Lifelong learning (LLL) has received increasing attention in recent years. It implies that learning should take place at all stages of the “life cycle and it should be life-wide, that is embedded in all life contexts from the school to the work place, the home and the community” (Green, 2002, p.613). The ‘learning society’, is the vision of a society where there are recognized opportunities for learning for every person, wherever they are and however old they happen to be. Globalization and the rise of new information technologies are some of the driving forces that cause depreciation of specialised competences. This happens very quickly in terms of economic value; consequently, workers of all skills levels, during their working life, must have the opportunity to update “their technical skills and enhance general skills to keep pace with continuous technological change and new job requirements” (Fahr, 2005, p. 75). It is in this context that LLL tops the policy agenda of international bodies, national governments and non-governmental organizations, in the field of education and training, to justify the need for LLL opportunities for the population as they face contemporary employability challenges. It is in this context that the requirement and interest to analyse the behaviour patterns of adult learners has developed over the last few years

In Permanent Transit: Discourses and Maps of the Intercultural Experience builds interdisciplinary approaches to the study of migrations, traffics, globalization, communication, regulations, arts, literature, and other intercultural processes, in the context of past and present times. The book offers a convergence of perspectives, combining conceptual and empirical work by sociologists, anthropologists, historians, linguists, educators, lawyers, media, specialists, and literary studies writers, in their shared attempt to understand the many routes of the intercultural experience. The dominant discourse in education and training policies, at the turn of the millennium, was on lifelong learning (LLL) in the context of a knowledge-based society. As Green points (2002, pp. 611-612) several factors contribute to this global trend: The demographic change: In most advanced countries, the average age of the population is increasing, as people live longer; The effects of globalisation: Including both economic restructuring and cultural change which have impacts on the world of education; Global economic restructuring: Which causes, for example, a more intense demand for a higher order of skills; the intensified economic competition, forcing a wave of restructuring and creating enormous pressure to train and retrain the workforce In parallel, the “significance of the international division of labour cannot be underestimated for higher education”, as pointed out by Jarvis (1999, p. 250). This author goes on to argue that globalisation has exacerbated differentiation in the labour market, with the First World converting faster to a knowledge economy and a service society, while a great deal of the actual manufacturing is done elsewhere.

Starting from the assumption that, the organizational learning process influences, in a positive way, the innovative environment and that it shows positive effects on individual, group and organizational performance, this paper deals with the analysis of companies that provide knowledge-intensive products. Referring to the initial information obtained through an adequate survey that is still being performed since May 2009, the main goal is to identify the ways to an organizational learning, measure its importance and identify the effects on the social and economic development. Our reflexion study handles two Portuguese knowledge-rich-organizations, based on the metropolitan area of Lisbon. The paper has the following methodological structure: in the first chapter we will make a theoretical contextualization about the organizational learning; in the second chapter we will handle the data recovered using the SPSS statistics software and, afterwards, presenting the main results. Finally, starting from the main conclusions achieved, we willgive clues to an ongoing reflection.

In the last years there has been a considerable increase in the number of people in need of intensive care, especially among the elderly, a phenomenon that is related to population ageing (Brown 2003). However, this is not exclusive of the elderly, as diseases as obesity, diabetes, and blood pressure have been increasing among young adults (Ford and Capewell 2007). As a new fact, it has to be dealt with by the healthcare sector, and particularly by the public one. Thus, the importance of finding new and cost effective ways for healthcare delivery are of particular importance, especially when the patients are not to be detached from their environments (WHO 2004). Following this line of thinking, a VirtualECare Multiagent System is presented in section 2, being our efforts centered on its Group Decision modules (Costa, Neves et al. 2007) (Camarinha-Matos and Afsarmanesh 2001).On the other hand, there has been a growing interest in combining the technological advances in the information society - computing, telecommunications and knowledge – in order to create new methodologies for problem solving, namely those that convey on Group Decision Support Systems (GDSS), based on agent perception. Indeed, the new economy, along with increased competition in today’s complex business environments, takes the companies to seek complementarities, in order to increase competitiveness and reduce risks. Under these scenarios, planning takes a major role in a company life cycle. However, effective planning depends on the generation and analysis of ideas (innovative or not) and, as a result, the idea generation and management processes are crucial. Our objective is to apply the GDSS referred to above to a new area. We believe that the use of GDSS in the healthcare arena will allow professionals to achieve better results in the analysis of one’s Electronically Clinical Profile (ECP). This attainment is vital, regarding the incoming to the market of new drugs and medical practices, which compete in the use of limited resources.

Collaborative Work plays an important role in today’s organizations, especially in areas where decisions must be made. However, any decision that involves a collective or group of decision makers is, by itself complex, but is becoming recurrent in recent years. In this work we present the VirtualECare project, an intelligent multi-agent system able to monitor, interact and serve its customers, which are, normally, in need of care services. In last year’s there has been a substantially increase on the number of people needed of intensive care, especially among the elderly, a phenomenon that is related to population ageing. However, this is becoming not exclusive of the elderly, as diseases like obesity, diabetes and blood pressure have been increasing among young adults. This is a new reality that needs to be dealt by the health sector, particularly by the public one. Given this scenarios, the importance of finding new and cost effective ways for health care delivery are of particular importance, especially when we believe they should not to be removed from their natural “habitat”. Following this line of thinking, the VirtualECare project will be presented, like similar ones that preceded it. Recently we have also assisted to a growing interest in combining the advances in information society - computing, telecommunications and presentation – in order to create Group Decision Support Systems (GDSS). Indeed, the new economy, along with increased competition in today’s complex business environments, takes the companies to seek complementarities in order to increase competitiveness and reduce risks. Under these scenarios, planning takes a major role in a company life. However, effective planning depends on the generation and analysis of ideas (innovative or not) and, as a result, the idea generation and management processes are crucial. Our objective is to apply the above presented GDSS to a new area. We believe that the use of GDSS in the healthcare arena will allow professionals to achieve better results in the analysis of one’s Electronically Clinical Profile (ECP). This achievement is vital, regarding the explosion of knowledge and skills, together with the need to use limited resources and get better results.

Our society relies on energy for most of its activities. One application domain inciding heavily on the energy budget regards the energy consumption in residential and non-residential buildings. The ever increasing needs for energy, resulting from the industrialization of developing countries and from the limited scalability of the traditional technologies for energy production, raises both problems and opportunities. The problems are related to the devastating effects of the greenhouse gases produced by the burning of oil and gas for energy production, and from the dependence of whole countries on companies providing gas and oil. The opportunities are mostly technological, since novel markets are opening for both energy production via renewable sources, and for innovations that can rationalize energy usage. An enticing research effort can be the mixing of these two aspects, by leveraging on ICT technologies to rationalize energy production, acquisition, and consumption. The ENCOURAGE project aims to develop embedded intelligence and integration technologies that will directly optimize energy use in buildings and enable active participation in the future smart grid environment.The primary application domains targeted by the ENCOURAGE project are non-residential buildings (e.g.: campuses) and residential buildings (e.g.: neighborhoods). The goal of the project is to achieve 20% of energy savings through the improved interoperability between various types of energy generation, consumption and storage devices; interbuilding energy exchange; and systematic performance monitoring.

The current economic crisis has rushed even more the economists’ concerns to identify new directions for the sustainable development of the society. In this context, the human capital is crystallised as the key variable of the creative economy and of the knowledge-based society. As such, we have directed the research underlying this paper to identifying the most eloquent indicators of human capital to meet the demands of the knowledge-based society and sustainable development as well as towards achieving a comprehensive analysis of the human capital in the EU countries, respectively of a comparative analysis: Romania - Portugal. To carry out this paper, the methodology used is based on the interdisciplinary triangulation involving approaches from the perspective of human resource management, economy and economic statistics. The research techniques used consist of the content analysis and investigation of secondary data of international organisations accredited in the field of this research, such as: the United Nation Development Programme - Human Development Reports, World Bank - World Development Reports, International Labour Organisation, Eurostat, European Commission’s Eurobarometer surveys and reports on human capital. The research results emphasise both similarities and differences between the two countries under the comparative analysis and the main directions in which one has to invest for the development of human capital.

Os videojogos são cada vez mais parte integrante da sociedade, sendo que a massificação dos vários dispositivos que se encontram atualmente veio ajudar os videojogos a estarem mais presentes no dia-a-dia das pessoas. Mas a criação de jogos só é possível através de ferramentas bem específicas, as frameworks ou motores de videojogos. Com estas é possível criar os mais diferentes géneros de videojogos para os mais diferentes dispositivos. Contudo, nem todas essas ferramentas são gratuitas, e as que são encontram-se pouco documentadas ou limitadas em determinadas funcionalidades, o que poderá levar mais tempo no desenvolvimento de um videojogo. O trabalho desenvolvido nesta dissertação visa a criação de uma framework capaz de suportar diferentes géneros de videojogos, mas também que facilmente possibilite a alteração ou substituição de diferentes partes internas da framework sem que esta deixe de funcionar. Para isso, foi realizada uma análise ao estado atual do mercado dos videojogos, bem como das ferramentas que possibilitam a criação dos mesmos, passando também pelas interfaces gráficas existentes nos videojogos. Como forma de demonstrar as funcionalidades implementadas na framework, foi desenvolvido um protótipo de um videojogo de luta, tirando-se, assim, partido de algumas das características dessa ferramenta.

Many-core platforms are an emerging technology in the real-time embedded domain. These devices offer various options for power savings, cost reductions and contribute to the overall system flexibility, however, issues such as unpredictability, scalability and analysis pessimism are serious challenges to their integration into the aforementioned area. The focus of this work is on many-core platforms using a limited migrative model (LMM). LMM is an approach based on the fundamental concepts of the multi-kernel paradigm, which is a promising step towards scalable and predictable many-cores. In this work, we formulate the problem of real-time application mapping on a many-core platform using LMM, and propose a three-stage method to solve it. An extended version of the existing analysis is used to assure that derived mappings (i) guarantee the fulfilment of timing constraints posed on worst-case communication delays of individual applications, and (ii) provide an environment to perform load balancing for e.g. energy/thermal management, fault tolerance and/or performance reasons.
