Topology optimization consists in finding the spatial distribution of a given total volume of material for the resulting structure to have some optimal property, for instance, maximization of structural stiffness or maximization of the fundamental eigenfrequency. In this paper a Genetic Algorithm (GA) employing a representation method based on trees is developed to generate initial feasible individuals that remain feasible upon crossover and mutation and as such do not require any repairing operator to ensure feasibility. Several application examples are studied involving the topology optimization of structures where the objective functions is the maximization of the stiffness and the maximization of the first and the second eigenfrequencies of a plate, all cases having a prescribed material volume constraint.

The objectives of this study were to (1) conduct an elemental characterization of airborne particles sampled in Cape Verde and (2) assess the influence of Sahara desert on local suspended particles. Particulate matter (PM10) was collected in Praia city (14°94'N; 23°49'W) with a low-volume sampler in order to characterize its chemical composition by k0-INAA. The filter samples were first weighed and subsequently irradiated at the Portuguese Research Reactor. Results showed that PM10 concentrations in Cape Verde markedly exceeded the health-based air quality standards defined by the European Union (EU), World Health Organization (WHO), and U.S. Environmental Protection Agency (EPA), in part due to the influence of Sahara dust transport. The PM10 composition was characterized essentially by high concentrations of elements originating from the soil (K, Sm, Co, Fe, Sc, Rb, Cr, Ce, and Ba) and sea (Na), and low concentrations of anthropogenic elements (As, Zn, and Sb). In addition, the high concentrations of PM measured in Cape Verde suggest that health of the population may be less affected compared with other sites where PM10 concentrations are lower but more enriched with toxic elements.

Na presente comunicação pretende-se refletir sobre a pertinência do desenvolvimento, no domínio da administração educacional, de estudos inspirados na “análise das políticas públicas” centrados, particularmente, na conceção e gestão de políticas educativas concretas como é o caso da política de “Escola a Tempo Inteiro”, desenvolvida em Portugal a partir de 2005, no 1.º ciclo do ensino básico. A “análise das políticas públicas” fornece um quadro teórico que permite integrar o “estudo das ideias e dos valores que orientam a tomada de decisão” e pôr em evidência os “modos de intervenção governativa”, oferecendo, desta forma, um quadro interpretativo para o resultado da observação do “poder político em exercício” na condução de políticas públicas de educação. Permite, ainda, enquanto suporte interpretativo, pôr em evidência as representações e os modos de intervenção do Estado refletidos nos instrumentos que escolhe e utiliza e (re)construir a política pública pela própria análise que dela é feita. Por seu lado, as coordenadas de “análise cognitiva das políticas públicas” permitem apreender os “fundamentos” da política e compreender a que quadro referencial é reportada a representação dos problemas e explicar os processos de “problematização” e de “fabricação das ideias” (enquanto soluções políticas.

Purpose - The education and training of a nuclear medicine technologist (NMT) is not homogeneous among European countries, which leads to different scope of practices and, therefore, different technical skills are assigned. The goal of this research was to characterize the education and training of NMT in Europe. Materials and methods - This study was based on a literature research to characterize the education and training of NMT and support the historical evolution of this profession. It was divided into two different phases: the first phase included analysis of scientific articles and the second phase included research of curricula that allow health professionals to work as NMT in Europe. Results - The majority of the countries [N=31 (89%)] offer the NMT curriculum integrated into the high education system and only in four (11%) countries the education is provided by professional schools. The duration in each education system is not equal, varying in professional schools (2-3 years) and high education level system (2-4 years), which means that different European Credit Transfer and Accumulation System, such as 240, 230, 222, 210 or 180 European Credit Transfer and Accumulation System, are attributed to the graduates. The professional title and scope of the practice of NMT are different in different countries in Europe. In most countries of Europe, nuclear medicine training is not specific and curriculum does not demonstrate the Nuclear Medicine competencies performed in clinical practice. Conclusion - The heterogeneity in education and training for NMT is an issue prevalent among European countries. For NMT professional development, there is a huge need to formalize and unify educational and training programmes in Europe.

This paper is concerned with direct or indirect lightning strokes on wind turbines, studying overvoltages and electromagnetic transients. As wind power generation undergoes rapid growth, lightning damages involving wind turbines have come to be regarded with more attention. With the aim of providing further insights into the lightning protection of wind turbines, describing the transient behavior in an accurate way, the restructured version (RV) of the electromagnetic transients program (EMTP) is used in this paper. A new case study is presented with two interconnected wind turbines, considering a direct lightning stroke to the blade or considering that lightning strikes the soil near a tower. Comprehensive computer simulations with EMTP-RV are presented and conclusions are duly drawn.
