se-á em conta que a imagem participa mais ou menos estreitamente dum contexto e da função do objecto, o livro, em que se integra. Aí intervém não apenas como marcador narrativo do texto, mas como potenciador e gerador de sentido a que não são alheios o brilho, a cor, a forma, o enquadramento espacial, a profusão dos ornatos.

O regime penal das imunidades dos titulares dos órgãos políticos de soberania

Portugal is one of the countries that has a constitutional regime of immunity. This protects certain individuals in political positions from prosecution under the law. These individuals are said to have a privileged status when compared to ordinary citizens. The purpose of this study is to examine the immunities enjoyed by President, the members of Parliament and the government ministers. The regime of immunities can be found to generate a certain sense of injustice and feelings of mistrust since the individual can not, albeit temporarily, be held criminally responsible for criminal conduct. It is urgent, therefore, to find a consistent justification with the principles and values of the Criminal Law. The Parliament is the place of the exercise of democratic power and, therefore, a member of Parliament assumes a central position in parliamentary activity. For this reason, it will be necessary to determine analysis to determine the meaning the prerogative of criminal irresponsibility. One question that must be asked is to know how the dogmatic plan that the immunities of the political organs of sovereignty must be seen.

Guarda prisional: força de segurança ou agente responsabilizador?

A permanently changing occidental society framework, simultaneously, to a world Globalization and a market liberalization, requires to know how important and which role the agents plays, in Estates representation, to guarantee their own intern security. Portugal is an example of that since has been integrated in European and world politics that allowed the borders opening, with all the negative consequences of that kind of measures. In way to struggle with those debilities emerge, in our Juridical Order, several security forces such as Prison Guards Corporation, whose contribute to intern security seems undefined and confuse, being urgent legislation in way to describe and clearly define their goals and functions. We begin with a brief history view to understand the evolution, focusing on the present moment, correlate several laws in way to clarify their juridical situation. Using a own critical sense, it draws attention to legislation lack problem in opposition to the conclusion that, Prison Guards Corporation is a security force with specialized expertise in matter and territory fields. Their activity occurs, generally, in penitentiaries where people see themselves without their freedom, legally determinated and confined to places as other individuals with deviant behaviors that deserve society refutation, establishing a separation period having rehabilitation as a goal – it is called general and special prevention. Penitentiaries specificities requires specially police force because penitentiaries are places where tensions are often, both between inmates and against employees, above all prison guards, the first to struggle inmates daily frustrations. In way that institutions achieve their purpose, it is necessary that citizens respect all the rules, although, to their efficacy is necessary to inflict punishment to those who did not respect the rules. Furthermore, it will be indispensable to act immediately in situations as impeding runaway helping, illegally standing in jail and to avoid violent acts against personal and patrimonial belongings. Juridical Order has a few security tools that are available to administration, in which is included coercive methods, that as damaging to citizens in whom they are use, are restricted, unavoidably, to inflexible control rules. Concluding, Prison Guards and Penitentiaries General Direction last goal is to give back recovered inmates to society, in a way to conduct their lives responsibly, without committing crimes.

Text mining e twitter : o poder das redes sociais num mercado competitivo

Actualmente, com a massificação da utilização das redes sociais, as empresas passam a sua mensagem nos seus canais de comunicação, mas os consumidores dão a sua opinião sobre ela. Argumentam, opinam, criticam (Nardi, Schiano, Gumbrecht, & Swartz, 2004). Positiva ou negativamente. Neste contexto o Text Mining surge como uma abordagem interessante para a resposta à necessidade de obter conhecimento a partir dos dados existentes. Neste trabalho utilizámos um algoritmo de Clustering hierárquico com o objectivo de descobrir temas distintos num conjunto de tweets obtidos ao longo de um determinado período de tempo para as empresas Burger King e McDonald’s. Com o intuito de compreender o sentimento associado a estes temas foi feita uma análise de sentimentos a cada tema encontrado, utilizando um algoritmo Bag-of-Words. Concluiu-se que o algoritmo de Clustering foi capaz de encontrar temas através do tweets obtidos, essencialmente ligados a produtos e serviços comercializados pelas empresas. O algoritmo de Sentiment Analysis atribuiu um sentimento a esses temas, permitindo compreender de entre os produtos/serviços identificados quais os que obtiveram uma polaridade positiva ou negativa, e deste modo sinalizar potencias situações problemáticas na estratégia das empresas, e situações positivas passíveis de identificação de decisões operacionais bem-sucedidas.
