A criação da medida de política educativa (Despacho Normativo n.º 55/2008) - Territórios Educativos de Intervenção Prioritária (TEIP) corresponde à necessidade de concretização de um princípio da Lei de Bases do Sistema Educativo português, visando assegurar uma educação de base para todos, bem sucedida. Esta mesma medida acontece na sequência de uma outra anterior com as mesmas características, criada no ano lectivo de 1996/1997. A sua implementação no terreno foi objecto de um estudo encomendado pelo Instituto de Inovação Educacional no qual participei, integrando uma equipa de investigação da Faculdade de Psicologia e Ciências da Educação da Universidade de Lisboa. Nesta comunicação, proponho-me revisitar esse mesmo estudo, dando conta do balanço crítico então realizado, e, à luz das suas principais conclusões, refletir agora na qualidade de perito externo de um TEIP da região de Lisboa, sobre os modos como os TEIP2 evoluíram, em que sentido se deu tal evolução e quais os problemas que persistem. A consecução de um dos objectivos centrais desta medida de política educativa, especificamente a melhoria da qualidade das aprendizagens traduzida no sucesso educativo dos alunos, parece, de acordo com os relatórios oficiais, não ser ainda muito expressiva nem muito consistente. Torna-se, portanto, necessário interrogar e problematizar as práticas de ensino realizadas pelos professores, repensando estratégias pedagógicas que se configurem relevantes para dar expressão real àquele objectivo.

This paper proposes an efficient scalable Residue Number System (RNS) architecture supporting moduli sets with an arbitrary number of channels, allowing to achieve larger dynamic range and a higher level of parallelism. The proposed architecture allows the forward and reverse RNS conversion, by reusing the arithmetic channel units. The arithmetic operations supported at the channel level include addition, subtraction, and multiplication with accumulation capability. For the reverse conversion two algorithms are considered, one based on the Chinese Remainder Theorem and the other one on Mixed-Radix-Conversion, leading to implementations optimized for delay and required circuit area. With the proposed architecture a complete and compact RNS platform is achieved. Experimental results suggest gains of 17 % in the delay in the arithmetic operations, with an area reduction of 23 % regarding the RNS state of the art. When compared with a binary system the proposed architecture allows to perform the same computation 20 times faster alongside with only 10 % of the circuit area resources.

Duchenne muscular dystrophy (DMD) is a severe, progressive disease first described by Meryon in 1852 and later by Guillaume Duchene. It is the most common and severe form of childhood muscular dystrophy, affecting 1 in 3500 live male births. Is caused by an X—linked recessive genetic disorder resulting in a deficiency of the dystrophin protein, responsible for linking contractile proteins to the sarcolemma. Diagnosis is not always easy and the first symptoms are often related to weakness and difficulty or delay in acquiring the ability to perform simple activities. Progressive weakness leads to the use of compensatory strategies in order to maintain the ability to walk and perform other activities. Respiratory muscles are also affected and the complications resulting from its impairments are frequently the cause of early death of these patients. The advances in DMD management has increased life expectancy of these children with the need for adequate care in adulthood. DMD manifestations include muscle weakness, contractures, respiratory and cardiac complications. Some authors also refer that one-third of patients have difficulties with learning and delayed global development because the gene that encodes dystrophyn expresses various dystrophin isoforms that are found in Schwann and Purkinje celis in the brain. Body functions and structure impairments like muscle weakness, contractures and reduced range of motion lead to limitations in activities, i.e., impairments affect the performance of tasks by the individual. In a physiotherapist’s point of view analysing these limitations is mandatory because physiotherapy’s final purpose is to restore or preserve the ability to perform ADL and to improve quality of life.

Bearing in mind the potential adverse health effects of ultrafine particles, it is of paramount importance to perform effective monitoring of nanosized particles in several microenvironments, which may include ambient air, indoor air, and also occupational environments. In fact, effective and accurate monitoring is the first step to obtaining a set of data that could be used further on to perform subsequent evaluations such as risk assessment and epidemiologic studies, thus proposing good working practices such as containment measures in order to reduce occupational exposure. This paper presents a useful methodology for monitoring ultrafine particles/nanoparticles in several microenvironments, using online analyzers and also sampling systems that allow further characterization on collected nanoparticles. This methodology was validated in three case studies presented in the paper, which assess monitoring of nanosized particles in the outdoor atmosphere, during cooking operations, and in a welding workshop.
