This paper intends to show the Portuguese municipalities’ commitment, since the first decade of this century, in cultural facilities of municipal management and how it provided 12 of the 18 district capitals of mainland Portugal with cultural equipment, but after all we want to know if this effort resulted in a regular, diverse, and innovative schedule. Investing in urban regeneration, local governments have tried to convert cities’ demographic changes (strengthening of the most educated and professionally qualified groups) in effective cultural demands that consolidate the three axes of development competitiveness-innovation-creativity. What the empirical study to the programming and communication proposals of those equipment shows is that it is not enough to provide cities with facilities; to escape to a utilitarian conception of culture, there is a whole work to be done so that such equipment be experienced and felt as new public sphere. Equipment in which proposals go through a fluid bind, constructed through space and discourse with local community, devoted a diversified and innovative bet full filling development axis. This paper presents in a systematic way what contributes to this binding on the analyzed equipment.

Fungi are essential to the survival of our global ecology, but they might pose a significant threat to the health of occupants when they grow in our buildings. The exposure to fungi in homes is a significant risk factor for a number of respiratory symptoms. Well-known illnesses caused by fungi include allergy and hypersensitivity pneumonitis. Environmental monitoring for fungi and their disease agents are important aspects of exposure assessment, but few guidelines exist for interpreting their health impacts. This book answers the questions: How does one detect and measure the presence of indoor fungi? What is an acceptable level of indoor fungi? How do we relate this information to human health problems?

The conquest of the West by the stagecoaches and then by railway, Ford and the automobile civilization, the Moon landing by Apollo 11, Microsoft, Apple, CNN, Google and Facebook have appeared to us as celebratory examples of the willingness and ability of the US to overcome the distance and the absence through so-called modern progress of transportation and communication. Undoubtedly, the imaginary and the instrumental power associated to transports and communication of the last century and a half are identified with the mental images that the world has of the US. A world that has eagerly imported and copy their technology and technological culture. Beyond the illusions, this attempting, which has always been praised to transcende space and eclipse the time to get to places and peole increasingly distant and fast, has always a dark side: the political control of population, commercial advertising, the spread of the rumors, noise and gossip. However, since at least the nineteenth century, the political project incorporated in modern transportation and communication technologies was not shared by some of the most remarkable thinkers in the US not only in that century, but also in the 20th century. This paper begins by rescue Ralph W. Emerson and Henry D. Thoreau legacy regarding to communication. Emerson conceived communication as a give-and-take with no coordination between the two, and does not involve contact with the other. Thoreau, in turn, argued that modern trasnportation and communications inventions are but pretty toys which distract attention from serious things, nothing more than 'improved means to an end that is not perfected.' Secondly, we show that this skeptical view of the techological improvement of transport and communication was proceed in an original way with James W. Carey, a media studies thinker who became known for his criticism of the transmission view of communication.

Portugal comprometeu-se em finais de 2009 com novos objetivos para a política energética e estabeleceu como prioridade a eficiência energética, designadamente através da aplicação de programas de redução do consumo de energia na Administração Pública e da promoção de comportamentos e escolhas que minimizem o consumo energético. Neste contexto, o principal objetivo a que se propõe este trabalho é: contribuir para a nova política energética do Governo, através do estudo do impacto das novas tecnologias e novos procedimentos, no aumento da eficiência da Iluminação Pública. Nesta dissertação é efetuada uma análise aos sistemas de Iluminação Pública existentes e, também o estudo das inovações tecnológicas disponíveis no mercado. Feita esta caracterização e com base em critérios económicos e técnicos suportados por normas nacionais e internacionais em vigor, as soluções que maximizem a eficiência energética na sua globalidade são identificadas e propostas para implementação no terreno. Será igualmente analisado o impacto no sistema elétrico existente das alterações propostas. A componente experimental desta dissertação foi realizada no Parque das Nações com a colaboração da Parque Expo – Gestão Urbana do Parque das Nações, S.A., entidade gestora do espaço público do Parque das Nações. O Parque das Nações apresenta-se como um local de inegável interesse para os objetivos desta dissertação porque: dispõe de uma grande diversidade de soluções na Iluminação Pública; encontra-se a curta distância do ISEL e funciona, não raras vezes, como “montra” tecnológica do País.
